Backyard dwellers living inMitch-ell’s Plain will soon enjoy a moredignified lifestyle as the roll-out ofbasic services such as water andelectricity gains momentum.The City of Cape Town is now in
the planning phase of its Back-yarders Implementation Pro-gramme, which aims to improvethe living conditions of people liv-ing in 15 areas across themetropole.The actioning of these services
will commence in January.Overcrowding and restricted ac-
cess to basic services is a grimreal-ity for many backyarders.Privacy is also a luxury for five
families living on a Tafelsig prop-erty.Three generations, 34 people,
four wendy houses and a brick-and-mortar home is what occupiesa property off Kilimanjaro Road.Elizabeth Davids (54) has been
on the housing waiting list for 38years. But after losing all her be-longings in a fire in 1977, she hasno proof. “I have enquired severaltimes, but council officials saytheyhaveno records ofmyapplica-tion on the system,” she seethes.Up to seven people share a room
on this property.“It is not nice to live like this, but
only two people have permanentjobs, so we are stuck here,” Davidssays.Little children are seen playing
on the concrete slabs in the frontsection of the property as the back-yard is filled to capacity.This family has been living here
for 33 years.Davids shares a room with her
brother and four grandchildren.While life would be easier with
the planned services, she main-tains people need houses. “Thereare so many families living in justone house. We have to share onekitchen and one toilet, which is abig inconvenience. I will probablyget a house when I’m dead.”Mayoral Committee member for
Human Settlements Tandeka Gqa-da says according to the NationalBuilding Regulations andBuildingStandards Act, building plans firstneed to be submitted before awendy house can be constructed.
“However, if someone is alreadythere without plans and if the Citydoes not have an order to evict,then the City, as per the backyard-er policy and their constitutionalobligations, will provide the back-yarders with access to servicesduring the roll-out of the pro-gramme,” she confirms.Council is doing its utmost to
prevent illegal settling and will re-move structures as allowed in thePrevention of Illegal Eviction fromand Unlawful Occupation of Land
Act of 1998, Gqada adds.Planning and Building Develop-
ment Management Department di-rector Cheryl Walters says the Actstipulates “no person shall, with-out the prior approval inwriting ofthe local authority in question,erect any building in respect ofwhich plans and specifications areto be drawn and submitted interms of this Act”.A building includes any other
structure built for the accommoda-tion of people and animals, wheth-
er of a temporary or permanent na-ture and irrespective of themateri-als used in its erection, Waltersadds.Mitchell’s Plain Housing Associ-
ation chairperson Mariam Essopsays backyarders have been sur-veyed about the roll-out of theBackyarders Implementation Pro-gramme.“Many backyarders agree this is
what is needed, especially since ahousing development is not on thecards for the near future.”

The South African Social Security Agency(Sassa) has since the beginning of this yearconcluded about 840 investigations into cor-ruption in social grants.Hundreds of thousands of rands worth of
stolen money has also been recovered.More than 240 Sassa staff have also been
prosecuted for corruption and fraud.These successes were announced earlier
this week during Sassa’s first anti-corrup-tion conference.Sassa CEO Virginia Peterson says since
the introduction of the biometric system inMarch, they received 1800 cases of corrup-tion and fraud.
The cases already settled had a combinedmonetary value of R4.5m.“The biometric grant payment system us-
es the beneficiary’s fingerprints. Voice re-cordings are entered into a computer sys-tem to prevent allowances being paid to thewrong person,” Peterson explained.More than nine million people have been
registered in this way.Social development minister Bathabile
Dlamini said corruption and fraud are rifeboth in the department and at Sassa.“We are very concerned that most of the
corruption and fraud which has come tolight was committed by people appointed toserve the community. Sassa and depart-ment officials will, therefore, also be regis-
tered on the biometric system in the nexttwo months,” Dlamini said.This will allow employees’ activities to be
tracked.She also said most fraudsters arrested so
far are women.The department is investigating a range
of possibilities to make monthly grant pay-outs easier and thus wipe out the chance offraud.“One of these is the possibility of person-
ally handing over pensioners’ allowances,”she said. However, Dlamini says unscrupu-lous money lenders and irregular burialschemes are currently the major obstaclesfor the department in their fight againstpoverty.

The Mandalay community isreeling in shock after a womanwas brutally murdered in herKent Street home.Khetiwe Makaula (39) was
killed after four intrudersstormed into her home on Tues-day night demanding money.The victim’s husband, Paka-
mile Makaula (42), was alleged-ly abducted by the suspects andleft unharmed in Gugulethu.In an exclusive interview
with People’s Post, he says he isunsure of who would commitsuch a horrific crime.A teary-eyed Pakamile says
they had just returned homefrom their butchery in Philippiwhen the armed robbers en-tered through the kitchen door.“They pointed a gun to my
head and demanded we handover whatever money we had inthe house. I told themwhere themoney was. The men got theirhands on R16 000, but said thatwasnot enough,” thevisiblydis-traught man says.After ransacking the main
bedroom, the suspects boundthe husband’s hands togetherbefore throwing him in thetrunk of his car.The Makaula’s family car, a
Hyndai Sonata, was used as thegetaway vehicle.“They drove around 45 min-
utes before abandoning me inGugulethu,” Pakamile says.He says the suspects “popped
the boot open” before fleeing onfoot.“I was sure they would kill
me. As I lay in the boot I couldhear they were travelling on agravel road. I thought theymustbe taking me to a place wherethey could burnme while in thecar or shoot me,” Pakamilesays.But after severalminutes eve-
rything grew quiet.It is alleged two pedestrians
refused to assist Pakamile whowas still lying in the boot of thecar.“Eventually after explaining
myself for the third time, a manassisted me and called the po-lice.”
Authorities responded quick-ly, arriving within 15 minutesafter receiving the call.Pakamile urged the officers to
take him home to check on hiswife and children.“When we got to the house,
my son (4) woke up while mydaughter (2) still lay asleep. Iwas frantically searching formywife, but the police got to herfirst.”The wife’s body was found in
the room next to the main bed-room.“Police officers would not al-
lowme to see my wife. The doorof the room was ajar and all Isaw was blood,” Pakamile adds.Provincial police spokesper-
son FC van Wyk says police re-ceived the complaint at 00:30 onWednesday morning.“The victim’s throat was slit.
She was declared dead at thescene.”Murder, house robbery and
kidnapping cases are being in-vestigated.Meanwhile, residents say
they are struggling to come toterms with the murder.A neighbour who asks not to
be named says her home wasrobbed in March this year.“The robbers came in through
the front door while we wereasleep. They walked into myson’s bedroom and took his cell-phone and PlayStation fromright under his nose. One of mysons saw them and he was toldto be quiet as theymade off withvaluable items,” the womansays.She has been living in Kent
Street since July 2008.She was good friends with the
Makaulas ever since theymoved into the neighbourhoodin August that year.“Khetiwe was my neighbour,
my friend, my everything. Hermurder has left me with somany unanswered questions.The robbers took the cash andmany valuable items includingaplasmaTVandaDVD.Sowhatwas the killing for?” sheseethes.Anyone with information can

Paying your municipal bills hasbecome a whole lot easier.The new Lentegeur Civic Office
opened its doors onMonday, allow-ing residents to pay all their utilitybills and make bookings for com-munity halls all under one roof.Construction began in May last
year and was completed on sched-ule thismonth at a cost of R 22.67m.
Mayor Patricia de Lille officiallyopened the centre along with otherCity of Cape Town officials.“The Lentegeur Civic Offices
have been developed in a precinctwhich includes the clustering ofCity Services, providing the com-munity with convenient access,”she says.The subcouncil offices will be
open between 8:00 and 16:30 whilethe cash office is open from 8:00 un-til 15:30, confirms subcouncil man-
ager Raphael Martin.De Lille says development with-
in this precinct is an example ofhow integration and sustainabilitycan be achieved through carefulplanning and design.“The new facility will contribute
to the the Lentegeur Station Pre-cinct as a civic precinct which hasbeen planned and implementedover the last eight years.”The civic office is also close to
public transport interchanges.Woodlands resident Janis Mar-
tin says this is an added conven-ience, as people will no longerhave to walk long distances frompublic transport interchanges topay their utility bills.The new offices is a “one-stop
shop” for people’s convenience.Subcouncil chairperson Eddie
Andrews says the current infra-structure in the area is not suffi-cient to fulfil the administrativerequirements aswell as communi-ty needs.The Lentegeur Station Precinct
now includes a library, clinic, sub-council offices and chamber, acash office, community halls, im-proved bus and taxi facilities, im-proved pedestrian walkways andadditional area lighting, as well asa police station.With the use of innovative eco-
friendly and sustainable designs,the civic offices embody the prin-ciples of a 21st century building,City officials say.The facility has three storeys,
the third level housing a roof gar-den allowing for food gardens toflourish.With wheelchair ramps and an
elevator, the building is universal-ly accessible.Eight artists from Mitchell’s
Plain were also chosen to createartworks commissioned for thenew building.And 12 role models have also
been chosen to be included in theLentegeur Heroes Walk where aplaque of their faces have been putup on poles along Melkbos Road.Role models included in the
project are Marol Appie, JamesBhemgee, Ryland Fisher, JanineJones, Mel Jones, MoeneebJosephs, Michelle Ohlsson, There-sa Solomon, Mario van Rooy, EJvon Lyric and Athol Williams.

Shackdwellers living in Strandfontein arefed up with living in substandard struc-tures and are now demanding houses.They are rejecting an unwanted informal
settlement upgrade which was scheduled tobegin at the end of October.The upgrade, or reblocking, is being done
in a bid to curb squatter camps from mush-rooming out of control.A recent influx of residents from outside
Strandfontein to the area’s four informalsettlements has City of Cape Town officialson high alert.Residents from Masincedane, 7de Laan,
City Mission and Opperman’s Oord aregnashing their teeth in frustration and ac-cuse council of not communicating withthem properly about the upgrade.Residents are sick and tired of being left
in the dark.The shackdwellers say they do not want
the upgrade to go ahead, but want properhouses instead.Gouwa Haidari (41) of Masincedane,
Strandfontein’s biggest informal settle-ment, says she is glad the reblocking hasbeen delayed.Having lived inMasincedane for 10 years,
she says the uncertainty of what the re-blocking will bring is causing her untold
grief. “I do not want tomove from one shackto another. Many other residents feel thesame way. We want houses,” she says.Ruwaydah Curnow of Opperman’s Oord
onCampRoad says only the informal settle-ment’s committee has been informed aboutthe proposed reblocking but this has back-fired.“We were expected to inform other resi-
dents, but the community wants City offi-cials to engage directly with them,” shesays.Shackdwellers had recently feared they
would have to dig deep to foot the bill forthe upgrade.But ward councillor Irma Jackson
quelled their fears.“Only those who are by the means will be
expected to contribute to the reblocking,”she says.“We do not want to just give handouts. A
small fee of no more than R1000 will beasked for.”At the time of going to print, City officials
were unable to confirm why the reblockinghad not yet begun as scheduled.Subcouncil manager Desiree Mentoor
says: “I am not aware of when the reblock-ing will begin or why it has not started asscheduled. Subcouncil is awaiting those de-tails from the relevant department.”Jacksonwas also unable to confirmwhen
the upgrade would begin.

The Law Reform Commission has en-tered thehome stretchwith an investi-gation into the possible decriminalisa-tion of adult prostitution.The commission started its research
four years ago.Dellene Clark, State legal advisor
and researcher for the commissionleading the prostitution investigation,said the report is currently beingdrafted for submission to the full com-mission. “I can’t yet say what our rec-ommendations are as the full commis-sion first has to discuss the report.”During the four years of research,
Clark and her team consulted widelywith stakeholders and the public. It isknown that there is a strong feeling inspecific circles that adult prostitutionbe decriminalised and that the lawmust regulate this industry.There is also a very strong feeling
in parts of the community, especiallyamong religious circles, that prostitu-tion should remain a crime.Whatever the commissiondecides, a
bill has to be compiled and sent to jus-ticeminister Jeff Radebe for approval.

The search is on for a hit-and-run driver.AWestridge couple is aching for justice af-
ter their son was knocked down by a speed-ing motorist on the corners of Park Avenueand Bordeaux Street.William (78) and Emalina (74) Wentzel say
their son, Granville (55) was on his wayhome from a friend when he was rammedshortly after 21:00 on Saturday 19 October –the day before his birthday.Rushed to hospital in a critical condition,
Granville spent nearly two weeks in ICU atGroote Schuur Hospital before being trans-ferred to a general ward.With crushed ribs, a punctured liver, a
broken arm, internal bleeding and unable tobreathe on his own, Granville has a long re-covery ahead.Details of the accident are sketchy, but ac-
cording to witnesses the hit-and-run driverhad been speeding down Park Avenue to-wardsWespoort Drive in a white bakkie. Hewas also allegedly driving in thewrong lane.The family is now searching for clarity.“There was another female driver at the
scene. She was in a green Golf, according towitnesses. We are hoping she can shed somelight on what happened that night,” themother says.Granville is a father of three and was em-
ployed as a general worker at a fashion re-tailer.“It is traumatic to contemplate that a per-
son can think so little of someone else’s life,”a teary-eyed Emalina says.“What if that was their son or daughter?”The pain of amother in an instant like this
is indescribable, she says. “If youare amoth-
er you will understand.”Getting that phonecall from the paramed-
ics was numbingly painful, William says.He was watching soccer when he heard
the crash just metres from his home.“I got the shock of my life when I heard
what had happened. I woke my wife up andexplained to her what I had just been toldabout our son,” William says.After receiving the phonecall, he immedi-
ately rushed to the scene.“There were so many people surrounding
the ambulance. I was so confused. Everyonewas shouting atme, tellingmewhat I shoulddo,” the elderly man says.Granville remains in hospital. Due to the
extent of his injuries, it is at this stage un-clear when he will be discharged.“He is a bit confused. He is speaking like
it happened yesterday,” his mother says.
Mayoral Committee member for Safetyand Security JP Smith confirms the City’sFire and Rescue Services responded to theaccident at 21:36. “A fire engine, rescue vehi-cle and paramedics responded to the scene.Fire and Rescue Services officials stabilisedand treated the patient until the arrival ofparamedics, who then transported the pa-tient to hospital,” he says.A traffic officerwas on scene and recorded
what particulars he could. He reported theincident to Mitchell’s Plain Police for fur-ther investigation.“According to the traffic officer who was
on the scene, there was no witness report,”Smith adds.However, police say they have no records

Young drug pushers plying their illegaltrade in a Lentegeur park have their daysnumbered.Residents and police areworking together
to oust the criminals operating at the IvyStreet public facility.A young mother, who wants to be known
only as Fatima, says the park has become ahub for the drug trade, as a “problem bunchof youth prevent the little ones from playingin the park”.“Drugs are being stored in the park. I call
the police and tell them exactly where it isstored, but no arrests are ever made,” shefumes.Fed up with children smuggling drugs in
the children’s facility, she says parents needto take charge.“Parents know their children are up to no
good, but prefer to turn a blind eye and donothing. Report your child to the police tomake our community safer,” she insists.Police officers say curbing the drug trade
run by minors is challenging.Lentegeur station commander Colonel
Elizabeth Hermanus says officers have noright to search minors without their par-ents’ consent.“This makes our job very challenging. If
you can identify the suspect, I will personal-ly come out there to follow up.”Lentegeur West sector commander War-

Owners of home-run businesses fromMitchell’s Plain to Grassy Park are upin arms at a company going door-to-
door to co-opt them to retain the firm’s finan-cial services.They claim “inspectors” from DTB Trad-
ing are approaching them to register theirbusinesses with the company, saying if theydo not comply, their businesses would beshut down.A home industry owner also alleges she
was left with the impression DTB operatesunder the auspices of the City of Cape Townas well as the police as the business ownerhas a ranking commonly used by an officer.A tuckshop owner for 19 years, Sheila Hol-
land alleges a DTB inspector told her LawEnforcementwould close her business if shedid not sign up with the company.“I became worried as I have a license to
run my shop. It was the first time I heardof DTB and having to register with them,”Holland says. “The inspector said the totalcost of registration is R3200 – R500 depositto receive a temporary permit and the R2700balance over four months, before you re-ceive a permit.”She further claims DTB inspectors have
visited other home businesses in Retreat.“I’veheard they’ve also been inGrassyPark,Mitchell’s Plain and Bonteheuwel,” Hollandsays.“I’m really afraid I will be forced to close
my shop. I know a tuckshop owner in Park-wood Estate who closed her shop becauseshe couldn’t afford DTB’s fees.”
Foreigners targetedHolland questions whether the registra-
tion of home industries is being enforced bythe City.“We don’t know if it’s legal. They’ve been
targeting foreign tuckshopowners, too. Ifwedon’t register with them, they’ve told usthey’ll blacklist our businesses and close it.”Tuckshop owner Susan Fick is also con-
cerned as shewon’t be able to afford theDTBfees.

False impressionLocal ward councillor Melanie Arendse
says her constituents alerted her to DTBTrading’s presence in the community.“I went to one of DTB’s sessions at the
Grassy Park Library and told people theydid not have to register with the company,”she says.“They only need a City license – at R273
– to run their businesses. I also told themDTB’s Gregg Fick is exploiting them by cre-ating a false impression of his role in thecommunity.“Some people demanded their money
back. Gregg refers to himself as senior su-perintendent, which gives people a false im-
pression of what he does, and that he worksfor a governmental structure.”She says people who operate home busi-
nesses and live in City-owned homes shouldregister their businesses with the Depart-ment of Housing.New home business owners also need to
apply to the City.“Business owners who sell food need a
health license, too,” she says.But Fick counters all claims, saying DTB
is a private company which assists peopleto register their businesses.“We advise people to get licenses and help
foreign nationals register their businesses,as we’ve found the process takes longer forthem. We charge them between R500 andR800. I’ve even accused the City of misusingfines towards foreign national businessowners,” says Fick, who is named as DTB
Trading’s provincial head on a social mediawebsite for professionals.
TransparentFick says business owners come to DTB
to register their businesses.The company’s documents state exactly
what their mission is. “If people don’t wantour services, they don’t have to registerwithus. We want to be transparent. People paya R500 deposit, after which they can decideif they want more of our services. Our feesare R3200, which include association fees,bookkeeping, mediation and accountantfees for three years.”Fick claims officials from the Department
of Trade and Industry and the SouthAfricanRevenue Services have attended their ses-sions.
Apply at planning officeA freelance “inspector” for DTB says she
believes in the company’s work, as it hashelped many foreign business owners regis-ter their businesses with the City.She met Fick four months ago when he
came on to her property to register Bangla-deshis living with her.“I collect the R500 deposits which I give to
Gregg and business owners pay the balanceinto the account,” she says.“There have been so many disputes about
DTB and their registration process.”Mayoral Committee member for Econom-
ic, Environmental and Spatial PlanningGarreth Bloor confirms DTB is not contract-ed by the City, but says he cannot confirmwhether other spheres of government mayhave contracted DTB.“Business owners and residents are ad-
vised to check for City identification whenpeople come to theirhomes.AnyCity officialwho performs this kind of function carriestheir (City) ID card,” Bloor says.“It is not necessary for residents to employ
Mr Fick to regularise their business interms of the Zoning Scheme. They shouldvisit their local planning office to apply forthe land use application.”He says the City won’t just close down
businesses but will “first assist” applicants.

forcement and Traffic Services are out infull force in an attempt to keep the streetssafe and free of drunk drivers.In a bid to reduce the road carnage, a call
has been made to reduce the alcohol limitin line with international standards.
One drink too manyThe legal limit in South Africa for breath
alcohol content is 0.24mg per 1 000ml or ablood alcohol limit of 0.05g per 100ml.In literal terms, this equals two thirds of
a beer or spirit cooler with 5% alcohol con-tent; 75ml of red orwhitewineperhourwithan alcohol content of 12% to 14%; and up toone 25ml tot of alcohol per hour for whiskeyor brandy drinkers.Two drinks in one hour will more than
likely put you over the legal limit.The Automobile Association of South Af-
rica (AA) continues to lobby for the bloodalcohol concentration limit be brought inline with world standards, says spokesper-son Graeme Scala.“The crisis on South Africa’s roads de-
mands a tougher approach. The AA has forsome time proposed that the 0.05% limit bereduced to 0.02%,” he says.“This allows some leeway formedications
that contain alcohol, but still emphasisesthat one alcoholic drink puts you over thelimit. A blood alcohol limit of 0.02% meansthat drinking evenonebeerwith 4%alcoholper volume will put an individual over thelimit.”Should you be caught driving under the
influence of alcohol you could face up to sixyears in prison or be slapped with a fine ofup to R120 000.
A lesson learntTwo years of court appearances and thou-
sands in legal fees taught one driver to steerclear of taking to the road after hitting thebottle.The man, who was arrested for driving
under the influence three years ago, says hedrove into a roadblock after leaving a party.After initial questioning, he was asked to
step out of his vehicle. “The officer instruct-ed me to phone someone to collect my caras Iwould need to accompany them to a test-ing centre for blood samples. I spent thatnight in the holding cells at a police sta-tion,” he recalls.The next day he made his first of many
court appearances.“Over the next two years I had a court ap-
pearance each month; with each appear-ance the lawyer I appointed charged up toR1 500,” he says.“The case was postponed for several rea-
sons, including a delay in the results of theblood tests, as well as a change in the stateprosecutor.”The case was finally closed and he was
sentenced to 250 hours of community serv-ice. “I am still doing the time for my unnec-essary actions; it is something I will neversubject myself or my family to again,” hesays. “This was not only an expensive eye-opener for me, but also for my friends andfamily.”Scala says evidentiary breathalyser
printouts are admissible as evidence incourt. “If jail terms were handed down fordrinking and driving, the public would be-comemore sensitised to the issue,” he says.“Drivers who ensure they are sober will
have nothing to fear, but those who drinkwill be removed from the roads before theycan cause harm.”
Think before you drinkTraffic Services spokesperson Richard
Coleman says every driver has a responsi-bility when they drink alcohol and plan todrive.“If you have used any substance which
could affect your driving ability, let some-one who has not had a drink drive your ve-hicle. If no one is available, call a lift servicecompany,” he urges.

housing minister Bonginkosi Madikizela,explained that the department receives a“limited budget” from national govern-ment, which is then channelled to munici-palities.He said land cannot summarily be devel-
oped without enough money.Lili has alleged there is land in the vicini-
ty of Canal Walk which Transnet had madeavailable for development, but that the de-partment did not want to use it.Oom said the department does not know
of such an offer, and neither the departmentnor the minister can respond to such vaguestatements. “Should we get a specific ad-dress or erf number, we would have a clearanswer,” Oom said.Lili and the parade’s other leader Loyiso

some protesters have legitimate grievances.“My department is committed to solve it,

Hebattles towheel himself through the sandand stones to get to the self-made, carpet-covered “ramp” leading to the rickety frontdoor of his wendy house.Brandon Roland forges on, bravely veer-
ing through obstacles to make it home.He is one of thousands of disabled people
living in dire and unsuitable conditions, pa-tiently waiting to reach the top of the hous-ing waiting list.And despite wheelchair-bound applicants
being given priority status, activists say toolittle is being done to grant the disabledtheir right to suitable housing.Roland has been on the list for 11 years
and although he refuses to “sit back andwait for a handout”, the meagre wage hemakes as an assistant in a fish tackle shopwill never be enough to secure him a bond.“Asa father, Iwant toprovide formy fami-
ly,” he says, tickling his eight-month-olddaughter. “But being in awheelchair is a se-rious disadvantage. Council claims to prior-itise the needs of the disabled, but those arejust emptywords. I would like nothingmorethan to be self-sufficient, but this wheel-chair is standing in my way of earning afixed salary and buying my own house.”His tiny, neat home has been burgled
countless times by opportunistic thieveswho know he would be unable to put up afight.“I have nowhere else to go. I have come
a long way from living in a squatter camptowhere I am today. But Iwantmore formy-self and my family. I don’t want to die here,still waiting for my reference number to becalled.”
The waiting gameAtotal of 3 313 disabledpeople fromacross
the city are currently on the housing wait-ing list, confirmsMayoral Committee mem-ber for Human Settlements TandekaGqada.These applicants need to be registered as
wheelchair-bound to be prioritised.“Throughregistration theywill be consid-
ered part of the special needs category andmay qualify on a priority basis for housingprojects as per theCity’s allocationspolicy,”she says.“We are committed to being a caring city
and therefore do all we can to build a metrowhere those who need help receive it to im-prove their living environments.”Candidates have to be classified as disa-
bled on the housing needs database.A doctor’s certificate or other official doc-
umentation is needed for registration.Gqada says council makes provision for
the disabled during the construction ofcouncil accommodation through a specialneeds category, which includes the buildingof disabled-friendly units.
Carrying onBut while council claims to be mindful of
the needs of the disabled, Abduraghman Sa-lie (53) rubbishes this.He waited 20 years to move into his coun-
cil home – amaisonette which requires himto find his way up a steep staircase to getfrom the downstairs bathroom to his bed-room.“I either have to get up very early so that
my sons can carry me before they leave forwork or slither like a snake down thestairs,” he explains.He waited two decades for the call from
council that a home has been allocated tohim.“When I discovered it was a two-storey
house, I still took it. I had waited so manyyears and I didn’t want this opportunity topass me by. My family had been living indire conditions for too long; I put my needsaside so that they could have four walls tocall home.”He has since applied for a wheelchair-
friendly house but knows there may still bea long wait ahead.“I should never have been in this situa-
tion in the first place. It’s hard enough beingin a wheelchair, but its even more difficultwhen you are further disempowered by de-pending on others for mobility.”
Mum’s the wordTessa Willemse has made it her lifelong
goal to teach her son independence.But her efforts are somewhat in vain as
the teenager relies on family members tocarry him through the sandy stretch thatleads from their tiny wendy house to theirfront gate before he can use his wheelchair.
She has to pick up her almost adult sonto allow him to relieve himself in a bucket,as they do not have access to a proper toiletand cannot afford to spend hundreds ofrands on adult diapers.In the decade she has been on the waiting
list, she has made every effort to make hersmall home as wheelchair-friendly as possi-ble.But she still prays and dreams of moving
her son into a house where he can learn tobe self-sufficient.“I don’t know what more I can do,” she
says, close to tears.“I have been to housing offices, the civic
centre in Cape Town and countless meet-ings. But no matter what I do, all the doorsare slammed in my face.”Until her dream of a wheelchair-friendly
house is realised, she will continue to makeevery effort to make life as easy as possiblefor the 17-year-old.“Some might think it would be easier to
put him in a special care home, but I couldnever do that. He is my son.”
Short end of the stickDespite government’s claims of building
an inclusive society, wheelchair-bound peo-ple continue to be overlooked, argues Disa-bledPeople of SouthAfrica provincial secre-tary Anthony George.“Handing over the keys to a mainstream
council home doesn’t cut it,” he insists.“I have seen people battling in the space
they are supposed to feel most comfortable,depending on their families or neighboursto help them get in and out of their homes.
They are forced to forfeit their independ-ence for a house that doesn’t even allowthem to move around freely.”A more intimate understanding of the
challenges facing wheelchair-bound citi-zens is needed to ensure the disabled are notgiven the short end of the stick, George says.“No one stands up for us. Handing over
a monthly grant isn’t seeing to the needs ofour people – there needs to be input and con-sultation. How can a perfectly able-bodiedofficial make the call on what would be ac-cessible and comfortable for someone whocannot move their legs?”
Housing for allCape TownAssociation for the Physically
Disabled director Bridget van der Merwesays while universal accessibility in theconstruction of all housing would be ideal,there is still a long way to go before this isrealised.“But change is creeping in,” she says.
“General building standards are transform-ing towards allowing the disabledmore easein doing things like going to the toilet orswitching on the lights. While not perfect,these measures are seeing us move in theright direction.”But housing activist Sulyman Stellen-
boom says the process should be “drastical-ly speeded up” and government should bethe catalyst for change.“We all have equal rights so we should all
have equal opportunities, especially tobasicneeds such as housing. All avenues towardsempowering andgiving independence to thedisabled must be prioritised.”

The Voice of the Cape’s annual Summer Fes-tival has found a new home at VygieskraalStadium in Athlone.
This year’s festival, which takes placefrom Thursday 5 to Sunday 8 December, isthemed Celebrating 91.3fm to mark the ra-dio station’s long-awaited move to a newdaily, independent frequency.People’s Post is the print media partner of
this event.The festival attracts between 30 000 to
50 000 visitors every year and is the biggestcommunity festival on the social calendar.
After six years at the Cape Market in Ep-ping, the move to Vygieskraal has been wel-comed. The new venue is not only centralin location, but is situated in the heart ofwhere VOC’s listenership resides. Vygiesk-raal Stadium is on the public transportroute, making it accessible to a large group
of festivalgoers who use public transport.Festivalgoers can expect a weekend of
fun-filled activities such as musical per-formances, sports tournaments, fun ridesand a tea garden.
A variety of delectable food will be on of-fer and flea market lovers can find every-thing they need at the souk stalls.
There is also a corporate exhibition,where shoppers can find innovative newproducts. The set-up of the festival will becompletely different this year, allowingstallholders to receive equal exposure.
This year’s festival will have a huge focuson sports and enthusiasts can look forwardto cricket, rugby and soccer tournaments,which exposes up-and-coming sporting tal-ent.
Tickets cost R20 for adults. Pensionersand children under the age of 12 pay R10.

A Strandfontein teenager is set to dance onan international stage.
But she fears she may miss the beat dueto a lack of funds.
Madeniyyah Curnow (17) was scouted ata competition in Johannesburg and hand-picked out of thousands of others to performin New York at the Applause Rising TalentShowcase (ARTS) in June next year.
The Mondale High pupil has been dancingsince the age of six.
During an interview at her home in CampRoad, Stranfontein, Curnow was initially at
a loss for words as she tried to explain her lovefor dance.
With a wide grin on her face, she went onto say dancing lights up her world.
“I love dancing for people. Seeing their fac-es beam with joy when they watch me taketo the dance floor is so rewarding,” she says.
From her childhood days where she playeddress-up and impersonated her dance heroMichael Jackson, Curnow has blossomed intoa talented self-taught dancer.
Her moves and evident passion for hip hopdance gets audiences bobbing to the beat aswell.
“I taught myself every single dance moveI know. I look at what other dancers are doing
and adapt their moves to suit my style.”While Hip Hop is her favourite dance
style, the agile dancer refuses to limit herpotential.
“Hip hop is my strong point, but I am aversatile dancer. I try everything as a chal-lenge to myself.”
A huge cost is now the only thing stand-ing in the way of the young dancer realisingher dream.
With more than a few pennies short of theR80 000 needed to cover the trip, Curnow isgearing up to raise the funds with the helpof family and friends.
“I will work hard to raise the money asI refuse to miss out on this great opportuni-ty.”
The money needs to be paid by April tosecure Curnow’s placement at the interna-tional showcase.
Proud mother Ruwaydah Curnow saysshe will walk door-to-door to help her daugh-ter raise money for the trip.
“It is important for me to allow my chil-dren the freedom to follow their dreams.This is a once-in-a-lifetime opportunity andI want to help my daughter make it happen,”the mother of three says.
Talent scouts have encouraged the teenag-er to hone in on other arts to improve herchances in the showcase.
She will also be strutting down the run-way and trying her hand at acting duringher stint in the Big Apple.

A project to up-grade the carriage-way in Strandfon-tein has been com-pleted on time andwithin budget, de-spite many obsta-cles.The City of Cape
Town completedphase two of theupgrade betweenFifth Avenue andNew Ottery Roadfrom a single to du-al carriageway toaccommodate in-creased traffic andongoing develop-ment in the area.Construction work on phase two started
in early last year andwas completed in Sep-tember at a total cost of R86m.This phase of the project was fully funded
by the City’s Urban Services DevelopmentGrant.Mayoral Committee member for Trans-
port BrettHerron says: “It is our aim to ulti-mately upgrade Strandfontein Road, fromGovan Mbeki Road to Baden Powell Drive,to a dual carriageway which will consist oftwo general traffic lanes and dedicated buslanes (MyCiTi) in each direction.”Phase one of the project, which provided
an additional traffic lane between EmeraldWay in the south and Fifth Avenue to thenorth, was completed in 2011 at a total costof R102m.
Project manager Masibonge Tshiki saysdedicated non-motorised transport facili-ties are also catered for with the provisionof sidewalks and cycle lanes.However, the construction of the dedicat-
edMyCiTi bus laneswasnot included in thefirst two phases, although adequate spacehas been allowed for these in the median ofthe road.Tshiki says it is essential for residents to
get involved during the public participa-tion processes.“Many of the obstacles overcome along
the way arise due to non-participation byresidents. Once the project is well under-way then there is an outcry,” he says.Over 10% of the budget was spent on la-
bour, with 93 people from the surroundingareas employed for the project, Tshiki says.

‘Whites only’advert irks
The South African Human Rights Com-mission is investigating a Cape Townjob advertisement only seeking whites
as applicants.The Commission says this comes after re-
cruitment agency Quest posted a job advertstating only white males need apply.
The advert sparked a flurry of outrage onsocial media sites, with Quest being accusedof racism. Quest denied these accusations,saying clients decide the job requirements.
The Commission said it was also investi-gating another advert, “Algemene Werker;slegs blankes”, adding it condemns such ad-vertising. Here is what readers had to say.
BRIAN KOCK says the advert is reminiscent of theold South Africa. “I don’t understand why theyshould say ‘only white’ or even ‘black’. I can’t thinkof anything a white male can do that I can’t.”
RADE MAKHUVHA doesn’t think the advert is racist. “I’ve seen lots of job advertisements sayingthey are only looking for a black male. I ignorethem and look for something I’m qualified for.”
VELISWA QALO says it would not have elicited thesame reaction if the vacancy was for a black male.“I am over apartheid, but many will find it offensive when they see such an advertisement. Theyare still living in the past, not knowing that theyare doing the same thing.”
ZAIN GALLIE believes racism is still a problem inour modern society. “We don't have equal rights.What counts for one person should count for another. When I see an advertisement like that I feelcriticised, ashamed and like I have no place in thisworld.”
FABIAN HENDRICKS says he feels offended whenhe sees such an advert. “It should depend on whatqualifications one has and not on one’s skin colour. It’s racist and I don't like it.”
NICKY DAMON says he is offended by the advert.“We all deserve a fair chance. Focus on qualification, not race. We are over apartheid. To me theadvert was racist. I’m happy they removed it.”
MONIQUE SWART says she deals with these kindsof adverts almost every day. “For me the advertwas racist. I work with BEE and these are the kindsof things I deal with daily. Even if the advert wasabout blacks, people were going to raise questions.”

Baseball is booming in Grassy Parkthanks to the hard work of a local club.TheDevonshireBaseball Club, based
at Fairmount High School, runs a develop-ment programme that has seen childrenfrom several schools in the area take up thesport.Ivan Gabriel, public relations officer for
Devonshire, says the club has already “seensignificant results”.“We have seen kids nobody even consid-
eredwould be selected forWestern Provincebaseball teams, flourish,” he says.“Earlier this year one boy came to base-
ball practise on a Friday for the very firsttime, not knowing a thing (about the sport).He was such a natural that we sent him fortrials the very next day and he (was selected
for) the Western Province under-10 team.”The development programme sees Devon-
shire coach baseball at Fairmount HighSchool and Montague’s Gift Primary.A league has also been started with Mon-
tague’s Gift playing matches against DeDuine, Grassy Park EC and Sid G Rule pri-mary schools every Wednesday. A struc-tured league has not yet been formed for thehigh schools, but Fairmount and GrassdaleHigh play matches every Tuesday andThursday.The programme is run in partnership
with the City of Cape Town and the provin-cial Department of Cultural Affairs andSport, with the City maintaining the fieldand province paying stipends to some of
Devonshire’s coaches who work at theschools.Gabriel says the programme has also led
tomany children joining Devonshire to playin club competitions.“The aim of the project is to stimulate the

AHanover Park football club has fin-ished the season with a glut of tro-phies, but its administrators be-
lieve an evenmore important victory hasbeen won.
Hanover Park Rangers chairpersonSedick Abrahams says the club has suc-cessfully kept 180 boys and young menaway from the drugs and gangsterismwhich plague the area.
He says Rangers have “beaten the bul-let with the ball”.
“We are battling with drugs and gan-sterism; there are killings in HanoverPark everyday,” Abrahams says.
“Sometimes we can’t even practice,(but) we are not even botheredwith thosegangsters. The players are very dedicat-ed. I started the team to keep kids awayfrom gangsterism.”
“They love the game – even though theseason has finished the kids still want toplay.”
The club was founded in 1976, but randormant 15 years later due to the difficul-ties of operating during apartheid.
Abrahams reopened the club in 2008 tooffer the area’s children a healthy pas-time and an outlet for their talent.
Rangers now have teams in every agegroup, ranging from under-7 to seniors.
Those teams claimed six different tro-phies playing in the Rygate Local Foot-ball Association (LFA) this season.
Rangers beat 21 other teams from theRygate, Metropolitan and Turfhall LFA’s
to claim the combined under-19 leaguetrophy.
The senior third team won the Rygatethird division first-round league, second-round league and grand challenge tro-phies, while the first team won the firstdivision first-round and second-roundleague to gain promotion to the PremierLeague, the top league at Rygate.
Abrahams says the team achieved thisin spite of the adversity and the stigmaattached to living in Hanover Park.
“We achieved this with dedication anddiscipline,” he says.
“Everybody looks down on us, but weearned their respect. Last year theythought we were a fly-by-night team; thisyear we were the team to beat.
“Although our players come from thisbackground, we instil discipline into tothem, because we know people are look-ing at us with hawk’s eyes.”
The Hanover Park area previously hadits own LFA and Abrahams says the nextstep is to reform the organisation onceanother team is established in the area.
Rangers do not charge their playersany membership fees and have to supplymost with boots and shin guards.
Abrahams says the under-11 and un-der-13 teams shared the same pairs ofboots this season.
Although sponsorship has been provid-ed by New Era Recruitment, FreedomRiders Motorcycle Club and Strings Mo-torcycle Club, the club is still in dire needof equipment.

Strandfontein Football Club have can-celled plans to enter the professionalranks through purchasing a Safa Sec-
ond Division franchise.The club announced plans to buy a spot in
the third tier of South African football, fromnewly promoted club Knysna Bafana, at its35th anniversary celebrations in late Octo-ber. However, Strandfontein will no longercompete in the Second Division after negoti-ations between the club’s financial backersand Knysna Bafana were cancelled.Sharief Christians, junior chairmanat the
amateur club, confirms theywill not be play-ing in the Second Division this year.“Wehave decided thatwe are going to con-
centrate on our youth,” he says.Christians, who would have taken up the
chief operations officer role at the profes-sional club, refused to give any further de-tailswhenquizzed aboutwhether thenegoti-ations broke down.His reasons for the withdrawal contradict
statements made in an earlier interviewwith People’s Post on Tuesday 29 October.During the first interview,Christians said
developing young players was the key rea-son for the buying the franchise.He said: “The core of the Second Division
team will be Strandfontein players. A lot ofour youngsters play in our Mitchell’s Plain
Local Football Association (MPLFA) SuperLeague team.”He also stated: “We think we have the
quality of players we need to survive. Theseboys are never given chances. Now we aregiving them a chance to show they can playat this level.”Strandfontein previously played in the
SecondDivision, but a lack of fundingmeantthe franchise was sold to Vasco da Gamaabout six years ago.The club had not yet secured a sponsor at
the time of Christians’ first interview withPeople’s Post, but he said the financial back-ing would come from a clubmember and hisbusiness partner, who were set to bankrollthe franchise purchase.The franchise would have brought profes-
sional football back to Mitchell’s Plain forthe first time since Santos FC left the MPL-FA earlier this year to join Cape DistrictLFA.Although Mitchell’s Plain United FC play
in theSecondDivision, the club is just a feed-er team for Santos and are based at the San-tos Academy in Lansdowne.Mitchell’s Plain is widely considered to by
a hotbed of football talent, but the lack of aprofessional club in the area could be to thedetriment of football development.While themost promisingplayerswill still
be cherry-picked from amateur sides whenspotted, the level of competition and coach-ing could suffer.
