The city of Fabriano wishes to express its desire to host the XIII UCCN ANNUAL MEETING 2019, with the support of the Italian Government, the Permanent Delegation of Italy to UNESCO, the Italian National Commission for UNESCO, the Marche Region and the City of Fabriano, the Chamber of Commerce, in addition to private partners, including the Foundation Aristide Merloni, an Institute for the research, the training, the promotion and the development of the entrepreneurial culture, and the Bank Foundation Cassa di Risparmio di Fabriano e Cupramontana.We wish to offer a new concept for the Annual Meeting. The theme of the XIII Annual Meeting will be decided jointly by UNESCO Secretariat and Fabriano Creative City.In compliance with the guidelines approved at Kanazawa, Fabriano wishes to propose three new elements:- The works of the Meeting will take place in the most important historic, cultural and artistic sites around the old town centre - Delegates of Creative Cities will have the possibility to carry out works of parallel sections in cities of Region Marche near Fabriano that for their history and their traditions symbolically represent the seven creative fields of the UCCN (e.g. Recanati, the birthplace of Giacomo Leopardi for the Literature; Pesaro, the birthplace of Gioacchino Rossini for the Music)- We offer to create a web platform, which will be an ideal bridge from Kanazawa to Fabriano, passing through Östersund, Enghien-les-Bains, Krakow and Katowice, to share opinions and encourage Creative Cities to discuss the themes of the Annual Meeting, in collaboration with the UNESCO Secretary and the Steering Group.

3.2 LOGISTICAL REQUIREMENTS 3.2.1 GENERAL REQUIREMENTS

City accessibility on an international level

By plane - By helicopter: International Airport of the Marche Region “Raffaello Sanzio”, Falconara (1): located about 50 km from Fabriano, 30 minutes by car, 20 minutes by helicopter. Served by the main airline companies (Alitalia, Lufthansa, Vueling, Ryanair and so on).International Airport “Leonardo Da Vinci”, Roma (2): one of the main Italian airports, located about 220 km from Fabriano, 2 hours by car, 50 minutes by helicopter.International Airport “G. Marconi” in Bologna (3): located about 230 km from Fabriano, 2 hours by car, 50 minutes by helicopter.Heliports: There are heliports in Fabriano. 50 min to Rome; 50 min to Bologna; 90 min to Milan. A connection with all main Italian cities is guaranteed.

By train: Fabriano has a train station. 2 hours to Rome; 2.30 hours to Bologna; 5 hours to Milan.

Fabriano is a historic city of central Italy located in the Marche Region. Packed with art treasures from the Middle Ages, the town is well-known all over the world for the paper which has been manufactured here since the 13th century. It is also one of the most important industrial districts in Italy. For ten years, in addition to the industrial economy, the town has had the idea of a new type of development related both to culture and tourism, based on creative economy. The town has a central role in the shift from an industrial dimension to a creative one; the objectives mentioned by 2030 Sustainable Development Agenda have been fully adopted and the town aims to become an ever more inclusive, safe, resilient and sustainable community, as cogently demonstrated in the recent “UNESCO Global Report 2015” and HABITAT III Italian report 2016.

3.2.2 EQUIPMENT AND STAFF

A) VENUES AND FACILITIESMain conference room for plenary sessionsThe Theatre Gentile, a jewel of late nineteenth century architecture located in the heart of the old town, has been chosen for the plenary sessions. For this occasion the stage and the parterre of the Theatre will be transformed and adapted in order to welcome, in comfortable and well-equipped seating, about 500 delegates and the UNESCO representatives, international guests and the audience, in addition to all other services such as simultaneous interpretation, technical equipment for audio-visual projections, and the podium for official communications. In the Theatre boxes, work stations will be arranged for the delegations, the press and the simultaneous interpreters, which will be equipped with all necessary technologies. The Theatre has a spacious foyer, located just next to the main room, where delegates will be welcomed at their arrival and during coffee breaks.

Parallel SessionsWe have selected seven conference rooms, provided with all the necessary technological equipment and adequate space for the simultaneous interpreting services, located in the old town centre, located in the same building as the theatre or in other nearby buildings of great historical and architectural prestige, just five minutes away on foot.

Sessions of the Steering Group For the meetings of the Steering Group we have selected the prestigious institutional location, fourteenth century, restored in the seventeenth century of Palazzo Chiavelli, Sala del Consiglio Comunale (5) (Chiavelli Palace, Municipal Council Room), 60 seats.

B) EQUIPMENT

For all the Plenary Session and the Conferences we guarantee a professional simultaneous interpreting service into English and French with .An appropriate number of professional headsets and microphones will be available for speakers and participants at the Meeting. For each session of the General Conference we will provide professional welcoming services, in addition to a registration desk for the Delegates, where we will distribute the documents of the Conference, badges with the delegates’ names, folders, bags and useful material. All the tables in the Conference rooms will be equipped with individual microphones, place cards for assigned seating, badges, notebooks, pens, folders and so on.

Sessions of the Steering GroupFor this Annual Meeting, Fabriano Creative City will provide a staff of about 70 professionals. In particular: A team of 10 people will be in charge of the General Organisation of the event. A team of 20 people who are able to communicate and interact in English and French with the aim of guaranteeing a operative organisation of the Annual Meeting and the Conferences and who are in charge of preparing the conferences, the agenda, the working documents and so on.A team of 20 people with a good command of the English and French languages will welcome the guests, deal with the registration of participants, and be in charge of preparing the badges and checking and verifying the participant list. An appropriate number of English and French mother tongue interpreters will provide language services during the parallel plenary Sessions and assist the works of the UNESCO Secretary and of the Steering Group.Six technicians will be in charge of the installation and dismantling of the different meeting rooms.A team of professional technicians will be available 24 hours a day to provide technical assistance and any support related to the technical service and the sound and lighting equipment.The professional Staff will also be supported by: a staff of about 100 carefully selected student volunteers from 4 Universities in the Marche Region, with a good command of the English and French languages, who will welcome the guests and the delegates at their arrival (airport, train station and hotels), in the Meeting rooms and during the Parallel Sessions.Each delegation will be accompanied and assisted by at least one member of our Staff.

3.2.3 ACCOMMODATION AND TRAVEL

CateringAll the accommodation facilities will offer breakfast to the Delegates. During the works of the Meeting, a catering service and coffee break refreshments will be provided. Lunches, dinners and/or catering services are organised according to the programme of works of the Meeting and the events mentioned by the organisers. A gala dinner will be organised. All the bars and restaurants of the town will have special arrangements with Fabriano Creative City for this occasion.

Local transport for all approved partecipants during the Annual MeetingAs far as travel within the territory of the Marche Region is concerned, we will organise transfer by bus (each with a capacity of 50 people) and minivan, (from 12 to 20 seats), for the transfer of participants from their hotels to the selected locations. We will also offer individual transportation services on demand for special need of the UNESCO Staff and of the Delegates.We will also provide a shuttle bus for transfer from hotels to the locations of the Annual Meeting in Fabriano.

AccommodationFabriano and the surrounding area offer high-quality 4-star hotels and small family run hotels equipped with state-of-the-art technology. In the accommodation facilities here below, which are located about

5-15 minutes from the meeting locations, it is possible to accommodate about 450 Delegates.

In addition to this type of accommodation, the town of Fabriano will give the delegates the possibility to stay in private noble and historic houses which can offer a quality as high as a 5-star hotel.As mentioned in the guidelines, accommodation fees will be borne by the Delegations.

International staff (based at UNESCO)Necessary financial recources will be provided for the recruitment of at least one temporary UNESCO international staff to be integrated in and under the direct supervision of the UNESCO Secretariat, who, serving as a liaison person between the UNESCO Secretariat and the Host City, will be based at UNESCO's Headquarters in Paris, over the whole preparation period of Annual Meeting starting 9 mounths prior to the event at latest as well as the follow-up period after the event, with a total duration of 12 mounths maximum.

3.2.4 DOCUMENTATION WebsiteWe will design, in collaboration with the UNESCO, a special web site for the Annual Meeting from 2019. The site will be in English and French, regularly updated and with an online registration system. A full-time expert in web communications will be in charge of the management of the web site.

Preparation and reproduction of documentsThe organisation will be in charge of providing the Delegates with printed and online material and preparatory documents for the meeting. Moreover, there will be guaranteed reproduction and distribution of the documents drafted during the work of the Annual Meeting by the UNESCO Staff and the Steering Group.

Proceedings and transcriptionsA dossier with the Final Report and the Meeting Report of the Annual Meeting, written both in English and in French, will be prepared to be submitted to UNESCO and to the Steering Group. A de-briefing session on the topics discussed and on the useful information learnt during the organisation of the meeting will be held. The Organisation will establish a press office in charge of the relationship with the international and national press and the media. It is specialized in sharing information on social networks, will be managed by professional agencies that successfully assisted Fabriano Creative City during the International Meetings. The Press Office will be responsible for the press reviews of the Meeting.

VisasThe Organisation, with the support of the Ministry for Foreign Affairs, will be in charge of helping in the application and granting of visas for the Delegates participating in the Annual Meeting.

3.2.5 SECURITY

Security measures will be organized in accordance with relevant security rules and regulations of UNESCO, as well as the guidelines for special events and conferences co-organized by the United Nations Organizations. A liaison person, representing the city for security and in regular contact with the Security Focal Point and the Secretariat of UNESCO.

3.3 CONTENT REQUIREMENTS

- In 2015 the town of Fabriano launched a training programme on ancient craftsmanship in collaboration with the city of Paducah where a master papermaker from Fabriano provided training courses. After the Fabriano UNESCO Forum 2015, the city of Zahlé was added to this project and we are now defining a project of residence hospitality involving artisans of taste. With reference to local projects, since 2013 Fabriano Creative City has developed two local projects in line with the UCCN mission:- Le Officine della Creatività e dell’Impresa (Creativity and Business Workshops)- Researchs on the shift “from the Industrial City to the Creative City” through urban regeneration interventions in line with the criteria approved in the ONU SDG II and, according to Habitat III report and 2030 Agenda for Sustainable Development, on "New crafts and places of Italian identity" (Goal 8 - Decent work and economic growth) and "Creative City" (Goal 11 - Sustainable cities and communities).

The city of Fabriano, member of the UNESCO Creative Cities Network since 2013, attended with its representatives Annual Meetings 2014 in Chengdu, 2015 in Kanazawa, 2016 in Östersund, the Second UNESCO Creative Cities Beijing Summit in 2016 and will also attend the next Annual Meeting in Enghien-les-Bains, in France.

3.3.1 COMMITMENT TO THE UCCN

3.2.6 UNESCO SECRETARIAT'S PREPARATORY ONSITE MISSION

The team leader of the city will accompany the representative(s) of UNESCO to facilitate the onsite mission (including inspection of the venues, meetings with the working group, as well as other relevant local stakeholders and partners, etc,) providing all necessary logistical services including catering, local and international transport, accommodation, and related expenses, during their onsite mission in the framework of the preparation of the Annual Meeting.

The theme of the XIII Annual Meeting will be decided jointly by UNESCO Secretariat and Fabriano Creative City .The proposed Conference theme could be “Culture - Creativity - Innovation - Inclusion: The Ideal City". The well-known painting “La città Ideale” (The Ideal City), now in Palazzo Ducale in Urbino, is the the symbol development of a line of thought that from Italy, has passed through the development of civilization since tha Renaissance period.The Ideal City is a relevant emblematic title that Fabriano would like to choose for the Annual Meeting; a topic that will be relevant also for future meetings because the reflection is focused on the value-bearing words on which the community model of the third millennium is based: Culture - Creativity - Innovation - Inclusion. Innovating propositions to enhance the attractiveness of the event to UCCN members and a wider audience and reinforce the impact of the Annual Meetings.Thanks to its ancient history and its recent transformation,the town of Fabriano has a symbolic profile which is very powerful for the collective imagination, and, therefore, the town is the ideal place for the Annual Meeting. The ancient manufacturing know-how,the profound entrepreneurial dedication, the powerful transformation of the community and the openness to cultural dimensions that are considered a new frontier for development and growth make Fabriano a territory of concrete experimentation for the changes which the culture and the economic projects related to it produce. A common thread links, over time, all the events held in Fabriano, namely the Poiesis Festival (2008-2012), the admission to the UCCN (2013) and the International Forums in 2014 and in 2015: the wish to aim for a possible, profound transformation of the economy of the territory, by reinforcing the manufacturing sector through cross-fertilization processes with small and medium-sized cultural and creative companies that are innovative in their own particular reference sector and by focusing on tourist and cultural resources. To better represent the ongoing transformation of the town, in line with the themes discussed at the UCCN, we propose a new concept for the Annual Meeting 2019, in compliance with the guidelines approved at Kanazawa. The town of Fabriano will welcome the UNESCO delegations according to a concept of diffusion and inclusion. The Meeting will be held in places that are part of the historic heritage of the town of Fabriano and that are located just a few steps away from each other: the theatre, a late nineteenth century architectural jewel, the Convents and medieval Cloisters, the Oratories, the Art Gallery and the most innovative local companies, in the endeavour to share the themes and the reflections that characterise the UNESCO mission with the whole community. In addition, and this represents a very new element, we will offer to the Delegates the possibility to meet for the parallel sessions in emblematic locations also in seven cities in the Marche Region: cities that are internationally recognised and particularly representative of each creative field and which are just a few kilometres from Fabriano.

These include, for example, the Palazzo Leopardi in Recanati, where Giacomo Leopardi, one of the greatest poets and philosophers in the world, was born: an ideal meeting place for the Cities of Literature. Then there is the Music Conservatory in Pesaro, the birthplace of Gioacchino Rossini, ideal for the works of the Cities of Music, and the city of Senigallia, so famous throughout Italy for its chefs, a place of real food experimentation, and thus the perfect place for the Cities of Gastronomy.All expenses and organisation of this last part of the works of the Annual Meeting regarding the regional territory will be completely charged on Fabriano Creative City.

The objective of this last innovative proposal is to link together not only symbolically, all the events held in Kanazawa, Östersund, Enghien-les-Bains, Krakow and Katowice and Fabriano through a web platform, as mobile app that allows Creative Cities to share and discuss online the results of the Annual Meetings. Creative Cities will have access to this user-friendly web platform designed exclusively to exchange documents, audio-visual files and texts, which will be under the direction of Fabriano Creative City andavailable to the UCCN Secretary.For the selection of the operators, in collaboration with local Universities, we will offer scholarships to students attending degree courses in Economics of Arts and Cultural Heritage.These operators will be in charge of encouraging the discussion of the items in the agenda, starting from the conclusions of Kanazawa up to Krakow and Katowice. For this period, all management and implementation costs will be covered by the Organisation. The Cities of the Network will have free access to the contents and the town of Fabriano shall have no rights or claims to such contents.

XIIITH UCCN ANNUAL MEETING PROPOSAL FOR THE APPLICATION OF THE CITY OF FABRIANO

The Annual Meeting, as with the previous Forums, will take place at the same time as a comprehensive programme of cultural events, shows, conferences, music concerts and theatre performances as well as one of the most important events dedicated to the creative crafts that the town organises every year.On this occasion, initiatives, events and productions of the Creative Cities attending the Meeting, divided into seven creative fields, and of the seven Cities in the Marche Region that will host the Delegates will be displayed with the purpose of enhancing the discussion.

Preparation of a cultural programme/study visit showcasing how the city is putting creativity at the core of its economic and social development strategies and urban regeneration plans and/or including encounters with local creative professionals.As highlighted in the Global Report, the town of Fabriano is undergoing an important series of transformations through Urban Regeneration Projects. Similar changes have been taking place in the economic sector, through activities of contamination and cross-fertilisation between art and culture and the manufacturing sector and incubation activities for new creative and cultural start-ups that experiment with the interaction between manufacturing, art and culture. For this reason, during the Annual Meeting, case-study will be given to these companies, like Fondazione Ermanno Casoli (FEC), Officine Mattoli Productions, Halleymedia Video,Web&Communications and the international Rainbow s.r.l. Animations and Licensing, as excellent examples of the best practices for the social and economic development strategies in line with the UNESCO mission.

Association of the proposed Annual Meeting to a major local event consistent with the scope of action of the UCCN.The Annual Meeting in Fabriano will be inaugurated by a Representative of the Italian Government and by a Representative of the UNESCO.
