Be it further resolved, that FY'86 contract negotiations, anendIIEnts and/ormodifications be initiated thr~h the Oneida Education director and OneidaProgram Administrator ~iho will seek final approval ~f jthe Oneida GeneralManager and ultimately the Oneida Business Carmitte'e.

Be it further resolved, that allocations pertaining to these contracts be madeavailable in accordance with the Letter of Credit method of contracting.Initial FY' 86 allocations are to be made available to Oneida no later thanOctober 1, 1985. the proposed term of this contract is established as threeyears beginning October 1, 1985 through September 30, 1988 with provisions forren51 of the Oneida Master Contract for FYI 87' and FYI 88.

WHEREAS: the Reagan Administration is proposing changes / cutting Indianeducation \vithout the legally required involvement of Indian country asdefined in PL 92-318, Indian Education Act of 1972 as amended in Sec. 442 (b)(1) and PL 93-638 Indian Self-Determination Act; and,

WHEREAS: Indian education is a trust responsibility of the federal govenurentand cannot be compromised.

!\1()W, 'lliEREFORE BE IT RESOLVED, that we, as parents, support the exemption ofIndian education programs in both the DepartD:ent of Education and Bureau ofIndian Affairs from the GraIIm-Rudm3.n-Hollings deficit Reduction Act.

The Oneida Housing Authority Board acte~ within their discretion in enforcingthe terins of the agreement. All rights of the tenant were observed throughoutthe process.

The Oneida Housing Authority Board is directed not. to execute the teIminationfor a period of ninety (90) days contingent on the tenant ~eting the terms ofthe agreement after which time, it should be rescinded.

This direction is in consideration of ~e extenuating circumstances in thiscase.
