CURBSIDE RECYCLING PROGRAM - OTHER CITIESThe cities of ARVIN, DELANO, MCFARLAND, CALIFORNIA CITY, and RIDGECREST have a Curbside Recycling Program for residential recyclable materials. This program is available to residents as a part of the regular trash service. KERN VALLEY, TAFT, MARICOPA, WASCO, and SHAFTER have a voluntary curbside service.
CURBSIDE GREENWASTE RECYCLING PROGRAMARVIN, METRO-BAKERSFIELD (City and County areas), DELANO, MCFARLAND, and WASCO residents have a Curbside Greenwaste Recycling Program as part of their regular trash service. The City of SHAFTER offers a curbside program December through February as part of their regular trash service.

HOW TORECYCLE AT DROP-OFFRECYCLINGCENTERS
In an effort to keep materials clean and ready for reycling, please prepare your recyclables before heading to the nearest recycling center. Please do not throw plastic bags into the bin.
NO TRASH PLEASE!
Newspaper: Keep dry and clean. Do not mix with junk mail, magazines, cardboard, brown paper bags, plastic bags or twine.
Cardboard: Keep dry and clean. Please break cardboard boxes down to be as flat as possible. Do not mix with junk mail, magazines, newspaper, plastic bags or twine.
Glass: Rinse containers and remove lids. Separate by color (clear, brown, or blue/green). Tinted glass should be placed into the blue/green glass container.
Aluminum Beverage Containers: Rinse containers and flatten to reduce size.
Plastics: Look on the bottom of the plastic container for a number inside a triangle. This number tells what kind of plastic the container is made of. #1 - 7 plastic containers are recyclable. Rinse out containers. Sort containers by plastics number. Flatten containers as much as possible and remove lids. Deposit the clean container into the correct drop-off compartment. Containers which once stored motor oil are not acceptable for recycling.
Steel Cans: Rinse containers, remove labels and, if possible, flatten to reduce size.
Magazines and Junk Mail are also accepted at many of the Community Drop-off Recycling Centers. Do not recycle any junk mail with personal information unless shredded.

BULKY WASTE/LARGE ITEM COLLECTION
CURBSIDE BULKY WASTE COLLECTIONResidents in the Metro-Bakersfield area can have their bulky waste items, including appliances, sofas, chairs, and other large furniture pieces picked up – FREE OF CHARGE. Not accepted: Tires, construction, demolition and remodeling materials, hazardous waste or greenwaste.

BULKY WASTE COLLECTION EVENTSThe Kern County Public Works Department in collaboration with the Kern Refuse Haulers sponsor bulky waste collection events in the Metro-Bakersfield area, twice a year, Spring and Fall. Additionally, many cities within Kern County sponsor single-day waste collection events. KERN COUNTY BUY BACK/CRV LOCATIONS
What is CRV?Beverage containers labeled CRV (California Redemption Value) can be redeemed at designated centers for 5¢ per container under 24 oz. and 10¢ per container 24 oz. and larger.
CRV only—it’s the lawState law requires recycling centers to pay California Redemption Value (CRV) refunds for loads that contain ONLY eligible CRV beverage containers.
Non-CRV materials must be removed from the load, or at the discretion of the recycling center, the load may be rejected or receive only scrap value.
Customers may still request to be paid by count for up to 50 CRV beverage containers of each material type: 50 glass, 50 aluminum, 50 plastic in one day.

AB 341MANDATORY COMMERCIAL RECYCLING LAW
AB 341 requires all businesses that generate 4 cubic yards or more of trash per week to arrange for recycling services.
AB 1826MANDATORY ORGANICS RECYCLING LAW
Starting April 2016, AB 1826 will require businesses that generate 8 cubic yards of organic waste to arrange for
organic waste recycling services. Effective January 2017, this requirement will extend to businesses that generate 4
cubic yards of organic waste.
Organics include food, yard trimmings, nonhazardous wood, and food soiled paper.

The State passed two laws that makes it mandatory for businesses, institutions and multi-family homes to separate recyclables and organics/compostables from their trash.

The RMDZ program helps California businesses cut costs and increase profits. Residents: Bakersfield and the adjacent unincorporated area, have curbside green waste pickup using green-colored, green waste containers. The program accepts grass clippings, leaves, and branches less than 24 inches in diameter. Creosote-treated wood IS NOT accepted.
Large garden clean-ups and landscape/garden professionals: The City of Bakersfield operates a facility to handle large amounts of green waste from landscape/garden professionals or from large residential garden clean-ups. Construction and demolition material is non-hazardous building materials or debris (including packaging of same) resulting from the construction, remodeling, repair or demolition of homes, structures, buildings, garages etc.
Construction and demolition materials are accepted at most Kern County disposal sites for recycling, reuse, or disposal. When these materials are brought to disposal sites, a fee will be charged. A FEE DISCOUNT may be granted when materials such as lumber, concrete, or metal loads are SOURCE SEPARATED and unloaded in their designated recycling areas.

In an effort to reduce greenhouse gas emissions and fight against climate change, the State of California Green Building Code Requirements, known as CALGreen, took effect beginning January 2011. In our automobile-based culture, we deal with many hazardous substances such as motor oil, antifreeze, brake fluid, windshield wiper fluid, transmission fluid and batteries. In addition to these items, we also have a variety of specialized cleaning products for the tires, dashboard, and engine compartment. These materials can endanger our health and environment if improperly disposed.
The good news is that automotive products are becoming easier to dispose of properly. An increasing number of stores, service stations, recycling centers and residential recycling programs are accepting these materials.
Motor Oil gets dirty with use, but once cleaned or re-refined, it can be used again and again with the same effectiveness as virgin oil. Used motor oil must never be mixed with any other liquid. Used motor oil is accepted at many service stations, auto parts stores, recycling centers, Kern County Special Waste Facilities, and at most Kern County landfills (see page 18). The City of Bakersfield has a curbside used oil collection program, for more information call (661) 326-3114. Antifreeze is toxic, and is deadly to pets and children if accidentally ingested. Handle this liquid with care. In Metro Bakersfield, it can be brought to the Kern County Special Waste Facility at 4951 Standard St., in East Kern County at 17035 Finnin St. at the Mojave Airport, or at 3301 W. Bowman Rd. at the Ridgecrest Landfill. For days and hours of operation, look on our website at www.KernCountyWaste.com.
Automotive/Truck/Tractor/Equipment Batteries may be sold to scrap metal dealers. They are often accepted at automotive parts stores and service centers as well.
Tires, because of their physical properties, present health and handling challenges to disposal facility operators. Whole tires are banned from disposal at landfills in California. Many tire dealers will accept small quantities for a nominal fee. Landfills will also accept tires separated from general trash for a per-tire charge or, if applicable, at a bulk rate.

Computer Monitors and Televisions Current state and federal regulations mandate that cathode ray tubes (CRTs) found in computer monitors and televisions cannot be disposed of in landfills. However, there are several REUSE & RECYCLING options available to Kern County residents: •Televisionsandcomputermonitors,stillinworkingcondition, can be donated to local nonprofit organizations to be reused. •Non-workingcomputermonitorsandtelevisionsareaccepted at Kern County Disposal sites and Special Waste Facilities (see page 14) for recycling at NO CHARGE. •Non-workingcomputermonitorsandtelevisionsare also accepted for recycling at thrift shops and non-profit organizations such as Goodwill Industries, Salvation Army, St. Vincent de Paul, Bakersfield Association of Retarded Citizens (BARC) and others that have been authorized by the state. (see A-Z Section – Electronics, page 26).
Businesses Large volumes of Electronic Waste which include televisions and computer monitors can be recycled at approved locations in Kern County. See A-Z Section, page 26 for a complete listing.
Electronic Waste can also be recycled at Kern County disposal sites or Special Waste Facilities (see page 14). There is NO CHARGE for Covered Electronic Wastes (televisions, computer monitors and DVD players with screens). However, a FEE IS CHARGED for other electronic waste such as computer peripherals, copiers, CPUs, stereos, VCR’s, and other electronic devices.
Other Electronics The method to recycle other electronic waste such as central processing units (CPUs), computer peripherals, stereos, VCRs, copiers, and other circuit board containing devices is constantly evolving. Computer Printer / Copier / Fax Machine Supplies Did you know that when your toner cartridge or inkjet cartridge is empty, it can be refilled for less money than buying a new one? There are many companies that recycle cartridges, either paying outright for the cartridge or offering a discount on the purchase of a refilled one. For a local source, go to the A-Z section – Toner Cartridges on page 30.
CLOSE THE LOOP - Help support recycling efforts by buying recycled toner and inkjet cartridges. Recycled/remanufactured cartridges often need to meet the same standards as new cartridges.

We all receive unsolicited mail. Each time you enter a contest, make a donation, take a survey, buy something on credit or with a check, order products by mail or send in a subscription, there's a good chance your name and address will be added to a mailing list. These lists are valuable commodities regularly sold or traded.Below are steps you can take to reduce junk mail. Be patient - it takes three to six months before you notice a reduction in your junk mail. In the meantime, remember to recycle junk mail you receive.
1.) Call mail-order catalog companies- Most catalogs provide a telephone number for placing an order; call this number and ask to be taken off their mailing list.
2.) Contact specific organizations or businesses- If you receive unwanted flyers or mail, call the customer service department of the organization or business responsible and request that your name be removed from their mailing list.
3.) Return junk mail- Envelopes stamped "address correction requested" or "return postage guaranteed" can be returned unopened to the sender by writing "refused, return to sender" on the envelope. DO NOT write this on mail without that special notation; the post office will not return it to the sender.
4.) Get your name off national mailing lists and off the lists of mailing list brokers- Write to the addresses below and ask to be placed on a "suppress" file. Include a list of your name and address in all the different ways it appears on your junk mail. The Mail Preference Service places your name in the suppress file for five years. The Direct Marketing Association sends this list to its business subscribers four times a year. The address for "Telephone Preference Service" will remove your name from many telemarketers’ lists.

RECYCLING OUTREACH & EDUCATIONPublic education and community outreach are ongoing activities for the Public Works Department. Effective communication is a must to ensure efficient management of the waste stream. Staff members participate in community and business events, street fairs and public speaking opportunities. Written materials, face-to-face discussions, website activity, radio and television commercials, press conferences and media events are important outreach tools to get the Public Works message to the general public.We also believe that education, at the elementary school level, can have a lasting impact on the future of this County. The Department, in partnership with the nonprofit organization Community Clean Sweep, provides an interactive, environmental puppet show program to thousands of elementary-aged students each year.
From Lost Hills to Ridgecrest, the Clean Kids puppet shows provide an opportunity for students to become teachers. Children use ventriloquist-sized puppets to deliver waste management messages to the rest of the school. With more than a decade of school participation, this award-winning program has to be seen to be appreciated. Once the puppets have been to a school, Principals want them back every year!
