River Parks. Problem or solution?The Medellin River Park is an urban transformation strategic project, which will turn the river in the environmental and public space axis of the city and its region. By optimizing its current role as principal mobility axis, the river shall be the structuring and integrating element of the different systems in the area, and the central stage for citizen recreation.GENERAL CONTEXTMedelln always had a troublesome relationship with its river. The city is located in a narrow mountain valley, and the river often floods violently. The riverbanks were pastures until the 1950s when the river was channeled, the highway built and the citys development skyrocketed.Meanwhile, the river became a frontier that separated paisas the inhabitants of Medelln from themselves. The highway blocked access to the river, which became invisible to the city. Paisas only go down to the river in December, when a section of the highway is closed for people to walk and enjoy enormous arrays of Christmas lightsTo correct this historic problem, a new metropolitan urban plan was adopted in 2011, which later gave birth to Parks of the Medelln River. The project is not an end, but the means to materialise the zoning plan, says Juan Pablo Lopez, the projects operating director. He claims the parks will attract dense residential developments near the river.

The project must find a delicate balance amongst multiple seemingly contradictory demands. Not only should functionality of the regional road axis and urban highway be only maintained; it must also be improved; this is the mobility backbone in Valle de Aburr, and the main leverage for competitiveness of Medellin. Recovery of environmental values must be compatible with the proposed functions of public space, as a sort of civic agora. The river itself has challenging characteristics, given its flow and variations.
