THEmunicipality’s safety and security depart-mentmust join forceswith theSAPolice’s 10111centre to fight crime in Nelson Mandela Bay.

This according to Mayor Danny Jordaan, who said last week, as part of the metro’s TakeBack Our City campaign, that he has alreadyinstructed the director of the Safety andSecuri-ty department, Shane Brown, to look at this asa matter of urgency.Jordaan paid a visit to the SA Police’s 10111

centre in Gelvandale last week. He said it didnotmakesense tohave the 10111 call centreandthe safety and security departments CCTV op-erations centre in two different areas.“10111 must be a one-stop shop for informa-

tion, for analysis and thenaction. Currentlywehavepeoplewhoareviewing thecamerasof thecity at the (South End) fire station and the peo-ple who instruct the police to move to a crimescene sitting at the 10111 call centre.“It is clear and logical that the people who

view what is happening must be in the sameplace as the people who are instructing the po-lice tomove.Wemustcut theirdistanceandputthem together. Brownand the policemust treatthis matter with extreme urgency,” said Jor-daan.Jordaan said they hadmade provision in the

municipal budget to appoint metro police tostrengthen and assist the police. The mayor added that traffic officers on mo-

torcycles needed to be better equipped to fightcrime and needed to be connected to the 10111centre at all times. He said the traffic officers onmotorcycles are

key to giving information because they canreach a crime scene first, as well as give chaseto suspects. He said they would also look into the issues

of a metro police force. “The metro police issomething that we have to clearly discuss andwe have to make provision in our budget forthem. Then we should appoint metro police tostrengthenandassist thepolice force,” saidJor-daan.

Jordaan said the project would alsohelp the metro in dealing with crime.“All high crime spots must have sur-veillance cameras with light and con-nectivity, so that people will be ableto take a photo and send it to the 10111call centre.

Jordaan also talked about his plansfor better cooperation between themetro’s safety and security depart-

ment and the SA Police’s 10111 centreto rid the metro of crime as part of theTake Back Our City campaign (readfull story on page 2).

“The first thing we need to fightcrime is accurate and fast informa-tion. If the cameras and Wi-Fi are inplace, the information flows to thecentre,” Jordaan said.

LIZEKA TANDWA

EP Rugby President Cheeky Watson has wel-comed mayor Danny Jordaan’s proposed in-tervention of a total restructure in both theEP Kings and Chippa United administration.

Watson said he was proud to be associatedwith Jordaan who he said, had played a veryproactive role in the city thus far.

“Jordaan has made a tremendous impact, with very proactive and innovative ideas. Wewill do anything to impact the city in a moreproductive way. Our talks are in the early sta-ges but anything that will increase the eco-nomic impact of the city we will welcome,”said Watson.

This comes after Jordaan announced thathe was in talks with the EP rugby boss andChippa United’s Siviwe “Chippa” Mpengesito integrate the two giant teams’ administra-tion and help the teams financially.

Jordaan said he wants to reconstruct thebusinessmodelof sport in thecity toget teamsthat can compete with the rest – in this coun-try, and the best in the world.

He said that it was very important for thecity to have winning teams and a culture anddesire to be in those teams.

“There should be an administrative reformat EP Kings and Chippa United. There mustbe a commercial re-engineering of wheretheir revenue comes from and a reconstruct-ed relationship between the stadium andthese two entities.

“In sport, you need to take the matches andhave a venue which is world class to sell ad-vertising hospitality and match day revenuein order to generate revenue to support theteam. You must then look at what are the ma-jor expenses and try to organise that,” saidJordaan.

Jordaan said he had also observed the chal-lenges in local cricket. “The challenges forcricket are to ask the question if there is a

world cup today would they include their sta-dium at its current state? We have to look atSt George’s Park and whether it complieswith world stages and if there are any im-provements required to bring it back to aworld class venue. I have seen the reports andwe are going to engage with cricket.

“As far as rugbyand football are concerned, the stadium is the best in the world. The lineof sight is uninterrupted; its perfect. Hospital-ity is wonderful, so we must ask how can weincrease revenueandhowcanwehaveamoreefficientadministrationand ifyouput the twoentities in one company you cut the overheadcost of administration,” he said.

Jordaan made an example of internationalfootball club Real Madrid saying it was han-dling other sporting codes in its administra-tion. “It’snoproblemtohave twoentitieswithone administrative structure, cutting the costof having two CEO’s, two finance managers, and two marketing managers because if youplay in one venue there might be one market-ing approach,” he added.

Jordaan said creating a sustainable reve-nue stream and an additional revenue intothe sport with the best players was going tohelp the image of local teams. “Today’s sportspeople follow icon players and if you want tochange the fortunes of cricket then get AB deVilliers, or get Victor Matfield to play for EPKings and only then the stadium will be full...

“The Kings will play in Super 15 next yearand they must have a better team and musthave more resources. It cannot be that theplayersplaywithout beingpaidbecause thereare financial difficulties. We cannot close oureyes to these things. We have to engage andwe did engage and we are going to come witha proposal as to how we propose to deal withthis matter,” he added.

Mpengesi said they would have a secondmeeting with Jordaan next week to discusshis proposal and it was premature to com-ment at this stage.

CITIES across the country have asked for as-sistance as they want to adopt the “TakeBack Our City” campaign model, said clusterboard general secretary Pastor TimothyHendricks.

According to Hendricks, who is one of the“Take Back Our City” campaign organisers, while attending a recent conference withcouncil speaker Maria Hermans they were

approached by leaders of different cities whowere impressed with their model.

“It was a wonderful feeling to hear thespeaker tell the conference that we havestarted with the campaign and after the con-ference we were approached by differentpeople asking us to come and assist them intheir cities as they have their own cities totake back.

“It was that wonderful feeling when youget hot under your cheeks to see that we start-ed taking back the city,” said Hendricks.

Hendricks was speaking during a pressconference last week for the campaign inwhich Mayor Danny Jordaan announced thesecond phase of the campaign.

Jordaan said their second phase of takingback the city was to work towards a cleanermetro. “The second thing we said we have totake the city away from is the dirt, and wehave bought seven trucks with four alreadyon the road,” said Jordaan.

Jordaan said they have also progressedfrom clearing the streets once every fort-

night to once a week.“Those trucks you have already seen clear-

ing up and when the seven trucks togetherwith other trucks are operational we willhave seen a cleaner city,” said Jordaan.

However, UDM leader Bantu Holomisa dis-agreed during his visit to the Metro.

During his visit toVeeplaas on Sunday,Holomisa said he had taken photos with histablet and he would post these on his Twitterand Facebook page to show the problems ofdirt and poverty in the city’s townships.

Lawack is beskeie oor haar prestasie: “Ek

Hy is reeds 25 jaar in diemusiekbedryf enhetgesêhywounogaltyd ’nCDmetgewydemusiekopneem.

AT the end of March Opel introduced its thirdnew model, in as many months in South Africa, the Mokka, a compact SUV.

As with the other two models launched byOpel this year, the focus in the Mokka is on Ger-mantechnology,highspec levelsandlotsofcom-fort features in an affordable price range – in es-sence showing German technology can be af-fordable and be found in a fun, stylish spec-ladenvehicle.

And it seems they got the recipe right with theMokka which was recently announced as themulti-purpose vehicle (MPV) most preferred bywomen in the 2015 Women’s Car of the YearAwards. The coveted Women on Wheels (WOW)Awards are the only car awards in South Africathat are decided by women. Thousands of voteswere cast by WOW readers and combined withthe judges’ votes the winning cars in 11 catego-ries were chosen.

The Mokka is not only a multi-purpose vehi-cle, but also multi-segment as it is able to com-

peteintwosegmentsinthepopularSUVmarket- the smaller SUV’s such as the Ford Ecosport,Renault Captur and Nissan Juke, as well as thebigger ones such as the Hyundai ix35, VW Ti-guan, Kia Sportage and Ford’s Kuga.

The Mokka is available in four models withtwo trim choices i.e. the basic spec Enjoy andhigher spec Cosmo with prices ranging betweenR298 500 and R335 500. All four models are pow-ered by Opel’s 1.4-litre-turbo engine.

It’s available in a six-speed manual and six-speed automatic versions in both trim levels.

Express on Wheels spent a week testdrivingthe high spec automatic version, the Opel Mok-ka 1.4 Turbo Auto Cosmo.

ExteriorThe Mokka is an attractive vehicle with com-

pact and muscular (yet not too manly) styling. In theCosmospec level italsohas18-inchwheelsas standard.

I likedthebulkybold frontaswellasmuscular

of luxury. It is superbly comfortable and can bemanually height adjusted with electric lumbarand cushion length adjustment.

Three children or two adults will comfortablyfit on the backseat and my children enjoyed thehigh seating position and towering feel. Thehigh seating position also creates a lot of leg andfoot room for the rear passengers. They alsohave the use of an armrest with cupholders.

The Mokka also sports a good-sized boot. Thebootlid is not too heavy and can be opened andclosed with ease and the height of the loadbedmakes loading it easy. The spare wheel is storedunder the loadbed.

TheCosmomodelalsohastheIntelliLinkinfo-tainment system with 7-inch high resolutionscreen as standard. This is available as an op-tionalextra intheEnjoyvariantwhichhasBlue-tooth/USB, MP3/Aux input and Radio/CD asstandard.

test week, many potholes reared their uglyheads on our daily commute and despite thepoor road surfaces, there were no rattles to beheard. It feels stable and well planted on theroad.

The Mokka’s fuel economy is rated between6L and 7L per 100km depending on the model.

SpecificationsStandard features in the basic Enjoy model in-

clude front and rear fog lights, daytime runninglights, cruise control with speed limiter, speed-sensitive power steering, steering wheel audiocontrols, a six-speaker audio system with Blue-tooth, aux and USB input, a driver’s armrest, electronic climate control, a trip computer, elec-tricandheatedsidemirrors,powerwindows,17-inch alloy wheels with a full-size steel spare andblack cloth upholstery.

Additional features in the Cosmo are, amongothers, rain-sensing wipers, auto-dimming rear-view mirror, automatic headlights, front andrear parking sensors, IntelliLink Infotainmentsystem, reversing camera, heated front seats, rear privacy glass, 18-inch alloy wheels, leatherupholstery, and heated steering wheel – whichis a bit of an overkill for the local market. Eventhe exceptionally cold and rainy conditions dur-ing the time of the test drive did not compel meto turn the heat on in the steering wheel.

The Mokka Cosmo offers a comprehensive listof safety features, including six airbags, ABS/EBD, ESP (electronic stability programme), au-tomated high-beam lighting control, Isofix childseat anchorages and hill-start assist. All modelscome with a five star Euro NCAP rating.

Prices range from R288 500 to R335 500.

sidelines. Iwasnotsosureabouttherear,how-ever. It looks a bit awkward with the top halfof the rear, looking too narrow in comparisonto the broad bottom part. But that could justbe nitpicking on my part. This looked betterin the silver and white models than the redmodels. Like it or not, this rear view does giveit a distinctive look making it stand out in theparking lot.

InteriorInside it looks stylish and offers a whole lot

of comfort and space. There’s a real quality inthe lookandfeelof thematerials.Blackmateri-als (cloth in the Enjoy model and leather in dieCosmo model) with a stitched leather look onthe seats, dashboard and side panels, as wellas chrome touches every here and there, addto the luxurious feel.

The feel of the seats only adds to the senseThe one test driven (Opel Mokka 1.4 Turbo

Cosmo) was coupled to an automatic gearbox. On the open road the gear-changing was slug-gish at best when putting your foot down toovertake. It doesn’t like a heavy foot on the ac-celerator and the transmission was slow to re-act at times selecting too low a gear for thespeed required.

In city traffic, however, the automatic gear-box was smooth and gave no problems at all.To be fair - it is a city runner and not meantto be driven as a sports car.

Agreatpositive is the feelingofspaciousnessand height it gives, without giving you grey

PEFAREPORT: FRANCOIS J. ROTHNER

Mayoral Cup takes centre stage

HERE’S something thatmaysurprise some.Onenewspaper column,as thekickoff of theRugby World Cap draws ever nearer, hascome up with some heartening statistics.Did you know that RWC records show thatsince re-entering the international rugbyscene from isolation in 1995, the Springbokshave the best overall success rate in thetournament?

From that date the figures show the Boksregistering 25 wins from 29 matches. Fur-thermore Francois Pienaar’s Boks did itfirst time out that year after being allowedback into the rugby fold that memorableyear.

However, before we get carried away, since thenwhenSouthAfricabeatNewZea-land – courtesy of a Joel Stransky drop-goalin extra time – the Boks have not beaten ei-ther the Wallabies or the All Blacks in theWorld Cup.

No doubt one of the many cares coach,HeynekeMeyer, has on hismind as hemar-shals his troops in readiness for the firstRWC appointment with Japan in BrightonnextSaturday, is thatvery fact. Indeedtherecould well be no easy road for Meyer’s ladswith thevagaries of thedrawsuggesting theSouth Africans may well see (always sup-posing they reach that stage) themselvesfacing first the Wallabies in the quarterfi-nals and the All Blacks the very next weekin the semis.

It’s no easy job being the coach of aWorldCup side. Right now, who by choice wouldbe in Meyer’s rugby boots? Not many. Oneof the country’s major Sunday newspapersran a lengthy, page dominating piece head-

lined, “Meyerhas scuppered theBoks chan-ces”.Thewriterclearlydoesnot thinkmuchof the Bok coach’s skills – and attacks himfrom several viewpoints.

HeaccusesMeyerof favouringhometownBulls players. He also attacks the selectionof captain, Jean de Villiers, and vice-cap-tain,VictorMatfield,amongothers,whoare“past their best” and should be out in thepaddock munching grass.

Why, thepieceasks, hasaplayer likeMat-field, who officially retired a year ago be en-ticed back?Much the same, thewriter alleg-es, can be said of Ruan Pienaar and MorneSteyn, Schalk Britz and Zane Kirchner.

The writer adds that Meyer “sees theworld through blue-tinted spectacles”.Young skilful players like Lions captain,Warren Whiteley, Oupa Mohoje and Hein-rich Brussow have been overlooked in fa-vour of “big ball-carriers, like AdrianStrauss, Willem Alberts and Duane Ver-meulen.”

On and on the diatribe goes: the likely fa-vouring of Handre Pollard at flyhalf aheadof Pat Lambie. Interestingly, here’s athought that the piece overlooked. If theBoks go all the way to the final what’s thebet Meyer’s choice at halfback will be oldtimers, Fourie du Preez and Morne Steyn?Personally, one feels that should suchasitu-ation arise, the experience of these oldhands would make perfect sense.

So there you have it: sit tight for the nextfourweeks as this great dramaunfolds. Youknowwhat they sayDownUnder about thisthing known as sports warfare: “It’s trulytough in the trenches, mate!”

FORMULA 1 has swopped the sprawlingEuropean country side for the city lightsof Singapore as the paddock readies for thethirteenth round of the championship.

As far as street races go the SingaporeGrand Prix doesn’t have that much in com-mon with its so-called Monegasque coun-terpart. While the Monte Carlo Grand Prixis steeped in regal history Singaporebrings a more modern feel to the paddock.

Singapore made its debut on the calen-dar back in 2008 as F1’s first ever nightrace. It would become known for the con-troversial, pre-planned, crash of then Ren-ault driver Nelson Piquet Jr.

It was later uncovered that team princi-pal Flavio Briatore has ordered the youngBrazilian driver to deliberately crash andinduce the deployment of the safety-car toaid teammate Fernando Alonso.

The Spaniard would take a second victo-ry around the streets as a Ferrari driverin 2010. It’s a happy hunting ground for Se-bastian Vettel too who has seen the che-quered flag first on three occasions.

The Marina Bay circuit is a five-kilome-tre test of extreme concentration under in-tense conditions.

Were the race only a handful of laps we’dscoff at the idea that this floodlit circuitcould be seriously hard work for drivers.

But with sixty-one laps, each with twenty-three corners and oppressive humidity theSingapore Grand Prix demands both phys-ical and mental concentration of the high-est order.

There could be more than two Mercedesin the mix as well. The importance ofhorsepower can be played down somewhataround a street circuit which could openthe door for a few contenders.

In Hungary and Monaco Red Bull Racingwere well in the mix with both Daniil Kvy-at and Daniel Ricciardo.

If their increased competitiveness is agiven this weekend then this is the onlyclarity that the once near unbeatable teamappear to have at this moment.

The uncertainty of the team’s future isbeing fuelled by the fact that its deal withengine supplier Renault runs out at the endof the season.

As it stands, it looks as if the only two

the engine department delivered an up-grade for Monza with which Raikkonenwas pleasantly surprised.

While Singapore doesn’t demand thesame straight line speed as Monza the up-grade would have brought a slight im-provement to the driveability and powerdelivery to the engine which is importantaround the twisting streets.

Two weeks ago Sebastian Vettel deliv-ered a morale boosting second place at theteam’s home race. But a boost in confi-dence won’t be enough to halt the LewisHamilton behemoth. It has to start in quali-fying where it’s going to require anotherexceptional run in qualifying if they are tohave any say in Sunday’s proceedings.

A 53-point chasm sits between Hamiltonand Nico Rosberg and while the numbersare against the German it is in the mentalgame where he has taken the biggest beat-ing, even without the Monza failure. If Ni-co Rosberg has the psychological ability tofight back he must now lay it all on the line.

choices on the table for the Austrian teamare either a year-old Ferrari engine or anabrupt adios to the sport. Renault itself isbelieved to be close in taking a 65% con-trolling interest in the Lotus team.

Amid the imminent French takeover thestruggling Japanese sits Ferrari who willfancy their chances this weekend.

Whilst team boss Maurizio Arrivabenehas been singing the praises of his drivers
