I. EXECUTIVE SUMMARY

The ECLAC-IDRC project “Raúl Prebisch and XXIst century development challenges” promotes the analysis, research and policy debate related to Latin America and the Caribbean’s main development issues with the academic community, government representatives and all interested audiences of civil society. Through the extensive recuperation and dissemination of the legacy of one of the region’s most prominent intellectual and political figures on development, Raúl Prebisch, and the use of innovative and interactive web 2.0 tools, ECLAC encourages discussion of traditional theories, creation of teaching and learning material, as well as promotion of new ideas regarding the key development issues of the region at the beginning of the XXIst century. The main achievements of the project are described below:

- The dissemination, through an online archive and website, of the intellectual legacy of

Prebisch and of structuralist thinking in general, enabling access to academic documents, working papers and publications on development throughout different stage of his career as well as biographical contents. This website, offers an innovative platform enabling broad dissemination and enhanced knowledge to researchers, scholars and students of Prebisch’s evolving views on the key different development issues of Latin America and the Caribbean.

- The generation of new perspectives and research by using Prebisch’s and structuralist analytical patterns to assess and analyze the current development issues and challenges of the Latin America and the Caribbean. In this sense, the project has also proposed to broaden the analysis beyond Prebisch and place ECLAC’s founding father theories into perspective with other thinkers and intellectual schools. The project has focused on devising innovative and interactive tools to enhance the dissemination of these contents to a broad and younger audience with, for instance, the use of: more than 60 short didactic video interviews to numerous development figures of the region, a related YouTube Channel, an innovative animation, an interactive map of development theories, an online course on development.

- The development of a platform of academic networks of teachers, researchers and students

with an interest on development studies, in particular in Latin America and the Caribbean, but also in other regions. Through a series of expert meetings, the preparation of research documents and publications, and the incentives to new generations of researchers, the project has given new impetus to the neo-structuralist approach among universities and research centers of the region. By developing partnerships with key existing networks and institutions - such as UDUAL, AUGM, Rede D- and Foundations - such as Prebisch and Furtado Foundations – the project has created an incentive for renewed debate on the contents and methods of academic teaching and learning in universities of the region with academic curriculums related to development theories and analysis.

II. PROJECT SUMMARY AND OBJECTIVES Raul Prebisch, founding father of ECLAC, was a pioneer in the discipline of economic

development theory and its policy implications for Latin America and the Caribbean. As one of the first formally trained economists in the region, he was instrumental in the creation of the Central Bank in his native Argentina. His thinking reflected the ne\ed for countries in the periphery of the global economy, in the wake of the Great Depression and WW II, to develop their own policy space and enhance their capacity to design and implement active economic policy to confront shocks. In creating ECLAC, UNCTAD and ILPES, he made a lasting contribution to strengthening the voice of the South in global economic governance.

The global economy has since changed dramatically in many ways. The major economies

of the South have become global players and are currently the world’s best hope in leading the way out of the international economic and financial crisis of 2008-2009. But the more it changes, the more it stays the same. In the context of the new international environment, Prebisch’s cornerstone center-periphery analysis remains valid for current generations of economists in Latin America and the Caribbean. It is also necessary to create national and regional analysis and policy proposals that allow reducing the asymmetries of global capitalism which face the region in order to achieve economic and social progress. Many of the region’s challenges pinpointed by Prebisch are still current nowadays: terms of trade and capital shocks, contagion, interconnectedness, reserve accumulation, innovation, technological progress, productivity etc.

This research project proposed to create an interactive presentation and analysis of the work and main theories of Prebisch from the perspective of the 21st century challenges, making his writings easily accessible in searchable interactive electronic formats, creating multimedia presentations on the international context in which they were developed, and fostering new analysis and insights on how this theory relates to the current challenges for the region’s long term economic, social and environmental development. The project would endeavor to engage the current generation of academics and students, both from the region and with an interest in the region, in an exchange of ideas and opinions and the creation of new knowledge about the meaning of Prebisch’s main contributions to economic and development thinking and policymaking in a 21st century context. The general objective of the project was to broaden the framework for analytical thinking of modern-day researchers, academics and students to confront current policy-making and foster original proposals and policy space in the areas of economics and development, especially in developing countries, by making optimal use of modern ICT opportunities. The specific objectives were set as follows:

1) Enhanced knowledge of Latin American and Caribbean audiences and that of other regions on Raúl Prebisch’s ideas and legacy in the fields of economics and development by disseminating his work and achievements in a digital and interactive format.

2) Greater understanding from relevant audiences of the development patterns of Latin America and the Caribbean or other developing regions in the 21st century through the

generation and dissemination of new knowledge and updated analysis of the ideas and concepts of Prebisch in the current global context.

3) Increased networking, exchange of experience and debate among academics, scholars, researchers and policy-makers regarding economics and development patterns against the backdrop of Prebisch’s ideas.

III. PROJECT GOVERNANCE AND MANAGEMENT

During the initial phase of project implementation, efforts focused on establishing an appropriate governance structure and the related management mechanisms, on identifying and setting up a qualified project team and establishing common thematic priorities and contents for project implementation.

1. Steering Committee The Deputy Executive Secretary (DES) of ECLAC and his office, as supervisor of the

project, established a multi-disciplinary steering committee involving all relevant stakeholders and perspectives required for the project. The steering committee includes the members mentioned below:

2. Multi-stakeholder project team Project core team

A specific core project team was brought together to focus specifically on project

implementation under the supervision of Mr. Antonio Prado, Deputy Executive Secretary, with the support of Romain Zivy, Economic Affairs Officer, for coordination and project management, and of David del Moral, Information Systems Officer, and Marco Ortega, Information Systems Assistant, for content management systems and technology aspects.

Professor Luis Bértola was appointed technical coordinator and leader of the project. Luis Bértola is PhD in Economic History from University of Gotenburg as well as Professor and former Dean of the Faculty of Social Sciences of Universidad de la Republica, Uruguay. He is also author of various publications and articles and has been granted, jointly with Professor Jose Antonio Ocampo, the Jaume Vicens Vivens Prize 2012 to the best publication of economic history of Spain and Latin America in the period 2010-2011 which was delivered by the Spanish Association of Economic History.

Vicente Neira, PhD candidate and Masters in economic history from the University of

Barcelona and Bachelor in Economic History from Universidad de Chile was appointed as the main research assistant of the project.

Bértola, with the continuous support of Neira, provided overall implementation of the

project activities including in particular: preparation of the storyline, drafting of website contents, preparation, supervision or revision of working papers, new documents and research material, coordination and organization of seminars, relation with key external stakeholders, partners and participants, supervision of consultants. ECLAC stakeholders for a multi-disciplinary approach

Osvaldo Sunkel, Andres Hofman, Miguel Torres (ECLAC Review) and Esteban Perez (Financing for Development Division of ECLAC) played key advisory roles regarding the analysis of Raúl Prebisch’s intellectual legacy and orientation of the project. They have in particular prepared working papers for the analysis of Prebisch’s thinking and are currently providing key orientation and revision for the preparation of the final publication of the project.

The ECLAC Public Information and Web services unit, Documents and Publications

Division, Hernan Santa Cruz Library, and ICTS which also depend on the Office of the Deputy Executive Secretary, all played an active role in implementing parts of the project as well as advisory roles. The following undertakings can be highlighted respectively: the design and architecture development of the project’s website in a new content management system; the edition, design and publication of new working documents; the preparation of digital files related to Prebisch (photos, publications, working papers, personal archives, etc.); the preparation and development of IT infrastructure support and web security patterns.

Considering the significant emphasis of the project on the academic field (research, teaching and training), the Institute for Latin American Economic and Social Planning (ILPES) of ECLAC, which acts as the Commission’s training center is given a central role in the implementation of the project. It focuses on supporting the development of academic networks and the preparation of teaching material on development issues. Such endeavor includes the preparation of technical cooperation activities and the provision of training (including e-learning modules) to a broad set of stakeholders, in particular academic professors and graduate and post-graduate students of or with an interest in Latin America and the Caribbean development issues. Under the supervision of the ILPES Director, the Teaching and academic coordinator at ILPES, Mr. Rene Hernandez, with the support of Ms. Paulina Pizzaro, research assistant and e-learning specialist, are significantly involved in the project implementation.

Various ECLAC staff from a broad range of thematic divisions have been committed to

support research and development of analytical contents and new knowledge, in particular to place the ideas of Prebisch in the perspective of the current development challenges, in the following areas: international trade and terms of trade, social development and inequality, fiscal issues, the role of the State and public administration, governance of natural resources, infrastructure and public investment, economic development theory, center-periphery theory, sustainable development and environmental challenges.

Finally, the Project Management Unit of the Programme Planning and Operations

Division of ECLAC, provided continuous monitoring and management support to project implementation including hiring and contracts, budget and finance, travel, etc. External consultants

Professor Edgar Dosman from the University of Yorke, Canada, and recognized author of

the biography “Raul Prebisch. His life and times”, was hired to prepare a summarized biography of Dr. Raul Prebisch for the project and dissemination on the website.

Emilio Deheza, web developer and designer at Estudio Deheza in Mexico, was hired to

support the initial design and development of the project's official website using in an optimal fashion latest multimedia tools and capacities, including a new Content Management System (CMS). A consultant from the company DROP was later hired locally to provide revisions and improvements to the initial website which suffered limitations.

Other consultants and assistants have been hired for specific inputs, either in terms of

content or in terms of technological support and developments (conceptual map of development theories), or video preparation and edition (more than 60 short-filmed interviews). Terms of reference and deliverables of all consultants and assistants are available upon demand.

3. Strategic partnerships 3.1. Academic networks

The development of the academic (teaching and research) component of the project has been considered a fundamental aspect to enhance and disseminate the material developed and described above. In this regard, the project team has placed emphasis on establishing institutional alliances between ECLAC and the major academic networks related to development issues of Latin America and the Caribbean, both from research and teaching/learning perspectives. Collaboration agreements were established with the following existing networks in order to position the project and ECLAC as a platform for collaboration and dissemination among them:

A framework cooperation agreement was established between ECLAC and the Union of Latin American Universities (UDUAL) which includes all major public universities of the region (see press communiqué in appendix III).

A framework cooperation agreement is currently under preparation between ECLAC the Association of Universities of the Montevideo Group (AUGM) which includes major public universities from South America.

Collaboration mechanisms were also established with the “Red Desenvolvimentista” (Development network) and the Rede-D, which include all major Brazilian universities with interest in development issues.

ECLAC has also built on its traditional partnership with IPEA, the main research center and think-tank associated with the Government of Brazil.

3.2. Other partnerships and collaborations The Central Bank of Argentina, which was created by Raúl Prebisch, will collaborate with

the project. On the one hand, the direction for research of the Bank has made available digital files and inputs from Prebisch to enrich the Project database. On the other hand, selected researchers of the Bank have agreed to collaborate with the generation of new knowledge regarding the Prebisch legacy in the XXIst century context.

The “Fundación Prebisch” (Prebisch Foundation), led by Mrs. Eliana Díaz de Prebisch, provided strong support to the project with archive material. Other representatives from the Prebisch and Moll families have also provided significant support and access to personal archives including photos, letters, press articles having belonged to Raúl Prebisch, as well as authorization to reproduce material wich propriety rights they own. The Spanish editorial house Marcial Pons generously authorized ECLAC to disseminate photography.

The Moll family, after the the sad passing in March 2013, of Adelita Moll, first wife of Raúl Prebisch, generously decided to bequeath the personal archive of Raúl Prebisch to ECLAC. This have been a great honor to ECLAC, and an unexpected output of the Project, since at the moment of Ms. Moll passing, the project team had been working closely with the family.

Finally, prominent figures, such as Guillermo O’Connell, Enrique Iglesias.who worked with Raúl Prebisch and/or are much acquainted with hi work have provided support and collaboration to the project.

The editing house “Marcial Pons” granted the use of photos from the publication “Raúl Presbisch. His Life and Times”.

The project wishes to acknowledge the support received from all above-mentioned individuals and institutions and thank them for their participation.

IV. PROJECT OUTPUTS AND DISSEMINATION

1. State of the art of Raúl Prebisch’s professional life and intellectual legacy A comprehensive state of the art of Raul Prebisch’s work, archives and intellectual legacy

was completed in a broad range of thematic areas related to economic, social and environmental development. A very extensive revision of the existing bibliographies of Raúl Prebisch’s writings and of writings on Raúl Prebisch was carried out by the project team which enabled to prepare the most complete bibliography to date in the region and an extensive database of bibliographical references related to Prebisch.

Based on this analysis, the project team identified for each of the main thematic areas

addressed by Prebisch a selection of the most important articles and inputs by Prebisch and on Prebisch that are available on the website.

Other efforts included the preparation of biographical and analytical written inputs in

different formats, the gathering and development of archives, digital files and archive photos; the preparation of guidelines for the developments of updated and new knowledge to analyze the current Latin American and Caribbean development context against the backdrop of Prebsich’s ideas and disseminate it to different audiences.

Based on the proposed storyline and website structure, written inputs have been prepared

for each section along the following progressively complex structures: a short introductory text for the general public, and a more detailed analysis for more focused audiences with academic reference. Such “onion rings” methodology for each section of the website is aimed at providing different levels of information and complexity to different types of audiences. The detailed inputs for each section are described below and are available upon demand:

2. Papers and publications

2.1 Academic papers and articles Considering the strong focus on academic work, the project has given priority to the development of new working papers and academic articles. In the first place, two papers have been released regarding the life and intellectual legacy of Raúl Prebisch: - Short biography of Raúl Prebisch by Edgar Dosman, University of Yorke,

Moreover, given that one of the main objectives of the project is to take Raúl Prebisch’s main ideas as a basis and reference for the development of new analytical thinking regarding the current and emerging challenges of Latin American and Caribbean development. Against this backdrop, the project has selected core ideas and theories of Prebisch and developed a series of articles and working papers to analyze their validity or the need to update or even go beyond these in the current context.

2.2. Final publication The project’s final publication to be published in Spanish in the first trimester of 2014 is based on the seminar on Neostructuralism and Heterodox Economics which tooks place in April 2013 in ECLAC and represented the project’s final seminar (see below). It will gather the presentations and interventions made in this seminar by leading economists and academics from the neo-structuralist and heterorodox economics schools of thought. 3. Prebisch publications online database

The project, through its research assistant has undertaken the most extensive screening and referencing of publications by Raúl Prebisch, cross referring the previous bibliographies of his work, and presenting list of his entire work on a database that has been made available online. This online database allows browsing by stages of Prebisch’s thinking and to search a specific text, and distinguish between original texts and reeditions. A digital version of the text is provided when ECLAC are the owner of the property rights of the document or had been authorized by the owner to reproduce the work.

4. Web development and multi-media tools

The development of the Prebisch website was initiated through the preparation of preliminary wireframes, the definition of a navigation architecture and content management system. Estudio Deheza, web developer and designer based in Mexico, was hired to support the design and development of the project's official website using in an optimal fashion latest multimedia tools and capacities, including a new Content Management System (CMS). The website (presbisch.cepal.org) was initially launched officially in November 2012 but its development and improvement has been continuously pursued until December 2013.

The web site is articulated around the structure described below. It is entirely available in Spanish but its main sections have also been made available in English and Portuguese in order to generate a broader outreach. Website structure: vertical navigation

Essential texts

The “essential” texts by Prebisch have been highlighted and reviewed in the website, emphazising the innovatives aspects of each text. Online access is provided when property rights allow it.

Photo gallery The project team has gathered approximatively 200 photos illustrating differents phases of the professional and personal life of Raúl Prebisch thanks to the UN and ECLAC archives but also thanks to donations and grant of copyrights for use from different sources. With the support of the ECLAC library, these pictures were made available in a digital format and have been place into a digital gallery on the website1: http://prebisch.cepal.org/es/multimedia/galerias

Short-video interviews and YouTube channel

The project team – with the support of a professional video crew for filming and editing – has prepared more than 60 short-interviews to leading figures from governments, international organizations, universities and academic institutions, research centers. These interviews enabled to generate a library of videos to describe the main achievements and contributions of Raúl Prebisch’s work, to describe specific aspects of his work and theories, to assess the relevance of of Prebisch’s ideas in the current context. The list of all contributors and videos is available in annex. These videos are used in two different ways: - A “video library” through a specific YouTube Channel which gathers all videos and

- To illustrate the different sections of the website and provide an interactive support to the texts and contents.

Animation

An online animation “Raúl Prebisch and terms of trade” inspired by the “RSAnimate” series has been elaborated by the project team with the support of a designer to explain and disseminate in an innovative and interactive format the “Prebisch-Singer theory” on the long term evolution of terms of trade. This tool is currently used both by teachers in the fields of economics and development as a support teaching material and by students for learning purposes. This animation has quickly turned into the most viewed video on ECLAC’s official YouTube channel with more than 17,000 views in slightly more than one year and received numerous comments acknowledging its innovative and pedagogic usefulness.

Conceptual map on development theories

An interactive conceptual map of development theories has also been prepared by the project technical coordinator and his research assistant in order to place some key concepts of Raúl Prebisch’s thinking into perspective and relate them to other academic and intellectual currents and the key ides of other significant figures. The five selected areas are the following: centre-periphery, technological change, inequality, State and institutions. Online course on development theories and thinking

An online course (currently under preparation) will be made available using the “moodle platform” at the beginning of 2014. Directed to students (at the undergraduate and graduate levels) with an interest in development history and theory, it will enable remote teaching and learning through 10 interactive modules on the key concepts, theories and bibliographic references related to development with particular emphasis on Latin America and the Caribbean. Teachers and researchers in development, economics and other related issues from the universities that belong to the academic networks related to the project will ensure dissemination of this course with their students. ECLAC /ILPES aims at turning this course into a regular online course. Examples of the online course modules

5. Seminars and workshops

5.1 Technical workshop, ECLAC, Santiago A first technical internal workshop was organized in ECLAC in Santiago to disseminate the significance of Prebisch’s legacy to younger staff and researchers and identify ideas and requirements for the generation of new analysis and knowledge in the context of XXIst century challenges (please see agenda in Annex). This workshop enabled key figures and academics specialists of structuralist thinking and of Prebisch – such as Osvaldo Sunkel, Ricardo Bielschowsky, Carlos Mallorquin – to reflect on the intellectual legacy and current relevance of Prebisch’s ideas.

5.2 Seminar with academic networks and launch of the ECLAC website, November 2012, Santiago

This seminar gathered high-level representatives from the main academic networks of Latin America (UDUAL, AUGM, Rede Desenvolvimentista), selected leading universities (Universidad de Buenos Aires and Universidad de Rosario from Argentina, Universidad Federal de Río de Janeiro and Universidad de Mina Gerais from Brazil, Universidad de la República from Uruguay) and research centers (IPEA and CGEE of Brazil) with interest on economic and social development in ECLAC premises. It enabled to present and disseminate the project’s objectives and preliminary achievements to a key public and stakeholders of the project as well as present the website as a tool for academic networking, research and learning regarding development (see program in Annex).

5.3 Workshop with academic institutions of AUGM, March 2013, Montevideo

This workshop, held in the main building of the Universidad de la República created an enhanced space for academic dialogue on research and teaching on development issues and related policy-making. It gathered high-level authorities from the government of Uruguay (Ministers of Industry and Social development) and deans, professors and students from leading public universities of the Southern Cone (Argentina, Brazil, Chile, Paraguay and Uruguay) and from Mexico belonging to the partner academic networks (AUGM, UDUAL, REDESENV), as well as representatives from the UN system (UNDP and ECLAC). The main purpose of the meeting was to provide a space of interaction between researchers and teachers working in networks focusing on development issues. It enabled to promote a work environment that allowed exchange of ideas and discussion about the state of the art in terms of research and academic programs, the use of instruments and mechanisms to reinforce exchange and cooperation, and to contribute to the promotion and consolidation of regional academic networks. The meeting, after welcoming remarks and presentation of the ECLAC-IDRC "Prebisch and the challenges of the XXI Century", was organized as follows: two panel

discussions and two blocks of discussion focused on development research and teaching strategies on development issues.

The first panel examined the place of Latin America and the Caribbean in the new global scenario, which has been marked by profound changes in the center-periphery dynamic. The second panel addressed the role of universities to economic development and the importance of the democratization of knowledge.

In the area of development research, the discussion was divided into four themes. First, the ECLAC document Structural Change for Equality: An integrated view of development will be presented by the Deputy Executive Secretary of ECLAC, Mr. Antonio Prado and by Mr. Gabriel Porcile, followed by a discussion with the presence of Mr. Roberto Kreimerman, Minister of Industry and Energy of the Republic of Uruguay and Mr. Daniel Olesker, Minister of Social Development of the Republic of Uruguay. The second session will address the key challenges of regional integration. The third session will discuss the current state of heterodox approaches of economic thinking on development in Latin America and the Caribbean. The fourth session of research will focus on the challenges of a socially inclusive development, sustainable and with technological change.

The teaching block on economic development, had two sessions. First, the different networks of development teaching reported on their activities and discuss specific strategies of coordination among them. The second session focused on future strategies for network on Latin American development thought.

In terms of academic networking, the workshop enabled to exchange on the current requirements to update curricula and methodologies for teaching on development as well as to assess the opportunity for sub-regional and thematic networks. The Prebisch website was promoted as a key instrument to empower the work among networks. See program and detailed report (in Spanish) in Annex. The event’s website is the following:

5.4 Seminar on Neoestructuralism and Heterodox Economics, April 2013, Santiago

This high-level seminar represented the final public activity (closing seminar) of the projet and was a means for ECLAC to disseminate its main achievements and encourage the discussion between the structuralist tradition and different heterodox approaches to analyse of the current development challenges of Latin America and the Caribbean. This seminar was held on the occasion of the 12th edition of the Raúl Prebisch Memorial Lecture, given by Professor Luiz Gonzaga Belluzzo, of the Institute of Economics of the State University of Campinas in Brasil, on “the changes in the center-periphery relationship and its impact on development in Latin America and the Caribbean”. It gathered high-profile academic figures on development and economics from the USA and Europe such as Professors Jose Antonio Ocampo (Columbia university), Jan Kregel (Bard College) and Robert Boyer (Institut des Amériques, France), renowned professors and specialists from Latin America such as Jorge Katz and Ricardo Ffrench-Davis (Universidad de Chile) from Chile, Luis Bertola (UDELAR and project technical coordinador) and Fernando Filgueira (Universidad Católica) from Uruguay, João Carlos Ferraz (BNDES) from Brazil, Fernando Porta (Universidad de Buenos Aires) from Argentina, as well as ECLAC leading experts. Different sessions tackled relevant development issues such as the impact of the crisis and the new realities of the global economy on the region, macroeconomics for development, productivity and structural change and the role of the State. Additionally, young researchers of the region were able present their working papers selected on the occasion of the 50th anniversary of the Latin American and the Caribbean Institute for Economic and Social Planning (ILPES) (see full program in Annex IV).

Outreach and visibility This seminar was transmitted live in streaming and followed by a total audience of 1,373 individuals from Latin America, the Caribbean and beyond (see below). Partner universities in Colombia, Argentina, Uruguay organized specific transmissions with their students. The Central Bank of Bolivia organized a work session with its expert to follow the key presentations and discussions of this event. All video were made available on the project’s YouTube Channel.

Some of the findings and discussions that took place in the framework to the seminar were later mentioned in renowned media (press and online blogs) such as the blog on Latin America from the Spanish leading newspaper El País.

A final publication based on the main presentations and finding of this seminar is currently under preparation in ECLAC. It will be released by December 2013 – January 2014.

6. Problems encountered - The initial development of the website was outsourced to a renowned web designer based in

Mexico. The geographic distance limited both the interaction between the ECLAC project team and the designer team and the oversight of the project team on the design and final delivery. As a consequence, the delivery of the website using the Drupal CMS did not fully meet the expectations of the project team and required for further developments in DRUPAL with locally hired consultants. Such developments were also delayed due to technical problem encountered on the original site. The renewed site, with all the contents gathered is re-scheduled to mid-October.

- The implementation of two significant project outputs was delayed due to additional workloads related to the development of other outputs (seminars and workshops, online multi-media material): the preparation of the final publication of the project and the design and development of the online course on development. Such delay required ECLAC to request to IDRC a project extension of six months in order to complete in a satisfactory manner both outputs.

7. Summary of achievements

According to the ECLAC project team, the project has achieved the following: - The dissemination, through an online archive and website, of the intellectual legacy of

Prebisch and of structuralist thinking in general, enabling access to academic documents, working papers and publications on development throughout different stage of his career as well as biographical contents. This website, offers an innovative platform enabling broad dissemination and enhanced knowledge to researchers, scholars and students of Prebisch’s evolving views on the key different development issues of Latin America and the Caribbean.

- The generation of new perspectives and research by using Prebisch’s and structuralist analytical patterns to assess and analyze the current development issues and challenges of the Latin America and the Caribbean. In this sense, the project has also proposed to broaden the analysis beyond Prebisch and place ECLAC’s founding father theories into perspective with other thinkers and intellectual schools. The project has focused on devising innovative and interactive tools to enhance the dissemination of these contents to a broad and younger audience with, for instance, the use of: more than 60 short didactic video interviews to numerous development figures of the region, a related YouTube Channel, an innovative animation, an interactive map of development theories, an online course on development.

- The development of a platform of academic networks of teachers, researchers and students

with an interest on development studies, in particular in Latin America and the Caribbean, but also in other regions. Through a series of expert meetings, the preparation of research documents and publications, and the incentives to new generations of researchers, the project has given new impetus to the neo-structuralist approach among universities and research centers of the region. By developing partnerships with key existing networks and institutions

- such as UDUAL, AUGM, Rede D- and Foundations - such as Prebisch and Furtado Foundations – the project has created an incentive for renewed debate on the contents and methods of academic teaching and learning in universities of the region with academic curriculums related to development theories and analysis.

V. SUSTAINABILITY

The sustainability challenges of this project are twofold. In the first place, it is necessary to ensure its continuity as an interactive and dynamic platform both within the academic sector (professors, researchers, students) with interest on development of Latin America and the Caribbean and between this sector and governments and civil society stakeholders. In this sense, the following elements are essential: - Maintenance of existing content - Broadening of historical documents and archives - Constant monitoring and updating of academic content and information - Maintenance of the networking dynamics through activities and information updates - Transform specific outputs of the website into regular ECLAC “products” such as the online

course. In the second place, ECLAC considers to expand the work undertaken and the achievements regarding the legacy of Raúl Prebisch to that of other key thinkers of Latin American and Caribbean development such as: Celso Furtado, José Medina Echeverría, Anibal Pinto, Osvaldo Sunkel, Celso Furtado, Fernando Fajnzylber. ECLAC also wishes to broaden such analysis and exercise to other developing regions identifying other key development thinkers from Africa and Asia for instance. To implement such endeavor, ECLAC will partially internalize the minimum follow-up requirements of the website but recommends the preparation of a second phase of the project in order to:

i) ensure the extension and replication of the work undertaken with Prebisch to that of other thinkers; and

ii) implement technical cooperation activities including workshops, seminars and conferences to keep fostering debate, strengthening capacity and disseminating new approaches and knowledge on development theories and practices.

Depending on IDRC’s interest in supporting a second phase of the project, ECLAC will be willing to submit to its consideration a concept paper in this respect.

En Ciudad de México: CEPAL firmó convenio con la Unión de Universidadesde América Latina y el Caribe El acuerdo establece colaboración académica en temas relacionados con el desarrollo económico y social de la región.

(30 de enero, 2012) "El convenio de colaboración que hoy firmamos con la Unión de Universidades de América Latina y el Caribe (UDUAL) permitirá potenciar una agenda compartida de investigación, debate y formación de profesionales con un profundo sentido latinoamericanista", dijo hoy la Secretaria Ejecutiva de la Comisión Económica para América Latina y el Caribe (CEPAL), Alicia Bárcena. La máxima representante de esta comisión regional de las Naciones Unidas y el Secretario General de la UDUAL, Roberto Escalante, firmaron este lunes en Ciudad de México, México, un convenio para la cooperación interinstitucional en temas relacionados con el desarrollo económico y social de la región, especialmente en materia de redes de educación hemisférica, cambio climático, fiscalidad ambiental y relaciones América Latina-Asia. La ceremonia, realizada en la sede de la Universidad Nacional Autónoma de México (UNAM), fue presidida, como testigo de honor, por el Rector de esa casa de estudios, José Narro. También participaron el Director de la Sede Subregional de la CEPAL en México, Hugo Beteta, el Jefe de la Unidad de Cambio Climático de la División de Desarrollo Sostenible y Asentamientos Humanos de la CEPAL, Luis Miguel Galindo, el Director de la Facultad de Economía de la UNAM, Leonardo Lomelí, y los representantes de UDUAL Antonio Ibarra y Jorge Peralta. El acuerdo, que estará vigente por un período de cinco años, incluye la organización de reuniones, seminarios, talleres, cursos y asesorías, la colaboración entre funcionarios y consultores de ambas instituciones en estudios y proyectos, el intercambio de profesionales y materiales, y la publicación de documentos y otras actividades de divulgación. "La CEPAL ha tenido la particularidad de estar siempre vinculada a la vida académica de nuestras universidades, lo que le ha permitido renovar las ideas, principios y convicciones que han sido cimientos sólidos. Es en este sentido que celebro el convenio entre esta importante institución regional y la UDUAL", señaló Roberto Escalante. La UDUAL, fundada en 1949, agrupa a más de 190 instituciones de educación superior, redes universitarias nacionales y subregionales y organizaciones disciplinarias latinoamericanas en distintas áreas del conocimiento. Ambas instituciones "comparten la misión de fomentar el desarrollo de nuestra región mediante la reflexión y la generación de conocimiento", planteó Bárcena. Para la CEPAL "es una tradición de larga data el fortalecimiento de las relaciones con entidades académicas, para mejorar tanto las capacidades analíticas mutuas como la discusión sobre el devenir de la región", concluyó la Secretaria Ejecutiva.

Los días 5 y 6 de noviembre de 2012 se realizará el lanzamiento público del sitio web del Proyecto

CEPAL‐IDRC “Raúl Prebisch y los desafíos del Siglo XXI”. Este sitio web, y el proyecto en general, tienen

por objeto difundir el pensamiento y la obra de Raúl Prebisch y de la CEPAL, promover la investigación

en torno al desarrollo latinoamericano y a las ideas sobre el mismo, pero también promover la

reflexión, investigación, prospectiva y docencia en torno a los desafíos para el desarrollo de América

Latina en el Siglo XXI.

El sitio web del Proyecto “Prebisch” pondrá a disposición de un amplio público la extensa bibliografía de

Prebisch en formato digital y una variedad de material multimedia. También aspira a ser un vehículo

destacado de interconexión entre estudiosos, docentes y hacedores de políticas de desarrollo.

En ocasión del lanzamiento de la página web se realizará un encuentro con diversos representantes del

mundo académico, con el objetivo de promover el trabajo en red, así como el debate y la docencia en

torno al desarrollo latinoamericano, en seguimiento de los convenios de cooperación firmados por la

CEPAL con, entre otros, la Unión de Universidades de América Latina y el Caribe (UDUAL), la Asociación

de Universidades del Grupo Montevideo (AUGM) y el Centro de Estudios Estratégicos de Brasil (CGEE).

Este encuentro será entonces una ocasión para celebrar el lanzamiento de la página web, para

En elmarco del convenio suscrito entre la ComisiónEconómica paraAmérica Latina y el Caribe(CEPAL)y laAsociacióndeUniversidadesdelGrupoMontevideo (AUGM),ydelproyectoCEPAL‐IDRC“RaúlPrebischylosdesafíosdelsigloXXI”,CEPALyAUGMorganizaronelEncuentrodeRedesUniversitarias sobre Nuevo Pensamiento Latinoamericano en Desarrollo en América Latina y elCaribe,quetuvolugarenMontevideo,losdías14y15demarzode2013.ElobjetivodelEncuentroerapermitirunainstanciadeinteracciónentreinvestigadoreslatinoamericanos,docentesentemasdel desarrollo, referentes en sus respectivos campos y que trabajan en el marco de redes deinvestigación y docencia o habían manifestado su convicción respecto a la pertinencia de estaestrategiadetrabajo.ParticiparontambiénrepresentantesdelgobiernodeUruguay.

Setratadecrearunámbitodetrabajoydiscusiónquepermiteunaaproximaciónalestadodelarteen cuanto a los programas de investigación y docencia sobre desarrollo latinoamericano y quehabilite instrumentos y mecanismos de intercambio y cooperación que contribuyan a laconformaciónyconsolidaciónderedesacadémicasanivelregional.

En este informe se recogen los aspectos estratégicos de proyección de la red, no así los debatespormenorizados que en ella se dio, más allá de la presentación del documento del periodo desesiones,quehasidodetalladoenuninformeparalelo.

Elencuentrocontóconladiversidaddeparticipantesnecesariaparapotenciarlared.Porunlado,rectores de universidades de la Asociación de Universidades Grupo de Montevideo (AUGM) asícomorepresentantesdelacoordinaciónejecutivadeAUGMreforzaronelaspectoinstitucionaldelared.Porotrolado,académicosyexpertosendesarrollodeAméricaLatinayelCaribepermitieronquelalíneasustantivadediscusiónfuerasólida.Finalmente,ennumerosasinstanciasparticiparonmiembros del gobierno local, desde los dos ministros de Estado ya mencionados en el informeadjunto, hasta funcionarios de planificación de ministerios y otras instituciones vinculadas aldesarrolloproductivo,loquepermitióreforzarenladiscusiónlosaspectosdepolíticaeconómica.

Aloanterior,deberesaltarselaimportantepresenciadeCEPAL,atravésdelosdosencargadosdepresentarelDPS“CambioEstructuralparalaIgualdad.Unavisiónintegradadeldesarrollo”,AntonioPrado (SEACEPAL)yGabrielPorcile (Oficialdeasuntoseconómicosde laDivisióndeDesarrolloProductivoyEmpresarial),deJuanPabloJiménez(DirectordelaOficinadeMontevideodeCEPAL),Romain Zivy (Oficial de Asuntos Económicos, SEA CEPAL), Luís Bértola (Coordinador TécnicoProyecto Prebisch, Consultor CEPAL) y Vicente Neira (Asistente de Investigación ProyectoPrebisch).

Estuvieron presentes las siguientes redes académicas con las cuales suele trabajar la CEPAL: laAUGM,laUnióndeUniversidadesdeAméricaLatina(UDUAL)ylaREDESENV.Cabemencionarlapresencia del Ricardo Bielschowsky que asistió desde su posición universitaria actual y fue unimportanteapoyoencuantoalapreocupaciónporelroldeCEPALdentrodelareddeexpertosqueseestácreando.

Objetivosestratégicos:

Elobjetivodeestainstanciaerasentarlasbasesparalacreacióndeunareduniversitariaentemasdedesarrolloenlaregión.EstaredabordarálosaspectosdeenseñanzaeinvestigaciónentemasdedesarrollodeAméricaLatina.

LanecesidaddepotenciarunacoordinacióndeestetipoyahabíasidoabordadaporCEPALenel2001cuandosecreóRedeAL.Lamentablemente,noseledioelimpulsonecesarioalamisma,yéstatermino integrándose a laRedeBrasileiradeEnsinodeDesenvolvimentoEconômico (REDESENV),perdiendopartedesucarácterregional.

ElinterésparaCEPALdeinvolucrarseactivamenteendicharedesquepuedecontarconuna“cajade resonancia” importante si logra identificar y articular a los especialistas de la región endesarrolloyeneconomíadeAméricaLatinayelCaribe.Estopodríaaumentarel impactode suspropuestas,altiempoqueseríauncanaldefeedbackdelasmismas.Porotrolado,si laCEPALseinvolucra en reforzar esas redes con un carácter crítico, reforzando las posiciones neo‐

estructuralistasenparticularyheterodoxasengeneral,puedeaportarauncambioenlaposiciónde fuerza de las corrientes de pensamiento dentro de las facultades de economía de la región.Facultades que por lo general siguen teniendo una predominancia abrumadora delmainstream,siendomuchas veces impermeables a las propuestas emanadas de CEPAL, que en otros círculosestánrecibiendounaexcelenterespuesta.Desdeesepuntodevista,ladificultadporganarespaciosenloacadémicosehatransformadoenunlastreparaaumentarlainfluenciaenlaregión,altiempoquehipotecasucapacidaddeinfluenciafuturaalnoserdeterminanteenlaeducacióndelasfuturasgeneracionesdeeconomistasyhacedoresdepolítica.

Situaciónpreviaderedessobredesarrolloenlaregión:

Existenobviamenteantecedentesencuantoalacoordinaciónenlaregión.

EnBrasil,existeunareddensadecarácterregional.LadocenciasobredesarrolloestácubiertaporREDESENV. Esta red organiza encuentros nacionales de docentes, lista los programas de lasasignaturas,asícomoprogramasendesarrolloeconómicoenBrasilylaregión.Además,absorbióRedeAL que lista los cursos sobreAmérica Latina, pero que no ha sido actualizada desde el año2001. La fortaleza de esta red, así como el caminoque ha avanzado en la sistematizaciónde losprogramasenelámbitoregionallaconviertenenunactorestratégico,porloquelaasistenciadesucoordinador Pedro Dutra Fonseca fue de suma importancia. Existe igualmente una red sobredesarrollo económico, REDE DESENVOLVIMENTISTA (RedeD), que se enfoca en discusión sobrepolíticasdedesarrolloeinvestigación,queestuvorepresentadaenelencuentroporsucoordinadorejecutivoAndréBiancareli (UNICAMP).En términosgenerales,Brasil cuentaconunareddensayactivaconlaquehayqueconverger,ylosanterioresencuentrosdelPRPrebischyelEncuentroqueseinformaacáhanpermitidofortalecervínculosdeconfianzaycolaboración.

En Centroamérica y al Caribe no existen redes de desarrollo como tal. Sin embargo, al alero deUDUAL(UnióndeUniversidadesdeAméricaLatinayelCaribe,organizacióncontinentalperoconmayorrepresentaciónenlazonacentral)ydesuAsociacióndeFacultades,EscuelaseInstitutosdeEconomíadeAméricaLatinayelCaribe(AEFEIAL),sehanorganizadoactividades,algunasdelascuales con el apoyo del ILPES. Como ejemplo, en Febrero de este año, las organizacionesmencionadasyUNAMorganizaronelcurso“ParadigmasdeDesarrolloymodelosdecapitalismoenelSigloXXI”.ConestaredregionalseparteconbuenpieporelcontactopreviodeILPES,aloquesesumalainvitaciónalencuentrodeRobertoEscalante(SecretarioGeneralUDUAL),loquepotenciólaconvergencia.

En América del Sur, fuera de Brasil y de las universidades que hacen parte de UDUAL, lacoordinaciónesmásdébil.Enesesentido,AUGMfueunaelecciónlógicaencuandoacubrirlazona,y por la buena predisposición mostrada por sus autoridades, que se cristalizó en la firma delconvenioAUGM‐CEPAL.

Evaluación:

El encuentro fue un buen punto inicial para la conformación de una red latinoamericana sobredesarrollo.Porunlado,sereforzólacreacióndeungrupoespecíficoparalatemáticaenAUGM,loquedecristalizarsedaríamayorcoberturaalConoSur.LapresenciadeEscalantepermitiráponeren relación estos esfuerzos con los de UDUAL/ AEFEIAL, y la de Dutra Fonseca y Biancareli lacoordinaciónconlosesfuerzospreviosenBrasil.

Enlareuniónfinal,enquesediscutiócómoavanzarafuturo,ademásdeestimularselarealizaciónde encuentros subregionales como el que aquí se relata, se propuso buscar activamente laconformación de una red sobre desarrollo a escala de América Latina y el Caribe. Semandató aAUGManombraraunrepresentanteparaformarungrupodeseguimiento,altiempoqueUDUALhará lo suyo. CEPAL deberá nombrar igualmente a un encargado de darle seguimiento a lainiciativa.Aellospodrásumarseigualmentealgunodelosorganizadoresdeesteencuentro,queseaun especialista en la materia y no una autoridad universitaria. Cabe resaltar el logro en cuantoCEPALquedaenelcentrodeesteesfuerzodecoordinación.

Además,seplanteóquelapáginawebdelProyecto“RaúlPrebischylosdesafíosdelSigloXXI”eraelespacionaturaldeconvergenciadeesta iniciativa.Deesta forma, laCEPALquedaen inmejorableposición para fortalecer y transformarse un actor central en esta red, posición que debecristalizarseenunaparticipaciónconstanteendichoesfuerzo.

Porotro lado,deacuerdoa lodiscutidoconalgunosde losorganizadoresyparticipantesdeesteencuentro,unavezquelasasociacionesdeuniversidadeshandadosuvistobuenoalainiciativa,sedebeponerelacentoen lacomunicaciónycoordinacióndirectacon losexpertosyprofesoresendesarrollo,paraevitarunaquelaredserigidiceporunexcesivoprotagonismodelasautoridadesuniversitarias.Autoridadesque,quédudacabe,habrándecumplirunrolesencialapoyandoestasinstanciasdesdeelplanoinstitucional.

CabemencionaralconcluirlacríticarealizadaporvariosespecialistasyautoridadesuniversitariasconrespectoaquelosdocumentosdelaCEPALteníanpocavisibilidadenlasuniversidadesdelaregión,subrayándosequeelcuellodebotellanoestáenelaccesoalosmismos(bienprovistoporelsitiodePublicaciones)sinopor laausenciadepolíticasespecíficasencaminadasa ladifusiónyeldebatedelaspropuestasentrelosespecialistasdelasregión.

Antonio Prado, economista brasileño, asumió como Secretario EjecutivoAdjuntodelaComisiónEconómicaparaAméricaLatinayelCaribe(CEPAL)el1denoviembredede2009,siendodesignadoporelSecretarioGeneraldelasNacionesUnidas,BanKi‐moon.Durante gran parte de su carrera profesional, Antonio Prado se haespecializadoenelanálisisdeloscambiostecnológicosenlaindustriaysuimpacto en el desarrollo económico, el mercado laboral y las relacionesindustrialesdeBrasil.

Previo a este cargo, se desempeñó como Jefe deAsuntosGubernamentales de la Presidencia delBanco Nacional para el Desarrollo Económico y Social de Brasil‐ BNDES (2005‐2009), donde sededicó a analizar políticas antiinflacionarias y de desarrollo.
