Policies and Procedures Sub-committee report January 21, 2006
Those in attendance include: JB-chair
1) It was pointed out to me last quarter by our RD-Kathy C. that the C&C guidelines included within our PCR handbook did not conform to what the Regional fellowship voted on last April. I have printed up verbatim what was included within the draft copy that was in the January 2005 Regional minutes.
2) The Officer Guidelines section has been revised by inserting the applicable Major Motions and pending Regional approval will be handed out today as an insert.
3) The remaining Major Motions that have not been incorporated into specific sections of our PCR handbook will pending Regional approval be handed out today as an insert.
4) I have made up 12 complete and accurate PCR handbooks. At this point I need to emphasis that the PCR handbooks are the property of the RCM/Alt RCM and Sub-committee/Executive Officer position and as such need to be passed onto the position successor.
5) I have a stack of up-to-date inserts so if you’ve missed any of the last several RSC’s please let me know what you need.
6) I have receipts totaling $90.44 7) It was pointed out to me by Alan M, or C&C Chair, that there is a typo in the
Activities section in the Sub-committee Guidelines that reads that the Regional Convention is seeded 5600(?) instead of the annual budgeted amount of $1200. Next quarter, with fellowship approval, I will pass out an insert that corrects this typo.

RCM report for the Portland Area:
Mike recovering addict, new Alt. RCM from Portland. W e have 84 Groups now that hold 180 meetings a week. There have been a couple smaller Areas’ that have split off and are doing their own thing. The Portland Area just completed a six month ad-hoc committee that has been researching about forming a metro Area. The full text of their results is available on our Area web-site in the December minutes section. Our experiment with having a central service office is over and we, as an Area, were able to fulfill our one year lease. Now that we no longer have a $1300/month obligation our two months set-asides are almost caught up. Although group donations are still below what they were a year ago we are beginning to restore a greater sense of unity and of common purpose. All of our Executive and Sub-committee positions are filled however nominations are coming up next month and greater participation is always encouraged. W e are really looking forward to hosting our Regional convention this year and hope that everyone has pre-registered. The convention committee has done a lot of tireless work. Hope to see everyone there in May. W e are going to be raising funds in order to provide 100 soft covered basic texts for our H&I sub-committee. W e have a donation of $75 this quarter.
