over the country to promote library and remind the public of the vital role played by the libraries in giving the public quality and relevant knowledge. This is a good indication that amidst the modern technologies, libraries are still important. I would like to commend you for you have successfully identified the issue that has to be addressed – how to make libraries more interesting to the public, how to encourage the public to be enthusiastic towards libraries.

Inspirational Messagefrom Gov. Victor A. Tangco, Province of CapizDelivered by Ruth Magdaluyo of Filamer Christian University

Greetings...Ernie Baron once popularized the line, “If there is knowledge, there is power”. Where do we find knowledge? Knowledge results from the interdependence of

nature and nurture. Human beings were naturally bright or knowledgeable which were nurtured by our family and the people in the community. We all strive to gain knowledge such as sacrificing the hardships in school just to gain knowledge because if we will be equipped with knowledge, we will have the power to courageously and successfully face all the challenges and demands of the present society. The establishment and continued existence of libraries is of great help in nurturing our God-given knowledge and helping us to succeed.

During my school years, every time we had assignments, exams, we immediately go to the library. We love libraries through the librarians who amazingly seem to know all books. However, with easy access to the internet and all information gadgets, some people, more especially the students seem to take libraries for granted. They prefer to search the internet for information.

The seemingly fading appeal or impact of libraries to the public as a major source of information is a challenge to those who forms part of the library system. This seminar with the theme, “Library & Hospitality : The Business of Endearing Philippine Libraries and Information Services to Publics” is a reflection of the advocacy of the librarians all

Welcome Remarks from Mayor Angel Alan B. Celino,

absence today, as some of you already know, today is also a very critical moment for our local health programs because we are to receive the evaluations of the Red Orchid Award for our anti-smoking campaign efforts. Nonetheless, rest assured that my thoughts are with all of you in this worthwhile endeavour.

You all know that Roxas City and Capiz is rich in culture, tradition, history, and the arts and in agreement with the academe, I should say that there is no other way to nurture, promote, and protect these riches but through the effective transfer of knowledge and information while it is true that oral tradition forms the most part of our cultural heritage, now that we have other means of preserving such a

heritage, we should not slink away from these opportunities and compromise the transfer of these riches. I am glad that you have decided to share with our people your expertise on your specific fields of endeavour and I believe that our local heritage will benefit greatly from all these. Aside from just our rich heritage, I am also confident that the educational sector, the government, as well as our youth sector will learn a lot from what you have to offer. After all, when effective transfer of knowledge and information is to be considered, the quality of what is being transferred matters greatly, which is where you come in as the vanguards of knowledge and information.

Again, allow me to extend my apologies for my absence, but know that we are deeply grateful for your efforts and your sincerity to serve and share important and viable skills and information with us. Mush as I want to be with you, I cannot because duty calls. Do accept my warmest welcome in behalf of all the residents of Roxas City, and we hope you enjoy your stay here in our bewitching city and province as much as we enjoy having you amongst us. Welcome to all of you, and may we all gain from this worthy endeavour of yours.

As you think and work as one community for the success of this seminar, I do hope that you find time to share your experiences with your fellow librarians, experiences that may inspire you to pursue your advocacy to promote libraries especially to the young ones who primarily depend on the internet. I am sure that with your collective efforts, you can never fail, you can make libraries more endearing to the public.

Once again, thank you for this opportunity, the Provincial Government of Capiz is always willing to extend assistance to the endeavors of your association in promoting the significance of libraries in gaining knowledge. Thank you and more power!

Nasimulan noon pa man ng mga laybrari at laybraryan ang mga gawaing may kaugnayan sabibliyoterapiya at maaasahang higit pa sa nangyari noong 1930 ang matutunghayan sa kasalukuyang panahon: to compile lists of written material that helped people modify their thoughts, feelings, or behaviours for therapeutic purposes, with the assistance of counselors “prescribed selected literature for aptrons experiencing problems (Pardeck, 1994).

2-DayModular Training Program

The Philippine Association of Academic and Research Librarians, Inc. in cooperation with The National Book Store, sponsored a 2-day modular training program with the theme “Bibiliotheraphy Services Through Book Prescription Shops in Libraries and Information Centers” on May 19-20, 2011 at the Conference Hall of NBS Superbranch, Cubao, Quezon City.

The resource persons were Dr. Mila J. Arias, Professor, Philippine Normal University Manila; Dr. Luis Gatmaitan, Doctor by profession, Writer and Storyteller; Dr. Heidi Macahilig, Professor, Philippine Normal University Manila; Ms. Zarah Gagatiga, Teacher, Librarian, Blogger, Bibliotheraphist and Storyteller; and Prof. Miguel M. Cobaria of Philippine Normal University Manila.

On the first day of the training program, the topics discussed were; Sound Foundation of Bibliotheraphy Services, Therapeutical Foundation and Bibliotheraphy as a Process. Followed by these topics on the second day: Librarians and Information Professionals as Bibliotherapists, Acquisition and Technical Preparations and Quality Reference Service and Public Programs.

The speakers reiterated that reading, like all other human behaviors, is a function of the total personality. The guided use of selected books as an adjunct to treatment is applicable to students in all stages of life and with a variety of problems. Bibliotheraphy is a potentially powerful method for librarians and counselors to use on many levels. In order to establish a strong bibliotheraphy program in an institution, practitioners must present the procedure as a non-threatening one, starting by calling the process biblioguidance for instance. They must also solicit the input and advise of colleagues, parents, and administrators. In addition, they must always be allert to the limitations of bibliotheraphy.

Willian Frias at Gng.

university of the Philippines, School of Library and Information Science faculty/trainer, Prof. Rhea Rowena U. Apolinario, was PAARL’S invited speaker on Library Service and Teaching Portfolios : Collecting & Creating, a Professional’s Best, last July 13, 2011 at the Mega Trade Hall of SM Megamall, Edsa Mandaluyong City in celebration of the 15th Academic Booksellers Association of the Philippines Book Fair.

More than one hundred twenty (120) participants graced the forum where librarians were challenged to come up with a library service portfolio.

Prof. Apolinario made the lecture-forum light and enjoyable as she prepared a step-by-step process that will serve as guides on how to start and come up with a library service portfolio and even a personal portfolio.

The forum really gave the participants knowledge about what a portfolio should contain and practical tips on creating a library service portfolio that will be beneficial in promoting the different services and projects

of a library. It also enhanced the participants’ ability and creativity in planning library activities.

UP College of Engineering Library’sThe Learning Commons is Outstanding Library

Program of the Year

A s a response to the changing information lifestyle of users, and changing methods of classroom instruction which has shifted from being individual-based to group learning, EnggLib2 came up with

The Learning Commons, fondly known to users as TLC. It is a dedicated space within the library that was designed to promote interaction and collaboration among users. It is a one-stop location for all things academic and digital, providing users with means to access the library’s digital resources, engage in multimedia projects, and do group coursework.

TLC is a program that brings into maturity the library’s adaptation of the “Commons” concept, already introduced through other facilities such as the ERG Discussion Rooms, the DOST Reading Room, and the Reading Zone. TLC furthers this concept by integrating technology and ergonomics with information resources and services, to create an academic environment that magnifies learning possibilities by encouraging shared experience. By its novelty and uniqueness, The Learning Commons has earned the EnggLib2 a distinct place among modern Philippine libraries and currently serves as a benchmark for other institutions with similar on-going projects.

For “providing a world-class research facility, for encouraging interaction and collaborativelearning,” UP College of EngineeringLibrary’s The Learning Commons was

recognized as the Outstanding Library Program of the Year by the Philippine Association of Academic and Research Librarians (PAARL). A trophy of recognition was awarded to the Library in a formal ceremony held at the National Library, Ermita, Manila last January 28, 2011. The Learning Commons was selected for this year’s award mainly due to its creative use of technology and ergonomics to create a modern learning environment for UP’s engineering community. It was acknowledged as an exemplary model of how academic libraries can create new services that support learning, teaching, and research, while at the same time responding to the changing lifestyles of faculty and students. As a library program, it illustrates how resources should be maximized to create value-added services for users.

The Outstanding Library Program of the Year Award is given to an academic or research library in recognition of its outstanding library program that contributes to Philippine academic librarianship and library development in the Philippines. The program must have a strong impact on the library community, and should be innovative, sustainable, and may be replicated in other library communities, or institutions.
