David Donahue If you have visited Central Office recently, you may have noticed a new display honoring the employees of the Department of Correction who serve in our country’s armed forces. This Wall of Honor serves as a visual reminder of the sacrifice these individuals make on a daily basis. It also serves as a symbol of the Department’s continuing efforts to support our troops. I am proud of the dedication of our ninety-nine employees on active duty and the nineteen currently deployed. I am also proud of the efforts the Department has made to encourage these individuals and thank them for their service. The current “Operation DOC Cares” effort is not the first time members of the Department have recognized our members of the armed forces. Various care packages have been sent to DOC employees stationed overseas in the past. These troops have been recognized during various events, such as Correctional Employees’Week and the Commissioner’s Luncheon. Now, “Operation DOC Cares” serves as a formal Department of Correction effort and builds upon previous efforts by sending care packages and letters to our employees stationed overseas and delivering Spring baskets full of toys, phone cards, and snacks to the families of the deployed troops. Encouraging not only the troops, but also their families, further demonstrates how the Department recognizes that the sacrifices made to protect our country extend beyond the battlefield and affect those here at home. While troops are normally recognized and celebrated upon their departure and return, “Operation DOC Cares” shows our employees in harm’s way that they are appreciated and missed during their deployment. I believe that providing support to these troops and their families is just a small thing the Department can do to try and make a long deployment a little bit easier. During the time I spent in Iraq, I saw the honor and service our men and women in the armed forces provided each and every day. It was with that renewed respect and gratification that I welcomed a broadening of the Department’s efforts to acknowledge and support employees deployed overseas through “Operation DOC Cares.” I am proud to have all branches of our armed forces, except the Coast Guard, represented by Department of Correction employees, who are on active duty. I want to thank them for their service and dedication, and I believe the “Operation DOC Cares” effort shows the heart and generosity that the employees of the Department have toward fellow employees.

IfyouhavevisitedCentralOfficerecently,youmayhavenoticedanewdisplayhonoringtheemployeesoftheDepartmentofCorrectionwhoserveinourcountry’sarmedforces.ThisWallofHonorservesasavisualreminderofthesacrificetheseindividualsmakeonadailybasis.ItalsoservesasasymboloftheDepartment’scontinuingeffortstosupportourtroops.Iamproudofthededicationofourninety-nineemployeesonactivedutyandthenineteencurrentlydeployed.IamalsoproudoftheeffortstheDepartmenthasmadetoencouragetheseindividualsandthankthemfortheirservice.

Thecurrent“OperationDOCCares”effortisnotthefirsttimemembersoftheDepartmenthaverecognizedourmembersofthearmedforces.VariouscarepackageshavebeensenttoDOCemployeesstationedoverseasinthepast.Thesetroopshavebeenrecognizedduringvariousevents,suchasCorrectionalEmployees’WeekandtheCommissioner’sLuncheon.

Now,“OperationDOCCares”servesasaformalDepartmentofCorrectioneffortandbuildsuponpreviouseffortsbysendingcarepackagesandletterstoouremployeesstationedoverseasanddeliveringSpringbasketsfulloftoys,phonecards,andsnackstothefamiliesofthedeployedtroops.Encouragingnotonlythetroops,butalsotheirfamilies,furtherdemonstrateshowtheDepartmentrecognizesthatthesacrificesmadetoprotectourcountry

extendbeyondthebattlefieldandaffectthosehereathome.

Whiletroopsarenormallyrecognizedandcelebratedupontheirdepartureandreturn,“OperationDOCCares”showsouremployeesinharm’swaythattheyareappreciatedandmissedduringtheirdeployment.IbelievethatprovidingsupporttothesetroopsandtheirfamiliesisjustasmallthingtheDepartmentcandototryandmakealongdeploymentalittlebiteasier.

DuringthetimeIspentinIraq,Isawthehonorandserviceourmenandwomeninthearmedforcesprovidedeachandeveryday.ItwaswiththatrenewedrespectandgratificationthatIwelcomedabroadeningoftheDepartment’seffortstoacknowledgeandsupportemployeesdeployedoverseasthrough“OperationDOCCares.”

Statement Thesacrificeandcommitmentaffordedbymembersofthearmed

servicesallowallUnitedStatescitizenstheopportunitytoliveandworkinafreeandprosperousland.In2008,theIndianaDepartmentofCorrectionhasenhanceditscommitmenttoacknowledgingemployeescurrentlyserving.Through“OperationDOCCares,”IDOCemployeesnowhavetheopportunitytoofferunifiedsupporttoacolleagueinharm’sway.Beyondofferingsupporttothoseoverseas,“OperationDOCCares”iscommittedtoliftingupthespiritsoffamiliesofthedeployedhereinIndiana.Bymailingcarepackagestothedeployedaswellashanddelivering“SpringBaskets”totheirfamilies,“OperationDOCCares”ismakingcaringareality.

Thecontinuingsuccessof“OperationDOCCares”couldnotbemadepossiblewithoutthecompassionandgenerosityoffacilitystaff.Stafffromacrossthestatedonatedhundredsofhygieneproducts,

food,phonecardsandmanyotheritemstobeincludedinthecarepackagesforthetroops.Inaddition,staffcontributeditemstobeincludedinFamilySpringBaskets.Contentsincluded:disposablecameras,Frisbees,yo-yos,phonecards,andseasonalsnacks.IndianaWomen’sPrisonoffenderssewedandprovidedbunniestothechildrenofthedeployedtobeincludedintheSpringBaskets.

TheDepartmenthasalreadybegunandwillcontinuetomailcarepackagestodeployedstaff.Sofar,packageshavereachedCampBuccaandCampLibertyinIraq.Hereonthehomefront,theAgencyisrecognizingthoseservingoverseasthroughtheAgencySCOOPsandbydevelopingaWallofHonor,atributetofellowstaff.

CarepackagesforthedeployedaswellasFamilySpringbasketassemblycomecourtesyoftheFutureSoldiersfromthePendletonJuvenileCorrectionalFacility.

facilityforjuvenilemales.Theprogramisapproximately6.5monthsinlength.AnelaborateMondaythroughSundayschedulehasbeendevelopedthatbeginsat05:30andendsat20:30.TheProgramisregimented,stressesdisciplineandconsistsofdrillandceremony,physicaltraining,teambuilding,education,substanceabusetreatment,andothertreatmentprogramsbasedoncognitive,behavioralandlearningtheorythatisresearchbased.Individual,groupandfamilycounselingareprovided.

AnaftercareplanbeginswhenthestudentfirstarrivesatCampSummitandiscoordinatedthroughParole/Probationauthoritiesinpreparationforthestudent’sreturntotheircommunity.Aftercareincludeseducationalplanning,securingemployment,continuedsubstanceabusetreatment,additional

communityservice,andexercisestoimprovefamilyrelationships.

PHYSICAL TRAINING

CampSummitisauniqueprogramasitscomponentsareasolidmarriageofprogramsandmilitarycomponents.CampSummitisbuiltonafoundationofrespectandresponsibility.Thenormsareunwrittenexpectationswhichgoverntheinteractionsofgroupmemberstowardsthegroup’scommonpurposeormission.StudentsatCampSummitarerequiredtofollowgeneralordersandexpectationsthathavebeenclearlyidentifiedtothemduringtheirintakeperiod.

MentalHealthServicesPlanforAdultOffenders.Thisdocumentwillserveasareferencemanualforpsychologists,psychiatrists,advancedpracticenurseswithapsychiatricspecialty,mentalhealthcounselors,andclinicalsocialworkerswhoprovideservicestotheoffenderpopulation.ThePlanreplacesanumberofobsoleteHealthCareServiceDirectives,enhancescompliancewithrelevantACAStandards,andarticulatestheDepartment’sphilosophicalpositiononimportantcorrectionalmentalhealthissues.

Forthefirsttimeever,thedutiesandresponsibilitiesofmentalhealthprofessionalsareclearlydelineatedwithspecialemphasisonthemanagementandtreatmentofseriouslymentallyilloffenders.AlsoincludedintheMentalHealthServicesPlanarespecifictimeframes,presentedina“user-friendly”formatforthecompletionofimportantmentalhealthevaluations,suchasintakescreenings,specialhousingunitreviews,andsuicideriskassessments.ArevisedSuicidePreventionPlan,whichhighlightstheDepartment’sSuicideCompanionProgram,isincorporatedintotheMentalHealthServicesPlan,asamoreflexibleprotocolforthecloseobservationofmentallyilloffenderswhoneedtobeseparatedfromthegeneralpopulation.

AseriesoffourregionalmeetingswererecentlyheldwithmentalhealthprofessionalsinordertoreviewtheMentalHealthServicesPlan.MajorchangesinthedeliveryofmentalhealthserviceswillbepresentedtofacilitySuperintendentsinApril.Inaddition,performancemeasureshavebeengeneratedinordertoevaluatethedegreetowhichserviceprovidersadheretopolicyrequirementscontainedinthePlan.

PerhapsthemostnovelaspectoftheMentalHealthServicesPlanisthedescriptionoftheDepartment’sContinuumofCareforadultoffenders.TheroleandfunctionoftheCrisisStabilizationUnitatNewCastleCorrectionalFacility,theResidentialTreatmentUnitandChronicCareUnitatIndianaStatePrison,andtheSpecialNeedsUnitatIndianaWomen’sPrisonaredefined,andexpectationsformentalhealthservicedeliveryinsegregationunitsaredelineated.Protocolsforcivilcommitmentreferrals,therapeutic

ADMINISTRATIVE REVIEW COMMITTEE

CampSummit’snormativemodelisthefoundationthatpromotessuccess.Inordertoimplementapositiveculture,staffmusthaveacommonvisionandpassion,acommonstrategy,consistentfollow-through,andongoingtraininganddevelopment.Aconfrontationalmodeliscounterproductivetochangingjuvenilebehavior.Withinthenormativemodel,staffareexpectedtolivethevaluestheymodelforstudents.Toqualifyforgraduation,itisexpectedstudentswillpossessbothaplanandskillsnecessarytofunctionsuccessfullyasmembersoftheirfamilyandcommunity.

Wecontinuetohavegrowthinourprisonandparolepopulation

withhighrecidivismrates.Unlikemanyotherstates,Indiana’srecidivismratecontinuestodropannuallybysmallportions.Ourrateofrecidivismhoversatjustabove37%.Thisisgreat,consideringthatnationallyrecidivismratesareatorabove50%.

Nowthenotsogoodnews:ThemostrecentreviewofstatisticalinformationfromtheParoleBoardindicatesthat,giveortake,50%ofthereviewedrevocationhearingsareconductedforoffenderscommittingnewcrimes.Theremaining50%ofrevocationhearingsareforthetechnicalruleviolationsofabscondingorissuesrelatingtoconductandParolestipulations.

Ofthisremaining50%,30%arerelatedtoabsconders.Theremainingpercentage,15%arethoseoffendersthatsimplycannotconformtheirbehaviororhabitstotheoutlinedparolestipulationsandarereturnedtoprison.

Thosethatcommitnewcrimesareimmediatelyidentifiedandreturnedtoprison.Thosethatabscondareprovidedthepropernotificationoftheirviolation

viamail,verballyandaregiventheopportunitytobecomecompliantwiththeconditionsoftheirparole.Thosethatfailtocomplywithinreasonagainaresentbacktoprisonafterexertingallofourefforts.

However,thosethataresimplyhavingdifficultycomplyingwiththeparolestipulationsorsufferfromaddictionorabuseissues,needtobethefocusofourattentionandservicestopreventthemfromreturningtoprison.BaseduponthelatestinformationfromtheU.SDepartmentofJustice,offenderssentbacktoprisononatechnicalviolationaremorelikelytorecidivatethanthoseoffenderswhoareabletomaintaintheirtiestothecommunity.

IncarcerationofourTechnicalRuleViolatorshastobealastresortandusedonlyincircumstancesthatwouldwarrantlong-termimprisonment.Thesewouldincludenewcriminalarrest,situationsinwhichtheviolatorsareaseriousthreattothemselvesorothers,publicsafetyorlastlywhentheoffenderhasrunoutorservices/resourcesandisnolongermanageable.

EachParoleDistrictisreviewingall

paroleviolationrequeststoensurethatwehaveexhaustedallofourefforts,services,sanctionsandresourceswithourclientsandthatincarcerationisthelastresort.Parolewillencourageotheroptionsthatareavailablefortheoffenderversussubmittingtheparoleviolation.

WebelieveutilizingALLofouroptionsfromparoleratherthanincarcerationforviolationswillhaveasignificantimpactuponsomeofourtechnicalruleviolators.Thiswillleadtoabettertransitionandstabilizationfortheoffenderbackintothecommunity.

OnMarch6,2008CommissionerJ.DavidDonahueaddressedthe

fourteenWabashValleyCorrectionalFacilityoffendersandtheirfamiliesthatearnedtheU.S.DepartmentofLaborApprenticeshipinOffsetOperatorI.Theoffenderscompletedover8,000hoursofon-the-jobtrainingandclassroomstudytoearntheapprenticeshipcertificate.

TheU.S.DepartmentofLaborApprenticeshipCertificateisa

recognizableprogramandaviabletoolinfindinggainfulemployment.OffenderswhohaveearnedtheCertificateofApprenticeshiparemorelikelytofindemploymentafterrelease.

PENProductshasawardedover200offendersinthelastyearwithApprenticeshipCertificatesinavarietyofjobtitles.Over800offendersarecurrentlyenrolledintheprogram.

as“BackRowEnterprises”.AtatownhallmeetinginMadison,CommissionerDonahueexplainedthathewantedtoopenupprogramsinfacilitiestomembersoftheoutsidecommunity.“Inmanyofourprograms,thereareemptyseatsinthebackrows,”statedCommissionerDonahue.“Iwanttomakethoseseatsavailabletopeopleinthecommunitythatcouldbenefitfromourprograms.”

MadisonCorrectionalFacilitytookhismessagetoheartandnowhasfiveBackRowprograms.TheseprogramsincludeToastmasters,HeartsofHopeAA,Lifespring,DomesticViolence,andCommonSenseParenting.Eachgroupmeetsweeklycombiningouroffendersandmembersoftheoutsidecommunity.

Madison’sfirstBackRowprogramstartedwithformingachapterofToastmaster’sInternational.Theclubischarteredunderthename“CorrectlySpeaking.”Themeetingsarelistedeachweekinthelocalnewspaperalongwithothercommunityclubs.InToastmasters,membersperfecttheirpublicspeakingskillsinawarmandwelcomingenvironment.Ateachmeetingthreememberspresentspeechestothegroupwhicharethencritiqued.Differentmembersfilldifferentfunctionsforreviewingthespeeches.Thereissomeonewhoisthetimer,agrammarian,ageneralevaluatorandevensomeonewhocountseachandevery“uh”,“um”and“youknow.”Theclubhasheldtwospeechcompetitionsandatthelastone,thewinner,offenderandchapterpresident,DianeSpurgeon,advancedandwenttocompeteataregionalcompetitioninNewAlbany.Clubmembersalsohavemadepresentationsatcommunityadvisoryboardmeetings.

TheHeartsofHopechapterofAlcoholicsAnonymouswasstartedbymembersofafemaleonlyAAclubfromHanover,a

neighboringtown.EachweekmembersfromtheHanoverclubandotherwomenfromthecommunitycometotheMadisonCorrectionalFacilityfortheirweeklyAAmeeting.OffendershavecommentedthattheyreallyenjoythisAAgroupasithelpsthemtoknowpeopleontheoutsidewhowillstillbesupportiveoftheirrecoveryafterrelease.

CommonSenseParentingisajointprogramwithQuinco,aprivatenot-for-profitbehavioralhealthorganization,DepartmentofChildrenServices(DCS),andtheMadisonCorrectionalFacility.Thiseight-weekcourse,whichfirstbeganinOctoberof2007,isnowinitssecondcycleofparticipants.TheclassesareheldattheMadisonFacilitywithacombinationofparentsreferredbyDCS,Quincoandoffenders.CommissionerDonahuesaid,“Partnershipssuchasthiscreatevaluablere-entryprogramsforouroffenders.Becauseofthisprogram,ouroffenderswillbeabletoreturnhometotheirchildrenwiththetoolstheyneedtobebetterparents.”TheprogramisdesignedtomeetrequirementsthatmaybeapartoftheirDCSindividualizedcaseplans.ThegroupisleadbyastaffmemberfromQuincoalongwithafacilitycasemanager.

OneofMadison’snewestBackRowprogramsisrunbyLifespring,alocalnot-for-profitagencythatspecializesinsubstanceabuseissues.Thissubstance

abusetreatmentgroupincludespeoplereferredbyLifespringandoffenders.Thisgroupisaperfectoptionforshort-termoffendersandthosewithlesserformsofaddictionthatmaynotqualifyfortheDOCphasesprogramnorthetherapeuticcommunity.

Madison’sotherbrandnewBackRowprogramisrunbyTurningPointDomesticViolenceShelter.AstaffmemberfromTurningPointrunsthisweeklygroupmeetingatthefacilitywhichaddressesdomesticviolenceissuesandeducateswomenabouttheoptionsandresourcesavailabletothem.

“TheseBackRowprogramshavebecomeatremendousassettothisfacility,”statedSuperintendentJanDavis.“Theopportunityforouroffenderstointeractwithcitizensfromthecommunitythroughtheseprogramsgivesthemthesupportandtoolsthattheywillneeduponrelease.”

TheseprogramsareprovidingservicesfortheoffenderstoaddressidentifiedneedsintheirRe-EntryAccountabilityPlans.Thegroupsactivelyengagetheoffendersinprogrammingthatwillpreparethemfortheirreturntothecommunityaswellasteachthemnewskills.Additionally,pairingwithcommunityagencieshasprovidedMadisonwithindividualstofacilitateprogramsthatMadisonwasnotabletoprovide.Therelationshipwiththecommunityagenciesbenefitsboththefacilityandthecommunityagency.Theinitialobstaclewasgettingcommunitymembersinvolvedbutassoonasnewpartnershipswerecreatedwithcommunityagencies,thatobstaclewasresolved.MadisonstaffandoffendersareveryexcitedabouttheirBackRowgroups.BackRowgroupsaremeetingtheneedsofthefacility,offenders,andthecommunity.

chapelwasaglowwithfellowshipandgoodwillasstaffsaid“ThankYou!”Volunteershadgatheredthereforthe12thannualCommunityServiceRecognitionProgram.

Over220peoplefromallwalksoflifegaveoftheirtimeandskillsoverthepastyear,preparingoffenderstore-entersocietyontherighttrack.DaveWence,thefacilityCommunityServicesDirector,saidvolunteersaverageover588hoursofserviceeverymonth.Hesaidwithouttheirhelp,programminginsuchareasasReligion,Education,Re-EntryandSubstanceAbusewouldbeextremelydifficulttoprovide.“Volunteerstakethetimetolisten,mentor,teachandencourageoffenderstoreachtheirfullpotential,bothwhileincarceratedandaftertheirrelease,”saidWence.

OffenderWilliamBlandtoldthegatheringheenteredprisonashamed,disappointedandsociallylost.Butnotanymore.Hesaidheisabetterpersontodaythankstoencouragementfromvolunteers.Henowhasacollegedegree,astrongrelationshipwithhischildrenandconfidenceinhisfuture.Whatdoeshewanttodowhenhegetsoutofprison?Hewantstobeavolunteer,avolunteerlikeDavidKeltyofTerreHaute.He’sbeenteachingtheEnglishcourseforISUsincethemid90s.“Hedoesitbecausehereallycares,andoffendersknowit’s

genuine,”saidEducationDirectorKarenRichards.Othervolunteerssaythingslike“Weleavemoreblessedthanwhenwecame.”AllfirmlybelievewhatThelmaStewartofBloomfieldsays,“IfIcanmakeadifferenceinjustonelife,thenitisallworthit.”

Thelmahasbeenavolunteerwelloverfouryears,comingtothefacilitytwotimesaweek.ShewashonoredforherworkwiththeInside/OutDad’sProgram.ShealsospendstimeintheP.L.U.S.unit,oftenjusttolisten,asparticipantstalkabouttheirlives,theirmistakes,theirfamilies,theirhopesforthefuture.Thelmasaidshehadseenpeopleintheunitchangeliterallybeforehereyes,callingita“blessing.”

Somepeoplemightsayprisonisthelastplaceyoucouldimaginesomeonewouldwanttodonatetheirtimeandtalents.Thelargecrowdgatheredthatrainynight,inMarchatWabashValley,willtellyouthereisnootherplacetheywouldratherbe,makingadifference,onelifeatatime.

dutiesasDirectorofRecreation.FacilityRecreationDirectorshadameetingonFriday,March7,2008attheCorrectionalTrainingInstitutetoplanandsetgoalstomeettheDepartmentofCorrection’srecreationneeds.BothCommissionerDonahueandDeputyCommissionerBruceLemmonaddressedthegroupprovidingsupportandchallengingthemtomoveforwardinaprogressivemannerbyincreasingtheRecreationDepartments’effortstoward“wellnessissues”throughouttheDepartmentofCorrection.Also,Dr.EltonAmosprovidedapresentationgivingtheRecreationDirectorsinformationandguidancetoaddressissuesofwellnesswiththeoffendersintheiractivities.

TheRecreationDirectorsestablishedtwocommitteestosetgoalsandmeetthenewchallengestotheirdepartments.ThefirstcommitteeistheRecreationProgramCommittee,andithasbeenestablishedwithfiveRecreationDirectorsfromdifferentfacilitiesaroundthestatetodevelopandimplementaprimaryprogramfortheDepartmentofCorrectionthatcanbeused,duplicated,andmeasuredinallfacilities.ThesecondcommitteeistheRecreationEmploymentandHeartHealthCommitteeandalsohasfivemembersfromdifferentfacilities.Thiscommitteehasbeentaskedwithlookingintoemploymentissuesforoffendersinrelationtorecreationactivities.Anexampletheywillexploreisthepossibilityofoffendersbecomingcertifiedaspersonaltrainers.TheywillreviewresearchandworkwithMr.NallyintheEducationDepartmenttoseeifthistypeofemploymentispossibleforaconvictedfelonandwhattypeofeducationwillbeneededtomeetsuchagoal.Thesecondpartofthe

communitiestogetherinvolveseffectivecommunication.Toopenupthere-entrydiscussion,CommissionerJ.DavidDonahuehasbeenholdingTownHallmeetingsinIndianacountiestospecificallyaddressre-entryissuesandprovidecountieswithIDOCdataandinformationinvolvingthatcounty’sreleasesandadmissions.ThemeetingsbeganinAugust2007,andtodate,meetingshavebeenheldinSpencer,Gibson,Johnson,Porter,Allen,Jefferson,Vigo,Wayne,andMadisoncounties.

NotonlyistheIDOCworkingwithinIndianatoexpandpartnershipsthatwillbestexecutethere-entryprocess,butitisalsolookingoutwardtoevaluate

there-entryideasandprogramsofotherstates.Inthelatterpartof2007,re-entrystaffattendedtheNationalGovernor’sAssociationPrisonerRe-EntryAcademyandtheWhiteHouseOfficeofFaith-basedandCommunityInitiativesNationalSummitonRe-Entry.StaffalsopresentedattheBureauofJusticeAssistance’s(BJA)regionalconferenceonre-entry.Additionally,IndianacontinuestobeaparticipantintheNationalInstituteofCorrections’TransitionfromPrisontoCommunity(TPC)initiative.

Atthefacilitylevel,theIDOCisimplementingtheWeeOne’sNurseryforqualifiedoffendersattheIndianaWomen’sPrison.Thenurseryteachesthewomenoffenders,underclosemonitoring,howtocarefortheirnewbornandhelpsdevelopthebondbetweenmotherandchild.Strictcriteriaareinplacefortheprogram,andthemaingoalistoencouragesuccessfulre-entryfornewmothersandthoseoffendersassistingasnannies.Additionally,BureauofMotorVehicles(BMV)capturestationsareinplaceattheLogansportJuvenileIntakeFacility,RockvilleCorrectionalFacility,andReceptionDiagnosticCentertocreatestateIDcardsforoffenders,andIndianabirthcertificatesarealsobeingorderedforeveryoffendertoassistthemintheirre-entry.Theseeffortsarejustsomeoftheinnovativere-entryinitiativeswithinIDOC.

WhetheroutinanIndianacommunity,inconversationwithotherstates,orinsideanIDOCfacility,re-entryhasbeenabigfocusfortheDepartmentofCorrection.Byreachingouttothecommunities,theIDOChasshownacommitmenttoopeningadialogueaboutre-entry,whilealsocomparingre-entryideaswithotherstatestofindthebestsolutions.Astheconversationsaboutre-entrycontinueandbroaden,thepracticesatthefacilitylevelwilladapttomakethere-entryprocessasseamlessaspossibleandbestservepublicsafety.

OnJune23-25,2008,theIDOCwillhostaNationalMental

HealthConferencetitled,“UnlocktheMystery:ManagingMentalHealthfromCorrectionstoCommunity.”Thisnationalconferencewillspotlightsolutionsformanagingthegrowingnumberofmentallyill,substanceabuse,andsexoffenderpopulationswithintheadultmale,adultfemaleandjuvenilepopulationsinjailsandprisons.

“Addressingmentalillnessfromcorrectionsthroughcommunityre-entryiscriticaltoupholdingthecorrectionalprinciplesofmaintainingpublicsafetyandpromotingsuccessfuloffenderre-entry.Jurisdictionsthroughoutthecountryarefacedwithmanychallengesassociatedwith

themanagementofmentallyillpopulations.“UnlocktheMystery,”willserveasanationalconversationtohighlightandsharecorrectionalpromisingpractice,”statedCommissionerJ.DavidDonahue.

communityinFebruary.GRIPstandsforGrowthResponsibilityIntegrityandPurpose.GRIPfunctionsasanin-patientsubstanceabusetherapeuticcommunityforoffendersthathaveaddictionstodrugsoralcohol.

AninitialthirtyoffenderswereplacedinthenewunitduringthefirstweekofFebruaryandbythemiddleofMarchreachedfifty-five.Theunitwilleventuallyholduptoseventy-two.Anexistingbuildingwasconvertedintoahousingunitforthispurpose.Offenderssleeponthefirstfloorandonthesecondfloortheyhaveclassrooms,grouprooms,andrecreationareas.Twofull-timesubstanceabusecounselorsareassignedexclusivelytothisprogram.Withtheexceptionofcollegecourses,offendersinthisunitarekeptseparatefromtherestofthepopulationsothattherearenooutsidedistractionsandtheirconcentrationissolelyontheirrecovery.

“Thisunitprovidesoffenderswithapositiveenvironmentinwhichtheylearnthesocialandcognitiveskillstosuccessfullystayoutofthecriminaljusticesystem,”saidDOCCommissionerJ.DavidDonahue.“IamproudoftheMadisonCorrectionalFacilityforgettingthisprogramupandrunningquicklyandwithoutadditionalexpense.”

OneimportantelementoftheGRIPprogramincludescommunityservice.SouthernIndianaexperiencedarecordsnowfallfollowedbyseveraldaysofraininmidMarch.SeeingthecreeksandtheOhioRiverrisetofloodstages,AssistantSuperintendentRodgerMcKinleycalledMadison’sMayorArmstrong’sofficetoofferanyadditionalassistancethatthecityneeded.TheMayor’sofficegratefullyacceptedassistanceandaskedforhelpinfillingsandbags.SuperintendentJanDavisaskedtheGRIPunitiftheywouldvolunteerandtheyeagerlyaccepted.TheMadisonCouriertookpicturesand

whichresultedinafrontpagearticlethenextday.

“Assistingourcitiesandcountiesinemergenciesandintimesofneedisoneofseveralwaysthatoffenderscangivebacktothecommunity,”saidCommissionerJ.DavidDonahue.“It’sanimportantpartofourre-entryprogrammingforoffenderstogetoutintothecommunitytoprovideservices.”

OffenderadmissioncriterionfortheGRIPTherapeuticUnitincludes:

ThisyearinIndiana,morethan17,000offenderswillbereleased

fromthestate’sprisons.Thesemenandwomen–particularlythosewhohaveservedlengthysentences–facesignificantchallengesastheyreturntothecommunity.Mosthaveinadequatejobskills,littleworkexperience,insufficienteducation,poorpersonalmanagementskills,andfewsocialsupportsystems.Theyareinneedofhousing,employment,education,medicalandmentalhealthcare,substanceabusetreatment,andavarietyofotherservicestohelpthemliveasproductiveandlaw-abidingcitizens.Furthermore,theygenerallyreturntothesameenvironmentorsituationthatfosteredtheircriminalactivityinthefirstplace,soitisnotsurprisingthatnearly4outofevery10willrecidivatewithinthenext3years.Manydosowithintheveryfirstmonthfollowingtheirrelease–returningtoprison,keepingalreadytroubledfamiliesandneighborhoodsinemotionalandfinancialturmoil,perpetuatingthecriminalcycle,andjeopardizingpublicsafety.

Nationwide,theissueofrecidivismisasignificantandgrowingconcernasincreasingnumbersofoffendersarereleasedfromincarceration.TheIndianaDepartmentofCorrection(IDOC)currentlyhousesapproximately25,000adultoffenders,andthenumberofnewcommitmentscontinuestoincreaseeachyear.Inordertoaccomplishitsparamountdutyofmaintainingsafeandsecurefacilities,theIDOCdemandsthesecondlargestportionofthestatebudget,withdirectexpendituresapproaching$600millionlastyear.Yetthecosttothepubliciscompoundeddramaticallyinbothdollarsandadditionalvictimizationswhenex-offenderscommitnewcrimesandreturntoprison.

Focus: Reducing RecidivismRecognizingthatsuccessfulre-entryiscriticaltoreducingrecidivism,theIDOCin2005initiatedacomprehensivestrategytoreducethestate’srecidivismratebyfocusingitsmissiontowardsuccessfuloffenderre-entry.Byimplementingbetterproceduresforcasemanagement,strengtheningconnectionswithagenciesatthestateandlocallevels,andestablishingnewpartnershipswithcommunitystakeholders,theIDOChasimprovedhowoffendersarepreparedfortheirreturntothecommunity.Theseeffortsemployevidence-basedpracticesandabroad,systemsapproachinaddressingthekeyareasofeducation,jobtraining,housingassistance,substanceabusetreatment,medicalcare,andmentalhealthtreatment.ThisworkhasplacedIndianaasoneofthenation’sleadersinprisonerre-entryinitiatives.

TheflagshipofIndiana’sre-entryinitiativeshasbeenthedevelopmentofaninnovativenewfacilitywithamissionfocusedentirelyonpreparingoffendersfortheirreturntothecommunity.ThePlainfieldRe-EntryEducationalFacility(PREF)openedinJanuary2006andisthefirstofitskindinthecountry.Seton240picturesqueacres(theformersiteofthehistoricIndianaBoys’School),PREFisauniquefacilitythatspecificallytargetsthekeyareasofeducation,vocationaltraining,andlifeskillsdevelopment.

The PREF PhilosophyAtthecoreofPREF’sapproachisthenotionthatre-entryisaphilosophy,notaprogram.PREFhasanoperatingcapacityof404,offeringanopenenvironmentandadailyoperationthatreflectsthe“realworld”towhichtheoffenderswillsoonbereturning.Theadultmalepopulationisreferredtoas“residents.”Residentswearcivilian

clothingratherthantypicalprisonuniforms,andtheentirefacilityoperatesinacultureofrespectandmutualsupport.Establishingandacclimatingtothisenvironmenthasbeenasignificantchallengeforstaffandresidentsalike,asPREFworkstochangenotonlythecultureoftraditionalcorrections,butalsotoconfronttheattitudesandbeliefsofasocietywhichisstillveryfocusedonretributive,punitivejustice.

ThefoundationofPREF’suniqueprogramistheworkofre-entryspecialists,whoarespeciallyselectedandtrainedcasemanagers.Theymaintainlowcaseloadsthatallowthemtoworkcloselywiththeresidentstoprovidehighlyindividualizedprogrammingandcasemanagement.Focusedre-entryplanningisbasedoneachresident’sRe-entryAccountabilityPlan(RAP),whichidentifiesareasofspecificneedandtargetedinterventionstohelptheresidentresolvetheseproblemareasandpreparethemforsuccessfulandproductivelivinginthecommunity.

InfacilitiesthroughouttheIDOC,mostoffendersparticipateinavarietyofprogramsdesignedtosupportsuccessfulre-entry,includingeducation,vocationaltraining,substanceabusetreatment,andcognitive-behavioralprograms.Thedepartmentalsomandatesastandardized65-hour,pre-releasecurriculumthataddressesissuessuchaslifeskillstraining,educationaladvancement,accessingcommunityresources,andjobsearchtraining.(Amodified15-hourcurriculumisalsoavailableasreleasecircumstanceswarrant.)

Program ElementsThoughPREFisaminimum-securityfacilityandmayappeartobemorelikealaid-backcollegecampusthanacorrectionalfacility,itisinfactahighlydemandingprogram.Allresidentshavevolunteeredtoparticipateandareapprovedthroughameticulousapplicationprocess.Qualifyingresidentsmustmeetstringentclassificationcriteria,bewithin12to24monthsofrelease,andcommitthemselvestoparticipatinginaprogramthatisfarmoredemandingthanthoseinthelarger,higher-securityfacilitiesinwhichtheymayhavespentmanymonthsoryears.Residentsareresponsiblefortheirownsuccess,andtheyareheldtothehigheststandardsofconduct.ThosewhodonotmeetormaintainPREF’sexpectationsforbehavior,attitude,orparticipationareterminatedfromtheprogramandtransferredtoanotherfacilityappropriatetotheirclassificationandrisklevel.Inreturn,thePREF

programoffersitscommittedresidentsanumberofuniqueandvaluableopportunitiesdesignedtoprovidethemwiththebestchanceforsuccessaftertheirrelease.

Education and Vocational Skills DevelopmentAllresidentsparticipateineducationalorvocationalprogramming.ThosewhohavealreadyearnedahighschooldiplomaorGEDandhaveobtainedavocationaltrainingcertificateorhaveanoccupationalspecialtyareclassifiedintoappropriatejobs.Residentsmayworkeitherinsidethefacilityorononeofseveral“outside”jobassignments.EducationalprogramscoverthefullspectrumfrombasicliteracytoGEDpreparationandtesting.Vocationalprogramsprovideskill-basedtraininginoccupationsthatincludebusinessservices,buildingtrades,culinaryarts,electronicsrepair,landscapemanagementandhorticulture,andsmallenginerepair.PREFalsohaspartneredwiththeIndianaDepartmentofWorkforceDevelopmenttocreatethe“MajorOpportunities”program.Thisground-breakingprogramprovidesqualifiedresidentswithclassroominstructionandon-site,on-the-jobtraining.TheprogramiscurrentlyinapilotphasewiththeIndianaDepartmentofTransportation.Residentswhosuccessfullycompletethisprogrambecomeeligibleforregular,full-timeemploymentwiththatagencyupontheirrelease.

Employment AssistanceAvarietyofclassesandworkshopsassistresidentsindevelopingbasicemployabilityskillsandpreparingresumes.Tosupplementtheseprograms,PREFalsoemploysafull-time,on-siterepresentativefromtheIndianaDepartmentofWorkforceDevelopment,whoworkscloselywithareaemployersandthefacility’sUnitTeamstomatchqualifiedandappropriateresidentswithviableemploymentafterrelease.Assistingresidentswiththewidevarietyofemployabilityissuesthatconfrontex-offendersisakeyfocusatPREF.Theabilitytoobtainandmaintainstableemploymentismostoftenthecriticaldifferencebetweensucceedinginthecommunityorreturningtoprison.

Families and ChildrenFamilyreunificationisalsoanimportantfocusinpreparingmanyPREFresidentsforrelease.Specializedprogramshelppreparethementoreturntotheirfamiliesashusbandsandfathers.“Inside/OutDads”and“ReadingwithDad”helpresidentsre-establishtheirparentingrole.ThePREPprogram(PreventionandRelationshipEnhancementProgram)isarecognizedbest-practiceprogramthatstrengthensthemaritalbondandreducesthedivorceratecommonamongex-offenders.Arepresentativefromthestate’sDepartmentofChildServices/ChildSupportBureauison-siteregularlytoassistresidentswithchildsupportissuesandhelpdevelopachievablepaymentplansifnecessary.

• TotalnumberofuniqueoffendersreceivingsomelevelofOutpatientSubstanceAbuseservicesduring2007=9,084.ThetotalnumberofuniqueoffendersreceivingsomelevelofOutpatientSubstanceAbuseservicesduring2006=8,510.Thiswasanincreaseof574offendersservedduring2007overtheprioryear.Thisisanincreaseofnearly7%.

County Jail Programs Increase in 2007

• Atthestartof2007thedepartmentonlyhad5CountiesservingtheDOCoffenderswithSubstanceAbuseservices.ThoseCountiesareBlackford,Orange,Spencer,HarrisonandPutnam.Duringthis2007weincreasedthetrainingavailabletothosecountiesaswellasincreasedthetotalnumber,addingtreatmentprogrammingatKnox,Crawford,Henry,andWellsCounties.Thesemostrecentcountieswillbeginshowingcompletionssoonastheyhadjuststartedtreatmentlatein2007.

• AlloftheseprogramsareservingoffendersinPhase1,2and3withtheexceptionofPutnamCountythatdoesPhase1only.TheproductivityforeachCountyisasfollows.

TheSexOffenderContainmentandAccountabilityProgram(SOCAP)

atthePlainfieldCorrectionalFacilityrepresentsanunprecedentedefforttodirecttheeffortsofallfacilitystafftowardthemanagementandtreatmentofincarceratedsexoffenders.Staffaretrainedtomonitoroffenders’behaviorforevidenceofsexuallydeviantandotheranti-socialthoughtpatternsassociatedwithincreasedriskforsexualandnonsexualcriminality.Fromhisveryfirsttoverylastdayofconfinementatthefacility,eachoffenderisheldaccountableforallchoicesandactionsjudgedharmfultohimselfand/orothers.TheSOCAPisbelievedtobethefirstprogramofitskindinthenation.

UponadmissiontothePlainfieldfacility,asexoffenderishousedinanAdmissionandOrientationUnitwhereinhiscriminogenicriskandneedsaredetermined.Anactuarialinstrument,theStatic99,isutilizedtodeterminetheoffender’srelativerisktore-offendsexually.ThePsychologicalInventoryofCriminalThinkingStylesisadministeredinordertoidentifypredominantantisocialthoughtpatterns.Finally,apsychosexualassessmentisconductedforthepurposeofidentifyingsexuallydeviantfantasies.Theinformationgatheredfromthesemeasures,inadditiontobehavioralobservation,formsthebasisofanindividualizedtreatmentandaccountabilityplanwhichisupdatedevery30days.

FollowingcompletionoftheAssessmentandOrientationphase,theoffenderisassignedtoan“ActiveTreatment”housingunit.Thespecificunitassignmentisbasedinlargepartuponhisriskforre-offendingasdeterminedbytheStatic99.Heisexpectedtoparticipateinandsuccessfullycompletespecializedtreatmentdeliveredbya

credentialedsexoffendertreatmentcounseloringroupsessions.Thesegroupsfocusonindividualcyclesofoffending,cognitivedistortions,empathyandsocialskilldeficiencies,andrelapsepreventionstrategies.Inaddition,hewillbeencouragedtoavailhimselfofeducational,vocational,spiritual,andsubstanceabusetreatmentprograms.SexoffendertreatmentisrequiredunderIndianaStatute,andanyoffenderwhorefusestoparticipateintreatmentfacesseriousdisciplinarysanctions.Theoffendercannotbeawardedanearlyreleasefromprison,asaresultofcompletionofotherprograms,unlesshehassuccessfullycompletedspecializedsexoffendertreatment.

Whenanoffenderiswithinsixmonthsofhisprojectedreleasedate,hemovesintotheRe-EntryUnit.Staffassignedtothisunitendeavortoequiptheoffenderwiththeknowledgeandskillsnecessaryforasuccessfuladjustmenttoparoleorprobationsupervision.Inparticular,offendersreceivethemostcurrentinformationavailableregardingsexoffenderregistrationrequirementsandparole/probationstipulations.Ifnecessary,Re-EntryUnitstaffassiststheoffenderinsecuringhousing,employment,andsocialsupportinthecommunitytowhichhewillreturn.Additionally,community-basedsexoffendertreatment,mandatoryformostoftheoffenders,willbearranged.

ThecornerstoneofthePlainfieldprogramistheSOCAPTeamwhichoverseesvirtuallyallfacetsoftheoffender’sdailylife.Eleven(11)differentSOCAPTeamsmeetforseveralhourseveryWednesday.Eachoffenderreceivesacomprehensivereviewbyhisteamevery30days.Themultidisciplinaryteammakesalldecisionsregardingcell/dormitoryandworkassignments,visitors

andcorrespondents,androutineaswellasspecialrequests.Inaddition,theteamreviewsalldocumentationregardingstaffconfrontationsofoffenderbehavior,determineswhetherornotspecificpatternsarediscernible,anddeliversfeedbacktotheoffenderatmonthlyteammeetings.Mostimportantly,however,theSOCAPTeamrenderstheultimatedecisionregardinganoffender’ssuccessfulcompletionofsexoffendertreatmentandeligibilityfor“timecuts”associatedwithcompletionofotherDepartmentofCorrectionprograms.Offendersdonotreceiveanysentencereductionforcompletionofsexoffendertreatment.

unavailableinanyotherprisonsetting.PREFresidentsreceiveadebitcardforuseatthefacility,managetheirownaccountfunds,andonreleasehaveanestablished,activebankaccount.Thisunprecedentedopportunitygivesex-offendersasolidfoundationthatiscriticalforestablishingandbuildingfinancialindependenceandresponsibility.

Life SkillsImportantlife-andsocial-skillstrainingopportunitiesareprovidedthroughouttheresident’sstayatPREF.Avarietyofclasses,workshops,andvolunteer-facilitatedprogramsallfocusonhelpingtheresidentsuccessfullytransitionfrom“inmate”tocommunitycitizen.Butitisthefacility-widePREFcultureofsupport,teamwork,andmutualrespectthatisperhapsthemostcriticaltrainingopportunityofall.Itisthisculturethatprovidesanever-presentrolemodelingofthevaluesandcharactertraitsnecessaryforsuccessinthedemandinglifeex-offenderswillfaceaftertheyarereleasedfromincarceration.

Coordination at ReleaseSincePREFopenedinJanuary2006,morethan200residentshavecompletedtheprogramandbeenreleasedtoparoleorprobation.Approximately75%ofthesereleasesaretostateparolesupervision,and25%aretocountyprobation.PREFcurrentlyaveragesabout10releaseseachmonth.

AtallfacilitiesthroughouttheIDOC,representativesfromparoleworkcloselywiththeoffender’sUnitTeam.PREFisuniqueinthatthelocalparoledistrictofficeisactuallylocatedinsidethefacility,whichprovidesforaneffectivecollaborationandallowsparolestafftoplayanactive,integralroleinhelpingresidentsprepareforrelease.

InIndiana,probationisadministeredbyindividualcountycourtsthatdonotfallunderthedirectionoftheDOC;

however,PREF’sRe-EntrySpecialistscollaboratecloselywiththedesignatedprobationofficetoensurethatcriticalissuesofhousing,employment,andtransportationareaddressedpriortotheresidents’release.Intheeventaresidentistobereleasedwithoutanyformalpost-releasesupervision,PREF’sRe-EntrySpecialistsworkintensivelywiththeresidentandcommunityserviceproviderstoidentifyappropriateandaccessibleresourcesthatwillprovidenecessaryaftercareandsupportservices.

Whileitistooearlytodrawanydata-basedconclusions,earlynumbersindicatethatonly5%oftheresidentsreleasedbyPREFthusfarhavebeenreturnedtoIDOCcustody.Ultimately,ofcourse,thesuccessorfailureofthisnewapproachtore-entrypreparationwillbedeterminedbytheresidents’abilityandwillingnesstousethetoolsandresourcesPREFprovides.Nevertheless,PREFisaworkingexampleoftheIDOC’scommitmenttoreducingrecidivismandprovidingforgreaterpublicsafetyinIndiana.

RecreationDirectorswillbemeetingquarterlyatdifferentfacilitiestocoordinateeffortsinourmovetowardwellnessinitiativesandenhancethenetworkingamongtheirprofessionalstaff.Nowmorethanever,everydepartment,section,andemployeeoftheDepartmentofCorrectionneedstoengageinactive,notpassive,re-entry.TheRecreationDirectorshaveacceptedthischallengefromtheCommissionerandaretakingactionstomakewellnesspartofasuccessfulre-entryobjective.

TheStateofIndianahasexperiencedadramaticincreaseinitsadultprison

populationswiththe2007populationof26,693,forty-sevenpercenthigherthanadecadeearlier.FromJanuaryof2006throughSeptemberof2007,theincarceratednumbersexpandedby11%.ThePublicSafetyPerformanceProjectpredictsthatnationallyAmerica’sprisonpopulationwillincrease13%by2011withtheprisonpopulationgrowththreetimeshigherthanthetotalpopulationincrease.

OnOctober1,2007Indianahad24,486maleadultsinIndianaDepartmentofCorrection(IDOC)facilitieswith1,290housedincountyjailsatacostof$35.00perday.Another91individualswereplacedincontractedbeds.Therewere2,207femaleadultsinDOCfacilitieswith68incountyjailsand62incontractedbeds.

IDOCoffendershaveaccesstoseveralprogramswhosepurposeistoimprovethelikelihoodoftheindividualsuponreleaselivingsociallyusefulandcrime-freelives.Onesuchprogramiseducation.TheDepartment’seducationprogramsprovideliteracy,GED,careertechnicalandcollegedegreeprograms.VariousnationalstudiesaswellasthoseuniquetoIndianaprogramsandfacilitiesshowthatcorrectionaleducationprogramswhenprovidedwithfidelityandintegritycanreducerecidivism.

Theadulteducationprogramunduplicatedenrollmentduringthepastyearforliteracy,GED,collegedegree,andcareertechnicalprogramswas17,447.Atthetwenty-twofacilitieswhereformaleducationprogramsareprovided,anaverageof20%ofalloffendershousedonadailybasisareengagedatsomeleveloftheformaleducationprocess.ThesepervasiveprogramsarecostlybyanydefinitionbuttodatetheyaretestimonytoHoosiercitizens’opinionsofcorrectionsthatmirrorformerChief

JusticeWarrenBurger’scomments(1967)“Theadministrationofcriminaljusticeinanycivilizedcountrymustembracetheideaofrehabilitationoftheguiltypersonaswellasprotectionofsociety.”

Indianahasauniquesetoflawswhoseintentwasto“incentivize”participationandcompletionofeducationprogramsthathadthepromiseofprovidingacademicandcareerskillstooffenderswiththeexpectedbenefitofreducingtherecidivismrateofthestate'soffenders.Dependingonthelevelandthelengthoftheprogram,offendershavetheopportunityforcredittimeawardsrangingfrom90-daystotwofullyears.

Historically,therecidivismratesforIndianathroughhaverangedfrom37.7%to39.8%.However,asformaleducationattainmentisachievedrecidivismratesdecrease.Thesedecreasesaremostdramaticforthosewhocompleteassociateand/orbachelordegreeswhileincarcerated.Asanexample,degreeholdersreleasedin2001haverecidivismratesthatrangefrom6.9%to16.3%.Forthosereleasedduringthecalendaryear2005,therecidivismratetodateis31.8%whilethosewhoexitedwithcollegedegreeshavearecidivismrateof21.2%.

Indiana’sexperiencessupportthecontentionthatcorrectionaleducationprogramscansignificantlycontributetopublicsafety.

PENProductsandthethreePendletonfacilities,theCorrectionalIndustrialFacility,thePendletonCorrectionalFacilityandthePendletonJuvenileFacilityhavedemonstratedteamworktoaccomplishaconsolidationofthePENwarehouseandallthreefacilitywarehouses.

Inearlyspring2007,eachofthethreefacilitiesandPENProductsmaintainedseparatewarehouses.Eachemployedbetweenthreeandfourcivilianstaff,eachmaintainedafleetofvehiclesand

forklifts,andallweretaskedwithstockingmaterialsandsuppliesforthefacilitiesandmovingthemintothefacilities.

TheconsolidationofthefourwarehousesinPendletonhasbeenatremendoussuccess.Thewarehouseshavebeencombined,andspacehasbeenfreedforotheruses.Thewarehousestaffwerereducedfromninetofivepositionsandexcesswarehousestaffwereredeployedtootherfacilityjobscreatingasavingsforeachoperation.Thefreedupspaceallowedforthe(1)consolidationoftheOfficerDistributionCentertothePendletonJuvenileFacility(2)themaintenancedepartmenttooccupytheCorrectionalIndustrialFacilitywarehousegivingthemvaluablespaceformaintenancesupplies,and(3)thePendletonCorrectionalFacilitywarehousebecameaPENProductssurpluswarehousehousingcloseoutsandrefurbishedfurnitureforimmediatesale.

PEN Products and IDOC Warehouse Consolidation

PENProductsPendletonfreighthousebecamethenucleusforallwarehouseoperations.Infact,serviceshaveimprovedforalloperationsandadditionaloperationshavebeenconsolidatedtofreeupspace.“Thewarehouseconsolidationhasprovedtobeagreatmove,improvingefficiencyandservice”statedRegionalDirectorStanKnightandformerSuperintendentofthePendletonCorrectionalFacility.

“We’reallworkingtogethertobetterutilizestaff,equipmentandourphysicalplantspace,”saysSuperintendentTomHanlon,CorrectionalIndustrialFacility.

PENDirectorMikeHerronstates,“WorkingwiththethreePendletonFacilitieshasbeenaclassiccaseofteamwork.AllofusareworkingtogetherforthebenefitoftheDepartment.”
