More than the Coronavirus, citizens appear to be dreading the uncontrolled hike in the prices of vegetables. People turned out in large numbers onto the streets on Monday to buy provisions and vegetables. Crowds were seen at super bazaars and rythu bazaars. However, consumers were in for a major shock after traders started selling essen- tial commodities at exorbitant rates. People blame govern- ment officials for doing pre- cious little, contrary to the promises, to rein in prices. They found that vegetables are being sold at twice the price, compared to the 'normal' days. With officials of the market- ing department expressing helplessness, quarrels have taken place between people and the rythu bazaar offi- cials. Vegetables and other commodities were being sold at exorbitant prices at Guddimalkapur and Mehdipatnam agriculture markets. Tomato was being sold at Rs 100 a kg as against Rs 8 earli- er. Similarly, a kg of brinjal is being sold at Rs 80 as against the previous price of Rs 15. PV KONDAL RAO n KARIMNAGAR With evidence of a state-2 case, Karimnagar city is rapid- ly emerging as the epicentre of Coronavirus in Telangana. Jameel, the man on whose invitation the Indonesian preachers came to Karimnagar town, was on Monday found to be positive for the virus and was ordered quarantine by the medical and health officials. An institute run by Jameel has about 50 students, who had mingled with him after the for- eigners stayed in the town. The Indonesian team was quaran- tined and isolated by the authorities after being identi- fied as the overseas visitors last week. Karimnagar was cor- doned and an area of 3-km radius from the bus station was locked down. The information that Jameel was tested positive for Coronavirus has sent jitters among the res- idents of Karimnagar as his is a case of secondary trans- mission. Jameel is quite well-known and usually meets about 50 to 100 people on a regular basis. Since this is a community transmission, the scope of the virus spreading its tentacles in the region has widened and the preventive measures launched by the authorities have been intensified in Karimnagar Municipal Corporation limits. Door-to-door checks by medical and health teams in the region have been intensifi- ed, with about 100 teams dep- loyed to screen the people. Initially, the Karimnagar district authorities have expected to limit the screening operations to just the 3-km radius, but conse- quent to the identifica- tion of fresh local trans- mission case, they have expanded screening across the town and surrounding areas. PNS n MUMBAI The Indian stock market suf- fered its worst-ever single-day crash on Monday, with the be- nchmark indices plunging as much as 13.15 per cent, as panicked investors remained in sell-off mode amid lockdowns in several states in the country due to mounting Coronavirus cases. The BSE benchmark Sensex plummeted 3,935 points or 13.15 per cent to close at 25,981.24; while the NSE barometer Nifty cracked 1,135.20 points or 12.98 per cent to settle at 7,610.25. On the currency front, the Indian Rupee plunged below the 76-level (intra-day) for the first time. In the very first hour of trade on Monday, trading on the BSE and the NSE had to be halted after the benchmark indices Sensex and Nifty hit the 10 per cent lower circuit- breaker. As trading resumed after a 45-minute freeze, losses widened on bourses due to unabated sell-offs across sec- tors. Global stocks too roiled after nations across the world announced lockdowns in an effort to mitigate the spread of Covid-19 pandemic, spiking fears of a mammoth global recession. On the Sensex chart, Axis Bank was the top loser, tank- ing over 28 per cent, followed by Bajaj Finance, IndusInd Bank, ICICI Bank, Maruti and L&T. All sectoral indices ended significantly lower, with BSE bankex, finance, capital goods, basic materials, industrials and auto indices plunging up to 16.82 per cent. PNS n DANTALAPALLI The police on Monday regis- tered cases against four persons who violated the mandatory 14-day home quarantine, thereby increasing the risk of others contracting the Coronavirus. Recently, two couples from Qatar visited the residence of their respective mothers-in-law in Datla village in Dantalapalli mandal of Mahbubabad district. Officials have sensitised the couple and their in-laws on the potential threat of the virus and advised them to stay indoors under home quarantine. Paying no heed to the advice of officials, the couples left the place to visit other areas. The DSP and his family members were subsequently sent to Warangal Governm- ent Hospital for testing for Coronavirus. The DSP's son tested positive and the news created a sensation among the police circles.     Chief Secretary instructedthe Collectors no movement ofany persons shall be permittedfor any purpose other thanaccessing emergency medicalcare during the period from7.00 PM every evening to 6.00AM on the following day.

    "The Collectors shouldensure that essential commodi-ties like milk, vegetables, gro-ceries and medicines are avail-able during the lockdown peri-

    Commuters who decided toignore the lock down instruc-tions of the government andventure out with their day today activities on Monday weremet with road blocks on busyroads in the city as the policebegan setting up barricades atdifferent parts of the city.

    The barricades were set upin the morning on Monday,the first day of the lock down,which has been announced tillMarch 31 for the time being.Though many tried to per-suade the police personnel tolet them past the barricades,citing various reasons, most ofthe requests were turneddown.     The West Zone Team of theCommissioner's Task Forcecaught a person who wasselling disposable face masks ata higher rate and seized 10,000face masks from him. Thearrested person has beenidentified as 46-year-old GaneshOhatker, a resident of Imampuraof Jiyaguda. Ganesh Ohatker, anative of Hyderabad, studiedupto Class IX and aftercompletion of his studies hestarted doing the business ofmanufacturing and selling ofcup nose masks. Ganesh alongwith his brother has been doingbusiness of manufacturing andselling of cup nose masks sincetwenty years. They used tomanufacture the cup nose maskfor Rs 1.15ps and used tosupply the same for Rs 1.80psto Rs2. About seven monthsago, he went to Bachupally andfound pieces of disposable facemasks (type 2ply: Ear loop/tie)(Blue colour) which are qualityless in white colour plastic bagsand are in incomplete shape.Immediately he took the sameand kept it in his residence.After the virus outbreak, thedemand increasedface masks.Ganesh then decided to sell thedisposable face masks at higherrates to earn easy money. Heprepared the disposable facemasks in complete shape in hisresidence and sold some masksfor Rs 20 each. He knows theGovernment has issued anotification that not to sell themask more than Rs.8 per piecebut he is selling the disposableface mask/pollution mask forRs.20 per piece, said the Police.Ganesh was nabbed by theWest Zone Task Force team onSunday when he was ready tosell the masks.

    Twelve new coronavirus caseshave been reported in Gujarat,taking the total number ofthose infected by the deadlyvirus in the state to 30, the statehealth department said onMonday. Out of the 12 casesreported on Monday, five arethose of local transmission,while other patients have his-tory of travel to Saudi Arabia,Sri Lanka, France and the UK,it said. With this, cases inAhmedabad have gone up to13, Vadodara-six, Surat-fiveand Gandhinagar-four, whilethere is one case each report-ed from Kutch and Rajkot, thehealth department said.

    The state has so far report-ed one death- of a 67- year-oldcoronavirus positive patientin Surat on Sunday. He was suf-

    fering from ailments like kid-ney failure, asthma and others.

    Gujarat Chief Minister VijayRupani said the 'Janta curfew'on Sunday was just a token andthe coronavirus- affected dis-tricts of the state will have to fol-low the same partial lockdowntill March 31. "Sunday's 'Janta

    curfew' was just a token. It isnecessary that people of Gujaratfollow this till March 31.

    People should not come outunnecessarily. We are about toenter the third stage where thevirus transmits in communitieswith multiplying effect. Chinais in fifth stage, where recovery

    starts," Rupani said in the stateAssembly here.

    "Till now, we have put fivemajor cities - Ahmedabad,Surat, Vadodara, Rajkot andGandhinagar - and the entireKutch district under lockdown.Now, we are mulling to stoppeople's movement in all those

    districts where cases of coron-avirus emerge in the comingdays. Essential goods will beavailable to people during thepartial lockdown," he said.

    In his message to the publicposted online, Rupani said thiswas a "decisive stage", andappealed to public to follow theprotocol related to partial lock-down in Ahmedabad,Vadodara, Surat, Rajkot,Gandhinagar and Kutch, fromwhere cases have been report-ed so far, till March 25.

    Rupani said the industrybodies have also extended sup-port to the lockdown.

    One or two private busesand auto-rickshaws were alsoseen plying the roads, in vio-lation of the lockdown order.

    A vendor at a local marketin the state capital said his cus-tomers were buying vegetablesand milk for a week, as they aresceptical about the availabili-ty of essential items over thenext few days.

    Asked what actions werebeing taken against those flout-ing rules, Patna DivisionalCommissioner Sanjay Kumar

    Agarwal said 53 vehicles havebeen seized so far for violatingthe order.

    The administration will takeappropriate action against thosewho fail to abide by the rules,he asserted. In Muzaffarpur andSiwan districts, too, a few pri-vate buses, with passengers inexcess of their capacity, wereplying the roads.

    Airlines to monitor healthof crew who went abroadPNS n NEW DELHI

    Amid coronavirus pandemic,Union health ministry onMonday told the civil aviationministry that airlines have totake the responsibility of mon-itoring the health of crewmembers, who flew abroadon duty, during their stay inIndia.

    In a letter to Civil aviationministry, the health ministrynoted: "If a laboratory positivecase of COVID-19 is found ina flight, the entire crew has tobe de-rostered for minimum14 days. The crew needs to fol-low home-isolation during thetime at their own country."

    The letter enumerated thesteps that need to be taken forcrew members of internation-al flights landing at Indian air-ports.

    "The crew has to fill the self-declaration forms, similar tothe passengers. The crew needs

    to present the self-declarationforms to the health authoritiesand clear the health screeningat the respective airports," stat-ed the letter.

    Coronavirus cases rose to415 in the country on Monday.Seven people had died tillSaturday evening due to thevirus.

    The health ministry's letter

    stated that if a crew arrives inIndia with COVID-19 symp-toms, then they have to declarethe same to the APHO(Airport Health Organisation)and follow the isolation proto-cols as directed by them.

    "During the stay in India, ifthe crew develops anysigns/symptoms of COVID-19,they should immediately

    inform APHO for isolationand testing. The airlines shouldtake the responsibility of mon-itoring the health of the crewmembers during their stay atIndia," the letter noted.

    Rajasthan Health Minister RaghuSharma on Monday said the gov-ernment has imposed pro-hibitory orders restricting asse-mbly of five or more people toprevent the spread of coronavirus.

    He said that people can bebooked under IPC Section 188(disobedience of order) if theyare found violating the order.

    "The state government hastaken strict measures like impos-ing a lockdown but I have seenthat people are not taking it seri-ously. The PM himself has saidthat the lockdown should bestrictly implemented," Sharmasaid. He said that in order to dealwith any emergency, the stategovernment has identified one

    lakh beds for quarantine inplaces like houses, hotels, hostelsand hospitals.

    The minister said that strictaction will be taken againstthose spreading rumours onsocial media and flouting pro-hibitory orders and added thatthe state government has arrest-ed 29 people for such offences.Hoarding and black marketingof masks, sanitiser and foodgrains is also punishable.

    The minister said that aCOVID-19 relief fund has beenset up by CM Ashok Gehlotwhere people can make dona-tions. Nursing and paramedicalcouncils have contributed Rs 11lakh each while medical andpharmacy councils have con-tributed Rs 5 lakh each, he said.

    Delhi govt to give convictsspecial parole to decongest jails PNS n NEW DELHI

    The AAP government informedthe Delhi High Court onMonday that it has decided todecongest prisons to check thespread of coronavirus by provid-ing convicts the options of spe-cial parole and furlough.

    Parole and furlough mean atemporary release from jail of aprisoner. While the duration ofparole is not deducted fromperiod of sentence, the timespent on furlough is as it is areward given for good conduct.

    The Delhi government told abench of Justices Hima Kohliand Subramonium Prasad thatit was going to amend its prisonrules to provide the options ofspecial parole and furlough.

    Another proposal mooted isto amend the prison rules andintroduce the expression of'emergency parole' which shallauthorise the government togrant parole for up to eightweeks in one spell, in additionto the regular parole of one

    month, subject to conditions,Delhi government's additionalstanding counsel AnujAggarwal said.

    He said a notification wouldbe issued within a day to amendthe prison rules to include thenew provisions.

    Parole, under the existingprison rules, means releasing aprisoner for not more than amonth to maintain social ties

    after he or she has served min-imum one year of their award-ed jail term.

    Under the existing prisonrules, furlough is a leave grant-ed as a reward for good conductto a convict sentenced to fiveyears or more jail term and whohas undergone three yearsthereof. Once eligible, a prison-er is granted 49 days furlougheach year.

    Ladakh imposes lockdown till March 31PNS n LEH

    The Union Territory of Ladakhhas been placed on lockdown tillMarch 31 to check the spread ofcoronavirus even as the reportsof 16 fresh samples of suspect-ed cases have tested negative, asenior government official saidon Monday.

    The lockdown came intoeffect across Ladakh at 8 pm onSunday and will remain in forcetill 6 pm on March 31, officialssaid.

    Ladakh has so far recorded atotal of 13 positive coronaviruscases. The District DevelopmentCommissioners of both Lehand Kargil districts haveimposed Section 144 of theCriminal Procedure Code(CrPC), the DisasterManagement Act and theEpidemic Diseases Act underwhich only essential services willbe available to the people tillMarch 31, CommissionerSecretary (Health) Rigzin

    Samphel told reporters here.Seeking cooperation of the

    people, he said, "We will ensurethat they do not face any prob-lem during the shutdown peri-od".

    He said the reports of all 16suspected cases — 12 hailingfrom Kargil and four from Leh— were received from Delhi onSaturday and were negative.

    "The test report of a person,

    having a recent travel history tothe United States and whoreached Leh on Saturday in avery bad condition with sus-pected symptoms of COVID-19, is likely to reach by this(Monday) evening," he said.

    Samphel said all the co-pas-sengers of the person have beencontacted and asked to remainunder home-quarantine for 14days and to ensure no physical

    contact with family membersand others.

    He said the Leh airport willoperate as usual and there is nochange in schedule of flightsarriving from Delhi or Jammu.

    The deputy commissioners ofLeh and Kargil said in the lock-down order that there would bea "complete ban on assembly ofthree or more persons for anyreason, whatsoever, and com-plete shutdown of all shopsand business establishments,educational institutions, marketsand Anganwadi centres".

    However, the essential ser-vices and supply chains to main-tain the essential services wereexempted from the purview ofthe shutdown, the officials said.

    They said there would becomplete restrictions on themovement of interdistrict andintra-district commercial trans-port and other modes of publictransport, except for authorizedtransport plying for essentialpurposes.

    With the Nagaland govern-ment announcing a lockdownin the state as a precautionarymeasure to contain the spreadof novel coronavirus, peopleresorted to panic-buying ofessential items on Monday.

    Nagaland Chief SecretaryTemjen Toy had assured onSunday that there would be noshortage of essential commodi-ties in the state, despite thelockdown order.

    In state capital Kohima, res-idents were seen queuing upoutside grocery stores, ATMsand medical shops, many ofthem without following theadvised norms of social dis-tancing.

    ASSAMAssam will be under lockdown from 6 pm on Tuesday till March 31 in the wake of the novel coronaviruspandemic, Health and Family Welfare Minister Himanta Biswa Sarma announced. Addressing a pressconference here on Monday, Sarma said essential services like pharmacies, medical, water supply, banking,and petrol pumps would be exempted from the purview of the lockdown.

    LADAKHThe Union Territory of Ladakh has been placed on lockdown till March 31 to check the spread of coronaviruseven as the reports of 16 fresh samples of suspected cases have tested negative, a senior government officialsaid on Monday. Ladakh has so far recorded a total of 13 positive coronavirus cases. The DistrictDevelopment Commissioners of both Leh and Kargil districts have imposed Section 144 of the CriminalProcedure Code (CrPC), the Disaster Management Act and the Epidemic Diseases Act under which onlyessential services will be available to the people till March 31, Commissioner Secretary (Health) RigzinSamphel told reporters here.

    Though any foreign trav-el history of the victim was stillnot established as his wife saidthat they had not visited anycorona-affected country in therecent past, authorities weretrying to find out whether hisinfection had anything to dowith his US-based son.

    The relatives of the victimsaid he had recently back trav-elled back from Bilaspur inChhattisgarh by Pune-HowrahAzad Hind Express wonderingwhether he had contacted thedisease while travelling intrain.

    “If he did not pick it upfrom his son or if his son hadnot visited India in the pastcouple of months then he couldbe the first such patient whocontacted the virus from thecommunity,” a Governmentofficial said.

    There are seven moreCorona-infected patientsundergoing treatment at theBeleghata ID Hospital, sourcessaid adding no new infectionwas reported on Monday.

    Acting on a complaint bythe locals, police picked themup from a mosque in Kurji areaof the Bihar capital. The for-eigners were Islamic preachers,Digha police station SHOManoj Kumar said.

    The two guides are resi-dents of Uttar Pradesh, hesaid.

    Six of them were testednegative for COVID-19 whilereports of the others are await-ed, the police officer said.

    Six persons whose reportsare awaited have been quar-antined at a city hotel.

    Taking to Twitter, the RJDleader also said that he woulddonate a month's salary to thechief minister's relief fund tohelp those in need in the wakeof the crisis.

    As per the State HealthSocietys bulletin, of the 143samples collected till Sunday, twohave tested positive for Covid-19.

    One of them, a 38-year-old man,died at AIIMS, Patna, onSaturday, while the other patientwas undergoing treatment. "Asthe leader of opposition, I havebeen allotted the 1, Polo roadgovernment bungalow. I wouldlike to put it (bungalow) to bet-ter use," Yadav tweeted.

    "The bungalow could beused as a quarantine camp or atesting centre, or for setting upisolation wards and increasingthe number of beds. It can alsobe used in any other manner tofight against the coronavirusoutbreak," he wrote on themicroblogging site. PTI

    An overnight after theMaharashtra Governmentextended the Prime Minister-called “Janata Curfew” from 9pm till 5 am, the Chief Ministerannounced a slew of measuresunder the Epidemic DiseasesAct, 1897, including lockdownin the entire State, sealing of allState borders and 25 coron-avirs-free district borders andpenal action against those whoare not complying with “homequarantine”.

    “As a precautionary mea-sure to prevent the spread ofcoronavirus, we have sealedthe various borders ofMaharashtra. We have also thecollectors of 25 coronavirus-freedistricts to issue orders pro-hibiting any vehicular move-ments into their districts. Themovement of essential and per-ishable commodities have beenspared from the lockdown of

    State borders, the district bor-der sealing orders do not applyto medical emergencies,” theChief Minister said.

    Meanwhile, theCoronavirus toll in the Staterose to three as a 68-year oldPhilippine citizen man, whoinitially tested positive andlater tested negative after appar-ently after some recovery, diedat a private hospital late onSunday night.

    The patient had been admit-ted to the Kasturba Hospital inMumbai ten days ago and post-recovery when he tested nega-tive, moved to a private hospi-tal where he succumbed late onSunday. “The patient was a caseof diabetes mellitus and asthma.He was admitted on March 13.He had developed acute renalfailure and respiratory distress,”a statement issued by the pub-lic health department of theBrihanmumbai MunicipalCorporation (BMC) said.

    After the latest death, thetotal number coronavirus-relat-ed deaths rose to three. Earlier,a 63-year-old disease-infectedhad died at the Kasurba Hospitalon March 17, while another 63-year-old male patient, who hadbeen admitted to private hospi-tal in Mumbai on March 19.

    With 15 more fresh cases,the total number of confirmedcoronavirus cases in the statejumped to 79 on Monday. “Of

    the 15 fresh cases, 14 are fromMumbai and one case is fromPune. The fresh cases include 8close contacts or family mem-bers of earlier positive cases and4 with travel history to affectedcountries,” State Health MinisterRajesh Tope said.

    Of the total infected cases inthe state, Mumbai accounted fora maximum of 38 cases, whilePune and Pimpri-chinchwadcities reported 16 and 12 casesrespectively. Nagpur, Yavatmal,Kalyan and Navi Mumbairecorded four infected caseseach, while Ahmednagar districtaccounted for two cases. Panvel,Thane, Ulhasnagar, Aurangabadand Ratnagiri registered oneconfirmed coronavirus caseeach. The State Health Ministersaid that the state stood on thethreshold of a 'multiplicationstage' of the virus and empha-sized the need for people tomaintain ‘social distancing’.

    "This is the stage to exerciseextreme precautions since wedon't want to enter from PhaseII to Phase III at any cost," Topesaid
