Background • February 25, 2015 - City Council authorized a public
hearing to determine proper zoning for the area. • September, 2015 – Office of Environmental Quality was
requested to pursue a Municipal Setting Designation (MSD) for the 11th Street Corridor.
• March, 2016 – City Council Member Arnold held a neighborhood meeting on the possibility of rezoning properties in the Authorized Area. Notice was sent to all property owners.

Background • April, 2016 – City Council Member Arnold’s office
selected the Steering Committee • May, 2016 – Office of Environmental Quality (OEQ)
oversaw environmental screening and testing activities in the area. No new chemical impacts in groundwater were found.
• May 16, 2016 – March 2, 2017, Staff met with the Steering Committee at 9 meetings to discuss proposed zoning district changes
• June, 2016 – OEQ, the City Manager’s Office and the City Council member determined that MSD project activities would cease and an MSD ordinance would not be pursued for the area.

• LINCing DALLAS (Leveraging and Improving Neighborhood Connections) was a community-based urban design initiative of the City of Dallas in 2012 led by the Dallas citydesign studio
• The initiative covered 6 focus areas, including Cedar Creek (which includes the authorized area)

• Recreate 11th Street as a walkable mixed-use retail and residential street • Capitalize on views from Cedar Crest and 11th Street with new mixed used
development • Provide walkable green connections from Skyline Heights across 11th Street to
More Park and the Great Trinity Forest • Develop retail spaces to attract quality retailers, including healthy grocers • Create new play fields and enhance open space in the Cadillac Heights floodplain
with town center development along Cedar Crest Boulevard • Develop middle income housing along Clarendon adjacent to Cedar Creek with
higher density linked to the FIJI Development, the Corinth DART station and views toward downtown
• Create safe trail connections to area schools, the Trinity, and the Dallas Zoo from neighborhoods along Cedar Creek and along the creek running between Skyline Heights
