Provision of Minor Maintenance Works under Framework Contract

Procurement Number: AUC/AHRM/NC/346 The African Union Commission has allocated funds for the procurement of Works and now invites sealed bids from eligible bidders for the Provision of Minor Maintenance Works Under Framework contract as per attached Statement of works. A firm shall be selected under least cost selection criteria. Bids that are responsive, qualified, technically compliant will be ranked according to price.

Statement of Requirements

Provision of Minor Maintenance Works under framework contract

Background The African Union is established as a Continental Organisation charged with spearheading Africa’s rapid integration and sustainable development by promoting unity, solidarity, cohesion and cooperation among the peoples of Africa and African States as well as developing a New Partnership worldwide. The Commission serves as Secretariat to the Union and has its Headquarters is located in Addis Ababa, General

The successful bidders will provide alteration, maintenance and repair of the available equipment, house hold equipment, electromechanical or minor civil work activities located at the African Union Commission Headquarters, Africa House, the residences of the Deputy Chairperson’s residence and Commissioners residences.

Expected date of commencement of contract: The contract for provision of minor maintenance work is expected to commence in August 2017. The contract shall be a Non Exclusivity contract meaning the AUC can exercise the right to invite other external Suppliers for a specific procurement process. Contract period: The Commission is seeking to establish a pricing contract for a period of one (1) year, with the option for renewal up to a maximum of three (3) years. The purchase agreement is to be renewed based on the performance of on the required services. 2. Qualification for lot 1 and lot 2

The successful Contractor shall have the following minimum qualifications:

1. Duly registered license for regular maintenance service of house hold equipment or pumps. 2. Should have a minimum of five years’ experience on general maintenance and should be

available on the regular maintenance service time and on all call base maintenance requests. 3. The maintenance includes:

Inspection and maintenance of all wearable parts listed in the table below for each of the equipment and replacing can be done if necessary.

Testing all electrical mechanical equipment and control system.

Cleaning and checking proper functionalities of all parts of the equipment.

Giving all necessary advice to the Client.

Minor maintenance of civil work (painting, plastering of walls, carpeting, curtain, aluminum partitioning, minor excavation and chiseling and finishing work and others)

Should have standard work shop and transport (vehicle) for electromechanical maintenance.

Should have standard equipment for civil work contractor as Grade 5 or Grade 6.

NB: The maintenance service is divided into two lots and bidders can quote in ONE or BOTH lots.

3. Estimates

Before proceeding with any repairs, the vendor’s representative must contact the responsible department via telephone or fax with a cost estimate of parts and labor required to complete the job. Upon approval by the focal person, proceeding with repairs will be possible. The total price quoted in any estimate may not be exceeded without advance approval from the Facilities Management Division. If during the course of the originally estimated repairs it is noted that further repairs will be needed, another estimate will be prepared for the additional work.

4. Experience Level Bidders shall submit documentation showing that they are qualified and/or certified to perform related repair and maintenance activities in housing hold equipment and electromechanical (Lot 1). Minor civil work activities (Lot 2). All repair work shall be performed by qualified craftsmen with at least three (3) years of experience repairing house appliances, electromechanical and minor civil maintenance works. Spare Parts The following spare parts may be required during the duration of the contract. The contractor shall obtain approval from the Project Manager at the AUC prior to purchase of any spare parts.
