1. EXECUTIVE SUMMARY

The proposed mining project is a Hill Slope Mining Project for the mining of

sand. The area of the proposed mining lease is located in Mauza & Mohal Dhar,

Tehsil & District Solan, Himachal Pradesh bearing Khasra No. 695/210/2 measuring

17-13 Bighas-1-37-04 Hectare, private land- hill slope and is approachable by Solan-

Rajgarh road upto bifucation near Nauni nearly 13.5 Km from Solan. Then from this

bifurcation there is a link road to Dharon ki Dar. Travelling through this link road upto

a distance of about 3 Km, the area of the proposed mining lease is located nearly

150m uphill side of this link road. The Department of Industries (Geological

Wing),Himachal Pradesh has granted a 'Letter of Intent' for this area vide order

No.Udyog-Bhu(Khani-4) Laghu-05/2016-7145 Dt. 23-9-2017 to grant a mining lease

for five years for open sale of sand in the open market in favor of Sh. Mohan

Lal(GPA holder), M/S Shree Jawala Jee Sand Mine, R/O Village Bawra, P.O. Basal,

Tehsil & District Solan, H.P.

2. INTRODUCTION OF THE PROJECT/BACKGROUND

2.1 Identification of Project and Project Proponent

Sh. Mohan Lal(GPA holder), M/S Shree Jawala Jee Sand Mine, R/O Village Bawra,

P.O. Basal, Tehsil & District Solan, H.P. is the proponent of the project. He has

received a 'Letter of Intent' for mining activities from the Department of Industries

(Geological Wing )Government of Himachal Pradesh at Kh. No. 695/210/2 measuring

17-13 Bighas (1-37-04 hectares -private land- hill slope) for mining sand in Mouza &

Mohal Dhar, Tehsil & District Solan, H.P. for a period of five years if the mining lease

of the proposed area is granted after getting the Environment Clearance from the

competent authority.

2.2 Brief description & nature of the project

The proposed mining project is an open cast hill slope mining. A letter of intent has

been issued in favor of the proponent by the Department of Industries (Geological

Wing) Government of Himachal Pradesh for mining sand. The mining will be

confined in the proposed mining lease area from which maximum of 21,100 MT of

sand will be extracted during fifth year and the total handling of sand during five

years will be 1,02,100 MT. The year wise production schedule is as follows:

Thus, the total production of sand shall be 1,02,100 MT, waste generation be 11,400

MT and the quantity of top soil be 500 MT during five years.

2.3. Need for the project & its significance for country or region

The project involves collection of sand, one of the most accessibly natural resources

and is a major basic raw material used for the construction of buildings and bridges

and now in roads also. The production of mineral is a function of the availability of

natural resources, the economy of the area and the various developmental and

Infrastructural works being undertaken in the area like road construction,

hydroelectric projects etc. And thus, the demand of sand has increased considerably

for the construction of buildings and other infrastructures. It is considered as one of

the most effective construction material ever used. Due to innumerable uses of sand, it

has been a highly in-demand product in the construction industry.

2.4. Demand & Supply gap

Building huge infrastructure as being envisaged by Government of India particularly

in road and housing sectors require basic building raw materials. So, the demand of

Sand is ever growing with the growth of the infrastructure sector in our country. The

requirement for the minerals is always high in the nearby cities and towns. Therefore,

there is always a good demand of mineral in the domestic market.

2.5 Imports vs Indigenous production

The demand of Sand is high in the domestic market. First of all the friable

quartzarinite sand is extracted from the mining site and after sieving, its friable sand

granules are grinded to convert into sand and then sieved sand and pulverized sand is

mixed together and sold to the consumers. The mineral is abundant in the proposed

mining area and can be excavated indigenously.

2.6 Export possibility

There is no proposal for export of the mineral. There is already a high demand in the

domestic market to which the extracted mineral can cater.

2.7 Domestic/Export markets

There is an ever increasing demand of mineral in the domestic market.

Export Market: The proposed mining is for indigenous consumption for real state,

road making etc. so there is no proposal of export of Sand.

2.8 Employment Generation (Direct and Indirect) due to project

The total manpower required for the existing mining project is around 20-25

individuals including the workers engaged at grinding machine. Indirect employment

is also expected due to the associated activities.

3. PROJECT DESCRIPTION

3.1 Type of project including interlinked and interdependent project, if any

The existing project is a hill slope mining of friable quartzarinite sand which will be

extracted in its existing form and after sieving, its sand granules are grinded to

convert into sand and then sieved sand and grinded sand is mixed together and sold to

the consumers. A grinding machine/pulverizer is proposed to be installed to grind the

friable sand granules.

3.2 Location

The mining lease area is located in Mohal & Mauza Dhar, Tehsil & District Solan,

Himachal Pradesh. The co-ordinates of the mining lease area are :

3.3 Details of alternative sites

Minerals are site specific and letter of intent for the grant of mining lease has been

issued for this particular area, hence, no alternative site is examined for mining.

3.4 Size or magnitude of operation

The letter of intent for the grant of mining lease has been issued over an area of 17-13

Bighas ( 1-37-04 hectare). The maximum rated capacity of the project will be 21100

MT of sand per annum (fifth year) which will be excavated in seven number of

benches of 6x6m

3.5 Project description with process details method of mining

This is an open cast hill slope mining project, confined to extraction of Sand from the

proposed mining site. The operation will be manual with use of hand tools like crow

bars,shovel, pan sieves etc. The mineral will be collected in shape of friable unsieved

sand and after sieving, the sand granules shall be grinded to convert into sand and

then sieved sand and grinded sand is mixed together and sold to the consumers.

Excavation will be carried out in seven number of benches of 6x6m.

The sequence of mining proposed to be undertaken is as follows:

11400 MT of mine waste and 500 M.T. of top soil shall be generated in five

years. The top soil shall be stacked at proper place. The friable quartzarinite sand in

its existing form shall be sieved and the sand granules left after sieving shall be

grinded in the pulverizer to make sand. Thereafter sieved and pulverized sand shall be

mixed together and shall be sold to the consumers. The waste so generated shall be

dumped at proper places as indicated in the approved mining plan and the top soil

shall be spread over the exhausted benches for the purposes of plantation. This will

help in improving the greenery and environment of the area.

3.6 Raw material required along with estimated quantity, likely source, marketing

area of final products mode of transport of raw material and finished product

No raw material is required in the existing project. The friable quartzarinite sand in its

existing form shall be sieved and the sand granules left after sieving shall be grinded

in the pulverizer to make sand. The raw material shall be brought to the grinding

machine through hand driven trolleys. Thereafter sieved and pulverized sand shall be

mixed together & transported to the road head through conveyor/ rope way and shall

be sold /transported to the consumers through tippers/trucks.

3.7 Resource optimization/recycling and reuse

Friable raw sand is generally a depleting assets. Once mined or excavated from the

mining area cannot be replaced or reused as the project is based on hill slope mining

and no replenishment can be done.

3.8 Availability of water, its source energy/power requirement and source

Water requirement:

Thus the total requirement of water will be 1.5 KLD. The water shall be procured

from the water supplier of the local area who has its own water source, for which an

undertaking of water supplier has been obtained in shape of an affidavit.

Power requirement:

All mining activities will be carried out in a manual/semi mechanized manner. The

material will be extracted and loaded into hand driven trolleys by the workers

themselves. The operation will be done only from sunrise to sunset. So, there is no

power requirement for the mining activities. But the fuel is required to run the

pulverizer or grinding machine.

3.9 Quantity of wastes to be generated (Liquid and Solid) and scheme for their

management/disposal

Solid waste generated and its disposal: A solid waste of 11400 MT and 500 MT of

top soil will be generated during five years. The mine waste so generated will be

dumped at proper places. Some part of it shall be used for making parapet walls as

suggested in the mining plan to control the rolling debris on slopes. The top soil shall

be stacked at the places as suggessted in the Mining Plan for spreading the same on

the exhausted mining benches for making the land suitable for plantation.

Liquid Effluent: No liquid effluent will be generated at the mine site due to the

minerals excavation.

Land Use of the area:

The district is spread over valleys and higher elevations. The cultivation is possible

only in small terraces in the hills or along the streams/ khuds in most parts of the

district. However, in the valleys the cultivation is spread over in a vast area. Except

the valley area, most of the land is either under shrub-forests or grasslands with Chir

trees up to the height of 1500 m MSL, Kail and Deodar on the high altitudes. It is only

in the of valleys of Kunihar & Nalagarh that the land is mostly flat and fertile. The

land use pattern of the surrounding villages of the mining lease area is shown below:

4.3 Topography & brief Geology of the proposed Mining Area

The study of the rocks in and around the proposed mining lease area show that the

rocks belong to the Krol Formations and it comprises of quartzarinite and indifferntial

Krol sand stone. A quartz arenite or quartzarinite is a sand stone composed of greater

than 90% or upto 95% detertal quartz with limited amount of other fragments of

granite(feldspar lithic fragments etc.) and matmix is medium grained pale yellow in

colour and soft in nature. The general trend of formation is roughly in the direction of

N25ºW-S25ºE to N40ºW-S40ºE with amount of dip 40º to 60º in South East direction.

The detailed Geology of the area has been discussed in the approved Mining Plan of

the Mining Site.

4.4 Existing Land use Pattern and Shortest Distances from Forests, Water Bodies,

Eco-Sensitive Areas etc.

The proposed mining lease area is a hill slope having slight vegetation,

shrubs, grass and is unirrigated land. The soil is mostly sandy. There is no forest

land in the mine area. There is no water bodies or Eco-sensitive area within 10 Km

radius of mining lease area.

4.5 Existing infrastructure

The site has no existing infrastructure except for connecting road for

transportation.

4.6 Soil Classification

The hill slope area, in which the proposed mining lease area falls, comprises

of sandy soil. The areas in the hill with gentler slope bear some soil over. In the

surrounding villages only 25 % area is under agriculture, both un-irrigated and

irrigated. The area which is not available for cultivation is mostly barren hills, terraces

and rocky hill slopes with forest land (44% ). The cultivable waste area (31%) is

generally, grassy land on hill slopes. As the reserve forests of the area totally falls

under the Forest Department and are categorized as ‘Reserve Forests’. The soil of the

mining area is generally sandy-loam.

4.7 Climatic Data from secondary sources

Rainfall varies significantly with altitude of the area. The climate of the

proposed lease area can be classified into following three categories:-

Winter - October to Mid-March

Summer - Mid-March to Mid June

The maximum temperature recorded in last few years indicate the various

variations in temperature reaching as high as 35.6 ºC in May and dropping as low as

1.7 ºC in December. The rainy season (Monsoon period) from late June to late

September recorded almost 80 % of rainfall. The intensity of rainfall during this

period causes heavy erosion in the hills and floods in the Khuds (Streams).

4.8 Social infrastructure available

Road Connectivity The proposed mining site is approachable by Solan-Rajgarh

road upto bifucation near Nauni nearly 13.5 Km from Solan.

Then from this bifurcation there is a link road to Dharon ki

5.1 Planning Concept

Mining will be done as per the guidelines of The Himachal Pradesh Minor Minerals

(Concession) And Minerals (Prevention of Illegal Mining, Transportation and Storage)

Rules, 2015.

5.2 Population Projection

The project will employ most of the workers from nearby villages. Thus, there will no

increase in population due to the project, few people may come for a visit that can

take place for a day or two.

5.3 Land use planning (Break up along with green belt etc.)

Within the lease area, open cast manual/semi mechanized method of mining will be

adopted on the hill slope. 7 numbers of mining benches will be developed with 6x6m

dimensions and the topography of the mining lease area will be changed into terraced

land after mining instead of a hill slope. This terraced land can be used for

Plantation/horticulture/agriculture purposes. The features have been shown in maps

and cross sections of the 'Approved Mining Plan'.

5.4 Assessment of infrastructures demand (Physical & Social)

Infrastructure like, resting shed for workers with sanitation and drinking water

facilities, evacuation road and site services will only be required.

5.5 Amenities / Facilities

The following facilities/amenities will be extended by the mine management:

• Direct and indirect employment, most of which will be from nearby villages.

• Arrangements for safe and healthy working conditions.

• Provisions of drinking water.

• First Aid facilities and Health Check-Up camps for the workers.

• Gas masks, helmets, & mine safety boots shall be provided for the workers.

• If any worker feels any problem connected with the respiration, provision shall

be made for his chekup & X-Ray in the hospital & every expences shall be

borne by the management.

6. PROPOSED INFRASTRUCTURE:

6.1 Industrial Area (Processing Area):

No industrial area is proposed.

6.2 Residential Area (Non-Processing Area):

As the local people will be given employment, no residential area/housing is proposed

under this project. However labor rest shed shall be constructed for the workers for

retiring during the lunch hour/bad weather.

6.3 Green Belt:

No green belt is proposed. However, plants and bushes of local species will be

planted on the exhausted benches for greenery to save the environment.

6.4 Social Infrastructure:

• Road facilities: Existing roads will be maintained regularly.

• Provision to provide drinking water facilities by installing Aqua Guard & fans in the

class rooms in the Govt. Primary School, Samrodh.

6.5 Connectivity:

The proposed mining site is approachable by Solan-Rajgarh road upto bifucation near

Nauni nearly 13.5 Km from Solan. Then from this bifurcation there is a link road to Dharon ki

Dar. Travelling through this link road upto a distance of about 3 Km, the area of the proposed

mining lease is located nearly 150m uphill side of this link road.

6.6 Drinking Water Management:

Water required for drinking purpose will be procured from the water supplier.

6.7 Sewage System:

No sewage system is proposed. However, for sanitation purpose, portable toilets

will be made available.

No industrial waste will be generated in this project.

6.9 Solid Waste Management:

Solid waste generated during the mining process will be dumped at the proper places

and the top soil shall be stacked at the places mentioned in the Mining Plan which

shall be used for plantation purposes over the exhausted mining benches.

6.10 Power Requirement & Supply/Source:

No power is required for the mining purpose.

ENVIRONMENT MANAGMENT PLAN

1. Introduction:

When mining is done to excavate the minerals to fulfill the requirements of the human

beings, this cause certainly an adverse effect on the environment prevailing around the area

from where these are being extracted. The necessity is this, to reduce such adverse impacts by

applying certain mitigation measures so that the need of these minerals are also met for the

benefit of the humanity without causing large scale harm to the environment. The measures to

reduce these impacts are being discussed in the following paragraphs:

1.1 ENVIRONMENT MANAGEMENT PLAN ( EMP)

This Environment Management Plan is being proposed for the excavation of friable

quartzarinite sand to be converted into sand by installing a pulverizer/grinding machine. The

proposed mining site is located in Mohal & Mouza Dhar, Tehsil & District Solan, H.P.

1.2 IMPACT ON LAND ENVIRONMENT

The mining in the proposed mining lease area may cause degradation in the exiting form of

the land and it can change into terraced land instead of hill slope. It can also spoil the

greenery of grass or bushes in the process of excavation of mineral. The mining activities can

also give rise to the unwanted land slides.

1.2.1 MITIGATION MEASURES

To promote greenery in the mining area, plantation shall be done on the exhausted benches.

The apprehension of land slide can be minimized by erecting retaining structures on the hill

slope and this measure can also help in controlling the rolling scree on the slopes.

1.3 IMPACT ON WATER ENVIRONMENT

Minor particles of dust resulted from the mining activities can be transported by the rains and

may pollute the surface water. These activities can also disturb the under ground water

regime.

1.3.1 MITIGATION MEASURES

The proposed mining lease area is located on the hill slope and there is no natural source of

water near it which can be affected by the process of transportation of the dust/minor wastes

generated in the process of mining. The water table of the under ground water is also very

deep and can not be disturbed due to the formation of 6x6m benches.

1.4 IMPACT ON AIR ENVIRONMENT

Mining activities may cause emission of dust which can pollute the environment.

1.4.1 MITIGATION MEASURES

As the mining in the proposed mining area will done manually or some time in a semi

mechanized manner, so the generation of dust emission is negligible as compared to the other

activities. Moreover, the habitation is quite far away and having no effect on air of this

negligible emission of dust.

1.5 IMPACT ON NOISE ENVIRONMENT

The mining in the proposed mining lease area can create noise around the surrounding area

and can disturb the habitation & fauna of the area.

1.5.1 MITIGATION MEASURES

The proposed mining area is located on a hill slope and habitation is quite far away from it.

Moreover, no blasting will be done in the mining area. Hence no noise or vibrations be

resulted due to mining. Some noise may generate due to plying of vehicles carrying the

finished product/sand to the consumers/market which can be controlled by lubricating the

machinery time to time. There is no wildlife near the mining area which could be disturbed

by the mining people or mining activities.

DISASTER MANAGEMENT AND RISK ASSESSMENT

The proposed mining lease area is located on hill slope which is prone to some risk

hazards but there will not be any major risk hazard associated with the mining process. The

possible risk hazards may be as follows:

• Land slides

• Accidents during grinding of friable granules of sand

• Accidents during loading

• Accidents during transportation &

• Earthquakes

LAND SLIDES AND MEASURES FOR THEIR REDUCTION

As the mining area is located on hill slope and made up of friable jointed and

fractured quartzarinite sand, hence, possibilities are there for the development of land slide.

Therefore, it will be in the interest of safety of the labors to maintain the height of the mining

benches as suggested in the approved mining plan i.e. 6x6 m dimensions. Besides this no

work should be carried out during monsoon and rains when the possibilities are there of

sliding down the rock mass.

ACCIDENTS DURING GRINDING AND MEASURES TO CONTROL THEM

Excavated friable sand should be fed for grinding in the machine through a

chute from a safe distance with the help of hand driven trolleys and a platform be constructed

with a sufficient hole so that the material brought from the mining site can be loaded in this

hole and slide down with the gravitational force to reach the grinding machine. So that there

may not be any accident due to slipping of labor.

ACCIDENTS DURING LOADING & PREVENTIVE MEASURES

Accident may occur during loading and transportation of sand. The excavated

sand should be loaded in tippers with the help of a chute. So that there may not be any

danger to the mine workers.

ACCIDENTS DURING TRANSPORTATION AND THEIR SAFETY

To avoid any accident during transportation, the vehicles will be periodically

checked and maintained properly. No over loading will be allowed. The tippers/trucks will be

covered to prevent any spillage. The speed of the vehicles will be limited to 20 Km per hr.

and drivers with proper driving licenses will be employed.

ACCIDENTAL RISK DURING EARTHQUAKES & MITIGATION MEASURES

The labors will be trained in taking the safety steps at the time of earthquakes.

This will be done with help of Mining Officer or any trained personnel in the district

authority. No solid and heavy structure will be constructed at the mining site which can cause

any harm to the labors at the time of earthquake. All labor rest shed, toilets etc. shall be

constructed of light tin sheets to avoid any danger to the workers at the mining site.

9.0 ANALYSIS OF PROPOSAL (FINAL RECOMMENDATIONS)

The project will bring economical benefits to the state by way of Royalty on

minor mineral and other taxes as applicable from time to time. The local Panchayat

shall also get cess on the production of mineral on the specified rates approved by the

Government. Achieving a huge infrastructure as being envisaged by Government of

India particularly in road and building sector requires basic building material. The

mining activities as proposed/exiting are the backbone of all construction and

infrastructure projects as the raw material for construction is available only from such

mining. Sand extracted is in high demand at the local market for real estate industry.

This project operation will provide livelihood to the poorest section of the

society/economically backward population. It provides employment to the people

residing in vicinity directly or indirectly. Thus the project brings about socio-

economic improvement of the area and will prove beneficial to the area.
