    CONSTITUTION OF THEINTERNATIONAL PENCAK SILAT

    FEDERATION

    PREAMBLE

    With the blessing of God the Almighty, the timehas come for Pencak Silat, an art of self-defensethat originated and emerged from the Nusantaraarchipelago, to be expanded at internationallevel;

    Whereas this expansion is based on the gloriousdesires to use Pencak Silat as a means tostrengthen brotherhood, familial relationship andinternational harmony;

    Whereas this achievement of brotherhood,familial relationship and harmony, materializedthrough intact personal building devoted to theAlmighty God, having noble character, chivalry,honest, fair, modest and responsibility as thesupreme basis of all nations are the objectives ofthe Pencak Silat doctrines;

    Therefore, with full confidence of being able torealize those ideals; an international Pencak Silatorganization is formed under the conditions asfollows:

    PERSILAT was established at 1980. Therefore the

    sentence the time has come is no longer

    appropriate and need to be changed.

    Article 1. NAME, TIME AND OFFICE

    1. This organization shall bear the name ofPERSEKUTUAN PENCAK SILAT ANTARABANGSAtranslated as INTERNATIONAL PENCAK SILAT

    FEDERATION, abbreviated as PERSILAT

    2. PERSILAT is established on March II, 1980 inJakarta for an indefinite period.

    3. PERSILAT office is located in Jakarta,Indonesia.

    PERSILAT vision is to make PENCAK SILAT as anattractive and popular sport throughout the world

    level Pencak Silat association, membership shallonly be granted to one certain Pencak Silatorganization which In the opinion of PERSILAT may

    be accepted as a member.

    2. Level of PERSILAT membership consist of:

    2.1. THE FOUNDING MEMBER

    National organization/agency of Pencak Silatrecognized to represent certain countries foundingPERSlLAT, in this case consisting of Ikatan PencakSilat Indonesia (IPSI), Persekutuan Silat Singapura(PERSISI), Persekutuan Silat Kebangsaan Malaysia(PESAKA) and Persekutuan Silat Kebangsaan BruneiDarussalam (PERSIB).

    2.2. THE AFFILIATED MEMBER

    A national association/organization of Pencak Silatof certain country that has been admittedmember of PERSILAT and recognized by thenational level agency authorized to manage/beresponsible for Pencak Silat affairs in thepertinent country.

    2.3. THE ASSOCIATED MEMBER

    A national association/organization of Pencak Silatof a certain country that has not complied withmembership qualification as set forth In Article 6Paragraphs 1.1. and 1.2. but in the opinion ofPERSILAT may represent the pertinent country andhas been admitted as Associated Member ofPERSILAT.

    2.4.THE JUNIOR MEMBER

    A sole Pencak Silat organization or anyorganization which has been appointed to

    represent PERSILAT In a certain country andrecognized as Junior Member of PERSILAT.

    Article 7. BOARD OF THE FEDERATION

    Level of the Board consists of:

    1. Federation Central Board (PERSILAT):

    1.1. Federation Central Board are elected anddetermined by the Founding Members of PERSILATIn a PERSILAT Congress.

    1.2. The office tenure of the Federation CentralBoard (PERSILA1) Is 4 years.

    2. Federation Regional Board:

    2.1. PERSILAT divided the development zone ofPencak Silat Into five regions namely:

    2.1.1. Asia Region2.1.2. Europe Region2.1.3. America Region2.1.4. Pacific Region2.1.5. Africa Region

    2.2. Federation Regional Board are elected anddetermined by members of the respective regionIn a Regional Plenary Meeting.

    2.3. The office tenure of the Federation RegionalBoard is 3 (three) years.

    Article 9. STRUCTURE OF FEDERATION

    REGIONAL BOARD

    The structure of the' Federation Regional Boardconsists of:

    Article 10. FUNCTION AND TASK OF

    FEDERATION CENTRAL BOARD (PERSILAT)

    function and task of the Federation Central Board(PERSILAT):

    1. President

    1.1 The President is the executive leader andresponsible for the implementation of resolutions,polices and work programs made by theCongress of PERSILAT.

    1.2 The President shall be nominated by theFounding Members in the meeting of FoundingMembers at the Congress of PERSILAT; thenomination shall then be discussed and resolvedby the Founding Members Meeting and announcedin the Plenary Meeting of PERSILAT Congress. Theoffice tenure of the President is 4 (four) years.

    1.3 In carrying out his duties, the President shallbe assisted by members of the Executive Board.

    1.4 If necessary, the President may assign one ormore persons from any Founding Member countryto perform special function and task which are not

    yet covered by other Executive Board members;or, to perform function and task which is intendedto support duties of the Executive Board.

    1.5 In case the President is permanently unable tocarry out his duties, the Deputy President of thesame country, or any other member of ExecutiveBoard appointed by the. President shall managethe duties of the President until the end of histerm.

    1.6 The President Is accountable to the Meeting ofthe Founding Members at the Congress ofPERSILAT.

    2. Deputy President

    2.1. The Deputies President consisting of 4 (four)persons respectively representing each FoundingMember, shall be nominated by the FoundingMembers in a Meeting of Founding Members. Thenomination shall be discussed by the FoundingMembers Meeting and the result shall beannounced in the Plenary Meeting of PERSILATCongress. The office tenure of the DeputiesPresident Is 4 (four) years.

    2.2. The Deputies President shall assist thePresident In carrying out the duties of the CentralBoard. The President shall determine thedistribution of duties among the Deputies.

    2.3. The Deputy Presidents are accountable toPresident.

    3. Executive Chairman

    Assist the President In carrying out his duties andis appointed by and accountable to the President.

    4. Secretary General

    4.1. The Secretary General is the principleorganizer of administration and coordinator oftechnical activities of the Central Board(PERSILAT).

    4.2. In carrying out his, duties, the SecretaryGeneral shall be assisted by one AssistantSecretary General who is responsible for thetechnical management of PERSILAT

    administration.

    4.3. The Secretary General shall be nominated by

    the President elected in a Founding Membersmeeting, and announced in the Plenary Meeting ofPERSILAT Congress. The Secretary General shallserve 4 (four) years of office tenure. TheSecretary General should come from similarcountry of the elected President.

    4.4. The Secretary General is accountable to thePresident whereas the Assistant Secretary Generalshall be responsible to the Secretary General.

    4.5. In case the Secretary General is permanentlyunable to carry out his duties, the Assistant

    Secretary General shall assume the duties ofSecretary General until the end of his term.

    5. Treasurer

    5.1. The financial affairs of PERSILAT shall bemanaged by one Treasurer designated by thePresident for 4 (four) years of office tenure.

    5.2. The Treasurer shall manage; explore sourcesof funds for implementation of PERSILATprograms.

    5.3. In carrying out his duties, the Treasurer shallbe assisted by one Assistant Treasurer.

    5.4. The Treasurer is accountable to the Presidentwhereas the Assistant Treasurer shall beresponsible to the Treasurer.

    6. Discipline Commission

    6.1. The Discipline Commission shall be led by theSecretary General of PERSILAT with the

    Secretaries General of the Founding Members asmembers, and shall serve 4 (four) years of officetenure and Is accountable to the President ofPERSILAT.

    6.2. The Discipline Commission's task is to enforcethe discipline of the organization and shallrecommend penalty to be determined by thePresident to any in disciplinary act performed byany PERSILAT member in accordance to theDiscipline Regulation of PERSILAT.

    7. Departments

    7.1. Each Department shall be led by one

    Chairman who in carrying out his duties, shall beassisted by 4 (four) Members.

    7.2. The Chairman and Members shall bedesignated by the President with composition ofmanagement representing the four elements ofthe Founding Members and if necessary, onerepresentative from each region. The Chairmanand Members shall serve 4 (four) years of officetenure.

    7.3. The Department shall consist of:

    7.3.1. Department of Organization.

    The Department of Organization shall beresponsible for the building and development oforganization, dissemination of information andinter-organizational cooperative relations.

    7.3.2. Department of Technical

    The Department of Technical shall be responsiblefor planning, preparation, implementation andsupervision of various championships, exhibition,

    demonstration and other similar activities atinternational level including the effort to developthe quality of the trainers.

    7.3.3. Department of Artistic (Traditional)

    Pencak Silat

    Department of Artistic (Traditional) Pencak Silatshall be responsible for planning, preparation,implementation and supervision of various artisticPencak Silat activities such as festival,performances, exhibition and other similar

    activities at international level including theeffort to develop the quality of the organizersthrough various courses and seminars.

    7.3.4. Department of Public Relations

    Department of Public Relations shall beresponsible for publication, documentation, andcooperation with media.

    7.3.5. Department of Promotion and Marketing

    Department of Promotion and Marketing shall beresponsible for promotion and marketing

    activities.

    7.3.6. Department of Fund-raising

    Department of Fund-raising shall be responsiblefor fundraising programs to support PERSILATactivities.

    7.4. The Chairman of the Department isaccountable to the President whereas theMembers shall be responsible to the chairman ofthe Department.

    7.5. In case the Chairman of Department ispermanently unable to carry out his duties, thePresident may designate one of the DepartmentMembers as his substitute.

    8. Institution

    8.1. Institution of Referee-Jury

    8.1.1. The Institution of Referee-: Jury consists ofone Chairman, one Secretary, and three Membersrepresenting all elements of Founding Members.

    8.1.2. The Members of Institution of Referee-Juryshall be nominated by the Founding Members for 4(four) years of office tenure and are accountableto the President.

    8.1.3. The Institution of Referee-Jury shall beresponsible for the Implementation of rules andregulations of referee and jury as determined bythe Congress of PERSILAT or PERSILAT TechnicalMeeting; organizing training and courses ofreferee, jury; Increasing the quantity; improvingthe quality, as well as organizing and managingthe referee-jury in every competition or anysimilar activities at international and regionallevel.

    8.1.4. As the results of the training and selectionprocess participated by the National Referee andJury of PERSILAT members, the promotion to bethe International Referee-Jury shall bedetermined by the President uponrecommendation by the Institution o f Referee-Jury.

    8.1.5. In carrying out their duties, the Referee-Jury Institution shall engage In cooperation withthe Secretary General, Department of Technical

    as well as with all Institutions of Referee-Jury ofall PERSILAT members.

    8.2. Institution of Research and Development

    8.2.1. The Institution of Research andDevelopment shall consist of one Chairman, oneSecretary and three Members representing allelements of the Founding Members.

    8.2.2. The Members of The Institution of Researchand Development shall be nominated by theFounding Members for 4 (four) years of office

    tenure and are accountable to the President.

    8.2.3. The Institution of Research andDevelopment shall have the duties to carry outresearch and development of all aspects of PencakSilat including history, mental/spiritual values,effort to preserve Pencak Silat and role of PencakSilat in international development.

    8.2.4. In carrying out its duties, the Institution ofResearch and Development shall engage incooperation with the Secretary General, all

    agencies in PERSILAT, members of PERSILAT andother parties as required.

    Article 11. STATUS, FUNCTION AND TASK OF

    THE FEDERATION REGIONAL BOARD

    1. Status

    The Federation Regional Board shall act asrepresentative of the PERSILAT Central Board tocarry out duties assigned by the Central Board inaccordance to the authority mentioned in allPERSlLAT rules and regulations.

    2. Function

    The function of the Federation Regional Board isas organizer, coordinator, initiator, and facilitatorto Pencak Silat activities in the respective region.

    3. Election

    3.1. The Federation Regional Board shall beelected in a Regional Plenary Meeting for 3 (three)years of office tenure and may be reelected.

    3.2. Election shall be made from the candidatesnominated by and from among the regionalmembers and witnessed by a representative ofPERSILAT Central Board.

    3.3. The result of regional board election must bereported to PERSlLAT Central Board at the latestof one month after the election.

    3.4. The Federation Regional Board is accountableto the Regional Plenary Meeting and to thePERSlLAT Congress.

    4. Task

    The task of the Regional Board basically consists

    of:

    4.1. To implement the work programs of thePERSILAT Central Board and the programs of theRegional Board.

    4.2. To carry out the Pencak Silat promotionactivities as well as sustaining and developingprograms In the region.

    4.3. To encourage and initiate the forming ofnational federation of Pencak Silat in the regional

    countries where it's not yet existed.

    4.4. To support its regional member to obtain

    recognition from the respective authorized sportinstitution.

    4.5. To initiate the effort to obtain recognition ofFederation Regional Board from the official sportsinstitution of regional level; such as recognitionfrom the Olympic Council of Asia for Asian regionand the European Olympic Committee forEuropean region, etc.

    4.6. The Regional Board may issue rules forinternal needs as far as it's in line with all therules and regulations of PERSILAT. For any other

    matter of particular/essential nature, directivesand advice from the PERSILAT Central Board shallbe sought.

    4.7. To send their report regularly to PERSILATCentral Board in 12 months time on theImplementation and results of the regionalprograms.

    5. The duties of the Regional Executive Board:

    5.1. President

    The President is the executive leader In theImplementation of resolution, policies and workprograms made by the Regional Plenary Meeting.

    5.2. In carrying out the duties, the President shallbe assisted by members of the Regional Board.

    5.3. In case the President Is permanently unableto carry out his duty, the Deputy President shallassume the duties of the President until the endof his term.

    5.4. The President Is accountable to the Plenary

    Members Meeting at Regional Plenary Meeting andreport to the Congress of PER5ILAT.

    6. Deputy President

    6.1 The Deputies President consisting of 2 (two)persons shall be nominated and elected by themembers in the Regional Plenary Meeting. Theresults shall be announced in the Regional PlenaryMeeting.

    6.2 The Deputies President shall assist the

    President in carrying out the duties of theRegional Board.

    6.3 The President shall determine the distributionof duties among the Deputies.

    6.4 The Deputies President are accountable to thePresident

    7. Secretary

    7.1. The Secretary is the organizer ofadministration of the Regional, Board.

    7.2. In carrying out his duties, the Secretary shall

    be assisted by one Assistant Secretary for thetechnical management of PERSILATadministration.

    7.3. The Secretary shall be nominated and electedby the members in the Regional Plenary Meeting,and announced in the Regional Plenary Meeting.The Secretary should come from similar country ofthe elected President.

    7.4. The Secretary is accountable to the Presidentwhereas the Assistant, Secretary shall beresponsible to the Secretary.

    7.5. In case the Secretary is permanently unableto carry out his duties, the Assistant Secretaryshall assume his duties until the end of his terms.

    8. Treasurer

    8.1. The financial affairs of Federation RegionalBoard shall be managed by one Treasurer.

    8.2. The Treasurer shall be nominated and electedby the members in the Regional Plenary Meeting,

    and announced in the Regional Plenary Meeting.

    8.3. The Treasurer shall manage; explore sourcesof funds for implementation of the Regional Boardprograms.

    8.4. In carrying out his duties, the Treasurer shallbe assisted by one Assistant Treasurer.

    8.5. The Treasurer is accountable to the Presidentwhereas the Assistant Treasurer shall be

    responsible to the Treasurer.

    8.6. In case the Treasurer is permanently unable

    to carry out his duties, the Assistant Treasurershall assume his duties until the end of his terms.

    9. Commissions

    9.1. The Commission shall be led by one Chairmanand two members and shall be nominated andelected by the members in the Regional PlenaryMeeting and later announced in the RegionalPlenary Meeting. The Commission shall serve 3(three) years of office tenure.

    9.2. The Commissions shall consist of:

    9.2.1 The Commission of Organization shall beresponsible for building and developingorganization, dissemination of information andinter-organizational cooperative relations.

    9.2.2 The Commission of Technical shall beresponsible of planning, preparation,implementation and supervision of variouscompetitions, exhibition, demonstration and othersimilar activities at regional level including theeffort to develop the quality of the trainers.

    9.2.3 The Commission of Artistic (Traditional)Pencak Silat shall be responsible for planning,preparation, implementation and supervision ofvarious artistic Pencak Silat activities such asfestival, performances, exhibition, demonstrationand other similar activities at regional levelincluding the effort to improve the quality of theorganizers through various courses and seminars.

    9.2.4 The Commission of Public Relations shall beresponsible for managing publication anddocumentation.

    9.2.5 The Commission of Promotion and Marketingshall be responsible for promotional andmarketing activities.

    9.2.6 The Commission of Fundraising shall beresponsible for fundraising programs In order tosupport activities of Federation Regional Board.

    9.2.7 The Commission of Referee-Jury

    9.2.7.1. The Commission of Referee-Jury shall be

    responsible for the implementation of rules andregulations of Referee and Jury task and duties asdetermined by the Congress of PERSILAT or

    PERSILAT Technical Meeting.

    9.2.7.2. The Commission of Referee-Jury shallorganize training and courses of Referee-Jury,increasing quantity and quality as well asorganizing and managing duties of referee andjury in every competition or other similaractivities among the regional members asauthorized by the rules and regulations ofPERSILAT

    9.2.7.3. In carrying. 0ut its duties, theCommission of Referee-Jury shall engage in

    cooperation with PERSILAT Central Board, theSecretary and the Commission of Technical of theRegional Board as well as with the Commission ofReferee-Jury of all PERSILAT members in therespective region.

    9.3. The Chairman of the Commission isaccountable to the President whereas theSecretary and members to the Chairman of TheCommission.

    9.4. In case the Chairman of Commission ispermanently unable to carry out his duties, the

    President may designate one of the members ashis substitute.

    Article 12. PATRON

    1. Patron shall consist of members nominated byany Founding Member in a meeting of FoundingMembers and announced in the Plenary Meeting ofPERSILAT Congress.

    2. Nominees for Patron members shall beindividuals who have rendered many services to orhave been involved in the development andadvancement of international Pencak Silatactivities.

    3. Patron members shall be indefinite andnomination shall be based on consideration and

    data as stipulated in point 2.

    4. Patron shall function as protector in thenurturing and development of Pencak Silat atinternational level.

    S. Patron shall only exist at Federation CentralBoard (PERSILAT).

    6. Patron shall be elected for 4 (four) year termand may be re-elected by the Founding Membersfor the next term.

    Article 13. THE COUNCILS

    1. The Council of Sesepuh

    1.1. The Council of Sesepuh of Central Board shallconsist of members nominated by the FoundingMembers to be determined by the FoundingMembers Meeting and announced in the PlenaryMeeting Congress of PERSILAT. Respectively,members of Council of Sesepuh of Regional Level

    shall be nominated by Regional Members andlater, determined and announced at the RegionalPlenary Meeting.

    1.2. Those that may be nominated to be membersof The Council of Sesepuh shall be individuals whoare charismatic and distinguished in Pencak Silatcommunity; possess noble personality, wisdom,broad experiences in the development of PencakSilat in their respective country; and an idol figureamong Pencak Silat members.

    1.3. The members of The Council of Sesepuh shallbe indefinite and their nomination shall be basedon considerations and data In accordance with

    point 1.2. above.

    1.4. The Council of Sesepuh shall function asadvisor to the executive board in solving variousphilosophical and technical aspect of Pencak Silat.

    1.5. The Council of Sesepuh shall be elected for 4(four) years of office tenure at the Central Boardlevel, and 2 (two) years at the Regional Boardlevel and may be re-nominated/re-elected for thenext term.

    2. The Council of penyantun

    2.1. Members of The Council of Penyantun or theCouncil of Advisors & Facilitators of Central Boardshall consist of members nominated by theFounding Members to be determined by theFounding Members Meeting and announced in thePlenary Meeting Congress of PERSILAT.Respectively, members of Council of Penyantun ofRegional Board shall be nominated by RegionalMembers and later, determined and announced atthe Regional Plenary Meeting.

    2.2. Those that may be nominated to be membersof The Council of Penyantun shall be individualsthat possess commitment to support thedevelopment Pencak Silat.

    2.3. The members of the Council of Penyantunshall be indefinite and their nomination shall bebased on consideration an_ data In accordancewith the requirements for member of The Councilof Penyantun.

    2.4. The Council of Penyantun shall function asadvisor, supporting elements or facilitators to the

    executive board in running and implementing thePencak Silat programs.

    2.5. The Council of penyantun shall be elected for4 (four) year term at the Central Board level and 2(two) years at the Regional Board level and maybe re-nominated or re-elected for the next term.

    Article 14. MEETINGS

    1. Congress

    1.1. To be undertaken once in 4 (four) years at alocation determined by the previous PERSILATCongress.

    1.2. To be attended by the PERSILAT ExecutiveBoard, Patron, Council of Sesepuh, Council ofpenyantun, representatives of the FoundingMembers, Regional Board, Affiliated Members,Associated Members and Junior Members.

    1.3. Congress of PERSILAT shall be valid if

    attended by at least 3 (three) Founding Members.

    1.4. Materials and agenda of PERSILAT Congress Isto be prepared by the executive Board andsubmitted to all members of PERSILAT at least onemonth prior to Congress.

    1.5. The Organizing Committee of Congress shallbe presided over by the Secretary General anddesignated by the President.

    1.6. Each Founding Member shall take turn in

    presiding over the Congress of PERSILAT inaccordance with agreement among FoundingMembers.

    1.7. The Founding Members, Affiliated Members,Associated Member and Junior Members shall bepresent at the Congress of PERSILAT in a delegateof no more than 3 (three) persons; and as for theRegional Board, by a delegate of no more than 2(two) persons.

    1.8. The vote shall only 6e reserved for FoundingMembers. Each Founding Member is eligible for

    one vote.

    1.9. The representative of Regional Board,Affiliated Members, Associated Members andJunior Member are entitled to submit their workprograms for the next service term as well asopinions and suggestions for the development ofPERSILAT. Resolutions shall be made in thePlenary Meeting of the Congress of PERSILAT.

    1.10. In adopting resolution if an agreement is notachieved, the final decision shall be handed over

    to the plenary meeting of the Founding Members.

    1.11. Basically, the agenda of the Congress of

    PERSILAT shall consist of:

    1.11.1. Presentation of the Orders and Agenda ofCongress

    1.11.2. Report on the implementation of PERSILATprograms by the President of PERSILAT CentralBoard.1.11.3. Report on implementation of PERSILATRegional program

    1.11.4. Proposal submission by members.

    1.11.5. Composition of PERSILAT Programs for thesucceeding term.

    1.11.6. Announcement of the composition of TheCentral Board, The Patron, The Council ofSesepuh, The Council of Penyantun, for thesucceeding office tenure.

    1.11.7. Appointment of place for the nextCongress of PERSILAT.

    1.12. Reports and resolutions of the Congress of

    PERSILAT shall be sent to all members and anynecessary parties in not later than 6 (six) monthsafter Congress of PERSILAT.

    2. Meeting of The Founding Members

    2.1. Basically, meeting of the Founding Membersshall be held once In 4 (four) years at the timeand venue of a Congress PER5ILAT or at any othertime and place as may be agreed.

    2.2. Meeting of the Founding Members shall be

    attended by delegation of the Founding Memberof no more than 3 (three) persons; and theCentral Board of PERSILAT.

    2.3. Meeting of Founding Members is valid ifattended by at least 3 (three) Founding Members.

    2.4. Meeting of the Founding Members shall bepresided by any person mutually agreed or inturns.

    2.5. Meeting of the Founding Members shall

    discuss and resolve:

    2.5.1. Implementation of General Programs

    originated from the previous Congress' resolutionsby the executive board.

    2.5.2. Any matters that cannot be solved by theexecutive board and should be resolved prior tothe next Congress of PERSILAT.

    2.5.3. Composition of materials and agendas ofthe next Congress of PERSILAT.

    2.5.4. Withdrawal and substitution of members ofthe executive board of the relevant FoundingMembers before the end of their terms.2.5.5. Resolution of designation of new member

    2.6. Meeting of the Founding Members during theCongress of PERSILAT shall discuss:

    2.6.1. Review of the Constitution of PERSILAT, incase any Founding Member proposes to do so.

    2.6.2. Designation and approval on new members.

    2.6.3. Section of the President of PERSILAT.

    2.6.4. Confirmation on the nomination for theother officials of the Central Board, The Patron,The Council of Sesepuh, The Council of penyantunfor the succeeding office tenure.

    2.6.5. To determine any matters which cannot beresolved by the Congress?

    2.6.6. All resolutions made by the meeting of theFounding Members shall be absolute andannounced in the Congress of PERSILAT in session.

    3. Central Board Meeting

    The Central Board Meeting shall consist of:

    3.1. Plenary Meeting of the Central Board of

    PERSILAT

    3.1.1. Shall be held at least once a year.3.1.2. Shall be attended by all members of theCentral Board and if necessary, by representativesof the Regional Board3.1.3. The meeting shall be presided over by the

    President of PERSILAT or any person designated byhim with materials of meeting made available bythe Secretary General.

    3.2. Technical Meeting of the Central Board of

    PERSILAT

    3.2.1. Technical Meeting of the Cert-al ExecutiveBoard of PERSILAT shall be held at any timedeemed necessary to discuss and resolve variousproblems in accordance with the level thereofmutually or in groups according to the respectivescope of duty.3.2.2. Technical Meeting shall be presided overeither by the President, or Executive Chairman, orSecretary General or Chairman of Department or

    Institution in accordance with the interest.

    3.3. Plenary Meeting of the Regional Board

    3.3.1. To be undertaken once in 3 (three) years ata location determined by the previous PlenaryMeeting of the Regional Board.3.3.2. To be attended by the Regional Board,representative of the PERSILAT members from therespective region and representative of PERSILATCentral Board.3.3.3. The Regional Plenary Meeting Is valid If

    attended by 'h + 1 of the total number of membersIn the relevant region.3.3.4. Material preparation and agenda of theRegional Plenary Meeting Is to be prepared by theRegional Board and submitted to all members ofPERSILAT of the relevant region at least onemonth prior to the meeting.3.3.5. The Organizing Committee of the RegionalPlenary Meeting shall be presided over by theSecretary and designated by the President of theRegional Board.3.3.6. The Regional Meeting shall be presided by aChairman and a Secretary elected by and from thedelegations attending the meeting.3.3.7. The representative of members shall bepresent at the Regional Meeting in a delegate ofno more than 3 (three) persons.3.3.8. Each attending member Is eligible for onevote.3.3.9. The representative of Members are entitledto submit their work programs for the succeedingterm as well as opinions and suggestions for thedevelopment of PERSILAT. The issues shall beresolved in the Plenary Meeting.3.3.10.Basically, the agenda of the Regional

    Artide 15. FINANCIAL AFFAIRS

    1. The financial year of PERSILAT shall commenceon January 1 through December 31 of the year.

    2. The financial source of PERSILAT shall bederived from:

    2.1. Membership fee

    Membership fee shall be determined by themeeting of the Founding Members and paid inadvance, prior to January 1 annually.

    2.2. Activity Contribution

    The sum of activity contribution shall bedetermined by the Central Board in accordancewith the form and nature of activity.

    2.3. Fundraising programs

    2.4. Voluntary donation from other parties

    2.5. Any other legal efforts

    3. Any member not performing its obligation topay the membership fee shall be reminded with awarning. If two warnings given within period of 6(six) months also fail, administrative penalty willbe imposed on the pertinent member.

    Article 18. AMENDMENT AND LIQUIDATION

    1. Amendment, addition and perfection to thisConstitution may only be made by the meeting ofthe Founding Members and should be approved bythe majority of attended Founding Members.

    2. PERSILAT can only be liquidated based on theunanimous decision of the Founding Members in ameeting specifically designed for that purpose.

    3. Proposal on amendment to the Constitutionshall be submitted to the Founding Members atleast one month prior to a Congress.

    Article 19. CONCLUSION

    1. Matters that are not included or regulated inthis Constitution shall further be determined bythe Central Board of PERSILAT, either in theCongress of PERSILAT, the meeting of theFounding Members or the meeting of the CentralBoard In accordance with the level ofresponsibility.

    2. This Constitution is valid from the date
