POLICY MANUAL
POLICY PURPOSE: To establish the County of Grande Prairie No.1’s commitment to protecting and maintaining the physical, social, and psychological well-being of all employees while working to promote that safety is our way of life – at work and at play, the safe way is the only way.
DEFINITIONS: “Council” means the elected Council of the County of Grande Prairie; “CAO” also known as “Chief Administrative Officer” means the person or delegate appointed by Council to the position of Chief Administrative Officer under the Municipal Government Act for the County of Grande Prairie; “Contractor” means any person(s) employed by the County of Grande Prairie to perform work by means of a contract; “Director” means the administrative head of a functional division as establish by the County of Grande Prairie’s organizational chart; “Employee” means any person(s) employed by the County of Grande Prairie; “Health and Safety Management System” means the program put in place by the County of Grande Prairie to minimize the risk of workplace injury or illness. The County of Grande Prairie’s Employee Safety Handbook is the framework for its health and safety management system; “Manager” means the individual who employs or engages workers for the purpose work for the County of Grande Prairie; and “Volunteer” means any unpaid person(s) employed by the County of Grande Prairie.

POLICY STATEMENT AND GUIDELINES:
The County of Grande Prairie and its employees will:
• Protect the health and safety of ourselves and those around us • Provide and maintain safe working environments • Prevent and report all damage or harm to people, equipment, or property • Recognize, control, and/or eliminate hazards as they arise • Recognize that everyone has a role in safety and culture improvement • Comply with all regulatory requirements including Alberta’s Occupational Health and Safety
Legislation • Know about the hazards that exist while performing work and how those hazards are
controlled • Participate in health and safety activities • Openly express health and safety concerns • Refuse to do unsafe or dangerous work
The County of Grande Prairie’s Employee Safety Handbook does not take precedence over Alberta’s Occupational Health and Safety Act, Regulation and Code. Everyone performing work for the County including workers, supervisors, managers, directors, and contractors are responsible for reviewing, understanding, and complying with the County’s Employee Safety Handbook, applicable safe operating practices and procedures, and applying the County’s safety program to their work.
ROLES AND RESPONSIBILITIES: Council is responsible for:
- Approving policy - Providing direction and support - Setting a positive example - Communicating the importance of health and safety to staff and the public - Providing resources to improve health and safety concerns - Demonstrating the County of Grande Prairie’s commitment to health and safety
Chief Administrative Officer is responsible for:
- Setting policy - Providing direction, support and resources - Setting a positive example - Communicating the importance of health and safety
Directors and Managers are responsible for:

- Following policy - Ensuring hazards are identified and controlled - Ensuring inspections are completed - Ensuring health and safety meetings are held and attended - Ensuring workers receive required training - Ensuring incidents are investigated and reported - Ensuring corrective actions following incidents are implemented - Participating in hazard assessments, work site inspections, and health and safety meetings - Responding to health and safety concerns - Setting a positive example
Employees are responsible for:
- Following policy and safe work practices - Bringing forward health and safety concerns as required - Identifying hazards and recommending controls - Participating in work site inspections, health and safety meetings, and formal hazard
assessments - Reporting all incidents including hazards, near misses, injuries and property damage - Participate in training - Setting a positive example
Volunteers are responsible for:
- Complying with the County of Grande Prairie’s health and safety management system - Complying with Alberta’s Occupational Health and Safety Act, Regulation and Code - Informing the County of Grande Prairie of any hazards or incident that arises through the
performance of work
Contractors are responsible for: - Complying with the County of Grande Prairie’s health and safety management system - Complying with Alberta’s Occupational Health and Safety Act, Regulation and Code - Completing a “Visitor Orientation Checklist” prior to conducting any work for the County of
Grande Prairie - Informing the County of Grande Prairie of any hazards or incident that arises through the
performance of work
ETHICS AND CODE OF CONDUCT: Pursuant to Alberta’s Occupational Health and Safety Act all employees have the right to refuse dangerous work, the right to be informed about workplace health and safety, and the right to participate in the County of Grande Prairie’s health and safety management system. Discriminatory action against an employee for exercising these rights and duties may be subject to corrective action up to and including dismissal as per the criteria outlined in County of Grande Prairie Policy L7 Personnel Policy. The use and interpretation of all County Policies and schedules will comply with all aspects of the Freedom of Information and Protection of Privacy Act (FOIP). Any breaches of the FOIP Act will be subject to disciplinary action. RECORDS MANAGEMENT REQUIREMENTS: All documentation will be filed in accordance with the Records Management Policy and to comply with the Municipal Government Act (MGA), Freedom of Information & Protection of Privacy Act (FOIP) and any other applicable legislation, regulation, or act.
NON COMPLIANCE: Consequences of non-compliance with this Policy may result in the potential for legal challenges and/or penalties to the County of Grande Prairie No. 1, its elected officials and/or staff. Consequences for non-compliance with this Policy can be up to and including termination as determined by the CAO in consultation with Human Resources. The Chief Administrative Officer must approve any exceptions to the Policy.
POLICY AUTHORITY: The Chief Administrative Officer has the authority to amend the related Schedules of Policy L15 from time to time to keep current, enforceable and compliant with statutes and legislation in the Province of Alberta. Any changes that are made to Policy are to be approved by Council.
