Parañaque Chamber of Commerce and Industry (PqCCI) fosters and encourages free flow of data,information and ideas between the city government and the business community with the end in viewof promoting and encouraging participation in business matching activities.

PqCCI is also a member of the PCCI and MMCCI e-groups. Through these networks, PqCCIobtains valuable information which it passes on to its member companies.

The Parañaque City Business Registry Databank (PCBRD) serves as a repository of all relevanteconomic and business information of all establishments operating in the city.

The PqCCI Secretariatmanages and maintains the database of the PCBRD. As such, PqCCI can:

Provide data that may be required for trade and investment promotion by the City Government ofParañaque;

Promote and participate in business matching fora using the information contained in the databank;

Foster and encourage free flow of data, information and ideas between the city government and thebusiness community; and

Provide an effective communication channel by which policies and programs of the CityGovernment of Parañaque may be more efficiently disseminated.

Theconference cum exhibit enabled PqCCI to showits true worth in the Chamber movement as itbecame the first local chamber in the NationalCapital Region (NCR) to mount such an affair in itsfirst year of existence.

The conference-workshop provided the environment and theopportunities propitious to the growth of the SMEsector in Parañaque.

PqCCI hosted the 5 Area BusinessConference (ABC) in July 1997 during theadministration of asPqCCI president. The conference, whichwas held at the Westin Philippine Plaza, hadfor its theme “Empowering Metro ManilaBusiness for Globalization”. This eventbrought forth the fact that Metro Manila wasat the forefront of the entry of the Philippinesinto the new millennium.

During the second term ofas PqCCI President, the Chamber

participated actively in the informationcampaign as an expression of the full supportto the campaign for the cityhood ofParañaque. In the final hearing of thecommittee of the House of Representativeswhich was held at the Elorde Stadium,PqCCI sent representatives who spoke onthe potential for growth and expansion ofcommerce and industry through increasedbusiness investment and income, andthrough the generation of more employment.PqCCI argued that the conversion tocityhood would result in an increase inbusiness income and government revenues.

The biggest challenge that confronted thebusiness community and the government atthe time was how to get the Philippineeconomy out of theAsean financial crisis andpush it towards recovery. PqCCI, under theleadership of asPresident, responded to the challenge byfocusing its full attention to harnessing thepotent ia l s and capabi l i t i es o f i tsmemmembers towards achieving the goal offostering camaraderie, and strengtheningunity and cooperation among them. In linewith this, the Chamber embarked on a 10-point program which included:

•Establishment of a DTI Business One-StopShop in the City of Parañaque that willprocess the documents needed to put upnew businesses in the City.

•Expansion of the membership base ofPqCCI.

•Holding of more general membership andbusiness meetings.

•Networking and holding of more dialogues

with the officials of the City government onmatters concerning the business community.

•Conducting more professional developmentprograms.

•Initiating advocacy activities on significant issues.

•Extension of quality services to Chambermembers, especially in the areas of informationand research.

Creation of more livelihood projects for theunemployed and underemployed workers in thecity in support of the programs of Mayor Joey P.Marquez.

Assistance to the clean up drive of the citygovernment.

Launching of the Search for the “Ten MostOutstanding Businessmen of Parañaque for1999”.

These activities did not go unnoticed as PqCCIwas adjudged “Most Outstanding Chamber inthe National Capital Region in 1999”.

. Atty. Gregorio M. Batiller, Jr., PqCCI President for2000, continued and expanded the programsstarted in 1999. Under his leadership, PqCCIgave out the first “Salambao Awards forExcellence in Business Endeavor”. The Chamberalso implemented other meaningful projects,among them several job fairs, which benefited thebusiness community in the City of Parañaque. Itwas also during his administration that plans toset up the Chamber offices at the Parañaque CityHall saw fruition.

Again, PqCCI was adjudged “Most OutstandingChamber in the National Capital Region in 2000.

2001. Additional activities were implemented during theterm of Dr. Eduardo Gutierrez-Ong, President forthe year 2001. The first ever “Kapihan saParañaque Chamber” was held. Joint generalmembership meetings among the Chambers ofCommerce and Industry in Parañaque, Las Piñasand Muntinlupa was initiated under his watch. Asisterhood agreement between PqCCI and theDavao City Chamber of Commerce and Industrywas signed in November during the PhilippineBusiness Conference.

2000

2002. Under the leadership of Mr. Angelito E.Colona, PqCCI President in 2002, theChamber stood ready to meet the challengesit faced. A planning session was held inJanuary 2002 to chart the course of theorganization for the year. A BusinessAssistance Program was put in place toassist Parañaque Businessmen, in general,and PqCCI members, in particular, onmatters affecting the viability of theiroperations. PqCCI also led the way for therevitalized Parañaque Small and MediumDevelopment Council (SMEDC). It forged apartnership with the Toyota Motor PhilippinesFoundation (TMPF), the AutomotiveAssociation of the Philippines (AAP), and theLand Transportation Office (LTO) for theestablishment of a world-class drivingacademy in Parañaque. The Chamber wasalso named as one of the partners of thePhilippine Chamber of Commerce andIndustry (PCCI) Committee on Quality,Productivity and Global Competitiveness inthe implementation of projects on quality andproductivity that will help small and mediumenterprises in the city.

Engr. Serafin M. Pantaleon introduced a newprogram of governance during his term asPresident of PqCCI. Authority was devolvedto the vice-presidents who were thenempowered to strategize, conceptualize andput into concrete action their strategic andtactical objectives to achieve the goals of theChamber of PqCCI. This resulted in thechamber becoming more pro-active and lessbureaucratic.

In addition to continuing the programs thatwere started in the past, PqCCI conducted anintensive campaign to improve the numberand quality of its membership base. TheChamber collaborated with Rep. Eduardo C.Zialcita on the publication of the Par OneHundred, a coffee table book that serves as auseful reference for those interested in doingbusiness in Parañaque.

PqCCI supported the government’s drive onthe development of small and mediumenterprises. It worked closely with the localgovernment on the implementation of theBarangay Micro Business Enterprise(BMBE) Law in Parañaque City. PqCCIplayed an instrumental role in the non-passage of a draft city ordinance that could

have imposed an environmental and ecologicalfee on all real estate properties within the city.PqCCI also initiated the creation of a core group ofhuman resource decision-makers that wouldregularly meet to discuss common issues andconcerns.

2004. Engr. Augusto C. Soliman led the Chamber togreater heights on its tenth year of existence. Heenjoined businessmen in Parañaque City to strivefor excellence, which will lead the businesscommunity to exciting new directions towardsachieving global competitiveness in the areas oftechnology, human resource, and organizationalstructure.

The Chamber assumed a more pro-active stancein poverty alleviation through the implementationof the Kasanayan sa Kabuhayan Tungo saKaunlaran Program to support the Gawad Kalinga(GK) initiatives of Couples for Christ in ParañaqueCity.

PqCCI collaborated with the local government onthe passage of key legislation, notable of whichwere (1) the ordinance creating the ParañaqueBusiness Registry Databank and (2) the enablingordinance needed to implement the BarangayMicro Business Enterprise (BMBE) Law.

The Chamber was given a Special Citation by thePhilippine Chamber of Commerce and Industry(PCCI) for implementing vigorous and pro-activeinitiatives for micro, small and medium enterprisedevelopment, in partnership with the localgovernment and other stakeholders.

. Carmen C. Flores led the Chamber in pursuing itsvision of being the veritable voice of the businesscommunity in Parañaque City more vigorously.

PqCCI had programs and projects that addressedkey issues such as business excellence and goodcorporate citizenship, micro, small and mediumenterprise (MSME) development, environmentalprotection, population management, povertyalleviation and industrial peace and harmony.

For its leadership, dynamism, and delivery ofservice, PqCCI was once gain named “MostOutstanding Chamber for the National CapitalRegion in 2005” by the Philippine Chamber ofCommerce and Industry (PCCI). This was the 3rdaward received by the Chamber, having been

consecutively named as the Most OutstandingChamber in the National Capital Region in1999 and 2000.

.Ernesto R. Evasco took over the chamberleadership in 2006. Realizing the need to re-examine where the chamber stood relative toits avowed organizational directions, headopted the theme “Back to Basics” as thebat t le cry for his term which wasunceremoniously cut off by his untimelydemise in July, 2006. During his aborted stint,he pursued the major programs of the previousleadership particularly on environmentalprotection while focusing on membershipdevelopment and retention, and streamliningof membership services. Alexander L. Florestook over the presidency from August toDecember, 2006. Despite an even shorterterm, Mr. Flores presided over the revival of thePara aque Business Conference inpartnership with the city government headedby Mayor Florencio M. Bernabe, Jr. As fatewould have it, PqCCI was adjudged “MostOutstanding Chamber in the National CapitalRegion” for the 4th time. It represented theNCR in the Confederation of Asian Chambersof Commerce and Industry (CACCI ) RegionalAwards in Taipei, Taiwan where it was declareda finalist in the Small Chamber Category.

.Continuing the feat, Pedro C. Dumana, Jr.reaped for PqCCI its third consecutive MostOutstanding Chamber Award in 2007, aproduct of his extraordinary talent to motivatehis fellow directors to cheerfully carry outtheirtasks.his term, the chamber embarked onvarious civic and business projects: MedicalMissions, Candidates Forum and "Go Out andVote" Motorcades, training and seminars,Quarterly Businessmen’s Kapihan, theParañaque Business Conference and theSalambao Awards for Business Excellencewhich he innovatively spearheaded from 2003to 2007.

His leadership and organizing talent iscurrentlyput to use in theManila Chambers ofCommerce and Industry, where he overseesoperations asGeneral.

The full implementation of City Ordinance No. 04-20 Seriesof 2005 which created the Parañaque City BusinessRegistry Databank (PCBRD) now allows PqCCI to moreeffectively serve the needs of the Parañaque businesscommunity, particularly the micro, small and mediumenterprises.

The PCBRD serves as a repository of all relevant economicand business information of all establishments operating inthe city. Its objectives are:

- To improve the business information and gatheringprocess of the City Government of Parañaque;

- To rationalize business zoning in the city; and

- To keep track of developments in the business community.

PqCCI has been mandated by the city ordinance toestablish and maintain the databank. Its functions asadministrator of the PCBRD are to:

- Manage and maintain the database;- Provide access to the database through its computer

facilities in the PqCCI Secretariat or through the internet;- Periodically update data that may be required for tradeand investment promotion by the City Government ofParañaque;

Promote and participate in business matching fora using theinformation contained in the databank;

Foster and encourage free flow of data, information andideas between the city government and the businesscommunity; and

Provide an effective communication channel by whichpolicies and programs of the City Government of Parañaquemay be more efficiently disseminated.

PqCCI has been authorized to collect a minimal fee to coverthe expenses for:

-The procurement of hardware and software,

-System design and maintenance,

-Administrative and operational expenses of theRegistry office, and

Promotions and consultancy programs of PqCCIwhich are necessary for the development of micro, small andmedium enterprises (MSMEs) in the city.

Business establishments registered in the PCBRDwill have unlimited access to general information containedin the databank.
