AccomplishmentsTheMid-AtlanticTransportationSustainabilityUniversityTransportationCenter(MATSUTC)isaregionalconsortiumofsixuniversitiesledbytheUniversityofVirginia.OurconsortiumincludesMarshallUniversity,MorganStateUniversity,UniversityofDelaware,OldDominionUniversity,andVirginiaPolytechnicandStateUniversity.TheMATSUTCservestheregionthroughappliedresearch,education,workforcedevelopment,andtechnologytransferfocusedonenvironmentalsustainability.
1.1 ResearchMATSUTCstrivestoaddressresearchproblemsrelatedtoenvironmentalsustainabilityandtransportation.
1.1.1 ResearchProgramThemesOurresearchprogramisorganizedaroundfivefocusareas:
• SustainableFreightMovement(SF)• CoastalInfrastructureResiliency(IR)• EnergyEfficientUrbanTransportation(EU)• EnhancedWaterQualityManagement(WM)• SustainableLand-UsePractices(LU)
Wehavecoreprojectsinallfiveofthesefocusareas.Wehavecompetitivecollaborativeprojectsinmostofthefocusareas.
1.1.2 ResearchProgramSelectionandManagementOurresearchprogramhastwoparts.Eachuniversityintheconsortiumhasbeenallocatedabaseamounttospendonresearch,education,andoutreachincludingtechnicaltransfer,diversity,andcommunications.Thisbasemoneyfundsthecoreprojectsweselectcollaborativelyasacenter—guidedbyouradvisoryboard.
Table1lists32projectsfundedwithbaseandmatchingallocations.Manyoftheseincluderesearchersatmultipleconsortiumuniversitiesasindicated.FourteenprojectshavebeencompletedsincetheinceptionofMATSUTCinJuly2014.ProjectswithfinalreportshavethetitlehyperlinkedinTable1.ThesehyperlinkstakeyoutotheFinalReport.

Traditionaldiscipline-basededucationandtrainingisnotsufficientforcurrentandfutureworkforcedemands;ourapproachismulti-disciplinary,multimodal,andincorporatesbothpassengerandfreight.Underthisgrantwearedevelopingaseriesofeducationactivities,fromK-12toPhDandprofessionals. Theseprogramsbuildontheeducationandtrainingprogramsavailableatallconsortiumuniversities.
1.2.1 NewActivitiesAssociatedwithDegreeProgramsTheMATSUTCEducationSteeringCommitteeputalotofeffortintodevelopingasemesterlonggraduatecourseinTransportationSustainabilitythatwasofferedasynchronouslyatfiveofthesixconsortiumuniversitiesinFall2015.WewillofferthiscourseagaininFall2017withthe10modulesand11instructorslistedinTable4.

• UndergraduateSummerResearchInternshipProgram(USRIP).Wehad11studentsinourprogramfromsevenuniversitiesworkingatfourconsortiumuniversitiesinSummer2016.Theyparticipatedjointlyviaweeklywebmeetings.Allpreparedandpresentedafinalreport,poster,andoralpresentation.Thereportsandpresentationsarefoundhere.
• PromotingCareersinTransportation.WehaveaFall2016webinarseriesfeaturingthreeofourAdvisoryBoardmembers.
• WeparticipateinCareerFairsaimedatgettinghighschoolersexcitedabouttransportationcareersandsponsoredbytheVirginiaDepartmentofTransportationinNorthernVirginia(October6)andHamptonRoads(November2).

undergraduateresearcher(AlisonTreglia).Bothstudentshavelearnedaboutthechemistryandphysicalstructureofconcrete,analyticaltechniquesrelevanttocharacterizingbothconcreteandthemicrobesinsideit,andbiologicalmethodsforanalyzingthebacteria.Additionally,bothstudentshavepresentedtheirworkatlocalsymposiaandMs.Tregliahaspresentedhersatanationalconference,theAmericanSocietyforMicrobiology(seeitem4above).
• Research:Untilourwork,theonlyanalysisofbacteriaintheinteriorofconcretewasfocusedonbacteriausedforbiorepair.Wehaveshownthatthemicrobialcommunityinsideconcreteissmall,butdiverse,andthatidentificationofbio-indicatorsforstructuraldamageistheoreticallypossible.
• Technologytransfer:IhavediscussedtechnologytransferwiththeUniversityofDelawareCollegeofEngineeringintellectualproperty(IP)officer,whosaysthatsinceanytestfocusedondetectionofspecificbio-indicatorswouldbebasedonexistingmolecularbiologytechnology,itisunlikelytobepatentable.WewillcontinuetodiscussourworkwiththeIPofficeastheresearchcontinues.

• TheDelft3Dhydrodynamicmodelwascalibratedwithlocaltidedata.ThemodelwasthenvalidatedforstormsurgesimulationwiththedataonwatersurfaceelevationfromHurricaneIrene(2011).
• Anestedmodelwasdeveloped:Inadditiontoregionalgrid(125mresolution),twosmallerscalegrids(~30mresolutionand~5mresolution)weredevelopedtocapturestormsurgefloodingathighresolutionatfourcriticalspotsintheregionaltransportationnetwork.
StormsurgefloodingforIrene-likehurricanesunderfuturesealevelconditionsarebeingsimulated.Thesealevelunderlow,medium,andhighsealevelrisescenariosfor2050and2100areconsidered.Products:
• The primary product of the project so far is a developed hydrodynamic model that can simulatestorm surge and tidal flooding at high spatial resolution at coastal areas of the Hampton Roadsregion,Virginia,inthepresentandcurrentsealevelcondition.

• Onechallengethatwefacedwasthatusingrealatmosphericdataasaboundaryconditioninthestormsurgemodelresultedinunderpredictionofthestormsurgewhencomparedtothelocaltidegaugelocations.Whilewemadesomeimprovementsinthemodelandreducedthisdiscrepancy,wedecidedtoemployadifferentapproach.Inthedifferentapproach,whichiscommonlyused,weuseaparameterizationtoobtainhurricanewindandpressurefield.Thisapproachresultedinexcellentagreementwiththedatafromthetidegage.
• Whilethehydrodynamicandwavemodelcanberunindependentlyinparallelinahighperformancecomputingenvironment(HPC),werealizedusingthecoupledmodelinparallelisnotstraightforward.Thisisawell-knownissueforthismodel.Wedon’texpectthatthisissuewillaffectourresultssignificantlybasedonearlierstudies,weexpectthattheimpactofwavesonstormsurgebesmallcomparedtoothercomponentswhicharealreadyaccountedforinthehydrodynamicmodel.Nevertheless,weareactivelyworkingtoresolvethisissue.

• Currently,mostoftheSafetyPerformanceFunctions(SPFs)areonlysensitivetoaggregatevariablessuchastrafficexposureandgeometricattributes(e.g.:presenceofshoulder).FederalsafetyagenciesandstateDOTswouldbenefitimmenselybyupdatingtheseSPFsusingmicroscopictrafficmeasuressothatthepredictionsaremoreaccurateandthesemodelscanalsobeusedtoevaluatecountermeasuresthatprimarilyaffectdrivingbehavior(e.g.,variablespeedlimits).
• Currently,mostoftheSPFsintheHSMareeitherPoissonorNegativeBinomialmodels.However,thereisconsiderablescopeforimprovingthesemodelswithoutaddingsignificantcomputationalcomplexity.Specifically,theHeterogeneousDispersion(HD)andGeneralizedOrderedResponse(GOR)variantsoftheNBmodelarerelativelyeasytoestimateandwerefoundtoimprovethestatisticalfitsignificantly.
Changes/problems:• Theinterstatesmustbesplitintosmallersegmentsthatconstitutetheunitofanalysis.However,this
decisioncannotbemadearbitrarilybecausetheavailabilityofroadwayinventorydataandthehomogeneityofresultingsegmentsarecriticaltodevelopinganaccuratecrashfrequencymodel.So,severalsegmentdefinitionswereexploredpriortochoosingthespatialunitofanalysis.
