The October meeting of the Arthur City Council was called to order at 7:08 p.m. on October 5, 2015, by Mayor Randy Fineran with K. Fineran, Gann, and Rosemeyer answering roll call. Straight and Carnine were absent.
K. Fineran moved, Gann seconded to ap-prove the consent agenda. Motion carried.
Reports—Kelly Evans with I & S updated the coun-
cil on the progress of the lagoon project. He reported an oversight on the part of the DNR regarding an environmental survey that was overlooked but has since been completed by the DNR. It will, however, push the progress of the project back.
Evans reported on the need for a municipal advisor, recommending D.A. Davidson of Des Moines. Gann moved, Rosemeyer seconded appointing D.A. Davidson. Motion passed.
Resolution #20-15 was introduced to set the date and time of the Public Hearing to ap-prove the SRF loan for the lagoon project for Monday, December 7, at 7:15 p.m. Rosemeyer moved, K. Fineran seconded. Motion carried.
No sheriff’s report was available.No library report was available.K. Fineran gave the EMR report, which
included one call in the past month. He an-nounced the upcoming soup supper fund-raiser, which will be on Sunday, October 25, from 4-7 p.m. at the Arthur Community Center. The EMR will be assisted by the Arthur Public Library.
Maintenance report—Arbegast reported that some of the win-
dows at the old post offi ce building have been
boarded up.He reported a table at the park was recently
damaged; the person responsible will take care of the damages.
Arbegast recently worked on the valve at the lift station after researching it. It now seems to be working.
Work is being done to get the new comput-erized accounting system working along with the city utility program. Arbegast and Rose-meyer reported a time-consuming transition to come. They asked the council to consider getting help with the new USTI program. The council authorized Arbegast to move forward.
Arbegast reported that the minutes book is completely up to date.
He updated the council on repairs made to the street sweeper. He was instructed to con-tinue working to get it fully functional.
There were no building permits submitted.Council concerns—the Mayor asked the
council for ideas on how to get the word out to citizens on the need to get trees trimmed.
With no further business, Rosemeyer moved to adjourn at 8:47; K. Fineran second-ed. Motion carried.

Mayor Hurd called the meeting to order at 6:00 p.m. with the following Council Mem-ber present: Cates, Goodman, and Carnine. Council Members Clough and Fineran were absent.
Motion by Council Member Carnine to ap-prove the agenda, second by Council Member Cates. On a unanimous vote motion carried.
Motion by Council Member Goodman to approve the consent agenda consisting of the claims list, City Clerk’s report, fi nancial re-ports, and the September 2nd Minutes, second by Council Member Carnine. On a unanimous
vote motion carried.Motion by Council Member Goodman to
approve Michael Kelly, Spireworks, to design a new City website for $15,500.00 and also develop branding for the City for an additional $4,500.00, second by Council Member Cates. On a unanimous vote motion carried.
Motion by Council Member Carnine to ac-cept Ida County oversize transporting permits for the City of Ida Grove, second by Council Member Cates. On a unanimous vote motion carried.
Motion by Council Member Carnine to give property donated to the City that is located in Emmetsburg, Iowa, to the Ida Grove Chari-table Foundation, second by Council Member
Goodman. On a unanimous vote motion car-ried.
Motion by Council Member Carnine to ap-prove Resolution 2015-28 Approving Iowa Offset Program Appeal Process and Resolu-tion 2015-29 Approving The Memorandum of Understanding for the City of Ida Grove for Participation in the Income Offset Program, second by Council Member Goodman. On a unanimous vote motion carried.
Motion by Council Member Carnine to ad-journ, second by Council Member Cates. On a unanimous vote, motion carried.

Fire training: O-A afternoon preschoolers practiced crawling low during a visit to the Odebolt Fire Station Oct. 5 as part of Fire Prevention Week activities. Fireman Colby Hemer dressed in full turnout gear and stressed kids shouldn’t hide from a fireman. Hemer and fire chief Greg Neville also discussed how to call the fire department, safe meeting places, stop, drop and roll and the importance of not playing with matches, lighters or fire.
