PROCEDURE FOR TECHNICAL EVALUATION/CERTIFICATION OF TABLETS TO BE PROCURED FOR

THE SECRETARY, ITE&C DEPARTMENT, A.P.

In the details of the Tender Call Notice (Ref: APTS/HWP1/8018/Tablets/2014) published by the Andhra Pradesh Technology Services Limited (APTS), it is envisaged that the bids submitted by the Tablet manufacturers comply with the specifications given in the tender notice. C-DAC has been entrusted with the responsibility of the Technical evaluation of the Tablet models submitted by the vendors. Only those models that have passed the technical evaluation by C-DAC can participate in the commercial bid.

The following procedure is being adopted for this purpose.

Pre-qualification / Technical evaluation

Testing shall be carried out for the adherence of the specifications mentioned in the Tender notice by APTS and in accordance with the test procedure as described in this document. The Tablet will be evaluated for its performance, functionality and reliability based on the specifications. On completion of the tests a report shall be provided to the manufacturer. The technical evaluation and certification is carried out per model submitted and bids with multiple models will all have to be tested separately.

The pre-qualification testing will be carried out by C-DAC or by STQC on behalf of C-DAC. Manufacturers are to pay the testing fee for this purpose to C-DAC in advance.

Submission of Samples

The manufacturers should supply five samples of the Tablet model to C-DAC. The Tablets provided to be in the finished product form with necessary applications pre-installed. Along with the Tablet model, the following shall also be supplied to C-DAC. For certification samples submitted should pass all tests.

1. List of serial numbers and MAC IDs of the Tablets.

2. User guide for the Tablet.

3. Each Tablet should have the serial number displayed clearly on the Tablet.

4. The manufacturers must provide full specification and necessary datasheets of the Tablet.

Test Procedure and Duration

C-DAC will scrutinize the supplied samples and will provide a receipt for the Tablets once all the Tablets/documents are submitted. Once the submission is completed, C-DAC will take 10-12 working days for the testing and will provide the test report at the end of the testing procedure.If the model is tested and found to be compliant to the specifications, C-DAC will provide an authorized certificate of compliance. If the model is not found to be meet the specifications, the test report will provide the details on the failures of the specifications.

1.19 Mechanical and Environmental Specification:

Procedure for Submission

The manufacturer must submit the duly filled application forms for Technical Evaluation with all details and associated documentation.

The application form and Tablet samples must be submitted along with the testing fee of Rs.4.0 lakhs per model (Inclusive of taxes) by Demand Draft in favour of C-DAC, payable at Thiruvananthapuram, to Executive Director, Centre for Development of Advanced Computing, Vellayambalam, Thiruvananthapuram-695033, Kerala.

The details will be pre-scrutinized by C-DAC and any missing details would be asked for from the manufacturer only once. The testing time will start from the final submission of the Tablets along with documents and all other details as envisaged.
