• Eight sites with a total of 32 8 yard bins

• The entire population of Cabell County was within a 15 minute (or shorter drive) to a public drop off location

• Bins were located on private and public property

Depends on who you ask...

- Price increase for service...

- Funding from the county and municipalities was drying up...

- Interest in recycling was growing for Cabell County residents...

• 2012 – 75.33 tons/month• 2013 - 79.37 tons/month• 2014 - 87.83 tons/month• 2015 - 111.27 tons/month• 2016 - 81.92 tons/month (County + Milton pull Funding)• 2017 – 51.2 tons/month (Huntington pulls funding)

In 2016 we pushed to have a levy placed on the fall ballot... The levy would install a tax rate of 0.6 percent of a cent per $100 assessed valuation on owner-occupied homes, the article says... the levy would provide about $300,000 annually giving it a sustainable source of revenue...to the recycling program. Initial request asking to be placed on the commission agenda to discuss was ignored Had to wait until the next meeting. Leading into that meeting we pushed the public to contact the commissioners

Commingled EPA’s numbers 262/cubic yard Rumpke’s numbers: 69lbs/cubic yard

• Patrons interested in drop off recycling services completed an application and paid a fee.

• The cost was $75/year ($6.25 month)• Funds from the purchase of fobs directly

supported the costs with collection/processing of materials

• As numbers increased, funding increased and additional bins were added

• Two locations were established: HuntingtonBarboursville

• Composed of .33 acre fenced parking lot

• Separate entrance and exit gates

• Security software that operates the entrance gate

• Fob reader/pedestal

• 24 Hr. Video Surveillance/DVR recording

• Total Cost of install: Huntington $34,872 Barboursville: $15,788

Results 2017/2018• More than 600 patrons signed up for the

2017/2018 program year generating nearly $40,000 in revenue

• Regular Email blasts communicate info about recyclable materials and upcoming events.

• Cleaner material

• No illegal dumping issues

• Adaptable to demand

• Averaging 28.4 tons/month (Sept 2018)

This time citing “improper protocol”Stating the first step was to implementing a comprehensive program is for a petition to be filed with the county commission bearing the signatures of registered voters equal to 5% of the number of votes cast for governor within the county during the preceding gubernatorial election...

• The Cabell County Commission allotted $100,000 to support the recycling program for 2018/2019 program year.

• And promised that if demand for recycling remains strong, A recycling levy will be placed on the ballot in 2020

• The allotted funds have been used to remove the recycling fee for passes/fobs

• Since October 2018, the number of patrons has increased by more than 50%.

• We’ve added additional bins to both sites
