national diGital literacy Mission

introductionNational Digital Literacy Mission (NDLM) was launched by the Hon’ble Prime Minister Shri Narendra Modi in

August 2014 to provide basic digital literacy to 10 lakh persons. Subsequently, in December 2014, a new scheme

‘Digital Saksharta Abhiyan’ (DISHA) was approved by the Ministry of Electronics & ITS (MeitY) with a target to

train additional 42.5 lakh persons over a period of four years. Both these schemes were implemented concurrently

by CSC e-Governance Services India Limited, a Special Purpose Vehicle (CSC-SPV) (a public limited company set

up under the Companies Act, 1956). The cumulative target of providing digital literacy to 52.5 lakh duly certified

beneficiaries has been achieved in December 2016, much ahead of the proposed timeline of December 2018.

Following the successful implementation of NDLM/DISHA schemes, the Hon’ble Finance Minister, while presenting

the Union Budget 2016-17, launched a new Digital Literacy mission for rural india. It inter-alia stated:

“We need to derive greater benefit from our demographic advantage. We need to spread digital literacy in rural

India. Of the 16.8 crore rural households, as many as 12 crore households do not have computers and are unlikely to

have digitally literate persons. We have already approved two Schemes to promote digital literacy: National Digital

Literacy Mission and Digital Saksharta Abhiyan. We now plan to launch a new Digital Literacy Mission Scheme for

rural India to cover around 6 crore additional households within the next three years.

Pradhan Mantri Gramin digital Saksharta abhiyaan (PMGdiSHa) Pradhan Mantri Gramin Digital Saksharta Abhiyaan (PMGDISHA) has been initiated in line with the announcement

made by Hon’ble Finance Minister during the union budget 2016-17 to provide digital literacy specifically in rural

areas. PMGDISHA was approved by the government in February 2017. PMGDISHA would cover 6 crore persons, one

member from every eligible household across all Gram Panchyats in States/UTs, and make them digitally literate.

The objective of the scheme is to empower the citizens in rural areas by training them to operate computer or digital

access devices (like tablets, smart phones etc.), send and receive e-mails, browse Internet, access Government

services, search for information, etc. and hence enable them to use the Information Technology to actively

participate in the process of nation building.

The Scheme aims to bridge the digital divide, specifically targeting the rural population including the marginalised

sections of society like Scheduled Castes (SC) / Scheduled Tribes (ST), Minorities, Below Poverty Line (BPL), women

and differently-abled persons

Target Beneficiaries One person from every eligible rural household would be trained in Digital Literacy relevant to their needs across

all States/ UTs. The target group would be in the age group of 14-60 years. In order to provide better representation

to socially and economically marginalized communities, due preference would be given to SC, ST, BPL, Minorities,

women and differently-abled persons. Priority would be given to non-smartphone users, Antyodaya households,

college drop-outs, participants of the adult literacy mission etc.

Coverage of scheme The scheme is applicable only for rural areas of the country. To ensure even geographical coverage across the

country, a Gram Panchayat centric approach would be adopted with targets being assigned and monitored for each

of the 2.50 lakh Gram Panchayats.

implementation framework MeitY would provide suitable policy support and would monitor the progress of the scheme at the Central level. The

CSC-SPV will work in active collaboration with the State Government/UT Administration for smooth implementation

of the Scheme in their respective State/UT. District e-Governance Society (DeGS) under the District Magistrate/

District Collector would play a key role towards the last mile implementation and monitoring of PMGDISHA Scheme.

The implementation of the Scheme at the ground level would be done through the involvement of Training partners/

Centres including CSCs duly affiliated with the CSC-SPV.

The Scheme will be implemented by using the affiliated Training Partners/Training Centres as was done in NDLM/

DISHA schemes. Efforts would be made to increase the number of training partners to around 2500 and the Training

Centres (including CSCs) to about 2.5 Lakhs spread across the country.

Gram Panchayats that would impart digital literacy training to the candidates.

• A training partner shall be responsible for ensuring that the training centres adhere to the scheme requirements.

• A training partner shall be accountable for monitoring the overall working of the centres under its purview.

• A training partner shall be liable for accurate and timely reporting of the aforementioned work ascribed in respect

of its Centres

• Detailed Norms for the Training Partners shall be as per Standard Operating Procedure (SOP) published by CSC-

SPV.

The Training Partners shall set up the Training Centres in the selected Gram Panchayats with the appropriate

manpower and requisite infrastructure. They are required to meet the following criteria:

candidates appear for the online examination.

• Training centre shall provide support and assistance for at least two years after the training is over.

• Ensuring achievement of learning outcomes for each candidate.

digital Literacy Training Content The course ‘Appreciation of Digital Literacy’ has been developed with the aim of making a person IT literate, whereby

he can operate a computer/ digital access devices (like smart phone, tablets, etc.), send and receive emails and

search Internet for information.

The curriculum was developed in 2014 in consultation with various agencies like UNESCO, NASSCOM, Intel,IGNOU,

NIELIT, National Institute of Open Schooling (NIOS),Indian Institute of Mass Communication (IIMC), IT for Change,

Open Knowledge Network India, and Digital Empowerment Foundation.

As the thrust of the government is on promoting cashless transactions through mobile phones , the course content

would also have emphasis on digital payment system like digital wallets, mobile banking , UPI, USSD and AEPS,

POS etc. Top citizen centric services are also included in the curriculum namely : District Services- Caste, Resident,

Income certificate, UIDAI/Services, Banking, Pan card, IRCTC- Railway,Insurance,Telephone/data card Recharge,

Aadhaar/Election printing, Electricity bill payment and, Passport

Learning outcome: Digitally literate person should be able to appreciate the role of digital technology in everyday,

social life and at work.

Course duration: 20 Hours (minimum 10 Days and maximum 30 Days)

CSr initiative Effort to spread digital Literacy in the country, CSC-SPV has proposed collaboration with many institutes/ universities

where in an institution will adopt a village /panchayat in the vicinity and work jointly with CSC-SPV to make it 100%

digitally literate. Letter has been sent to 47 Central and 365 State universities across India. Around 18 universities

have shown interest in the initiative.

CSr Partner – induslnd Bank CSC-SPV and Indusind Bank (IIB) have agreed to collaborate and implement the

PMGDISHA in rural areas. To begin with3 Lakh persons over next two years till 31-

03-2019 will be trained by the partner.

IndusInd Bank, which commenced operations in 1994, caters to the needs of both consumer and corporate customers.

Its technology platform supports multi-channel delivery capabilities. The Bank is a leading provider of commercial,

transactional and electronic banking products and services and caters to the needs of both consumer and corporate

customers. Today, the bank is one of India’s leading private sector banks.

According to the collaboration IIB will be responsible for the following:

• Promote and market PMGDISHA at various forums.

• Consolidate the training efforts towards achieving the objective of training one person in every eligible household.

• Align the training content of IIB with that of PMGDISHA curriculum framework as prescribed by CSC-SPV

• Mobilize the financial resources and volunteers from IIB.

• Set-up use of CSC-SPV PMGDISHA training centres.

• Monitor and ensure quality delivery of training.

• Create innovative marketing campaigns and assist the promotion of PMGDISHA in various media

registration Status of PMGdiSHa Candidates Registration of beneficiaries, eligible for training under PMGDISHA scheme has been started. As on July, 2017, 2830653

beneficiaries have been registered under the project from the States/UTs of Andaman & Nicobar Islands, Andhra Pradesh,

Arunachal Pradesh, Assam, Bihar, Chandigarh, Chhattisgarh, Daman & Diu, Delhi, Goa, Gujarat, Haryana, Himachal Pradesh,

Jammu & Kashmir, Jharkhand, Karnataka, Kerala, Madhya Pradesh, Maharashtra, Manipur, Meghalaya, Mizoram, Nagaland,

Odisha, Puducherry, Punjab, Rajasthan, Sikkim, Tamil Nadu, Telangana, Tripura, Uttar Pradesh, Uttarakhand and West Bengal.

The highest number of candidates registered for the month of July are from Uttar Pradesh followed by Chhattisgarh,

Odisha, Haryana and Rajasthan. The graph below provides the details of Top five states in registration, training and

certification of candidates under PMGDISHA scheme.

exaMination status

Gender-wise distribution of certified candidatesPMGDISHA examination has resumed across the country with stringent bio-metric authentication of candidates by an

Invigilator/Exam Superintendent. As of June 2017 a total of 692595 candidates have been certified under the scheme.

The gender wise distribution among the certified candidates under PMGDISHA shows that 394779 Males and 297816

Females have been certified till now According to the pie-chart given below, 57% are males and 43% are females.

Community-wise distribution of Certified Candidates:Of the total Certified beneficiaries, OBC category comprise the highest numbers (2, 879, 04) followed by General

category (237038), SC (128078) and ST (39575). As per the pie-chart given below, 43% of certified beneficiaries are

OBC are 40% General, 19% are SC and only 6% are ST.

58 years old, sMt. sitaraVaMMa froM andhra Pradesh certified under the PMGdisha scheMe

A 58 Year old woman Smt. Sitaravamma from

Chandarlapadu Mandal, Thorlapadu village in

Krishna District completed her training and is

certified under the PMGDISHA scheme. She was

working as a daily wage earner (Farm Labourer)

and used to visit the CSC Centre for various other

services. She spotted a PMGDISHA poster at the

Centre and expressed her interest for undergoing

the Digital Literacy training. VLE Mr. Harish Khan

Sharma said that she was very active during the course duration which inspired other students to attend the classes

regularly. She can now browse the internet and communicate using email

PMGdisha exaMination conducted in srikakulaM district.

VLE Krishna from Ypalem district has completed

250 registrations under PMGDISHA scheme. He has

also done the registration of Panchayat Secretary

under the scheme.

PMGDISHA certificate distribution ceremony held at SVS degree

college, Jagapathi Nagaram, Kirlampudi- East Godavari (dist),

Andhra Pradesh. VLE , Siva surneedi in Veldurthi district running

PMGDISHA Centre had arranged for the event.

Chief Guests Penta Kota Naga Babu , Sarpanch, SVS college

correspondent P Swetha and Principal Mr. Rama Krishan

were invited for the occasion. The admin and the teaching

staff also participated. Sarpanch, Sri. Naga babu explained

the importance of digital literacy to students and also how

important it is for at least one member of every family to

have digital knowledge.

The College correspondent Ms. Swetha said that nowadays all institutions ask for integrated certificates and Biometric

authentication for Education & employment purposes which require minimum digital literacy knowledge. Therefore,

students and citizens should utilize this opportunity provided by the CSC Centres.

A woman VLE Ms. Chopparapu Naga Mani from Dodleru

Village of Andhara Pradesh has done outstanding job by

providing the PMGDISHA training to disabled beneficiaries.

She encouraged and trained them in their language.

She created awareness on PMGDISHA by doing door

to door campaign and educated people on the benefits

of Digital literacy. Due to various network problems,

she went from one place to another and registered

candidates. So far, she has registered and trained 193

candidates, out of which 82 candidates have been

certified under the scheme.

PMGdisha centre inauGurated by local Mla

A CSC / PMGDISHA centre was formally inaugurated

by local MLA Gurujyoti Das in presence of Deputy

Commissioner Darrang, CSC state representatives

from Assam, VLE’s of Darrang district, local public

and media.

Speaking on the occasion the local MLA and deputy

commissioner said that “The CSC’s are playing

a vital role in providing digital services to the

villagers”. He mentioned about the various services

provided by CSC’s and the implementation of the

PMGDISHA scheme by Village level Entrepreneurs

who play a vital role in making people digitally

literate.

district leVel workshoP orGanised at GoalPara, assaM

A District Level Workshop was organised for all CSC VLEs of Goalpara District in presence of Deputy Commissioner,

District Managers and consultants. In the workshop, Deputy Commissioner along with District Managers and District

Consultant had briefed VLEs about Digital Literacy and its importance. A total of 31 PMGDISHA Centres have been

registered by them in 21 Gram Panchayat of Goalpara District.

Assam VLEs have started doing awareness programme in their respective Gram Panchayats for PMGDISHA scheme.

After registering his centre for PMGDISHA scheme VLE Chimpu Rabha has started spreading awareness on digital

literacy. He has conducted programmes on digital literacy at various Gram Panchayat premises.

CHHATTISGARH

tribal woMan froM bakledi VillaGe trained and certified under the PMGdisha scheMe

Mrs. Dinabai Kanwar aged 44 is a resident of

Bakledi village of Shivpuri GP, Rajnandgaon,

belongs to the ST Community. She was denied

education due to poor financial conditions of

her family and was married to a farmer at a

young age. After the death of her husband

she took charge of farming activities and

leading her family. She got to know about the PMGDISHA scheme

through VLE Mr. Gangadhar Sahu, who is operating a CSC center

at Shivpuri village. She has now registered for training under

the Prime Ministers Digital Literacy scheme. She has attended

all classes and never missed a single day in scheduled training

days. After completion of training she participated in examination

and successfully certified. She now has knowledge about using

Smartphones and internet browsing. She can also type at a

moderate speed and can operate the computer smoothly. She is

happy and confident with digital knowledge.

59 years old, farM labor trained under the PMGdisha scheMe

Mrs. Tarabai Ramteke aged 59 years is resident at Gram Panchayat Machandur

of Ambagarh Chouki, Rajnandgaon. She is registered under the BPL category in

her Gram Panchayat. Mrs Tarabai lives alone after the marriage of her daughter

and works at the paddy fields of other farmers. She did not get an opportunity to

study earlier in her life, but now when she came to know about the Digital Literacy

scheme, she felt delighted. She got herself registered under the scheme with the

help of VLE Mr. Vinod and is now certified under the same.

heMlata sahu feels confident after underGoinG the PMGdisha traininG

Mrs. Hemlata Sahu, aged 30 resides at Kokdi Village, Durg. She belongs to the OBC

category has studied upto class 12. Hemlata’s family consists of 4 members. Her

husband is a driver by occupation and both of her children study in primary school.

To support her family financially Hemlata had to take up a job of a primary school

teacher. She earns Rs.1500/- per month and is contributing to manage her family

expenses. Hemlata, does not have a smart phone and had never seen a computer

before the PMGDISHA training. She got to know about the Digital Literacy scheme

from VLE Ms. Yashomati Kunte. She appeared for the examination and qualified the

same. Now she is more confident in her job and is planning to buy a smartphone

very soon.

45 year old Urmilaben Babubhai Patel, an FPS owner

wanted to do something different in her life. She was

fascinated by the digital literacy movement as she wanted

to make her village digitally literate.

She gathered all the required knowledge about the

PMGDISHA scheme and took up a CSC id. She is a VLE

now and runs her own center. She has already registered

more than 150 candidates and working hard to achieve

her target. She is very excited to make candidates

digitally literate and conducting PMGDISHA awareness

sessions for village people. Villagers are gladly taking part

in awareness scheme and giving positive feedback.

success story of deePali froM haryana

Deepali from Haryana, district Yamuna Nagar has become an example

for those who are under the impression that women are suitable only

to take up household work as their occupation.

She is an M.ed in Education and has taught Hindi as a lecturer for 8

years. She has also served as a principal in R.K. Public school for 2.5

years.

She came into association with CSC in the year 2015, at the beginning

she started with making domicile certificates and also helped people in

applying for pension. After some time, she attended one of the workshops

under the DFIAA Project and trained 1,005 merchants. Miss Deepali was

recognised for her efforts by Mr. Dinesh Kumar Tyagi, CEO CSC SPV, who appreciated her for her excellent work.

Under the PMGDISHA Scheme, she worked in gram panchayat, Sabalpur, Haryana. She has finished training and also

CEO CSCSPV, who certified all 250 candidates. She focuses on girl education and most of her candidates were girls.

Deepali feels that, Digital literacy can give confidence to a lot of women to pursue their dreams, across social boundaries

and help them overcome basic livelihood challenges.

Digital literacy is not just about learning to use a computer or access the internet; it can help to bring about several

behavioural and social changes. Digitizing India can help women break the shackles of patriarchy.

traininG workshoP for Vles conducted in kinnaur district, hiMachal Pradesh

Training workshop on PMGDISHA was organised for VLEs

in Kinnaur district, Himachal Pradesh by CSC state team.

Around 50 VLEs have participated in the workshop.

Registration procedure, curriculum to be covered,

examination norms and guidelines of the scheme were explained to the VLEs in brief by the officials

series of worskhoP under PMGdisha held in hiMachal Pradesh.

Workshop under PMGDISHA was conducted in 11 Districts of Himachal Pradesh, namely Shimla, Solan Kinnaur, Kangra,

VLE Aijaz Ahmed Lone in district Badgam, Jammu and

Kashmir has trained 250 candidates under the scheme.

Mr Lone has successfully given training to school

student's, local vendors like milk man, shop keepers and

arranged special training for housewives.

VLE Javaid Iqbal Banday has also shown great enthusiasm

of providing free training to the citizens of his panchayat

Sonpah in Badgam. He has received a note of appreciation

from the sarpanch of his panchayat.

VLEs, Devidass from panchayat Trewa Bishnah and

Abhishek Bhagat from panchayat Gagian RS Pura,

Jammu have completed their targets in just 2 months.

Both VLEs gave training to housewives and shopkeepers,

at schools and colleges etc. Villagers' have become

digitally literate and now can operate computers without

any fear. People appreciated VLEs for providing very

good training.

KERALAVLE Mr. Febinis from Alappuzha district is implementing

the PMGDISHA scheme in his district and has registered

a total of 101 students under the scheme till date of which

80 have completed training. VLE also visits nearby

centres to provide PMGDISHA training to other students

also.

VLE Febin has also made some posters and banners

for promoting the scheme and also conducted camps

in various panchayats. The VLE also focuses on the

Anganwadi and auto labours.

RAHUL SUNDARESAN VLE from Kalluvathukkal

panchayat, KollamTaluk in kollam district, who has

worked for NDLM project, is rigorously working for

PMGDISHA scheme as well. He has conducted awareness

41 years old Atmaram always desired to learn computers and its related

applications, but his disability became the reason that, he could not visit any of

the Centres near his place. So he expressed his wish to Sandeep Maliya, who

runs a CSC Centre and provides digital literacy to students and villagers under

PMGDISHA scheme in his village.

Vles initiatiVes towards diGital literacy

VLE Gauranga Charan Das of GP Chatrachakada, Block-Derabish, District-

Kendrapara, started his journey with CSC, 3 years ago and is now providing all

the services to villagers. He has successfully registered 200 students from his

GP under PMGDISHA scheme.

VLE Kumun Kumar Ram of GP Itamati from Block Nayagarh, dreams

to own his education centre came true when he registered for CSC

centre. After receiving his ID and password for PMGDISHA portal

he went through the portal in details and learnt about the various

services. Now he provides PMGDISHA and other education services.

VLE Lingaraj Sahoo, gram panchayat Saradhapur, Nayagarh along

with his son is providing multiple services of CSC like Banking,

PUNJABdiGital literacy driVe for school students in Punjab.

For providing digital education to school student’s district

administrative of Taran Taran district, Punjab started the digital

literacy mission in 10 government schools. More than 3000 students

have been registered under the scheme from government schools.

Students will be given training on digital transaction modes and

related applications.

Aadhar , govt services. He registered his centre for PMGDISHA scheme and is now

providing digital literacy training to villagers.

VLE Ashok Kumar Baral is

resident of Kakatpur, Puri,

Odisha, started his PMGDISHA

centre and trained almost 250

minority community students.

The students were trained on

Digital payment methods. The

VLE in his locality is now known

as a Cashless trainer.

Divyang VLE Mr. Umesh Kumar Nanda , is a successful CSC VLE from

Puri District, Odisha. He is providing various services like Aadhaar,

Utility, Education and Financial Services through his CSC centre. His

disability never stops him from pursuing his dreams for educating

people on various cashless programmes.

VLE Rahul Jha

from Sundargarh,

belongs to a

remote area of Odisha. When he heard about the Prime Ministers

“Maan Ki Baat” Programme and came to know about Digital India

and CSC. He registered for PMGDISHA scheme .The VLE has enrolled

250 students till date of which more than 200 have been certified.

series of workshoP for diGital literacy conducted in Punjab

A Workshop on PMGDISHA was

held in Amritsar, which was

attended by around 70 VLEs.

During the workshop Mr. Jaspal,

State Head Punjab addressed the

VLEs and briefed about the CSC

services.

A similar workshop was

conducted at Barnala District.

About 80 VLE’s attended the

Workshop. District Managers

and Coordinators under the

scheme addressed the VLEs and

explained them about the various

CSC services.

Another Workshop was conducted at Faridkot district. Around 70 VLEs attended

the workshop. The session was addressed by CSC State manager Mr. Mukesh

Kumar. During the workshop Mr.Subash Kumar, VLE from District faridkot

motivated all other VLEs and shared his ideas on how VLE’s can do more

business. VLEs who have completed 250 Student registrations were awarded

with Morpho devices .

PMGDISHA Workshop conducted at Fatehgarh Sahib District. About 50 VLE’s

attended the Workshop. Mr. Jaspal singh State head CSC, Mr Ajit Pal Singh,

State Manager and District Manager addressed the VLE’s and motivated them

to register in all the services provided by CSC.

The Workshop at Fazilka District was attended by 70 VLEs. Mr Mukesh

Kumar State Manager along with District managers addressed the VLEs

issues and made them aware about PMGDISHA project. During the

workshop morpho devices were distrubuted among the VLE’s .

organized a program at its centre to honour the candidates who

have participated in Digital Literacy Program.

Kansal’s Councillor Mrs. Taranjeet Kaur was invited as a chief guest of the occasion. Mr. Jaspal Singh, CSC, Punjab State

Head and Mr. Mukesh Kumar, CSC, Punjab State Project manager were also present on the occasion. Mrs. Taranjeet

Kaur and Mr Jaspal addressed the students and parents present there about digital literacy and encourage them for

participation in these kinds of programs to enhance their knowledge. Certificates were distributed to 40 students.

RAJASTHANawareness rally held in rajasthan, under the PMGdisha scheMe

An awarenwss rally was held in Kishangad and Rupangad ditricts of Ajmer,

Rajasthan.Students from government and public schools participated in the rally

in order to spread awareness about the Prime Ministers digital literacy scheme

in the rural areas.

during CSC Diwas Celebration.

Vle forM jodhPur, rajasthan ProVides PMGdisha traininG in the reMote area of Phalodi

VLE Kanhaiya Suthar from Jodhpur has been

working in the PMGDISHA project for the last 2 to

3 months in Kheechan panchayat in Phalodi.

Phalodi is one of the driest areas in the state,

situated around 200 kms away from Jodhpur.

Being a remote area, the VLE faced a lot of

connectivity issues, but did not give up.

The VLE took up the challenging job to train

the candidates who were enrolled under the

scheme. He has divided the batches according to

the requirement of the candidates. He conducts

separate classes for girl students /women, Govt

school children. He also conducts day and night

batches for the Shopkeepers.

VLE Rishi Acharya has also taken up this

challenging task in a village where there is shortage

of electricity supply as well as connectivity issues.

The VLE backs up his laptop whenever power is

available and conducts classes for the candidates.

The Khokriya village has a low Digital Literacy

rate and the schools in the village do not have any

computer labs or even access to a computer.

Peddapalli A District Level VLE workshop on PMGDISHA was conducted

in Peddapalli. More than 70 VLEs attended the workshop.

EDMs and District coordinators provided training and

answered all VLEs queries regarding the scheme.

Peddapali District Collector Sri Prabakar reddy visited a

PMGDISHA Training Centre in Peddakalvala village. He

explained the importance of Digital Literacy and Digital

payments and the need to learn the same. He urged all the

citizens to join PMGDISHA and insisted all the officials to

implement the program in their Villages. VLE Srinivas, Villagers, Officials, eDMs and District Coordinator were present

during the session.

BhadradriVLE, Srinivas Konda has set up a PMGDISHA Training

Centre for Women at Aswapuram village, Bhadradri district.

Around 200 women beneficiaries have been enrolled

already for acquiring digital literacy under the scheme.

farm worker of

Jallithanda village was unable to attend the Digital Literacy training classes

during day time as their work got hampered so VLE Mrs. Swapna decided

to conduct the classes at night. She has been taking training classes during

the night with the help of a projector.

Special prizes were distributed among top 10 beneficiaries of

PMGDISHA at Nanital district by District Administration officials during

the quiz Competition which was conducted between 50 certified

under scheme.

The district

administration

asked various

question on digital financial modes of payments like BHIM, e-wallet,

UPI etc and the students who gave quick and correct answers

received mobile phones as a prize. Around 10 students including

2 girls from BPL category have won the prizes. Candidates were

selected on the basis of best scored under PMGDISHA.

‘’It’s a kind of motivation and encouragement for other

beneficiaries registered under digital literacy” , said Dinesh Joshi,

District Coordinator who had organised the competition.

VLE Sohan Bisht of dunda district, Uttarkashi, conducted

downloaded e-wallet app on their mobile phones & learns to

manage and use the app.

Another VLE from Champawat district also provided the

training in a similar way to the students of GIC SIPTY School.

76 VLE’s have attended the workshop. Technical/nontechnical

issues related to PMGDISHA portal were addressed by the District

Consultant and Master VLE Mr. Harekrishna Mahato.

PMGdiSHa Social evaluation and outcome evaluation

In order to know the effectiveness of the scheme it is proposed that we may approach MHRD for further tie-up with

Universities/colleagues for social evaluation of the scheme on periodic basis.

Purpose:

To provide two months of exposure to “selected young researchers” on different aspect of qualitative and quantitative

research under PMGDISHA Scheme.

1.1 objective:

• To facilitate and allow young researchers to get associated with PMGDISHA scheme.

• To provide an opportunity and hands on experience on conducting research from different panchayats across

country.

• To provide an opportunity which would enable young researchers to apply theoretical class room learning into

practice.

1.2 eligibility:

The scheme seeks to engage students pursuing Graduation/Post Graduate Degrees or Research Scholars enrolled in

recognized Universities/Institutions within India.

1.3 duration and expected outcome:

The program would be available from May, 2017 to December 2019. Each researcher would be given a time span of 2

months to compete the study.

At the end of the program the researchers are expected to provide a social evaluation and outcome evaluation analysis

report based on one-two months of field visits made in different panchayat where the scheme is being implemented.

1.4 Certificate:

Researchers who successfully completes the Social evaluation would be awarded a certificate by CSC-SPV. Featured

studies would be published and suitably rewarded.

Logistics : The Students will be required to have their own laptop. CSC-SPV would provide the details and location of panchayat

where the study would be carried out.

• The College/Institution/University to provide “No Objection” letter duly signed by HOD/Principal for allowing the

selected candidate to undergo program for the period of one-two months.

Procedure for selection:• All the applications received would be reviewed by a committee. The committee would reserve the right to accept/

reject any proposal. Decision of CSC-SPV would be binding on all.

necessary coordination in this regard would be done by CSC-SPV. The CSC-SPV would coordinate and bring out

necessary convergence of various partners in this regard. The candidates who are trained through such partners,

Industry, NGOs etc. would also be considered for awarding digital literacy certificates by the recognized Certifying

Agencies. For such candidates, the training would be imparted by these agencies through their own resources/

Corporate Social Responsibility (CSR) funds. The candidates trained under such initiatives would be eligible to appear

for certification exams conducted by the identified certifying agency and the Certification fee would also be borne by

these respective agencies.
