Librarians, book dealers, publishers and guests also graced the event. Mrs. Salvacion Arlante (1987), Guest of Honor, challenged and inspired all to keep on embracing the ideals of the Philippine Association of Academic and Research Librarians or PAARL as a professional organization. Fourteen (14) past presidents of PAARL

attended the 36th General Assembly with officers’ induction and awarding ceremonies

that took place in the auditorium of the National Library last January 30, 2009

(Friday). Librarians, book dealers, publishers and guests also graced the event. Mrs. Salvacion Arlante (1987), Guest of Honor, challenged and inspired all to keep on embracing the ideals of the Philippine Association of Academic and Research Librarians or PAARL as a professional organization. Arlante, UP University Librarian, officiated the oath-taking ceremony of this year’s

Executive Board before a crowd of more than 150

members, guests and exhibitors who were greeted by TNL Director Mrs. Prudenciana C. Cruz during opening ceremonies. She was summoned to accept in behalf of Dr. Marilou P. Tadlip, Director of Libraries of the University of San Carlos Library System, Cebu City the Plaque of Recognition and a cash gift for

Outstanding Library of the Year Award for 2008. The award is given to an academic or research library for its outstanding national contribution to academic or research librarianship and library development in the Philippines.

PRC BFL Chair Corazon M. Nera (1983) expressed

her admiration to the Association for its financial strength and management after Ms. Jocelyn Balangue (DLSU) reported details and suggested also that funds be appropriated to quality controlled scholarly, scientific publications and assist members

by stirring more scholarship announcements. Ms. Marietta D. Molina (2007) who introduced the guest of honor was positively receptive and took the initiative to put it on air in the auditorium soon after acknowledging the presence of former PRC BFL Chair Ms. Perla Garcia who appeared to be contented and

enjoying her retirement. 1990 President and Committee Chair on NOMELEC 2008, Mr. Rodolfo Y. Tarlit, whose work was to read

out 2008 election results revealed that there might be another and the third male president in the next years of PAARL -first, the Outstanding Library

Program of the Year Award recipient for his Philippine Library Materials Project Foundation, Inc, Mr. Rogelio B. Mallillin in 1982, himself in 1990 and Mr. Christopher C. Paras who now serves as vice-president and conference chair as well.

Sr. Ignatius R. Tal Placido (2006), Committee Chair on Awards 2008, officially presented 2008 Lifetime Achievement Award to Ms. Lolita P. Gonzales (1988) as recipient of the highest recognition given to an academic/research librarian as a hallmark of professional excellence – outstanding service,

dedicated career and remarkable leadership. The

audience congratulated -was pleased- and expressed best wishes to Dr. Enrique T. Cayaban (Director of Libraries, Saint Mary's University, Bayombong, Nueva Vizcaya) and Dr. Ma. Teresa P. Baylon (Chief Librarian of the Philippine Normal University-Agusan Campus, Prosperidad, Agusan del Sur) for being recipients of the Outstanding

Academic/Research Librarian of the Year Award for 2008, from Luzon and Mindanao respectively. The award, specifically, gives recognition to an individual librarian who has made an outstanding national or regional contribution to academic or research librarianship and library

development.

Certificates of appreciation were handed to thirty-one (31) sponsors by Mrs. Loreto T. Garcia (Ex-Officio) for their continued support to PAARL. Other past presidents who graced this important affair were Mrs. Teresita C. Moran (1989), Mrs. Marlo C. Chavez

(1993), Mrs. Rebecca M. Jocson (1994), Ms. Belen M. Vibar (1995), Dr. Teresita G. Hernandez (2002), Ms. Susan O. Pador (2003) and Ms. Dionisia M. Angeles (2005).

Ms. Sonia Lourdes L. David (APS) hosted the affair with Ms. Purita P. Uson (PWU) for the invocation while FEATI University Chorale interpreted Lupang

Hinirang and two folk songs at the assembly. The

celebration started with preliminary activities namely registration, directory and newsletter distribution, call to order, approval of the minutes of the 2008, general meeting, president’s report and treasurer’s report. Note worthily, 2009 President Ms. Elvira B. Lapuz

wholeheartedly accepted duties and obligations in her speech while Vice-President Mr. Christopher C. Paras detailed specific activities as PAARL's professionals' bests in the months to come.

Report of the Outgoing President 2008

Greetings to one and all!

In behalf of PAARL BOARD 2008, I would like to express our deepest gratitude to all of you who made our dreams and wishes came true. Likewise, I would like to commend and thank my team mates, our committee members, partners, and benefactors for generosity of their time,

treasures, and talents in order to achieve our target development plans, activities and goals in 2008. PLANNING WORKSHOP To be able to come up and finalize the activities, goals and targets for 2008, the Board held a

planning-workshop at the University of the Philippines Library Conference Room last January 8, 2008. INDUCTION OF OFFICERS The 35th Annual General Assembly and Induction/Awarding Ceremonies was held at the

Jose Rizal University, Shaw Boulevard, Mandaluyong City last January 25, 2008. Dr. Vincent K. Fabella, President of Philippine Colleges and Universities and of Jose Rizal University, inducted the members of PAARL BOARD 2008.

CONFERENCE/SEMINARS –WORKSHOPS

1. April 23-25, 2008 - ―Finding the Library Place in the 2.0 Environment: Providing for Interactive, Collaborative and Web-Based Technologies,

Resources and Services‖. It was held in St. St. Ezekiel Moreno Spirituality & Development Center, San Jose, Puerto Princesa City, Palawan in order to prepare the librarians in the next wave of societal, cultural and Technological changes in the workplace using the web. About 97 participants attended the event.

2. October 22-24, 2008 - ―Scaling the Heights of Professional Development‖ was held in Regency Inn, Davao City in order to emphasize the need for librarians to manage their career by becoming active and diverse professionals in this fast changing world of information. Heterogenous

group of 108 participants flew all the way to the City of Durian to attend this occasion.

FORA 1. March 6, 2008 - ―Love: The Foundational Virtue of Service and Commitment‖ was held in partnership with Bridges/Goodwill Bookstore at their Main Office in Glorietta 3, Makati City. It was attended by less than 50 participants . Melo

Villaroman, Jr., from Couples For Christ/Gawad Kalinga, explored the topic on love and how it affects our personal, relational and professional challenges in life. Likewise, the New PAARL Membership ID was introduced to the members and the signing of MOA for discount privileges for ID took place between

PAARL and Goodwill. 2. July 8, 2008 - ―Reviewing Standards of Library Resources Management‖ was discussed by BFL member, Elnora L. Conti, with the assistance of panel of accreditors from PAARL Board and proprietors. The activity aimed to update the members with the ongoing changes and revisions

of Philippine Library Standards based on criteria with respect to collection management. In spite of the limited seats offered for the participants, the attendees almost reached to nearly 100. The event was held in cooperation with ABAP at SM Megamall, Ortigas, Pasig City on the occasion of

the 12th Philippine Academic Book Fair. 3. September 16, 2008 - ―Role of Information Professionals and Librarians in Combating

Plagiarism and other forms of Intellectual Dishonesty‖ was facilitated by UP-SLIS Dean Vyva Aguirre. The topic drew 178 participants, the largest audience among all the other activities for

the year. It was held in celebration of the 29th MIBF at SMX Meeting Rooms, Macapagal Avenue, Pasay City. 4. November 22, 2008 - ―The Empowered Support Staff: Professionals as Teamplayers‖ included the welfare of library staff in the final list of our

professional development. It was held at the

National Library with complete package of lecture on empowerment and team building workshop among the 60 participants through the able

leadership of Ulla Tioseco, Training Specialist of the HRDO of Senate of the Philippines. 2008 AWARDEES Lifetime Achievement - Lolita P. Gonzales; Outstanding Academic Librarians - Dr. Enrique T. Cayaban (Luzon) and Dr. Maria Teresa P. Baylon

(Visayas/Mindanao); Outstanding Library - San Carlos University Library; Outstanding Library Program - Philippine Library Materials Project (PLMP); and Professional Service - Marietta D. Molina

MEMBERSHIP for 2008 - Ms. Veronica M. Jose, Chair of Membership Committee, recruited 403 individual and 83 institutional members

NEWSLETTER - Ms. Christine B. Arellano and Ms.

Lourdes D.C. Roman, Chair and Co-Chair of Publications Committee, were able to publish 4 issues of PAARL NEWSLETTER.

Delivered during the 36th PAARL General Assembly and Induction/Awarding Ceremonies held at the Epifanio de los Santos Auditorium, The National Library, Ermita, Manila on January 30, 2009. Honored Guests, Past Presidents of PAARL, 2008 Outgoing

Officers, Incoming Officers for 2009, fellow Librarians, Colleagues and Friends: Let us start off with something simple. What’s better than a long speech? No doubt, a short

one. So you guys are in luck because I am going to try to keep this as short as possible. May I convey, first of all, my warmest congratulations to the

newly elected officers. I am

honored to be invited today. I am especially pleased that we have elected librarians from different institutions with different leadership roles. We value and reward people who

think big, who make major commitments and deliver on them. My involvement in PAARL has been since its inception in September of 1972 when I

worked as Research Aide under the direct supervision of our

Founding President. The association was founded to enhance the professional capabilities of its members by providing opportunities for

further training and, through organized action, by creating favorable circumstances for the practice of the profession.

Since then, professional associations have traditionally

focused their activities in the provision of services to members. However, this need not be their only role. A turnover of responsibilities in an occasion like this is a good time for taking stock of how far we in the

association have come and how far we have yet to go in our professional activities. We, in PAARL, have chosen to take a proactive approach to changing the ways in providing these

services—we have embarked on

increasing skills of individual members, provide skills to other library service providers and embarked on activities to increase advocacy for librarianship. These are its signal

achievements. The depth and sincerity of PAARL’s concern with the preservation and maintenance of the quality of its professional responsibility has long been evident.

The secret, I think, lies in a combination of integrity and

flexibility. A combination that calls for strict adherence to certain principles and adaptability to changing conditions.

To the newly elected officers, you are to take an oath symbolizing scholarship, character, service and leadership. Being elected means

you are aware how vital it is to be an officer and must be true to

the pledge of office. My wish for all of you is that you keep giving your concern, your attention and energy to others and that it will come back to you and to the association a hundredfold. Membership in the association

need not only be paying regular fees, but being actively involved in all the association’s activities without expecting any recognition or remuneration. Involvement means being at the

forefront and center of the

association’s programs and projects—not being in the receiving end and watching from the sidelines. Commitment means accepting

added responsibilities when your participation and services are being tapped by the association in the fulfillment of its mission and advocacy.

Let us keep the torch of librarianship burning by being reminded of two virtues:

involvement and commitment. An assembly like this reminds us of our continued active involvement that signifies our commitment to PAARL.

In closing, let me assure you of my full support and cooperation. Let us work together toward our commitment to add vitality to librarianship.

Mrs. Lily Echiverri, PRC Board for Librarian Chair Mrs. Corazon Nera, past presidents of PAARL, friends, colleagues, ladies and gentlemen. Thank you all for being here, if our number here is any indication, PAARL truly can

boast of the most supportive and active membership. As I stand before you here, I am reminded of a classic superhero movie line and please allow me

to quote: ―With great power comes great responsibility. This

is my gift, my curse." I am no Superhero, and I certainly do not consider being your new President of PAARL

as a curse. Indeed, it is a responsibility bestowed to me by each one of you here today. I would like to borrow the themes from the lines I have just quoted: responsibility, gift

and curse. We talk of ourselves as an organization that collect,

preserve and disseminate information, not only for these

times, but for the ages. We may not have libraries that approach the sophistication of the past library of Alexandria, or those of our counterparts in the Western hemisphere. But we are

still librarians.

We are librarians that guards and preserve the platforms of

knowledge that define our humanity and being. We are the unseen hands behind the progress of academic teaching and advanced research.

As an organization of academic and research librarians, let us remind ourselves of our zealous commitment and flexibility to changes. Our commitment belongs to the readers, researchers, to the

students and to the teachers and professors. Our commitment resides on the stalls of books and racks of materials for whoever finds them useful.

Our commitment encompasses in helping our fellow libraries and librarians to attain the excellence required by higher education.

But change is inevitable as it is

permanent. The dawn of new technologies like computers, the Internet and network systems, has challenged our profession to a higher degree.

The adoption and use of these technology by our main clientele—the academic community—presupposes that we should be ahead of them in understanding and in being

adept with its use and application. This change, therefore,

challenges us to go beyond what is expected of us.

This is our commitment. This is our responsibility. Which leads me to the second theme —the gift. This gift is not exclusive to me as your new

President. Being part of a library is a priceless gift to anyone who

perceive beyond the daily chores of a librarian.

We see students come and graduate in our colleges or universities. And we would still be there. We preserve the books that enlighten a reader of who

and what he is, and where did he come from. In the end, that man would decide where he would go and what should become of himself. Our gift is to disseminate the

knowledge that are slumbering on the racks and bookshelves. Our gift is to make ourselves able to provide efficient and effective services to our current readers.

I do not consider being your new president as a curse. But I accepted this responsibility to dispel a curse that has crept in our society.

We may talk of poverty,

corruption, or blame the Presidents of the Philippines, past and present for our misfortunes or hardships in life.

One hardship comes from illiteracy which is more than just not-knowing how to read and write, but also of not being enlightened by the gift of knowledge. The real poverty here is in the

poverty of the mind. Our part is to make our libraries a place conducive for learning. Our zeal is to create a community of

learned professionals.

Our challenge is to bring back the readers to our libraries, which have been pulled away by the false glitters of technology. We are here to fight that curse in our community.

As your new PAARL President, I am accepting this responsibility,

this gift and this curse, if that’s how we should define leadership.

Watching a segment from CNN as they cover the happenings during the inauguration of Barack Obama as the 44th President of the US, the camera zoomed in one of the booths selling commemorative shirts.

Printed on one of the shirts being sold are three words: LAUGH, DANCE, CHANGE, and I thought, those exactly are the words I would like to use to define PAARL, at least for this

year. Laugh, because PAARL is known to conduct activities that

not only provide for continuing professional education and development but also events that are fun filled and truly memorable. Dance, because

PAARL has continued to sway to the different tunes of the times and able to step up with the demands of its members, Change, because PAARL has always been a front liner in introducing and discussing new

concepts and ideas that should concern those in the library and information profession and that in a way should create changes

in their lives as professionals.

Being at the helm of one of the most prestigious association of information professionals in the country will be never a stroll in the park, of this I am sure. More than the sincere kudos and

congratulations, good luck, I supposed is also deemed appropriate. With the many concerns and issues facing the profession, PAARL shall strive to find ways to be involved and be

in the thick of things and to

ensure that the welfare of members is being prioritized. We shall continue to encourage your active participation in the various activities of the association. Let me take this

opportunity to remind everyone that the life of any association depends on how members are able to sustain and support its

activities and efforts to keep it operational.

And talking of activities, our first

activity for the year is in a way, a response to the continuing clamour by many members, for PAARL to provide a venue to discuss various concerns about library standards. Thus, in cooperation with the FEATI

University Library and through the efforts of Ms. Aida Cruz and her staff, a public forum, coinciding with the celebration of the FEATI Library Week, will be held at the FEATI University

Library on February 5. We are extending our invitation to those

of you who have specific concerns about standards and its implications to your library. We have invited members of the Board for Librarians, Ms. Nera,

Ms. Peralejo and Ms. Conti, who are the major proponents of the Proposed Standards for Philippine Libraries and Information. We also invited Dr. Teresita Hernandez and Ms. Fe Angela Verzosa to further

enlighten us on the various concerns all relating to these standards.

A Seminar Workshop to be held on May, this time in the North

since last year, PAARL went south in the Davao Seminar. With the theme: Librarians at Their Best: Envisioning and Realizing Multilevel and Progressive Readers Services. PAARL is considering holding it

at the Lyceum of Aparri and hopefully we can do a side trip to Batanes. Other calendared activities include the following:

Public Forum on the ―The Changing Economics of Print and Electronic Resources to coincide with the holding of the ABAP Book Fair at Mega Trade Hall, SM Megamall, Mandaluyong City

on July 24, 2009 Lecture Forum on Digital Debates on Archives, Museums

and Libraries during the Manila International Book Fair scheduled on September 17 at

the SMX Convention Center, SM

Mall of Asia, Pasay City. International Conference on the theme: The Power of Convergence: Linking Libraries through Cutting-Technologies tentative venue is the NISMED

Auditorium, University of the Philippines Diliman on October 21-23. Lecture Forum to coincide with the National Book Week

Celebration on the theme: Tradition in Transition: Blurring

the Boundaries between Librarians and Support Staff to be held at the National Library on November 26.

Aside from all these events and activities calendared for the year, we shall also focus on other projects to include: 1. Campaign for a wider reach of membership.

2. Continued issuance of the PAARL ID to members. 3. Publish the quarterly issue of the PAARL Newsletter and

encourage contributions from members.

4. Update the membership database, assuring accuracy and completeness of pertinent member information. 5. Develop a PAARL website with its own domain. 6. Review and update PAARLNET

Memorandum of Agreement to ensure continued relevance of the defined benefits and responsibilities of member institutions. 7. Continue to market the

Filipiniana Books for College

Libraries Vol. 1 (both in print and CD-ROM). 8. Propose for the continuation of the Filipiniana Books for College Libraries (Vol. 2 on the Humanities).

9. Call for scholarships and thesis assistance grants applications.

10. Start working on the revisions and updates of the PAARL Standards which were

formulated 10 years ago.

11. Consider for further discussion the requests of members from the South for a Regional Chapter of PAARL, this might entail reviewing PAARL By-Laws and Constitution.

The paper ―PAARL in the service of library and information professionals in the country‖ will be read by yours truly in the XIV CONSAL to be held in Hanoi, Vietnam on April 20-23, 2009.

This is perfect opportunity to present to the other librarians in

the region the many significant achievements and accomplishments of the association. This paper hopes to inspire and give ideas to

associations which are still in

their infancy stage about the efficient and effective management of a professional

association.

Indeed, we are going to have a busy year. The success of all these planned and activities lay on all OUR hands. Work with us in Board. Be visible. Only through your active involvement

we can be assured that PAARL will be able to continue to exist as an organization of responsible and committed professionals. On a more personal note, let me give due recognition and sincere

thanks to the people who are truly instrumental for my being

here: Ms. Salvacion M. Arlante, PAARL president, my professor, my supervisor, my mentor. Thank

you for allowing me to spread

my wings and be an active member of this association.

Atty. Antonio Santos, I may not have told you this before, but you are instrumental in my decision to become a Librarian. When I followed your advice to go up the 3rd floor of Gonzalez Hall and shift to Library Science

from a course in Theater Arts and then, for allowing me to be part of the UP Law Library staff. On my very first day as a Student Assistant, it just dawned on me that Library work is

something I can consider as a career. It was a decision made

that early, and truly one of the best I ever made so far. Once again, thank you very much and good day!

FEATI University Opens Doors to PAARL

Roderick Ramos PAARL’s Public Forum on ―Assessment Techniques and Principles in Applying Standards for Academic Libraries‖ was held at FEATI University Library,

Manila last February 5, 2009. This was attended by more than a hundred participants welcomed by University President Dr. Adolfo Jesus R. Gopez who

promised to entertain another collaboration with the Association soon. Dr Gopez also received a personal donation of a FEATI Magazine from Ex-officio Loreto T. Garcia.

Certificates were given to participants for listening attentively to 3 power afternoon speakers namely Dr.

Teresita G. Hernandez on Accreditation/ISO Standards; Hon. Corazon M. Nera on IQuaME/CHED RQUAT Standards; and Ms. Fe Angela M. Verzosa on

PAARL Standards 2000: Is There a Need to Update? Specifically, the forum only affirmed what Dr.

Hernandez expressed: ―we cannot afford not to be globally relevant…; can enhance not only schools’ quality education, but in particular library standards, raising these to global standards as globalization in

education and library service reign.‖

Sunga Delights PAARL Forum Attendees

C&E Information and Resource Center in Quezon Boulevard welcomed more than a hundred participants to PAARL's successful half-day training workshop on “Oral English Proficiency Skills for Librarians and Information Professionals” with

the country’s English language guru and trainer, Dr.

Nilda R. Sunga as resource speaker. The forum was cognitively appealing, therapeutic, and top notch brought by non-stop laughters and applauses going on inside the soon-to-be-launched state-of-the-art C& E auditorium.

The 2009 PAARL Board was impressed with the way she handled her audience - very fun and enjoyable afternoon with great learning to take home

with - as she introduced speech sounds, simple linguistics and better communication skills for librarians and other information professionals in workplaces.

After the charming lady who demonstrated utilization

of suprasegmental aspect of speech like intonation, stress, pitch and juncture and iterated to all to BE CLEAR, STAY POSITIVE, LISTEN ACTIVELY, LEARN FROM EXPERIENCE, came Isidro Padpad (C & E Senior Manager) who introduced on-line resources and their benefits while Villamor Cabral (ISE Education Consultant) aimed at bibliotheraphy

sessions with PAARL members in the future. The Association's ex-officio, JRU Director Loreto Garcia, emceed the affair.
