    18 Pilot Sites have been identied by theparticipating Social Housing Organizations.

    OPTIMIZINGOPTIMIZATION SOLUTIONS

    AFTER Energy Saving Measures have beenpresented in the Newsletter #2 o the project.These Energy Saving Measures (ESMs) coveran exhaustive range o interventions on thesocial housing stock aiming at improving theenergy efciency o the buildings, their economicperormance both or the Social HousingOrganizations and their tenants.

    Reminder : AFTER collects and improves EnergySaving Measures

    An Energy Saving Measure can be described as

    ollowed.An ESM:

    is implemented in order to improve the energyconsumption o a building and related to heatingaspects, warm water or electric powering orheating equipment. its impacts can eventually be monitored andevaluated regarding kWh and heating energycosts. can be optimized/infuenced/present a potential

    to be improved.

    These ESMs gather a large range o interventionsthat have been listed as ollows

    The objective o the second phase o the AFTERProject is now to optimize these ESMs fndingactions that will correct and improve theirefciency ater their implementation.

    Optimizing Energy Saving Measures

    An Optimization Solution is related to an ESMwhich show potential o improvement.Thispotential can concern the 3 ollowing objectives:- improve the economic model o the ESM.- enhance the energy efciency.- increase the social perormance and the

    reception o the ESM by tenants.)

    As a consequence the Optimization Solution canlead to several types o actions:

    - management & strategic decision- technical intervention (control, maintenance,replacement) on the systems and equipment.- improve the reception o the ESM by tenants.

    The objective is still to highlight simple and low-

    cost interventions that will improve the savingslinked to an Energy Saving Measure.Optimization solutions have been proposed by theAFTER participating Social Housing Organizationswith the sustain o the Scientifc partners. Theseoptimizations will be tested during the heatingseason in order to measure and to assess theirimpact on buildings.

    New energy contract with perormance objective and prot-sharing system with the operator containing :1) New prices negotiated on the gas price (withdrawal romthe historical regular price and indexation o the newprice on the evolution o the regular price in order to have acontinual delta.

    2) New O&M contracts or equipment with perormanceobjectives and prot-sharing clauses.

    3) Total guarantee and plan or the equipment replacement.

    4) Modernization plan and ESMs identied in the originalcontract. The operator will give every year a modernizationand energy-saving plan to the SHO containing potential ESMs

    to implement (and their prices).Several operators have been evaluated in order to conclude

    the contract.

    Remote reading o heating energy and hot and cold waterconsumption in individual apartments and visualisation oconsumption data to tenants on internet user web portal ingraphical and numerical orm plus outputs o comparisonwith previous periods consumption and with the otherapartments consumption anonymously.

    Wireless radio requency meters o heating energy (RFthermometers), hot, cold water consumption are installed inapartments. Consumption data are transmitted via gatewayto application server where are stored and processed.Consumption is visualised on the web portal in real timeater each reading several times per day (hour).

    Web portal use and impact improved thanks to directcommunication with the tenants on new supports andocusing particular targets: certicates in the entrance,

    H2 College is a pioneers work: the rst passive housebuilding or Danish SHOs.Located or maximum sunlight. Pre-abricated elements.Double fow Ventilation system, heavily insulated, lowenergy windows and geothermal heat-system. Production ohot water and electricity rom own Hydrogen Plant.

    ENERGY SAVING MEASURE

    Energy data shows an unacceptable huge dierence betweenhighest and lowest consumption among Tenants. In order tochange/improve this situation Tenant inormation is plannedto be distributed October 2012. The Inormation will providesome general guidelines or living in a passive house aswell as more technical inormation o the equipment inthe dwelling. At the moment it is not possible to separate

    the energy consumption in what is used or the ventilationsystem (incl. an coils) and what is used or personalequipment - computers, Hi Fi, tv etc .

    A new heating system based on three condensing boilers(Brand: Baltur - Model: Supergenio MC115, power: 115kW each) and a smart metering system with adapter wereinstalled in a quite recent building (1995). Tenants stillcomplain about thermal discomort, higher costs than beoreand too many dierences o consumption rates amongapartments.A better periodic control and cleaning o the boilers, boilersume, exchanger, pumps and valves control has beenplanned in order to nd solutions or this problem.

    Regulation o the temperature settings and calibration othe heating curves (slop and level, rom 0.8 point to 2) once amonth.The eects o these optimizatons and adjustments regardingthe comort and the bills o the tenants will be analyzed tond the good settings.

    Hydraulic balancing o the heating system.

    Connecting valves were built-in on return fow line.Balancing valves Danoss ASV-PV (adjustable dierentialpressure regulators) and Danoss ASV-I (adjustableshutter valves and metering valves) were installed. In allappartments radiator valves were switched or new Danossthermostatic valves with additional ne regulation. At theend complete system was balanced and regulated with newlyinstalled valves.

    ENERGY SAVING MEASURE

    Special context: SPEKTER doesnt own the heating stationand, as a consequence, limited actions are possible on thesystem. Regulation o the system and thermal insulation osome district heating station parts will be discussed with thecompany managing the district heating.

    Tenants awareness on how to use thermostatic valves andventilation with lower temperature o the system will be apreerred lever to optimize the ESM i direct intervention onthe system is not possible.

    District Heating Season belonging to the Clermont-FerrandMunicipality but with an outsourcing o public services orthe heating system operator.

    Two energy-saving and energy-perormance aspects :

    1) New energy mix (substitution o a 100% gas system with acombined system 78% wood - 22% gas).

    2) Perormance improvement with action on sub-stations bythe SHO.

    ENERGY SAVING MEASURE

    Modication o the requested heat fow ater a reurbishmento the building in order to maximize the economic eciencyreducing the standing charge linked to the access o thedistrict heating system.This optimization solution improves the eciency o a

    ENERGY SAVING MEASURE

    Radiators were not replaced and were sized according to theold supply temperature. Hydraulic balancing will ensuredthat each radiator gets the same amount o heat.

    Substitution o the two old twin boilers (Brand: Ferroli,Model: Linea II, power: 98 kW each) with one newCondensing boiler (model: YGNIS VARFREE 100, September2008, power: 92 kW). This boiler serves only the heatingsystem; tenants have single boiler (electrical, most o the

    time) to produce DHW in their apartments.

    ENERGY SAVING MEASURE

    Removal o the heat exchanger (in order to obtain a lowertemperature o return water and highest eciency) isimpossible because o the warranty o the system.Installation o an insulation cap or the heat exchanger whois not insulated can be a good compromise between the

    present situation and the removal o the heat exchanger.This low cost intervention (300-500 euro) identied thanks toa RCx process could be disseminated ont he whole housingstock o ATC.

    The mechanical ventilation system (based on static pressureand on hourly settings) is adjusted with dierent settings onits dierent parts (an, ducts, extractors) in order to see the

    Ventilation system was installed that runs the entire year:

    running times o the ventilation system can be adaptedto the users behavior, so as to temporarily switch o theventilation system, or example in summer.

    Review of the control of the heating system as well as user

    External shell insulation and windows substitution:

    In the ramework o retrotting actions, an insulatedcoat o 80mm was applied to an existing building dated1960s. Existing single glazing were substituted with highperormance double glazing. At the same time, the heating

    system was improved by the installation o new boilers andsolar panels (or DHW).

    ENERGY SAVING MEASURE

    No technical intervention can be implemented on theventilation system. Direct intervention toward the tenantsin order to keep the ESM ecient and avoid condensation.

    Identication o the most perorming behavior, educationtoward tenants and monitoring o the implementation o bestpractices by the tenants.
