PALMA+PB is an acronym DERIVED FROM the first
letter of the names of the municipalities that comprise the
Alliance, namely:
Pikit became a member of the alliance only last April 25, 2008 and Banisilan in August 18,2011 after one (1) year of probation as observer .

THE CREATION OF PALMA+PB Alliance
The establishment of this Alliance gets its
legal basis from REPUBLIC ACT 7160 “THE
LOCAL GOVERNMENT CODE OF 1991, Section
33, Art. 3, Chapter 3, which states that;
“LGUs may, through appropriate ordinances, group
themselves, consolidate, or ordinate their efforts,
services, and resources for purposes commonly
beneficial to them. In support to such undertakings,
the LGUs involved may, upon approval by the
Sanggunian concerned after a public hearing
conducted for the purpose, contribute funds, real
estate, equipment and other kinds of property and
appoint or assign, personnel under such terms and
conditions as may be agreed upon by the participating
local units through Memoranda of Agreement (MOA).”

PROJECT STRATEGIES AND MECHANISM
The project will rotate among seven (7) member alliance municipalities
Each municipalities shall provide Road construction equipment based on
the request of the host municipality.
All heavy equipment will be RENT FREE
Project duration of ten (10) days and five (5) days extension depending on
weather condition and resources.
Provision of honorarium for the drivers/ operators by the host municipality
at P200.00 per day.
Provision of quarters, food and of drivers/ operators by the host
municipality.
Provision of Security / safety of the Heavy Equipment including the drivers/
operators.
The host municipality will provide for the fuel, oil and lubricants to heavy
equipment utilize in the operation.
Minor repair of heavy equipment amounting to P2,000.00 below will be
charge to the host municipality. While P2,000.00 above will be shouldered
by the owner municipality.
