French Context: numerous stakeholders
400 Public authorities in the transport area
With Different competences,
Autonoms and without hierarchical
With logics of service.
So many public transport operators and transport infrastructure managers
With heterogeneous structures,
With logics of exploitation, sometimes in concurrence.
Transporters, Consignees,
Using the transport infrastructures,
With economical logics.
Users, Customers
transport supply users
With logics of customers, users, buyer (sparing time and money comfort…)

French context français: make synergies between stakeholders and systems
The law asks to public authorities in charge of transport to look for synergies in order to ensure:
Consistancy in the service supply (roads and public transport)
Fare compliancy
Safety, security, continuity of transport services (connexion, multimodality, intermodality management)
To implement :
Observatory, masterplan and decision maker tools (plans de déplacements urbains, comptes de déplacements)
Tools improving the multimodality (multimodal platform management, interconnexions between transport operators)
Multimodal information systems
=> to promote the implementation of transport systems with a high level of service, open (to information exchange, cooperation) and interoperable.

System:
« combination of elements joint together in order to form an ensemble » (Larousse):
« ensemble conceptualized by the mind of concept (objets de pensée) joint by a law » or « distribution of an ensemble of objects according a way which allows aknowledge or a study more easy » (Robert).

Intelligence and Intelligent Systems:Intelligence: in French « capacity to use information given by an
environment in order to make well-adapted decision »
Intelligent system « system able to use the information in order to give a meaning and deduct a behaviour ».

Systèmes de transports intelligents - Intelligent Transport Systems…
Transport Systems no idiots… they speak, then think, have memory (remember and recall) and then collect data
Systems which use information and communication technologies in
order to automatize, make sure, improve their functioning… and then improve the level of service.

Interopérability ? Capacity for two or more systems to
• Exchange data (understandable)
• In the frame of co-ordonated processes
• Co-opeate, or collaborate;
• Implement common solutions

Promoting interoperability:MEEDDM axis for actionsInteropérability allows :• Sustainable mobility
• Synergies between stakeholders (and systems) :
• Transports systems with high level of service
• Crédibility for ITS
• Saving Money (investissment and functioning)
• => Easy to say but... how to implement?

Promoting interoperability:MEEDDM axis for actions
MEEDDM is project owner of its own transport systems:
Road management, law enforcement, chronotachygraphe
Decentralisation: French Authority must assist local authorities in their new activities It must propose assistance and frames (law and methods)
European and International Context It must promote the frame for co-operation in the country and
outside. International standards, International co-operation

ACTIF : what is this?Better than a « Frame... »
• ACTIF is a design assistance which proposes – A method
• For leading complex projects (several stakeholders, systems, projects)
– A model• Representation of professional logics in the transport
area• Under the point of view of information systems• Taking into account standards
– Tools• For making the model accessible and
readable(website)• For using the model (OSCAR)• For finding consensus between partners

What ACTIF allows
• Method and model• Identify and describe the roles of partners to be involved• Identify Data sources to use (or implement)• Identify potential targets for elaborated information• Ask the good questions on functions (check-list)
• Tool• Identify for each sub-system theroles and functionalities • Identify the data needed and those available (or not)• Analyse the starting point• Try and analyze scenarios of organisational and functional
architectures (organisations, roles)• Identify the interfaces between partners (data to exchange) • Identify existing standards• Produce the background of functional specifications
Pages
29 3ème Forum THNS Shanghai – 2010
ACTIF does not allow
To describe • the practice and the agreement for co-operation• The organisation to implement (machines and men)
– Practical Guidelines must be proposed
– Follow-up activities about ACTIF applications
• Directly the interfaces between sub-systems and stakeholders
• ACTIF does not describe – The data which must be exchanged
– The data profiles...

CHOUETTE: What is this?
Création d’Horaires avec un OUtil d’Échange de
données TC selon le format Trident Européen.
That is a software - open source.
Funding by the PREDIM and now sponsored by AFIMB
CHOUETTE allows the use of the French standards NEPTUNE,
issued from the European Standards TRANSMODEL et DATEX
via the European project TRIDENT («TRansport Intermodality
Data sharing and Exchange NeTwork»).

CHOUETTE: functionnalities
CHOUETTE allows :
modules d'import depuis d'autres logiciels.

CHOUETTE – is accessible
• Website– www.chouette.mobi
• For demonstration– Free access– Basis for demonstration
• CHOUETTE tool is proposed for direct use on-line– www.chouette.mobi– Available 24/24-7/7– Creation of count on-line– Assistance by e-mail / phone
• Assistance for local installation– By e-mail / phone

CHOUETTE and Multimodal information systems• CHOUETTE is not the SIM tool
– No route calculation functions
– No direct publication of transport supply on web-site: the presentation is the choice of the SIM project owners (local authorities)
• CHOUETTE allows:– The preparation of referential for the data
– Needed for the implementation of MIS
– The preparation of the referential for stop points and connexion areas.
– Homogeneization of the data profiles
Pages
35 3ème Forum THNS Shanghai – 2010
CHOUETTE – next evolutions
• Version Virtual Machine – Simplified installation (for training courses)
• Complete integration of NEPTUNE– Accessibility Equipment for disabled people for stop
areas and vehicles at stop points
• Ergonomy
• Qualification and certification functions
• Module for analysis of transport supply
Pages
36 3ème Forum THNS Shanghai – 2010
Follow-up activities
• Constant Updating of the models and the tools.– maintenance contract in course till 2013– Evolutions of ACTIF model on new services and make it
closer to the standards.– Evolutions of OSCAR functionalities (new V4)– Evolutions of CHOUETTE: qualification and certification of
the data and eventually data referential management tool
• Apply and generalize application by users– Training courses, diffusion, assistance
• Disseminate the knowledge– In France and elsewhere....
• Develop new tools in other domains...
