Executive Summary
Port Neches-Groves ISD has made a commitment to improve the quality and value of education in the district through the passage of a $123 million bond issue in 2008, of which $6,951,113 was dedicated to technology. The technology package included the following components: Grades 6-12 • dedicated teacher laptops • student laptops • administrator PCs • library PCs for grades 6-8 • lab PCs • mobile distance learning equipment • video distribution system 6-12 • 42” flat panel TVs for all instructional rooms • New IP phone system Grades K-12 (all instructional classrooms) • Document cameras • Mimio (interactive white boards) • Ceiling-mounted projectors • Teacher microphone system The infrastructure portion of the bond was to wire for one-to-one computing. Each student desk in grades 6-12 will have a data pull. Each campus will have wireless access system to allow for mobile computing. Two middle schools and two elementary schools will receive increased bandwidth. Considerable initiatives for professional development involving technology in curriculum and instruction are currently
underway. Additionally, the District continues to local allocate technology funding on an annual basis to support technology.
Needs Assessment
Assessment Process:
The assessment process addresses two areas of technology: instruction and technical/ infrastructure. Beginning in Spring 2004 Instructional Technology Surveys have been administered to all faculty and staff (See Appendix). The data collected from these surveys is compiled and the information used to plan for instructional needs in the next school year. The district's technology plan is revised each fall semester by the district's Technology Task Force. Committee members are asked to present the revised plan to their respective campuses through faculty meetings and/or Campus Improvement Committees and make final recommendations. The technical/infrastructure portion of the technology plan is reviewed and evaluated once a year by the Director of Information Services, the Network Supervisor, and the technical staff. Bandwidth is monitored weekly and formal bandwidth test reports are generated each semester. Infiltration logs are continually evaluated for breeches of security of data systems. District materials database and maintenance/repairs database are maintained daily.
Existing Conditions:
Nestled in the "Golden Triangle" of southeast Texas, the suburban communities of Port Neches and Groves are proudly served by the PNG Independent School District. Serving a K-12 school population of approximately 4800 students, the district strives to provide excellence in education through modern tools of technology. The Port Neches–Groves ISD interconnects 9 campuses, 1 Administrative Building, 1 Alternative Campus, and 1 Maintenance Building to a centralized network center housed at the West Groves Education Center. The Maintenance Department is connected to the high school by a wireless network. The Administration building is connected to the High Gigaman (1 gig fiber connection). Port Neches Elementary is connected to Port Neches Middle via wireless. Van Buren is connected to Groves Middle via wireless. Our bandwidth to the Internet is 20 Meg up and 20 Meg down. We are also connected to our regional center via a T1. The Region 5 Service Center provides us with DS3 lines (T1s connected out through DS3), ISDN lines, Gigaman lines, Internet 2 service and distance learning. We maintain an individual LAN at every location. Each location has at least two servers. One server houses a campus' specific needs and the other operates as an LRC server. All locations have had Internet and e-mail access since 1998. We currently maintain approximately 2000 computer systems, but after the bond is complete, there will be approximately 4500 desktop/laptop computers. The Technology Department consists of 5 persons to handle all district technology needs including most of the computer maintenance and all network items. We currently maintain a student to computer ratio of about 4:1 but this will be reduced to 1:1 at the middle schools and high school after the bond is complete. All typical classrooms have a dedicated teacher computer. All elementary classrooms have at least two student computers in each classroom. After completion of the bond, the high school and both middle schools will have 1:1 computing. In addition, bandwidth will be increased as follows: Groves Middle School – 1 GB to central hub; Van Buren Elementary – 1 GB to central hub; Port Neches Middle School – 1 GB to HS hared 1 GB to central hub; and Port Neches Elementary – 1 GB to HS shared 1 GB to central hub. Currently, our high school has two general purpose labs, one science lab, one typing lab, and four Business Computer Information Systems labs. In addition, we currently run a thin client setup at the high school and both middle school libraries for student access to research catalogs and Internet access. For business applications, we utilize an online purchase order entry and tracking system throughout the district with servers located at the West Groves Education Center (the district hub). A new student information package was implemented with the nursing component for 2006-2007, remaining components added in 2007-2008, and family access implemented in 2009-2009. Groves Middle School and Port Neches Middle currently maintain three general-purpose labs. Along with data systems, we are responsible for installation and maintenance of a video, security, and phone systems. Video is delivered to all classrooms throughout the district. PowerPoint, cable, and satellite are distributed over the video system. The video system is also used for general announcements. We are constantly analyzing and updating our data network to meet the needs of our district. This is done through constant vigilance of network usage through logs and real-time monitoring. We implemented a firewall in 2002 and changed all our systems behind the firewall, to a private IP naming convention which allowed for better network security. A network filter has been in operation since 1999. We also run a network virus protection software package.
The technology department continues to research alternative means in which to supplement our technology costs through eRate funding, Title II Part D, and stimulus funds, when available.

Evaluation
Evaluation Process:
The evaluation process address two areas of technology: instruction and technical/infrastructure. Each Spring, an Instructional Technology Survey will be administered to all faculty and staff. The data collected from this district survey is compiled and the information used to plan for instructional needs in the next school year. This Instructional Technology Planning Survey will be administered yearly. The instructional portion of the technology plan is reviewed and evaluated once a year with the assistance of the District Technology Committee in the spring. Recommendations are made for the following school year for incorporation into a revised plan. Recommendations are incorporated into a revised plan and presented to the District Technology Committee in the fall. Committee members are asked to communicate the revised plan to their respective campuses through faculty meetings and/or Campus Improvement Committees and make final recommendations. In addition, the revised plan is submitted with
the district improvement plan yearly to the school board for board approval. The complete district technology plan is also published on the district web site. The technical/infrastructure portion of the technology plan is reviewed and evaluated once a year by the Systems Network Coordinator and the technical staff. Bandwidth is monitored weekly and formal bandwidth test reports are generated each semester. Infiltration logs are continually evaluated for breeches of security of data systems. District materials database and maintenance/repairs database are maintained daily.
Evaluation Method:
The Port Neches-Groves school district employs a Technology Specialist at each middle school to facilitate the integration of technology into curriculum and instruction therefore increasing their ability to teach with technology. These Technology Specialists are certified classroom teachers who are currently completing their technology certification through the University of North Texas. These Technology Specialists maintain yearly logs of all lab use and assist teachers in their technology efforts. They also plan and document, through sign-in sheets and evaluation forms, campus technology staff development each six weeks of the school year. They also are instrumental in facilitating technology-rich interdisciplinary curriculum units which are evidenced by publication on their campus websites. The district's K-5 campuses do not have a Technology Specialist on each campus which presents a challenge to the reluctant teacher's integration of technology into curriculum and instruction. In an effort to increase the K-5 teachers' ability to integrate and increase their ability to teach with technology, several methods have been implemented. First, each principal is responsible for having one technology-based faculty meeting each six weeks of the school year. Accountability documentation includes sign-in sheets and evaluation forms for all sessions. A final report of all meetings are reported to the Assistant Superintendent of Instruction in May. Additionally, a team of Technology Application TEKS Specialists have been formed at each K-5 campus to facilitate technology integration and increase the ability of classroom teachers to effectively teach with technology. A TA TEKS grade level scope and sequence has been developed and aligned vertically. Grade level TA TEKS Specialists are responsible for assisting other grade level teachers at their campuses in TA TEKS integration. Each K-5 teacher receives a TA TEKS Scope and Sequence booklet and is required to document their technology activities in the booklet. All teachers are required to turn in their documentation at the end of the school year. The TA TEKS Specialists will meet in the summer to evaluate the teachers' documentation, make revisions where needed, and prepare a revised scope and sequence, if necessary. Teachers' documentation booklets will be returned to them at the beginning of the next school year so they can be used as a resource. The teachers and administrators' use of WebCCAT, TMDS, TSDS,and TAPS assists with enabling our students to meet challenging state academic standards. This is evidenced by our district's constant high scores on TAAS and now TAKS tests. The technology department will review bi-annually, the state of technology within our district to evaluate the effectiveness of new technologies and telecommunications to meet the needs of our district. The additional technology should increase job performance and enhance curriculum needs. All timelines are expected to be met. Exceptions are addressed on an individual basis, if needed.
