Pennsylvania’s Use of EVAAS/PVAAS

• Given the high-stakes usage, it was important to have a robust methodology that addressed common concerns of working with student testing data, such as:• Students with missing data• Student mobility• Measurement error

• It was also important to use an approach that was flexible with regards to current and future testing.• Models for both consecutive-grade given tests (like PSSA math

and reading) and non-consecutive-grade given tests (like Keystone EOCs)

• Accommodates changing/evolving assessment system• Changes in assessment due to alignment to PA Common Core• Addition of new assessments, like the Keystone end-of-course exams

Pennsylvania’s Use of EVAAS/PVAAS

• However, PA wanted teachers to have more than just a score to use on a teacher’s evaluation form.

• A system of continuous improvement• District, school, teacher level reporting• Student projections to proficient and advanced levels on future

assessments• Value-added and diagnostic assessments

• Hosted in a web-based delivery system• All reporting is provided via an interactive website.• Double-level security for access to teacher-specific reporting

Pennsylvania’s Implementation of PVAAS Teacher-Specific Reporting• SY12-13 Pilot• 273 LEAs• LEAs completed Roster Verification process using SAS

EVAAS Roster Verification System.• The web-based system was great.• This was an eye opener for LEAs about data quality.
