The snow still covering our mountain tops evidences the harsh winter we had. Despite difficult and sometimes erratic weather conditions, we can only praise the excellent snow conditions we had on the ski resorts of Pleney/Nyon and Avoriaz.

Last winter was also an Olympic and Paralympic season and our champions stood out with their performances, among others were Anthony Chalençon and his guide Simon Valverde who won 2 Paralympic medals, one bronze and one gold. Anthony and Simon were celebrated with all due respect in a beautiful public gathering that also marked the end of the winter season. It was also the farewell round for 4-time contestant Yohann Taberlet who yielded solid performances often at the foot of the podium and a 1st participation for biathlete Antonin Guigonnat who was in the spotlight throughout the whole season.

This issue of Le Mag offers you a review of the winter 2017/2018 highlights.

Doing so, let’s not forget the future, namely with our young athletes who compete in local sports clubs. The Town Hall wishes to continue to encourage and support these clubs and this magazine will allow you to find out more about them.

The future also includes that of our resorts which must remain competitive.

In this respect, the Morzine Avoriaz Express cable car project linking the centre of Morzine to Les Prodains is progressing well and you are invited to read the full update page 13.

Le Mag also includes the usual sections and useful information on the life of the Commune, actions in progress across town and the summer program in Morzine and Avoriaz, more especialy in the Parc des Dérêches.

> Councilors in charge of the KMC wanted to allow elected children to discover the National Assembly in Paris and were in contact with Assembly deputy Marion Lenne for this purpose. However, due to the recent train strikes, the 2-day bus journey alternative solution would have generated extra costs versus the KMC’s and Town Hall’s budget. The project should see the day in August.

> Fox Discovery trailThe Sentier du Renard restoration project, decided by the KMC’s children with the collaboration of the Haut-Chablais Greater Community keeps moving forward. The aim is to allow walkers and hikers to discover the Dranse and the Vallée de la Manche in a fun and playful manner. They have imagined a course fi lled with stop points and… Gaspard! This new fox friend they have just created will liven up the walk along with his hike pals… the groundhog, the eagle, the brown trout, the squirrel, the chamois, the beaver and the slate-quarrier. The stop points will also be equipped with discovery games; a booklet will be available to guide walkers on a paper chase to try and guess the theme of each stop point, the last point being located in La Battante.

Although a car-less resort, Avoriaz still hosts a certain amount of road traffi c. To secure the sector and more especially around the Pôle Enfance, the KMC wants to warn locals on the presence of children. They have therefore imagined a sign with a humorous reindeer displaying the message “Roulez tout doux - Pensez à nous!” [Think of us - drive slowly] des-tined to motorists. The sign is being validated by the Mayor and might be put up for the next back-to-school period.

THE KIDS MUNICIPAL COUNCIL MULTIPLY THE PROJECTS!

> 1st inter-school sports tournamentTo allow children to get together around fun-fi lled activities, the KMC organised an inter-school sports tournament on Wednesday 30 May earlier this year. The initiative was highly successful with 60 primary school participants from year 4 to year 6 from all three commune’s schools. Every-body met in the Parc des Dérêches for a convivial and lively afternoon with various sports events to choose from: cross-fi t, basketball or ping pong. The tournament was fol-lowed by a complimentary snack prepared and offered by the Kids Municipal Council. Congratulation to all partici-pants and a warm thank you to the schools, technical departments for lending the material and adult municipal councilors in charge of the KMC. See you all in 2019 for the 2nd edition!

> Visit to the Mayors’ CongressKMC children took part in the Mayors’ Congress held in Roche-sur-Foron in October last year. They had the chance to discover many institutional issues such as bus safety and security, the National Assembly and the Senate via an exhibition dedicated to them. Two KMC representatives were selected to award the Marianne du Civisme prize rewarding communes with the highest turnout in the last presidential and legislative elections.

CHILDHOOD

All 14 children from the various local schools elected on the Kids Municipal Council strive to bring their mission to completion and carry out projects for the commune. Update on the projects in progress…

CH A NGES IN T H E 2019 V I SITOR S TA X

The visitors tax is a contribution charged by touristic communes to accommodations’ guests. The aim is to contribute to the deve-lopment and appeal of the communal territory. For Morzine and Avoriaz, it helps to fi nance tourism related investments and subsi-dizes the two Tourism Offi ces and their promotion and commer-cialization actions.

Paid by holiday-makers (except children), the tax money is collec-ted and transferred to the commune by all renters. The amount, calculated per night and per person, depends on the type of accommodation based on a national price grid setting minimum and maximum fees.

Further to the French Financial Act of 2018, new price scales and terms will apply as of 1st January 2019. The pricing scheme will change and include classifi ed accommodations, platform-based renters as well as non classifi ed accommodations.

The visitors tax, charged to holiday-makers, will change in 2019 and covers all types of tourism accommodations.

For non classifi ed accommodations or accommodations without any classifi ca-tion except for outdoor accommodations, the Financial Act includes a pricing scheme based on the gross rate per person per night corresponding to a tax between 1 and 5 %.The Commune has therefore decided to apply an average rate of 3 %, and the amount cannot exceed the highest fee ap-plicable to classifi ed accommodations, that is €2.50.

DECLARING A FURNISHED TOURIST ACCOMMODATION, WHETHER CLASSIFIED OR NOT, IS COMPULSORY AS SOON AS IT IS NOT THE OWNER’S MAIN RESIDENCE.

Renters will have to declare their accommodations using a dedicated form Cerfa n°14004*03 to be handed in or sent to the town hall of the commune where the furnished accommodation is. Each renter will receive an acknowledgment of receipt testifying the declaration.Any change regarding the information provided (on the renter, the accommodation, rental periods) is subject to a new declaration to the town hall concerned.

> Important! In case of failure to declare, renters are liable to pay a fi ne amounting to up to €450.

> Burning green waste in the open air is highly polluting. To preserve air quality, this practice is therefore strictly forbidden and subject to a €450 fi ne.You need to take your green waste such as mowed lawn, hedge trims, dead leaves, weeding, etc., to the local waste management facility. You can also process it yourself at home by making your own compost, in addition to your food waste, by crushing it and covering the soil of your plantations.

Beware of Asian hornets!The Asian hornet, a predator to bees, is an invasive species that threatens biodiversity. 414 nests were spotted in the Rhône-Alpes region in 2017 (versus 319 in 2016). The yellow legged Asian hornet is mostly black with a broad orange stripe on the abdomen and a yellow border on the first abdominal segment. Its face is orange and

its legs are yellow on the ends. It measures between 23 and 30 mm.

Thanks to each and everyone to respect the neighbourhood and avoid making disturbing or late noise, especially in summer! Reminder, as set out in a municipal order: “Any noise likely to harm neighbourhoods’ tranquility or people’s health due to its duration, repetition or intensity, caused unnecessarily or as a result of a lack of precaution, is forbidden either night or day.”

> Works are forbidden every weekday from 8pm to 7am and all day on Sundays and public holidays.

As each year, all beekeepers are requi-red to declare their beehives, from the very fi rst bee colony, whether in hives of all sizes or in mating hives. This declara-tion aims to:

> Obtain European aids for the French beekeeping industry based on the offi cial number of hives and apiaries.

They were over a hundred volunteers to take part in the Clean Day initia-tive on 2nd June earlier this year! Thanks to their efforts, different sectors of Morzine were cleaned up and this year’s edition was a successful one.

A big thank you to all and especially to all the young licensees from the main Morzine sports associations (namely the SCMVA, the ice hockey club, ski club,

La Palanquée…) who were all present!

The morning event ended with a buffet prepared by the Town Hall’s living environ-ment commission, chai-red by Gisèle Richard, and the Lou Dvantis association.

CLE A N DAY !

MAIN ARTICLE

At the heart of an outstanding nature, Morzine-Avoriaz is the cradle of many outdoor activities. From skiing to biking, not to forget hiking and para-gliding, there are many playgrounds to choose from year round. Thanks to its facilities and more especially the Parc des Dérêches (see page 15), the commune also hosts indoor practices such as ice hockey or judo which also gathers many fans. Proud to share this sports-manship, the municipality supports all athletes, whether professional or amateur.

Year after year, we support our cham-pions and high level athletes who carry the values of tenacity and competition with partly performance-based fi nancial aid. True Morzine-Avoriaz ambassadors, these athletes contribute to enhancing the commune’s image, strengthen its notoriety and internatio-nal recognition on top of developing its appeal. Next to high level compe-tition, the municipality also wants to allow access to sports practice to all. In addition to making the Parc des Sports facilities available for all sports practices concerned, it grants annual subsidies to local sports associations.

All clubs are concerned, whether they are major ones with many licensees (ice hockey, skiing, swimming…), or more modest ones such as the scuba diving club (La Palanquée), the tennis club, Gym Altitude, Morzine volleyball, the boxing club (Leda Betche), the Avoriaz golf club or the para-gliding club (Les ailes morzinoises).

Anthony CHALENÇONBIATHLON RELAY RACEAccompanied by his guide Simon Valverde, Anthony Chalençon took Morzine-Avoriaz to the highest steps of the podiums!After ranking 7th, 8th, 9th and 10th at the World Cups in Canada (December 2017) and Germany (January 2018), he won the bronze medal in the single race and the gold medal in the biathlon relay race in the PyeongChang Paralympic Games.

Yohann TABERLET PARA-ALPINE SKIINGSelected for the PyeongChang Games in para-Alpine skiing, he enriched his record with a beautiful honour

ranking by fi nishing 4th in the sitting descent race. He ended both his season and his career with 2 French champion titles in Giant Slalom and Super Combined as well as a vice French champion title in the Slalom race in Cham-rousse in March of this year. He is now heading

for new adventures (see page 19), including that of being a young dad! An excellent ambassador of the commune for a long time, he will undoubtedly stay close to Morzine’s succession by providing advice and sharing his experience in high level competition.

Antonin GUIGONNAT NORDIC SKIING - BIATHLONHe had a memorable season that bodes well for the coming winters!Confi ned in the European Cup at the beginning of the season, he grasped his chance by coming through in the pre-Olympic period with two beautiful podiums in the World Cup next to legend Martin Fourcade. His 2nd place ranking in the relay race in Ruhpolding and 3rd in the sprint race in Grand-Bornand opened the gates to the Olympic Games of Pyeong-Chang where he ranked 5th in the relay race.

Jérémy LENVERSMOGUL SKIINGFor his part, he continued to discover the World Cup circuit in Japan, Canada, the USA and China hoping to make a name in mogul skiing! He actually fi nished 2nd in the French Cup in Tignes in February 2018.

CHAMPIONS FEST!

On Saturday 7 April, the Town Hall -with the help of local key players and many volunteers- organised a beautiful celebration to pay a tribute to Anthony Chalençon and his guide Simon Valverde for his two medals as well as to salute all athletes selected to compete in the last Olympic and Paralympic Games. Thanks to all for the valuable help and to all Morzine residents for their presence!

Founded in 1975, the Vélo Club Morzine-Avoriaz (priorly known as the Cyclo Club Morzinois) is one of the oldest biking clubs in Haute-Savoie. It has nearly 100 licensees in cycling or mountain biking. The children mountain biking section includes 12 age groups of different levels super-vised by the resort’s mountain biking instructors. On the adult side, a “cyclo sport” section and several mountain bike riders organise many outings.

The club’s purpose is to make road and mountain biking accessible to all people of all levels from beginners to advanced cyclists, either for the simple pleasure of doing sport or to qualify for a competitive challenge!

Judo is a martial art for people aged 3 to 75 years! The school has around 145 licensees across different levels. With 18 competitors from the Benjamin to Junior categories, the club travels all over France to take part in different sports challenges. The club counts 4 department champions (Thaïs Balmier in the Benjamin category, Timéo Delalex in the Minime category, Arthur Delale and Mathilde Richard in the Cadet category).

To thank all its competitors, the club took them to Europa-Park before competing in the traditional end-of-season tournament along with other clubs.

With 160 licensees, the club’s number one objective is to train as many young athletes as possible for high level competitive skiing in order to enter the Comité Mont Blanc and then the French National Team. The club also aims to strengthen its Grand Prix/Training group ena-bling members to be trained to mountain professions and instructors jobs. By creating a dynamic sports envi-ronment, the club trains athletes of all categories and more especially younger ones, to compete in the highest level events. In its 2018 record, Jimmy Roos ranked 2nd at regional level and 3rd in the parallel race at the “Écureuil d’Or” French Championship. Emma Nadler ranked 6th in the region and achieved 2 top 10 in the Regional Cham-pionship. Victor Gaydon fi nished 9th in the Super G race at the FIS in Sella Nevea, Joanna Lavanchy fi nished 5th at the “Coq d’Or” in ski cross.

The Henri Corbet College in St-Jean d’Aulps has strengthened its sports section and students now enjoy 3 days per week to do skiing in winter and physical preparation in autumn.NOTE:

ICE DA NCINGThe ice dancing club is open to people of all ages, from 3-4 year-olds to unlimited age!The club already has around a hundred licensees, inclu-ding 4 boys. All members take part in the club’s star event: the end-of-season Gala in front of 450 spectators.The theme this year is Africa and ice dancers perform choreographies of various levels in handmade decors!

A French tournament was also organised in Novem-ber 2017 and, just like every year, 4 to 5 licensees qualifi ed for the French Championship.

MOR Z IN E - AVOR I A Z PINGOUIN SWith 296 licensees including 136 under 15 years (31 girls and 105 boys), the ice hockey club boasts a record-breaking year! Eager to keep the momen-tum by strengthening its membership, more especially in the girls and younger categories (4 to 8 years), the club develops activities for all levels combined. It was granted 3 labels from the Natio-nal Federation (Ice Hockey School, U9, U11-13) it is determined to keep them, just like the interna-tional U9 and U11 tournaments in April 2019.

The 1st edition of the U9 HCMA International Cup was highly successful! The club is also well represented in the U15, U17 and U20 catego-ries with the HC74 training centre in collabora-tion with Chamonix, Saint-Gervais and Megève.Among the many events organised each year, discovery days are held in September for people interested to try out the sport!

As of September, the SCMVA will have a new synthetic pitch

to host the many training sessions of all the teams. Built in Montriond

by the inter-communal organisation, in consultation with the club, great

attention was put on the quality of the fi lling to preserve

the players’ safety.

It is a summer club! The sport is practiced only in the warm season, that is less than 5 months a year. It is ope-ned to young swimmers aged 9 and over who already know the basics of all 4 swimming strokes.Technical improvement and training sessions take place every Wednesday and Saturday in June from 6.30pm to 8pm and every evening as of early July. The club has 60 young licensees and a few adults actively contribute to the life of the club which has had a great season this year with 18 departmental titles, 9 regional titles and 3 swimmers qualifi ed for the French Cup (Jacques Jeffe-ries, Mathis Cottet-Dumoulin, Cléo Arens).

The Sporting Club Morzine Vallée d’Aulps (SCMVA) is one of the biggest football clubs in the department with 300 licensees! It was awarded the French Foot-

ball Federation Excellence Label to reward its structuring work among young categories (U7 to U17). As of next autumn, it should also benefi t from the Women’s Federal Label.As for this season, among other highlights are the accession of the fl agship team to the second division, the selection of Anthéa Venard and Lisa Vulliez in the Haute-Savoie district team, Fabien Duby and Ugo Landrat in the fi nal district team and the depar-ture of Éloïse Eyre to become captain and player at the National England Squad in the U16 category!

The Municipal Council session of 6 June marked an important step in the progression of the project.

MORZINE-AVORIAZ EXPRESS

E.M.A.

It consists of a service concession agreement, formerly known as “farming out”. This means the commune will make the initial investments with loans and subsidies to later entrust a private sec-tor company to operate the service. The invest-ments include the cable car and its two stations, the tunnel between Le Pleney and Le Plan as well as the moving walkways that will allow skiers to link the different ski resorts more easily. At his point in the project, the works are expected to amount around 60 million euros.

In parallel, the appointment of the operator will be launched on the basis of a set of specifi cations. Therefore, the future “farmer” will have a say in the choice of the contracting companies that will carry out the works.

As a counterpart, the operator will pay a royalty, part of which will cover the loan annuities and a share of the profi ts will be given to the commune.

The Portes du Soleil economic interest group has already confi rmed the eligibility of the future cable car service to its repartition system and the com-missioning is scheduled for 2021.

GDPR is an acronym purely meant for our greater good!

Literally the General Data Protection Regulation of the European Union, it is designed to offer better information and better control on the way personal data is collected, stored and used.

Effective since 25 May of this year, it aims to defend individuals’ rights and liberties by reinforcing the protection of the personal data while har-monizing regulations Europe-wide. Companies, shops, collectivities… everyone is concerned! The GDPR requires them to comply with data protection rules and to evidence compliance. From now on, managing the data they hold is under their responsibility.

With its open space in natural surroundings on the banks of the River Dranse, the Domaine des Dérêches is the perfect place to share good times with friends or the family! Over 10 sports and leisure activities on the menu as well as relaxation areas are awaiting all adventure lovers!

At local level, the Morzine Town Hall grasped the compliance require-ment as an opportunity to rethink and improve its data management system. The fi rst step was to comply with the rules set out to protect citizens:

Finally, a charter is being drawn up to raise agents’ awareness on the importance of the information they collect.

MULTI-ANNUAL INDEBTEDNESS

For several years now, collectivities are pressured by the government on behalf of public fi nance turnaround.

These efforts translate into constant reduction of public allocations granted by the State each year.

It is therefore in an increasingly diffi cult context that the commune needs to ensure quality public services for the benefi t of its residents and users on top of balanced ter-ritorial development while taking measures to maintain a sound and sustainable fi nancial situation. Our sound management has allowed us to keep the use of loans to a minimum.

Over the course of 2018, projects and achievements cover essentially the following:

> Commissioning of Avoriaz Pôle Enfance. Cost of operations €5.451m taxes and charges included (including €1.1m CCHC).

> Revamping of the Maison du Bourg, €3.9m taxes and charges included.

> Lighting of Morzine historical district, €350k taxes and charges included.

> 1st stage of the restoration of Morzine tennis courts, €271k axes and charges included over 3 years.

> Maintenance of the heritage, service equipment, miscellaneous works: €1.7m.

Most of these works are self-fi nanced.

STABLE TAX RATES

However, the actual amount to be paid by taxpayers should increase slightly further to the adjustment of the rental values performed by the State and possible increases decided by other government levels (Department, Region).

Communal fees have nonetheless remained stable; such as water and canteen prices for example.

It also translates into an increase of the FPIC (Inter-com-munal equalization fund) contributed by richer collecti-vities to fi nance the less advantaged ones.

Although national solidarity is a necessity, this pressure is particularly hard for a commune like ours. Let’s not forget that the credit reductions translate into reduced investments made by Morzine and the whole local eco-nomy suffers in the end.

Beyond these most signifi cant cuts, other transfers are also being operated at the expense of collectivities and, in turn, increase their operating expenses: construction permits are no longer processed by the State, school schedule reform, transfer of the management of national ID cards…

The debt per inhabitant (2,948 inhabitants in the latest census) amounted to €5,289.35 on 1st January 2018. This fi gure is in the average for communes of our category. For Morzine, it was €8,009.50 in 2013. Between 2013 and 2018, over €30m worth of investments have been made.

On 1st January 2018, the commune needed 4.5 years to pay off all its main budget loans by allocating all its savings to it.

This term is more than reasonable: the watch point being around 10/11 years; beyond that point, a collectivity is considered to be in a critical situation. Reimbursement terms are usually between 15 and 20 years.

For all these reasons, the commune has decided to maintain its direct tax rates and communal fees at the same level.

The Municipal Council has deliberated on the local tax rates and has decided not to increase them.Consequently, local tax rates have been stable for the last three years.

Yohann Taberlet, commune ambassa-dor in handiskiing and newly retired from high level skiing competition, will take his succession as of this summer.He will offer his sports values marked with performance, tenacity and will. In a wheelchair since the age of 21 further to a para-gliding accident, he

was a member of the French Alpine skiing team from 2005 to 2018 and has won over 60 titles and medals in the French and World Championships as well as in the European and World Cups. He competed in the Para-lympic Games of 2006, 2010, 2014 and 2018. Here is an exemplary champion at the head of the Parc des Sports and we wish him the warmest welcome!
