Monitoring of USOF Schemes� Rule 524 (v) & (vi) of the Indian Telegraph (Amendment) Rules
2004, lays down the power of the Administrator USOF to
� ‘Specify relevant formats, procedures and records to be
� maintained and furnished by the Universal Service
� Provider’ and to ‘monitor the performance of the
� Universal Service Provider as per the procedure
� specified by him [Administrator] from time to time’
� Subsidy disbursement and monitoring under USOF has been decentralized to 22 CCA offices across India by USOF Administrator with concurrence of DoT IFA
Provisions in USOF Agreement for monitoring and control of activities
�Agreement requires guaranteed adherence to QoS
�Self certification through an affidavit by Service Providers
�Liquidated damages
�Physical inspection
�Annual auditor's certificate
�Recovery of over payments with penal interest if any
�Physical Verification
�Deductions for service interruptions
�Collection of Negative Subsidy from USPs
Mechanism for Ensuring Efficient Utilization of USO Fund
� Payments are released only subsequent to commissioning of
infrastructure/services.
� Subsidy paid in Quarterly over a five year period
� Self Certification of commissioning & adherence to Agreements by Service
Providers.
� Preliminary Examination of subsidy claims, bills & other supporting documents
by CCAs ensuring claims are complete and are in accordance with the concerned
Agreement and the extant instructions.
� Payment released to Service Providers against authorization of USOF HQ
� Inspection Procedures, Schedules & Formats prescribed by Administrator USOF
� Physical verification
Physical inspection of Infrastructure site
� Ensuring correctness of information supplied in Annexure 9(Self Certification by IP). This includes:
1. General layout of Towers
2. Security
3. Charging Facility
4. Sign Board
5. Power supply
6. Structure and design of tower and,
7. Mobile services
� Subsequent inspection includes site particular including compliance and
customer feedback
� Observations made are to be recorded and sent in IR 5 format in soft copy as
prescribed by USOF HQ
MAJOR OBSERVATION IN MOBILE SITES
General Observations related to Towers
� All 273 Towers has been commissioned successfully
� M/s BSNL and M/s RCIL are the InfrastructureProviders in Jharkhand
� Circle. The details are as under:-

� Overall design of Towers is in accordance with the design approved by USOF
HQ.
� In some sites 60 Mts. Towers are found.
� Mobile Towers are characterized by Four legs, Presence of two Sign boards,
mobile charging facility inside the guard room and two engine alternators
where AC main electricity is not available.
� In Jharkhand Circle there are three USPs i.e M/s Reliance Telecommunication
Ltd (RTL), M/s Reliance Communication Ltd. (RCOM) and M/s Bharti Airtel
Ltd. (BAL).
� M/s RCOM has not radiated in any sites.
� The present position of radiation is as under:-

OBSERVATIONS MADE DURING INSPECTION OF USO TOWERS
� Connection to Earthing, Lightning Arrestor, LED
Aviation Lamp not available in some sites
� Non availability of Sign Board, Fire Alarm and Fire
extinguisher at some sites
� Some sites need to be properly leveled and cleaned
OBSERVATIONS MADE DURING INSPECTION OF USO TOWERS
� Sign Boards needs to be re-printed in some sites
� Red extremists have destroyed some sites
� Extortion threats being received by maintenance
people
Site destroyed by MAOISTs
� Continuing their spiral of violence against democratic and
social institutions of the country, the Maoists have been
targeting mobile towers in an attempt to disrupt the cellular
connectivity in Jharkhand’s Palamu District.
Site destroyed by MAOISTs�Chhattisgarh districts like Dantewada,Narayanpur, Bijapur and Kanker or Palamu inJharkhand have borne the brunt of recentattacks on telecom installations. Another 14-odd districts in Orissa have suffered similarattacks on mobile towers and OFC routes. Thisis precisely why no private telecom is keen toventure into these troubled zones.

Observations related to Mobile towers
� No proper feeder cable tray up to BTS in some towers
� Wires hanging loose in some USO Tower
� USOF Supported Sign Board is not available in some sites
of RCIL
� Fire Extinguisher is yet to be provided in many sites
� DG are not running for 16 hours daily in some sites
Observations related to Mobile towers
� Towers is some sites are required to be repainted.
� Guard Room in some sites of RCIL are found broken is
required to be repaired.
� LED lamp is not found in some sites.
� Solar Panel has been stolen in Dehekala sites
SUGGESTION
• All the CCA offices should not be measured with same yard
sticks as there are issues specific to CCA offices
• USO Staff/Officer should be well trained by conducting a
comprehensive workshop at HQ/NICF
• IP should be one of the USPs for smooth function of
sites/radiation
SUGGESTION
• Guard of the site is the key man to run the site. So some
financial assistance may be awarded in case of exigencies
• Hand Sets may be distributed through State authorities to one
of the family members of BPL family

� Due to mobile phone coverage core banking / mobile bankingfacility is availed of by the people of remote and rural areas

� Mobile phones and mobile enabled information servicescan act as catalyst in removing existing informationasymmetry
� Mobile phones offer:
� – Greater income from higher value to customers
� – Improved quality through better monitoring and staffretention
