Director’s MessageThe winter season is quickly approaching and the early signs are that it will be a cold and snowy winter. As the recreation department continues to emphasize Wellness in all of our programs, I would like to challenge the residents of Penfield to take advantage of the numerous programs offered in this brochure. A quote I believe which has a lot of truth is “Healthy isn’t a goal it’s a way of living”. The recreation department can help with creating a healthy lifestyle and the winter is the perfect time to start! - Tony LaFountain, Penfield Town Supervisor -As I wr i t e t h i s message we have received our first snow and freezing t empera tu re s o f the 2014-15 winter season. Like it or not we have three to four months of

wintry weather ahead! As a reminder, winter parking rules are in effect from November 15 through April 1. This means no parking is allowed on all roads and highways 2:00 to 7:00 a.m. to permit highway crews to safely and effectively plow and maintain roads. Thank you in advance for your understanding and support on this matter.Allow me to provide you a brief re-cap of 2014 accomplishments: Our DPW completed the Baird Road re-construction and construction of Motts Lane extension. They continued their aggressive program of drainage improvements, and cleaned more than 10 miles of sanitary sewers. PenRec has shattered all program and participation numbers through the third quarter, exceeding other past full-year participation records. New construction of homes and commercial property remained steady, providing an assessment growth of 3.20 percent to help fund increasing mandated services from state and federal governments without having to raise property taxes. The Penfield Public Library continues to expand services for all ages in an ever-changing climate of more electronic and digital resources. What is planned for 2015? Completion of the long-awaited Mixed Use Plan for the Route 250 corridor north and south of Atlantic Avenue and the Manitou Lake property located in the Panorama Plaza area; further growth in solar energy power to help reduce overall utility costs of municipal buildings; partnership growth with school districts and surrounding communities to expand shared services programs to help manage overall costs;

and continuation of our aggressive infrastructure maintenance and improvement program. The goal of the town board continues to be reducing costs and controlling spending in all aspects of local government.The Empire Center for Public Policy recently ranked municipalities’ websites across New York State and the County of Monroe, including the Town of Penfield, using a 10-category rubric. The Empire Center is an independent, non-partisan, tax-exempt 501(c)3 think-tank based in Albany. It sponsors SeeThroughNY.net, a transparency website that includes an extensive database of government payrolls, comparative data, and other information. The intent of this project was to promote greater transparency at all levels of government and to develop standards that governments can strive to meet and even exceed. The rubric they used was intentionally tough because they believe that New York’s taxpayers deserve unfiltered access to their data. In the report, Executive Director Tim Hoefer stated, “We hope these standards will help municipalities do a better job of providing basic public information that will help taxpayers know how their money is spent, and how and when decisions are made by elected officials.” The report goes on to say, “The top-scoring local governments were Schuyler County, New York City, the towns of Penfield and Wilton, the village of Rye Brook and Clarkstown Central School District.” I would like to recognize and thank the entire Town of Penfield staff for their efforts in looking for ways to improve and enhance our website on a regular basis to best serve our residents and others who visit www.penfield.org. I continually look for opportunities to promote Penfield businesses because they do so much to support our community in some way, shape, or form through sponsorships, donations, and use of their facilities. As we head into the holiday season, I especially want to plug all of our businesses and

encourage—no actually challenge—you to purchase all of your gifts, food goods, and holiday needs from Penfield businesses. Please do not forget our local farmers and farm stands as they play a key role in the commerce of Penfield. As you have heard me say many times, “healthy businesses make a healthy community…please shop locally!”As I complete my fifth year serving you as town supervisor I wish to express my thanks to all Penfield residents for allowing me to serve you in this role. I never take for granted this honor and look forward to serving you in 2015. I also want to thank all town employees for another successful year. Your efforts do not go un-recognized by our residents and you are the benchmark for all the other towns in the county. We could not accomplish all we do without the more than 100 volunteers that serve on various boards and committees that help define our town’s future. And to all my elected colleagues (town board, town clerk, and town justices) thank you for your dedicated service to our community and for your ongoing guidance and support.In closing, I would like to recognize a person I met more than 35 years ago and had the honor of working with for many years in Penfield government. Rose Iascone, Director of Personnel & Payroll and Deputy Comptroller, will be retiring in January 2015. Rose is recognized as one of the top Human Resources professional across Monroe County and this region. Her vision, program development, and employee support is a foundation that will last for decades to come in Penfield. Rose, on behalf of all our employees and the entire community, we wish you all the best in your retirement enjoying family and friends, traveling, and enjoying the next chapter of your life…congratulations!

PERMITS AND RESERVATIONSAll persons/groups wishing to reserve use of park shelters and/or ball fields must obtain a permit. All park permits are processed through the Penfield Recreation Department. You must be 21 years or older, and come to the recreation office in person to sign a permit and pay related fees, or go on-line at www.penfieldrec.org. Permit acceptance for the year 2015 began December 4. Drinking of alcohol is allowed in Town picnic areas only with a permit. No amplified music allowed. For more info., call the recreation office at 340-8655.

Park SecurityOur Town facilities are monitored daily by security officers. (If you have a park problem or emergency, they may be at reached at 340-8618 or 329-0131.) The park ordinance is strictly enforced with appearance tickets.

Please Note: Vandalism in any park is expensive and senseless. Help us keep the Town of Penfield parks beautiful. Also remember not to park in handicap zones, emergency or fire lanes, as tickets are issued regularly.

LASALLE’S LANDING PARK On the south end of Irondequoit Bay and Irondequoit Creek off Empire Blvd. Fishing access and small canoe/kayak launch. Provides wonderful views of Irondequoit Bay.

ROTHFUSS PARK 1648 Five Mile Line Rd. 70-acre multi-use park built on former farmland with 4 full-sized rectangular athletic fields, paved and stone walking paths, playground, picnic pavilions and seasonal public restrooms.

SCHAUFELBERGER PARK This decorative park sits in the heart of Penfield’s Historic Four Corners.

SHERWOOD FIELDS PARK 2514 Penfield Rd. (located east of fire hall) 82-acre passive park, primary walking trails through field areas. No restrooms - closes at dusk.

VETERANS’ MEMORIAL PARK 3100 Atlantic Ave. Open pavilion and enclosed heated Dolomite Lodge (available by permit), outdoor amphitheater, lighted tennis and basketball courts (5/1-10/30), baseball, softball, multi-use fields, Veterans’ Memorial, beautiful Don Mack Rock Garden, walkways, playground area, nature trail, physical fitness trail, Tot Trail, arboretum, public restrooms and picnic facilities.

Abraham Lincoln Park, Ellison Park and Lucien Morin Park are Monroe County parks located in Penfield. For more information on these, please visit www.monroecounty.gov.

The Penfield Trails Committee invites Penfield and area residents to participate in a series of guided hikes. All events are held rain or shine. Springboard DivingThis course involves the use of one-meter springboards. Instruction is individualized so that each student may progress at his or her own rate. The diver will be encouraged to go as far as he/she desires at each level. Parent observation is encouraged.

Beginner - A beginner diver is a swimmer who can do a standing dive off the side of the pool. This diver is looking to dive off the board comfortably. The instruction will include: front dive, back dive, inward dive and the front flip, if the diver desires.

Intermediate - An intermediate diver is a swimmer that can dive off the board comfortably. This diver is looking to advance his/her skill on the diving board and perform front dive, back dive, inward dive and front flip.

Indoor Lacrosse Boys Instructional Beginner/IntermediateDesigned for newer lacrosse players or those who may have developed stick skills on their own but not yet played organized lacrosse. Springboard DivingThis course involves the use of one-meter springboards. Instruction is individualized so that each student may progress at his or her own rate. The diver will be encouraged to go as far as he/she desires at each level. Parent observation is encouraged.

Beginner - A beginner diver is a swimmer who can do a standing dive off the side of the pool. This diver is looking to dive off the board comfortably. The instruction will include: front dive, back dive, inward dive and the front flip, if the diver desires.

Intermediate - An intermediate diver is a swimmer that can dive off the board comfortably. This diver is looking to advance his/her skill on the diving board and perform front dive, back dive, inward dive and front flip.

PROGRAM OPERATION:6 Division: Children meet one night per week (choose Tuesday or Thursday) from 6:30 - 7:30 pm. Parents will receive a letter in late May with specific details of when and where the program will operate. Children will take home a program soccer ball at the conclusion of the program.7 Division: Children meet two times per week. Coaches will hold one practice per week - location, time, and day scheduled at their discretion. Meeting time on Mondays is either 6:15 or 7:15 pm; boys and girls alternate times weekly and will receive a schedule for the entire program on the first meeting night. Halfway into the season, teams will begin play against one another in fun, micro format “games.” 8-13 Divisions: Children will be contacted by their coach in late May; practices will begin at that time. Teams usually play one game per week between the hours of 6:00 - 8:30 pm. Games are generally played on the designated night although some alternate play days may be necessary. Practice locations, days, and times, may vary from week to week and are held at the discretion of the coach.

Children will be assigned to a designated team. Teams will have a consistent person(s) who will coach/facilitate that “team” for the duration of the season. All league/program activities take

place on Penfield Town parkland and/or School District properties. Practices are scheduled on a day, time, and location of the individual coach’s

discretion. No recreation soccer is played the week of June 29 - July 3.

Penfield Recreation’s Summer Day Camp program offers a wide range of activities and experiences. Day Camp will provide each child an opportunity to explore new activities along with the fun and enjoyment of all the past favorites. During the course of the summer, offerings may include: active games, quiet games, arts/crafts, sports activities, field days, specials and an event or two with other day camp sites. Each day camp will also offer unique activities planned by individual site staff.

Games for the Brain / Lunch Exercise your mind, meet new people every Tuesday.

The Tuesday Game Day has grown with folks just stopping by to see what’s going on in the community room every Tuesday around 9:30 AM. People begin to drift in, grabbing a cup of coffee and then heading to a game table. What’s going on is a variety of spirited games that are taking root from table to table. Some folks play cards, some play dominoes, quite a few have taken to Scrabble and before you know it we have a room full of card-playing, domino-counting, word-creating fun! Stop by and join a table or start a new game on your own. There is always complimentary coffee, tea and hot chocolate, and if you stay long enough (most do), a homemade sit down lunch is served at noon for only $4. Registration is not required but you must purchase lunch tickets at least 24 hours in advance at the Recreation office.

Tuesday Lunch Every Tuesday, lunch will be available at the Penfield Community Center for $4.00. The Tuesday lunch will include a sandwich with a cup of soup or a salad. Lunch is served at Noon. Historic Corn Hill and its Arts FestivalIn 2009, long-time Corn Hill resident and author Rob Goodling published his book Corn Hill and its Arts Festival, the First Forty Years. Based on his five-year research project for this book, Mr. Goodling has prepared a Power Point presentation that colorfully illustrates the early beginnings of Rochester’s oldest residential neighborhood, its renovation achievements during the 1960s and ‘70s, and the evolution and growth of its nationally acclaimed arts festival. This fascinating story is an important part of Rochester history that everyone will want to see and hear.

During the past 32 years, Mr. Goodling has owned and rehabilitated Corn Hill’s historic Jacob Irwin House—a Second Empire Victorian city landmark. Currently he is serving a 5th term as President of the Corn Hill Neighbors Association and its board of directors.

Susan B. AnthonyMany people in Rochester are familiar with Susan B. Anthony and her colleagues Elizabeth Stanon and Lucretia Mott in their fight for women’s rights and suffrage. The fight for women’s suffrage spanned 100 years. In that time, there were many important figures that came before and after the “big three” that significantly advanced the cause of women’s rights leading to the suffrage amendment. We will learn more about figures such as the Grimke sisters, Lucy Stone, Carrie Chapman and Alice Paul among others.

Many people are living with hearing loss but aren’t aware of the new technologies available today. Many people wonder why hearing aids cost so much today and he will address this question.

Plagues Upon the History of Human Kind/Global Devisation/Global ControlThe source of pestilence upon the human populations have had periodic outbreaks from ancient time up to the present, interrupting the so-called progress of civilization. Join DEAR facilitator Nels Carman for this interesting look at the history of plagues and how we as a species have learned to control the natural disasters that have threatened human existence. Nels will conclude with an update on the fighting tools of today as well as current public health policies.

His fascination with this iconic woman began when he met her as a young Political Science student. Why Would They Want That? The Strong Museum of PlayAround our homes, we throw things away because they’re out of style, sell them at garage sales because the kids have outgrown them, or tuck them into attics or basements because we might need them “someday.” But history museums need to add the objects of everyday life—from houses, malls, and landfills—to their collections in order to give museum visitors—now and in the future—an accurate picture of life in the United States during the last half of the twentieth century. This lecture takes an informative and entertaining look at how the National Museum of Play deals in a rational and realistic way with all the “stuff” that’s too young to be an antique.

3) Within one week of a program’s start date, or after a program has begun, medical (only) refunds will be granted. A doctor’s written statement must accompany your request. The refund amount is subject to a $10.00 processing fee and will be pro-rated based upon the date of your notification to the Recreation Office, not the date of your injury/illness.

4) If refund is more than 180 days from initial registration date and it was paid by credit card, refund will be issued by check only.

5) Absolutely no refunds after a program has ended.

Transfers: You may transfer up to one week prior to the start of class. No transfers once a class has begun.

These policies apply to ALL Recreation Programs.

ON-LINE (WEB)1. In order to use Penfield Recreation’s on-line registration system, WebTrac, you must create an account at www.penfieldrec.org. Click Registration, then click Need an account - click here.

2. Once the Information Form is completed and submitted to the Recreation Office, a user name and password will be issued to your household.

3. With a user name and password, you will be able to access WebTrac. Go on-line to the Penfield Recreation web site, www.penfieldrec.org, click on Registration, log in, select your classes, place them in your shopping cart, and “check out” using Visa, MasterCard or Discover to complete the transaction on our secured site. You can print a receipt for your records.

4. Registration begins January 2* for Penfield town and school district residents, and January 9* for non-residents (*unless otherwise noted).

All programs are available for on-line registration unless otherwise noted, in which case they are mail-in/drop-off or fax/scan registration only.

The Town of Penfield does not carry medical insurance for program participants.

The Town of Penfield reserves the right to limit, cancel or change program elements.

The Town of Penfield reserves the right to confirm age and/or residence of registrants.

Warning: Vehicle parking violations at the NYS Police facilities near the Justice Courts at the Community Center will be ticketed and towed.
