MSP-PPI (Project Preparation Initiative)

Target: helping promoters to properly accomplish and finance the

prefeasibility and feasibility studies

The UfMS will continue close coordination with the steering committee of the

MSP-PPI and will work with partners to best activate this initiative, in line with

the vision of the Member States and with this work program.

The financial assistance is intended to support investment projects which are

already at an advanced stage of preparation, and which have a high

probability of being financed and implemented in a reasonable timeframe.

MSP-PPI (Project Preparation Initiative)

MSP-PPI covers projects in the following areas:

• Renewable Energy: Proven RE technologies, including wind, solar (PV

and CSP), sustainable biomass, small hydro.

• EE and energy savings projects in all sectors (e.g. industry, housing,

transport) including combined heat and power (CHP).

• Projects connecting RE projects to the national grid.

Eligible project preparation activities concern mainly preparatory studies and

expert advice for the preparation of the projects technical specifications and

tender documents. Expected cost must be between EUR 0.05m and EUR

0.5m.

Urban Energy Efficiency Program for the Mediterranean

Target: unlock significant energy efficiency and small renewable energy (EE and small-RE) investments in Mediterranean urban areas

The UfMS will coordinate with partner financial institutions (leaded by EIB) and EC in order to assess the feasibility of a program that could offer both technical advice (TA) and financing for eligible projects. The focus of such a facility would be the support to public investments integrating EE and small-RE in Southern and Eastern (S&E) Mediterranean cities.

Urban Energy Efficiency Program for the Mediterranean

There is a large potential for EE and small RE investments in MPCs’ expanding urban areas. The “Med-ELENA” study found that an estimated EUR 16.7 billion investment potential exists in urban areas of the MPC’s which could be implemented by 2030. This figure covers different types of investments, notably EE and RE in new and existing buildings, EE and RE in urban infrastructure (street lighting, water and waste systems, etc.), and urban transport. They generate sizeable energy savings and support climate change mitigation in a particularly vulnerable region.

The EE Programme could provide technical assistance services to encompass the entire project cycle from project identification, support to defining the TA needs, support for project preparation (e.g. technical studies, energy audits, procurement process), including financial structuring, up to implementation & commissioning supervision. The facility could be structured to accommodate the provision of financing from participating IFIs, and possibly investment grants covering part of the project costs as appropriate.

Category of investments:

• Energy efficiency and renewables in new and existing buildings,

including residential/social housing, or public services such as education and hospitals, such as: • Insulation, energy efficient design, EE appliances, etc. • Solar water heaters, photovoltaic installations, etc.

• Energy efficiency and renewables in public infrastructure: • Street lighting. • District heating & cooling systems or tri-generation.

• Improving energy efficiency and using renewables in urban transport.

FEMIP Sustainable Energy Facility

Target: providing credit lines to local financial institutions in Jordan and Morocco to finance EE and small RE investments

The product combines intermediated lending with a strong technical assistance component, often reinforced with investment incentives for final beneficiaries and administration fees for financial intermediaries. This facility is co-financed by EBRD, KFW, AFD and EIB and aims at providing EUR 110 million of credit lines with EBRD as the Lead Financier. The project includes a grant component financed through the Neighbourhood Investment Facility (NIF) covering up to 15% of the loan amount.
