Our strategic plan By 2023 we will have prepared more young people with skills for life, supported by amazing leaders who deliver an inspiring programme. We will be growing, more inclusive, shaped by young people and making a bigger impact in our communities.

Society is changing. In often fragmented communities, the pressures and expectations on young people are increasing. The future is uncertain. Scouts has never been so important in helping young people prepare for the future, developing the skills they need to succeed in a changing world. Each week almost half a million young people enjoy fun, friendship and outdoor adventure. They develop a sense of optimism and strong values as well as the leadership and team working skills that are more valuable today than ever.

Our movement achieves remarkable things. We have continued to grow for 13 consecutive years. Our previous plan, Scouting for All, inspired new Groups and sections to start in an additional 834 areas of deprivation since 2013. We now help over 462,000 young people aged 6-18 (including 102,000 girls) get the best possible start in life. Our social action campaign, A Million Hands, has enabled over 200,000 young people to make a positive contribution in their local communities.

Now we want to go further. Skills for Life is a strategy that supports and empowers our volunteers who are the people that make Scouts a reality. It’s a strategy to bring communities together and contribute towards a better society. But most of all, it’s a strategy for young people. They deserve the best skills, the best support, and the best possible futures.

The role

Responsible to: Pears Project Manager Department: Strategy Delivery (Volunteering), Operations and Transformation Base Location: Home Based, covering the Leeds and Wakefiled area Term: Fixed term contract (12 Months) maternity cover Salary: £33,594 per annum, Band F. Core purpose As part of the Scouts Growth and Inclusion strategies this role will be essential to leading the role out of pilot growth model into the North East. The role will manage, support and co-ordinate the delivery of the Pears Project in the Leeds and Wakefield area leading a team of Development assistants to deliver the project objectives working in partnership with Regional, County and District Commissioners, Project Working Group and funder to realise agreed sustainable growth targets. The Projects focus in on bringing Scouting to communities that are currently under represented in Scouting as well as opening extra places in areas of high demand and helping to support failing groups to grow and develop. Working with the other project co-ordinators (Birmingham and Avon area) and the Pears project

manager this role will help shape the methods and delivery of our growth work as well as recording the learning

from the project to share nationally maintaining an active relationship between the various Pears Foundation project areas. The role holder will need to ensure that monitoring and progress reports are provided to the

Steering Group and the Pears Foundation. A key part of the role is to support the development of the part time staff this will involved frequent hands on/direct support at events.

Key tasks Ensure the Pears project delivers on the aims and objectives of the project.

Work in partnership with the relevant AGDM to ensure the co-ordination of the Pears project in line with

other RST projects taking place in the Region.

Support the Project Steering Group to plan, monitor and evaluate projects ensuring that learnings are

captured for wider dissemination.

In partnership with Regional, County and District Commissioners (as appropriate) identify areas where

there is the opportunity for the creation of sustainable new/increased provision to form a work bank and

work to produce and support the implementation of project/initiatives to achieve agreed outcomes.

Recruit, select and appoint DTA in accordance with the needs of the project

Support and mentor each DTA to ensure performance and delivery on their agreed aims, objectives and

targets, monitoring and evaluating their performance and delivery of results including:

Work in partnership with District Commissioners, Group Scout Leaders and others to open new units (Sections & Groups).

Recruit adult volunteers and young people for each new unit.

Manage, overview and directly support the delivery of the new provision projects with the project team.

Provide effective management of the DTAs, monitoring and evaluating their performance and delivery of results

Enable and support local Scouting to devise, apply and refresh focussed, sustainable growth plans in existing and new provision (in line with the Association’s agreed Growth Strategy and using the agreed workbank model)

Work with other Pears Project Managers to initiate and maintain a peer network of support across all Interns, ensuring collaborative working, the sharing of learning and the adoption of common approaches

Build positive and proactive relationships with (external) new partner organisations throughout the life of the project

Initiate, manage and deliver an effective system of reporting on projects which meets the needs of the Association, Counties and Regions, as well as the Project Working Group and external funder as necessary.

Plan and lead stakeholder meetings prior to starting the new projects to ensure ownership, identify

potential barriers and agree project task allocations

Encourage creative and innovative thinking within the PSG, of DTAs and local Scouting throughout the project

Working with the DTAs and local volunteer teams to ensure the effective and safe running of new units in

accordance with POR and responding to the needs of the unit.

Work together with the PSG,DTAs and local volunteer teams to ensure problems and challenges are

identified early and effective measures put in place to overcome them in the pursuit in achieving desired

outcomes.

Participate and contribute at leadership team meetings and events to develop wider effective approaches

to achieving the national objectives.

Administer and maintain an effective home based office and budget.

Any other duties as reasonably requested by the National Regional Services Manager.

Safeguarding rules – Yellow Card We are a youth organisation who takes safeguarding seriously. The post holder agrees to comply at all times with the safeguarding rules as set out on The Scout Association’s yellow card, which can be found here,. This is shared with young people and carers, as well as employees, so everyone knows our rules of engagement.

In order to comply, stringent vetting procedures take place including checking against an internal database to assess suitability and also Basic/Enhanced DBS checks as required.

Benefits

Holiday Entitlement: 25 days per year plus bank holidays. This increases after two years service to 28 days and after five years to 32 days.

Additional Holidays: We operate an office closure during the Chrsitmas and New Year holiday period that provides up to an additional 3 days of extra leave.

All sites offer free car parking to employees.

Minibus Service (Gilwell Park)

A minibus service is provided which collects colleagues at 08:20, 08:35. 08:50 from Chingford Station. This service also drops colleagues off to the same location at 16:30, 16:45, 17:00 and 17:15.
