In accordance with North Carolina’s General Statutes, each Metropolitan Planning Organization shall… Adopt a local methodology for project prioritization
Including quantitative data, qualitative input, and multimodal characteristics
To be approved by NCDOT
Receive local input points based upon population
Place no more than 100 local input points on any one project
Phases of Prioritization
PHASE 5: December 2016 DRAFT 2018-2027 STIP is released.
PHASE 4: October-November 2016 NCDOT calculates final scores and programs projects.
PHASE 3: April – September 2016 Local Input Points assignment by MPOs, RPOs and NCDOT Divisions.
PHASE 2 : November-March 2016 SPOT Office reviews and scores all projects submitted throughout NC.
PHASE 1: July-October 2015 MPOs, RPOs and NCDOT Divisions identify projects to submit for P4.0.
• Fully Funded: Project has adequate amount of funding to be delivered in 2018-2027 TIP
• Partially Funded: Project construction cost exceeds 10-year TIP development window
• Unfunded: – Project cost exceeded corridor cap – Project did not score high enough to be
funded in P4.0.
