Organization: Election Commission of Pakistan

Process of appointment of CEC & MEC: • The CEC & four MEC are appointed by the President. The Prime Minister in consultation with leader of opposition in the National Assembly forward, to a parliamentary committee, three names for appointment of CEC & for each Member for hearing and confirmation of any one person against each post. • The parliamentary committee consisting of 12 members is constituted by the Speaker, National Assembly comprising 50% members from treasury benches and 50% from opposition parties out of which one-third shall be from Senate. • In case of dissolution of National Assembly, the Parliamentary Committee shall consist of the members of the Senate only. • A person who is, or has been a judge of the Supreme Court or is, or has been, a judge of a High Court and is qualified to be appointed a judge of the Supreme Court, can be appointed as CEC. • A person who has been a Judge of a High Court can be appointed as MEC from each province.

Functions of Chief Election Commissioner:

To prepare electoral rolls for elections to the National and Provincial Assemblies and revising such rolls annually.[Article219(a)]; To organize and conduct election to the Senate and fill casual vacancies in a House or a Provincial Assembly[Article219(b)]; To appoint Election Tribunals.[Article219(c)]; To decide cases of disqualification of members of Parliament and Provincial Assemblies under Article 63(2) and Article 63A of the Constitution on receipt of reference from the Chairman or the Speaker or Head of the political party, as the case may be; To hold and conduct election to the office of the President as per Second Schedule to the Constitution of the Islamic Republic of Pakistan [Article 41 (3)]; To hold Referendum as and when ordered by the President. [Article 48 (6)]; To make rules providing for the appointment of officers and servants to be employed in connection with the functions of the Chief Election Commissioner or an Election Commission and for their terms and conditions of employment. Under this power, the Honorable Chief Election Commissioner framed the Election Commission (Officers & Servants) Rules, 1989. [Article 221];

Situation:

Pakistan Election 2013 is now completed on majority of seats yet at the time of announcing official result for whole seats ECP has faced complains about rigging/ late polling start, with video proof and in this condition ECP have to consider whole publics in order to let everyone to accept the performance of ECP in Election 2013is good and here ECPis claiming for the successfully organized and managed of this elections.

Publics: Whole Political Parties and their members, IndependentCandidates, supporters, enablers, opponents Winners, losers, And Media as well.

Purpose of PR Campaigning: So that everyone accept that ECP Organized Election 2013 evenperform more than expectations. And for this ECP has to reduce the temperature of publics about rigging, late polling and all other complaints.So that final result could also be accepted by publics.

(Because they have won huge seats so they cannot be opponent and will protect ECPs statements)

PPP:

(They knows that if PML-N won the election but they have to face huge difficulties due to IMF loan due date and many other issues which is not easy to handle and very soon people would start abusing to PML-N and at this process PPP will re-adjust their party and try to give strength so that they could comeback in next elections with new energy)

MQM:

(They always think for their major seats in Karachi yet slightly they can oppose due to re-election for few seats yet will be supporters)

N League Supporters:

(Because their party won with huge margin)

Limiters:

PTI:

(Because of huge number of video evidence, snaps and comments by PTI supporters they might not accept their decisions)

MQM:

(If re-election will be made on many of seats so MQM will stop reelection on Karachi seats)

Terrorism:

(As expecting that terrorist will stop ECP to arrange elections yet for reelections again they will be limiters)

(Because majority of supporters casted vote first time in their life so they can be the major opponent against ECP decisions)

Strategies:

Will Publish report first than right about elections and official result, re-elections for which seats will be announce after 24 hours of publishing the report so that people would start accepting it and their opponent temperature would come down. And press conference will be made as well at the time of launching report.

We are finally successfully organized election 2013 in Pakistan for 272 for National Assembly seats, 577 seat for Provincial Assembly including 297 Punjab Assembly, 130 Sindh Assembly, 99 K.P.K. assembly and 51 Baluchistan assembly,

Around 10958 candidates contest this election for the national and provincial seats after withdrawals of many candidates in support of someone or few for any other reasons.

For This 549 Seats we have arranged huge numbers of polling stations for the 86.1 million voters and for controlling those many presiding officers were there on each polling station and many polling both as well in order to perform duties efficiently and people could cast their votes easily and within 20 to 30 mints.

Voters Stats for General Election 2013:

For 86.18 million voters were from all over Pakistan and we established sixty nine thousands seven hundred and twenty nine polling station and even further division is made in order to reduce per vote casting time in polling booth for this Purpose we established 1 lakh 93 thousands 2 hundred and 35 polling both where voters were casting their votes without any rush.

To manage every polling station we need a manager to whom we assigned a designation which was Presiding Officers and for every polling station 1 presiding officer were hired, for 69 thousands 7 hundred and 29 presiding office we have to hire more officers who could assist presiding offices,were 3 lakh 81 thousands 2 hundred and 70 assistant were hired and for every polling booth we hired 1 polling officer.

This was huge task to manage all of them and even at the time when conditions of whole contrary was not satisfactory and bomb blast, killings and strikes was on peak but just because the support of Pakistan army, judiciary, social media, TV channels, press media, specially political parties who accept the date and voters who felt confident to vote which was record turnout in the history of any election of Pakistan.

Insecure Situation for Many Years and Elections:

As huge terrorism activities arein Pakistan yet Pakistan army really support in order to maintain law & order situation and they were successful to control more than 80% of areas.

Record Voting:

Record voting turnout was recorded this time which is really a good sign where people of Pakistan care and think about the importance of the their one vote which is really a positive sign and just because of this voters an unexpected change was made where Pakistan Tehree-e-Insaaf has shown its power and been 2nd biggest party and even bring a big change as well and got major provincial seats in KPK and won many national assembly seats from KPK as well even with new candidates who were contesting first time and on big positive sign was that they are young and came out and start taking interest in politics.

Positive Attitude from Political Parties/Candidates/Their Supporters:

Another positive sign in this election was, ANP has really shown a great passions and sprit, PPP(SB), PML(F) as well and accept the result of this election which is really been unexpected and made election as the gentle election which is really appreciable.

JI made a good decision and report us about their issues as an educated leader and their supporters and even all other parties as well who have accepted that ECP performance this time was better than expectations.

Issues/Complaints:

We have noticed few areas where issues were raised during polling, and become of some mishaps, and candidates report us about those, and rigging at some polling stations, at some stations, polling started late, natural death of few candidates where polling wereputted-off and at the end.

We also gave respects to the complaints which we received, we have observed whole situations, presiding officer’s comments and specially according to evidence either in shape of video/photos, so we came to the point that where we observed whole situation was not in control we decidedfor the re-elections for few seats which will be arrangedvery soon.

Re-Elections:

Our all decisions are based on evidence, and comments of presiding officersand then team ECP analyze it and consider everyone and then we made decisions and result we prepared after rechecking of casted ballet paper in front of candidates on those seats where candidates object.

Schedule will be announced very soon for the re-election on specific seats which will be announces within a few daysand re-election will be with full of security.

Next Step of ECP after General Elections:

After The Whole Process our next to hold and conduct election to the office of the President as per Second Schedule to the Constitution of the Islamic Republic of Pakistan [Article 41 (3)]; and to hold Referendum as and when ordered by the President. [Article 48 (6)];
