• The entire population of Cabell County was within a 15 minute (or shorter drive) to a public drop off location
• Bins were located on private and public property

• Patrons interested in drop off recycling services completed an application and paid a fee.
• The cost was $75/year ($6.25 month)• Funds from the purchase of fobs directly
supported the costs with collection/processing of materials
• As numbers increased, funding increased and additional bins were added
• Two locations were established: HuntingtonBarboursville
ConstructionAbout the Huntington site:
• Composed of .33 acre fenced parking lot
• Separate entrance and exit gates
• Security software that operates the entrance gate
• Fob reader/pedestal
• 24 Hr. Video Surveillance/DVR recording
• Total Cost of install: Huntington $34,872 Barboursville: $15,788
Results 2017/2018• More than 600 patrons signed up for the
2017/2018 program year generating nearly $40,000 in revenue
• Regular Email blasts communicate info about recyclable materials and upcoming events.
• Cleaner material
• No illegal dumping issues
• Adaptable to demand
• Averaging 28.4 tons/month (Sept 2018)

• The Cabell County Commission allotted $100,000 to support the recycling program for 2018/2019 program year.
• And promised that if demand for recycling remains strong, A recycling levy will be placed on the ballot in 2020
• The allotted funds have been used to remove the recycling fee for passes/fobs
• Since October 2018, the number of patrons has increased by more than 50%.
• We’ve added additional bins to both sites
