    Dear Residents of Punggol East,

    It has been close to 3 months since the By-Election. Thank you very much

    for supporting my work to represent and serve you as your Member of

    Parliament.

    The Aljunied-Hougang-Punggol East Town Council will assume responsibility

    for the constituency of Punggol East from 1st May 2013. We have also

    formed the Punggol East Constituency Committee (PECC), which aims to

    bring residents together to interact and know one another better through

    activities and community events.

    This bulletin is an initiative brought to you by PECC. The objective is to

    keep residents informed and updated of the latest developments in Punggol

    East, including Town Council matters, events organised by PECC and otherhappenings around the town. We hope it will contribute to building a strong

    Punggol East community spirit and identity.

    The Punggol East Bulletin comes in two formats. The eBulletin is the short

    informational version sent out as an email to subscribers, while the full

    Bulletin for your complete reading pleasure can be downloaded from our

    FaceBook page and website.

    Town Council Take Over

    The Aljunied-Hougang-Punggol East

    Town Council will be assuming re-

    sponsibility for Punggol East on 1 May

    2013, Labour Day. If you have any

    feedback and issues to report about

    your estate, please email us at [email protected], or you may call the

    AHPETC hotline at 6744-1033. For

    urgent emergency services, please

    call 1800-786-4465. The town council

    ofce will remain at the current prem-

    ises at Block 156A Rivervale Cres-

    cent.

    The Town Councils logo embodies the

    desire to have a life of tranquility and

    peace in a pleasant living environment,with comfortable homes surrounded

    by nature. It reects the commitmentto build a resident-centric Town Coun-

    cil. The three rings, in bright colours,

    symbolize what the Town Council and

    its residents strive to achieve togeth-

    er. The green ring represents a fresh,

    clean and healthy environment, which

    the Town Council strives to achieve

    continuously. The red ring symbolizes

    vibrancy, energy and camaraderie

    among residents. The blue ring repre-sents efforts to promote goodwill and

    social cohesion, and to build a stron-

    ger community spirit. The rings (blue,

    red and green) are threaded together

    to depict an integrated community.

    Dengue Prevention

    In the rst week of April, the NationalEnvironment Agency (NEA) listed Riv-ervale Drive (Blks 188 to 192) as 1 of

    50 currently active dengue clusters. 4

    cases of dengue were reported in the

    cluster in the past 2 weeks. As of 19

    April, no new active clusters were re-ported and the Rivervale Drive cluster

    was taken off the list.

    Nevertheless, as we are currently ex-periencing a national spike in dengue

    infections (see graph), it is very im-

    portant that all residents take immedi-

    ate steps to remove stagnant water in

    your homes:

    1. Change water in vases/bowls onalternate days

    2. Turn over all water storage contain-

    ers

    3. Remove water from ower potplates on alternate days

    4. Clear blockages in scupper drains

    in common corridor

    5. Cover bamboo pole holders whennot in use

    Please check the NEA CampaignAgainst Dengue website (http://www.

    dengue.gov.sg/) for updates on ac-

    tive dengue clusters. If you live in an

    active cluster, please ensure your

    homes are free of stagnant water, ap-

    ply insect repellent daily during day-

    time, and aerosol spray dark corners

    such as underneath the bed, sofa,

    and behind curtains every day.

    Those diagnosed with dengue, please

    sleep in air-conditioned rooms or ap-

    ply insect repellent to break the den-

    gue transmission chain.

    Town Cleanliness

    Residents feedback about the townhas been most useful, as it has en-

    abled the Town Council to work to-

    gether with our conservancy contrac-

    tor to improve the condition of the

    estate. There are little things that

    we can do to make the town a better

    place to live in:

    - Pets relieving on public property

    The problem of pet owners allowing

    their pets to relieve themselves on

    void deck walls and near lamp-postsin playgrounds and gardens has been

    raised many times. We would like to

    request all animal-lovers to bring your

    pets to grass patches or trees to re-

    lieve themselves.

    - Common corridors

    Tying your rubbish bag before throw-

    ing it down the chute, rather than

    leaving it at the common corridors or

    in the lifts and void decks, go a very

    long way to keeping your home envi-

    ronment clean and hygienic.

    - High rise littering

    High rise littering is a growing concern

    for housing estates. High rise littering

    not only dirties the surroundings, but

    also causes inconveniences such as

    staining or causing burns in clothing.

    Under the law, such offenders are lia-

    ble to a maximum ne of $1,000 and/or a Corrective Work Order (CWO) not

    exceeding 12 hours. Several problem

    spots have been identied in PunggolEast and are being monitored by NEAusing CCTV.

    Lets pay a little more attention to

    cleanliness, hygiene and responsible

    civic behaviour, and work together to

    make Punggol East a cleaner homefor us all.

    Tea with Li Lian

    It was a hot Saturday afternoon but

    this did not deter the over hundred

    residents from coming down to the

    pavilion at Block 120D Rivervale Drive

    to meet their MP and fellow residents

    for tea. Li Lian opened the session by

    sharing updates on the handing over

    of the Town Council, the Rivervale

    Plaza renovations, and the dengue

    situation in the town. Residents were

    also given a handout, with which Li

    Lian briefed them on important policychanges announced by the Govern-

    ment during the latest Budget.

    The Sengkang Neighbourhood Po-lice Centre set up the booth to inform

    residents on crime prevention within

    the neighbourhood. Residents wereadvised by the police to be careful of

    loan-shark activities. The booth was

    very popular with children, who bus-

    ied themselves collecting the door

    gifts, such as the police notepad.

    Away from the police booth and the

    buffet queue, residents formed small

    circles to chat and eat together. I

    managed to catch up with one of the

    residents, Mr Amy, 42 years old, who

    shared that he attended the tea toabsorb the engaging social environ-

    ment. Another resident, Mr Anthony,

    77 years old, found that it was good

    to have the session, as it provided

    another platform for residents to give

    feedback to their MP. Li Lian walked

    around and mingled with the resi-dents, and many also came up to her

    to air their views on municipal and na-

    tional issues.

    Overall, the tea was warmly received

    by residents and very educational for

    everyone. There will be more tea ses-

    sions to come.

    Events

    Rice Distribution

    A kind donor gave us 300 packs of

    5kg rice to give away to the lower in-

    come residents of Punggol East. Over

    twenty volunteers helped Li Lian withthe distribution at Block 182 on 23rd

    March. Knowing that some residents

    would have difculty carrying up therice to their ats, volunteers helpedresidents bring up the rice when re-

    quested.

    We were concerned that many resi-

    dents might have forgotten about the

    distribution, so volunteers fanned out

    to different oors to remind residents.

    Asha, a 22-year old volunteer, founda resident just about to leave for work

    and had forgotten about the distribu-

    tion. As the lady needed to rush for

    work, Asha ran down and back up to

    pass her a pack of rice to ensure she

    wouldnt be late for work.

    Asha has this to say at the end of the

    day: It was very fullling to see thegrateful smiles on the faces of the res-

    idents when they received a simple

    pack of rice, something many of us

    take for granted. These are the little

    gestures that make my experience asa volunteer more enriching.

    NTU Wee Kim Wee School of Communication and Informations Asia Journalism

    Fellowship Fellows from China, India, the Philippines, and other Asian countries,

    visited Punggol East on Monday, 15 April. The journalists traveled all the way

    from Nanyang Technological University in the western part of Singapore to study

    Li Lians Meet-the-People Session. We were very proud to have hosted them.

    The Punggol East Constituency Committee (PECC) aims to bring residents

    together to interact and know one another better through activities and

    community events.

    To wish Punggol East residents a pros-

    Lian visited Rivervale Plaza Market andShopping Centre on 17 February to bai

    nian () to residents and shopkeep-

    ers along with a young Cai Shen Ye.

    Community Health Fair

    Over 200 members of the public at-

    tended the Community Health Fair

    organised by the newly-formed Alju-

    nied-Hougang-Punggol East Town

    Council. The event - consisting of

    static displays and talks by surgeons

    and nutritionists from Mount ElizabethHospital - educated senior citizens on

    the symptoms of common illnesses

    such as diabetes and colorectal can-

    cer as well as prevention of such ill-

    nesses through the maintenance of a

    healthy diet. A dialogue was held after

    the talk, which answered various con-

    cerns such as colonoscopy risks and

    healthy carbohydrates.

    Faecal Occult Blood Test (FOBT) kits

    were given out to residents aged 50years and above during the event.

    Volunteers from the constituency

    committees of Aljunied GRC, Hou-

    gang SMC and Punggol East SMC,

    as well as volunteers from the Singa-

    pore Cancer Society were present to

    educate the residents on the correct

    usage of the kits.

    Punggol East residents who attend-

    ed the event felt that it was well-or-

    ganised, and that they gained impor-

    tant insights on cancer and nutrition.

    Madam Ke, a housewife who lives in

    Rivervale Crescent, had little knowl-edge of colorectal cancer before the

    event. She said: Senior citizens like

    us do not have easy access to such

    information as we are not IT savvy.

    Information provided by the static dis-

    play is also easily understood, and

    through the display, I have actually

    learnt more about prevention of ill-

    nesses such as colorectal cancer.

    Echoing her views, Mr. Tan, a retiree

    living in Rivervale Drive, praised the

    organisation of the event. He said,

    The health fair has surpassed my

    expectations as it did not merely dis-tributed FOBT kits; we (residents) had

    a platform to seek professional medi-

    cal advice with regards to our current

    health problems such as toe infection

    (a rst symptom of diabetes) duringthe dialogue.
