P1-2004 Update Summary of Software Enhancements

Periodic Monthly Statements

• CBP has introduced the capability for brokers to pay statements for some importers on a monthly basis. These monthly payments must be made no later than the 15th of each month for entries that are entered or released during the previous month or current month prior to the 11th. To accommodate these changes, TradePoint has added payment types 6, 7 and 8 to the Alliance software. For detailed information on the changes relating to the Periodic Monthly Statements, see the PMS Update Notes section in the appendix of this document.

• In addition to the above, the following additional changes have been made to Alliance:

o A new validation (#243) has been added for CTPAT customers.

o An existing validation (#242) has been modified so that it does its own calculation of the PPMS date.

o A new screen has been added to Customer Maintenance for PMS information.

o A new report, Preliminary Monthly Late Pay Dates Report (Report Type PML) has been added to report all entries whose payment due dates are too late for them to be included on the statement month that they are set up to be included on.

o The date logic for determining the Statement Month has been modified so that when the shipment is a quota entry type, the statement month should be based on the presentation date (date 43) instead of the release date or payment due date.

o There is a new field, PMS Schedule A/P Daily, on Screen 3 of Auxiliary Control Parameters in Company Control Maintenance. If you enter Y it indicates you want to schedule A/P items for entries included on Periodic Monthly Statements on a daily basis. This will allow you to run Check Scheduling by Vendor/Date and create PN transactions for the daily statements that will be included on the monthly. It will also schedule the AP items to be paid. Statement Del/Update will prevent you from moving an entry off a statement once the PN authorization has been received by Customs, unless you enter a password (e.g., from PMS Stmt Del Passwrd field). If you leave the PMS Schedule A/P Daily field blank or enter N it indicates you want to schedule AP items monthly only. Note: Keep in mind that because CBP does not actually receive the money until the 15th of the month (i.e., December 15th for all November files), your A/P record will indicate that the payment was made in November even though CBP didn't take the money until December 15. Also, your cash and subsidiary ledger for A/P will show decreases by this payment on the date they were scheduled.

o Recommendation: Clients that use the Alliance accounting

package should continue to check your Daily Statements against the A/P file. When the Daily Statement is received, you should run an A/P Inquiry by Statement Number and confirm that the amount displayed on the inquiry matches the statement. If not, you should make the necessary corrections. If this is not done on a Daily Statement basis, when you select the monthly statement number in Schedule by Check/Vendor you may be out of balance. At that time, you would have to go back and review each individual Daily Statement to find the error, which could be time consuming.

Billing • The Invoice Selection screen is new. It now displays all suffixes that can be auto-credited, allowing you to select one. This enhancement prevents any given suffix from being auto-credited twice. Once an invoice suffix has been auto-credited it will no longer display as available for auto-credit selection on the new Invoice Selection screen.

ABI • New functionality has been added to allow you to receive and store the first Release Date received from ABI in Tracing Dates, but to continue to maintain and update the current Release Date (e.g., Tracing Date #19). This First Release Date has been assigned the tracing date #99202. If both shipment dates – First Release Date and Release Date – are blank, the date received from ABI will be updated as both shipment dates. If the two shipment dates date not blank, then the date received from ABI will update only Tracing Date #19, but the original date stored as #99202 will not be replaced with the new date. Note: In order for this feature to work, tracing date #99202 must be added through the Tracing Date Control File Maintenance.

EDI Recon Flagging • The EDI Reconciliation flagging logic has been changed, based on a new field, Recon Flag, on the EDI Info screen in Customer Maintenance. The new logic works as follows:

• Recon Flagging Logic: When the Recon Flag field is set to Y, the recon flags for shipments being uploaded via EDI for this customer are set based on the following logic:

When the EDI invoice is pulled into the Quick Entry screen, if there is a Y or N in any of the Recon flag fields, the flags will not be altered.

When the EDI invoice is pulled into the Quick Entry screen and there is a part number, if there is a blank in any of the recon flag fields, the system will look to the CAT first.

If there is a value in the CAT for recon flags, the system will take the CAT value and not look at the Customer Master. If there are no recon flags in the CAT, then the system will look in the Customer Master for any auto recon flags.

• If it is necessary to do the lookup to the Customer, the following hierarchy will be followed:

Check to be sure the customer is Recon Eligible = Y. Check the Auto Flagging switches. If they are blank or N then check for a blanket, being sure that the blanket has not expired.

CAT Validation • A new field, CAT Validation, has been added to Customer Maintenance to control the validation of part numbers. If a customer is set up to have part numbers by having a master CAT customer code in Customer Maintenance and CAT Validation is set to W or F, then a validation error will be produced if a valid part number is not used during the entry of the CI data in Entry Processing.

Parts File Conversion Process

• This process converts comma-delimited (Excel) files into fixed format data files. This conversion program should be run before the Parts Upload Process.

Multiple and non-Advalorem ADD/CVD

case rates

• As per Admin. Messages #04-1115 and 02-1632, modifications have been made to prevent the calculation of duty when a case does not use the advalorem rate (e.g., specific rate). If this is the case, CBP sends back no rates on the CVD case number. When this happens, you must know the correct rate to use and you must do the calculation, then enter the proper duty amount on the Penalty screen.

ADA/CVD Value Validation

• A new validation, #1054 (“Value Special Deposit not equal to Line Value.”) has been added that will compare the rounded entered value of the commercial invoice line versus the value special deposit amount of the case information. (Note: Entered value includes cents and the value special deposit is in whole dollars only.) This validation will create a warning only.

Alpha AWB Prefixes • Alpha prefixes will be allowed for use by airlines that do not have a 3-digit IATA code when the Global Air AMS goes into effect (scheduled for August 12, 2004). The Air Waybill field and the IT number field have been changed to accept alpha prefixes when the air waybill is used as an IT number.

Canadian Postal Codes

• Modifications have been made to Alliance to ensure that Canadian Postal codes are properly formatted. This change forces the user to enter a space in position 4 of a Canadian Postal Code in order for it to be considered valid.

ACH Lock/Unlock Data integrity has been improved by locking entries on the File Number Assignment screen if either of the following conditions are met:

1. If the entry is an ABI Payment Type 2, 3, 5, 6, 7, 8 and the Preliminary ABI Statement has been received, or

2. If the entry is an ABI Payment Type 1 and ten (10) working days have passed since the Release Date, or

3. The file is a Reconciliation file (e.g., entry type 9).

If an entry is locked, its Customs sensitive data cannot be changed anywhere in Shipment Processing. The lock is enforced by, first, warning you on the File Number Assignment screen that the file is locked, and second, your access mode will automatically be changed to read-only access for all of the entry’s Customs sensitive data in all subsequent screens.

In addition the locking feature has been enhanced so that you can choose to lock upon receive of the final statement, rather than the preliminary

statement, and you can also choose the number of days to delay locking from the receipt of the final statement. The flags for these settings are on Page 2 of the Company Control File Maintenance.

To unlock a file, use the Shipment Entry Unlock program.

Changes to Date 197 (Statement Type 1 –

Lock Date)

• Date 197 (Statement Type 1 – Lock Date) will get deleted if you change the ABI Payment Type from Type 1 to something else (2, 3, 5, 6, 7, or 8) on the Shipment Header screen or through the Statement Delete/Update program. In addition, if you change the payment type to 1, the system will do a lookup to Shipment Header to determine if the entry results have been received and will write a new date 197 to Shipment Dates.

NAFTA Reconciliation Enhancements

• The flagging rules for NAFTA Recon has been changed in the Recon Recalculation program to the following: If Part NAFTA Flag Temp is A or B and the Country of Origin is US and the Country of Export is Canada (CN) or Mexico (MX), then flag the entry for NAFTA.

Unresolved Cargo Release Report

• This report, type UCR, will identify in advance of written notification from Customs, any transaction that is certified for release but does not have a provisional release date from Cargo Release (e.g., Date 33 updated).

Vendor Maintenance • The Allow Entry field in Vendor Maintenance allows you to specify whether or not the vendor can be entered in Billing. If you are interested in setting up this feature, in addition to entering Y in the Allow Entry field, you must also set up the Work/Mess field of Program Control File. [See the instructions that follow on how to set up the Work/Mess field.]

Accounting History • Accounting history records are now included in the regular A/R Inquiry, A/P Inquiry, B/R Inquiry, and Profit by File Inquiry. Instead of having to pull up records from the accounting history inquiry programs, you can now access these records directly from the live inquiry programs. [For more detail, see Accounting History Inquiries section.]

Step Table – Weight in Pounds

• A new step table type, D, has been added that will allow you to calculate weight step tables based on pounds rather than on kilos. [For more detail, see Weight Step Table in Pounds section.]

Restrict Access to Salesman in Customer

Maintenance

• The Salesman field in Customer Maintenance can be set up with restricted access. This field is controlled by the Access Salesman field in User Class Maintenance (Page 2 screen). If you enter N in the Access Salesman field, the Salesman field in Customer Maintenance will be display only for any existing customer record. Note that when you are adding a new customer, the Salesman field is accessible, regardless of the Access Salesman field.

Group Charge Codes • The Customer Group Charge Codes screen in Customer Maintenance allows you to build a group charge code. This feature allows you to build a group charge code so that at the time of invoice printing, all the charge codes specified in the group will be rolled into one charge on the invoice for the customer. The group charge will print on the invoice with the total of all the charges created in Billing.

Customer Credit Notes Report

• A new report type, NOT, has been added to Accounts Receivables. This report is the Customer Credit Notes Report and allows you to extract and print the balance due account information for credit notes created on or after the cutoff dates selected.

Import Connection – Flag Shipments for PC

Download

• You can flag shipments for download for all customers who are set up with Internet Tracking using the Import Connection Flag Shipments for PC Download program.

A/P Purge • The A/P Purge Report now prints by file number instead of by vendor code.

Internet Tracking Upload of Additional

fields

• An additional field of data, the total number of cartons, will now update from the CI Lines Optional Data screen to Internet Tracking, if the Input File switch for ITWEBSHP in Program Control is set to “CARTON”.

Log Status Report • A shipment count subtotal by division has been added to the Log Status Report (report type LOG).

Report Parameters Extract

• A new Report Extract Parameters Maintenance screen has been added to the Report Parameters to allow you to download report information. The Alliance Report Stacker (used by Shipment Tracing, A/R, A/P, Sales Analysis, Break Bulk, and G/L) now allows you to extract the report data and download it to a disk file compatible for uploading into an Excel spreadsheet. In addition, the new extract feature lets you set up the data to be transmitted to a specified destination via FTP.

Productivity Report • A new productivity report, type PR2, has been added to Shipment Tracing reports. This Productivity Report II allows you to collect shipment totals for a user specified customer productivity type. [Note: If you are interested in Productivity Reports, some set-up is required. Contact TradePoint for details.]

Print Restart Function • There has been a change made to the Print Restart function in Form Printing. When you enter a file number in the Starting File Number field, the same file number will default into the Stopping File Number. If you enter or accept “First” for the Starting File Number, then “Last” will default for the Stopping File Number.

Summary Billing Enhancements

• Summary Billing has been enhanced to make it more flexible in the output layout and the frequency start/end dates for all summary bill formats. New fields and field options have been added to Summary Bill Format Maintenance and Summary Bill Frequency Maintenance allowing you to customize the format and frequency of producing Summary Bills.

• A new freeze Preliminary Summary Billing feature has been added to allow you to freeze the Preliminary Summary Bill once it has been printed. This lets you auto-credit a file that has already appeared on a Preliminary Summary Bill without changing the Summary Bill. The auto-credit will be put on the next Preliminary Summary Bill as a separate transaction. To set this up, a new field, Freeze Prelim, has been added to the Auxiliary Parameters Screen 3 of Company Control File Maintenance. You can set up specific customers for this feature by flagging the Frez Cus Prel field on the Summary Billing screen of Customer Maintenance.

Alliance Report Schedule Maintenance

• A new scheduling feature has been added to the Alliance reporting system. This feature allows you to schedule the printing of specified Alliance reports at a particular frequency (e.g., Daily, Mondays, End of Month, End of Quarter, End of Year, etc.). You can also schedule a report to print multiple times a day. Scheduling is set up in the Tracing Report Schedule Maintenance.

A/P Set Vendor Invoice/Due Date

• The Set Vendor Invoice/Due Date program allows you set the vendor invoice date, due date and approved flag for a vendor’s invoice or all of a vendor’s invoices. You will use this program to update the vendor invoice data once it has been received from your vendor. The control total is used to check against the total of the invoice amounts that will be changed. If the control total does not match, a warning message is generated.

FDA Registration Exemption Reasons

• Exemption reasons have been added to the FDA Registration Exemption fields in Alliance. This includes the FDA Registration Exemption fields on

o Manufacturer’s ID Maintenance screen o Cargo Release Prior Notice screen o Entry Summary Prior Notice screen o Classification Assistance Tool Prior Notice screen

• A new maintenance, Firms Type Exemptions Maintenance, has been added to store valid firm type/exemption code combinations. This file is maintainable, so that if new firms types or exemption codes are added, or if the requirements for firm types and exemption codes changes, you can make the necessary changes on your system and not have to wait for programming changes from TradePoint. The C/R FDA PN and E/S FDA PN screens in Shipment Processing will check to make sure that only valid combinations are input.

FDA Reject Reason Codes

• Admin #04-1779 adds two new FDA reject reason codes (14 & 15) and adds a couple of possible values to existing codes:

o R, F, M = Invalid Registration: R-Missing Registration; F-Registration Not on File; M-Mismatch in Registration

o C, U = Invalid Consignee for FDA: C-Invalid Consignee; U-Unknown/Consolidated Consignee

o E = Invalid Exemption (FME) Qualifier o C, E, X = PN Confirmation Number (PNC) Invalid: C-Invalid PNC

Number; E-Expired PNC Number; X-Cancelled PNC Number.

License Indicators • A two-character field, License Indicator, has been added to Alliance (as per Admin. Message #04-1504). This new field will serve as an indicator as to whether the tariff number may require a miscellaneous license. The following changes have been made in Alliance:

• ABI Update programs have been modified to include the new License Indicators.

• Entry Type Code Maintenance – A new screen, License Indicator Exclusions, has been added to Entry Type Code Maintenance.

• Country Maintenance – A new screen, License Indicator Exclusions, has been added to Country Maintenance.

• License Indicator Maintenance – A new program has been created to maintain the license and certificate indicators, as well as their format restrictions.

• A new billing algorithm, #579, that will allow you to charge a fee per license. The number of free items, minimums and maximums will be applied. o Two fields (Req Steel License and Require Singapore Cert) have

been removed from the Tariff Calc Flag Maintenance screen. o Tariff Classification Maintenance – Two new fields -- License

Indicator and Valid/Invalid Export Tariff -- have been added to the screen.

o Quick Entry – When you enter the Tariff Classification number, the program will look to see if there is a License Indicator associated with the classification and then whether the entry type or country of origin might exclude the indicator. If a license is required, the License/Permit pop-up screen will automatically display for the input of the license number.

o License/Permit popup screen – The screen has been modified to accept and use the two-character license indicator and to edit the license number format as defined in License Indicator Maintenance.

Bond Number Change • The Bond Number field throughout Alliance has been changed to accept alpha characters.

Change to allow OGA reporting on

NCAP/FAST Released files

• Effective July 12, 2004, brokers must transmit OGA information with the Entry Summary data for entries that were released through NCAP/FAST. This is a situation where the broker has not entered and sent the Cargo Release information (and therefore, the OGA data), even though the entries were certified via Cargo Release. The Alliance software has been modified to allow the entry of the OGA data in these circumstances. Files that have NCAP Release set to Y are now treated in the same way as those with Line Released set to Y.

FDA Product Code PN • A new field, PN, has been added to the Product Code Maintenance screen to allow you to indicate which FDA Product Codes require Prior Notice information, regardless of the OGA indicator on the tariff number that the product code is used with. In addition the ABI Update program has been modified to automatically flag product codes that are used on entry lines that receive a reject because PN was required (based on the product code).

• Two new validations have been modified to check the PN indicator field in the Product Code file: Validations 1901 & 1903.

Sequence Commercial Invoice on 7501

• A new field, Seq 7501, has been added to the Aux Parameters 3 screen of the Company Control File. If it is set to Y, each commercial invoice will be sequenced after the initial sequence number is entered. The sequence number will be in the order the CI was updated, e.g., the first one that is updated will be CI Sequence number 001; the next, number 002, and so

on. The sequence number will allow the 7501 to print the CI invoices in the order they were input by the user.

Note: If a CI record is deleted, the others are automatically re-sequenced.

ACH Combined Statement Report

(CSR)

• A new report type, CSR – ACH Combined Statement Report, has been added to Alliance that allows you to create a single report of all statements dated the same day for any given Importer. The report contains entry level detail similar to that reported on the ACH Statement along with additional optional data elements that you select.

A/R Statement faxing via FaxSr.

• A/R Statements can now be faxed or emailed via FaxSr. A report will need to be set-up for each customer. For a company logo to print on the faxed/emailed statements, contact TradePoint Training and Implementation for the cost of setting up that feature.

Customer Master Defaults

• This enhancement allows you to speed up the entry of new customer records in Customer Maintenance by entering default information in the Customer Master Defaults screen of Company Control File Maintenance.

ABI Update Release Date option

• A new field, Update Release Date, has been added to Auxiliary Parameters screen 3 of Company Control File Maintenance. This field allows you to enable or disable for a particular division the automatic updating of the Release Date when the system is processing the RR transactions from Customs.

A.I.I. Transmission Report (type AIT)

• A new report type, AIT-AII Transmission Report, has been added to Alliance that allows you to view the status of A.I.I. transactions.

Automate A.I.I. Queue Process

• This enhancement automates an A.I.I. process to send electronic invoices to Customs based on the Customs message. You can activate or deactivate the process for each entry summary message code by setting the Automate AII switch in the ABI Messages Code Maintenance. You can also activate or deactivate the automated processing for each customer by setting the Automate AII switch in Customer Maintenance. Note: Delivery data fields have been added to the Optional CI Header Data pop-up screen to allow you to enter this data needed in order to send the electronic invoice.

Verify Bill of Lading • In order to reduce data entry errors, a switch has been added to the Company Control File Maintenance to allow you to force users to enter the Master Bill of Lading number twice on the Shipment ID screen for verification purposes. This will only be done for Ocean shipments.

Shipment Processing Customer Notes

• The Customer Notes pop-up accessed from the File Number Assignment screen has been enhanced to allow you to view just division notes, just company notes, or all notes on file for the customer.

Credit Terms on Accounting Agings

• Payment terms that have been entered into Customer Maintenance will now print on the A/R Detail Aging reports for each customer.

Enhanced Shipment Extract Report for

Customer References (Shipment Tracing Report Type EXT)

• The Shipment Tracing Customer Extract Report (EXT) has been enhanced. Currently only the commercial invoice header customer reference is extracted and used for all commercial invoices. This enhancement allows you to enter and extract customer references at the commercial invoice line level. If no reference is found at the line level, the

header customer reference number for the shipment will be used for all lines.

Specific Division Invoice Notes

• This enhancement allows you to view a default set of Invoice Notes set up for an established company and division in Company Control File Maintenance. This feature allows you to indicate that notes for a specified company and/or division should display instead of the notes for the current company/division on the Invoice Notes screen.

Default Break Bulk Master Fields to

House Bills

• This enhancement modified the Master Bill Entry screen to default fields from the Master Bill into the House Bill from EDI.

Modify BB EDI Screen • The Break Bulk EDI screen has been modified so that the Customer field comes before the Division House File number, instead of after.

Break Bulk Master Bill Load

• This enhancement allows you to send Master Bill header information with or without a House Bill. The data will then create a Break Bulk Master Bill record.

SuperQuick Entry Summary Processing

• The SuperQuick entry process has been modified to accommodate the following requirements:

o The SuperQuick Shipment Information pop-up screen has been modified for line release and non-line release to default Y in the Estimated/Actual Value field.

o Automatically pop up the Customer screen from SuperQuick so that the consignee customer code or IRS number can be added.

o Border File Number Assignment screen now allows you to add the consignee customer code or the IRS number.

o The Quick Entry screen now default the CNEE IRS number from the previous line.

o The defaulting of the release date has been made switchable (with the arrival date).

o The Entry Summary Queue Update and ABI program now trigger the sending of E/S data when the Actual Release date (Date #19) is received from Customs.

o You can also set up the option that if auto billing is set to Y for the customer, the system will create the billing when the release date is received from Customs.

o The ABI process has been modified to default (A)ctual on the Shipment Header screen when the Release Date is received from Customs. This is set divisionally.

o A new SuperQuick validation has been added (#6120) to indicate when the Entered Value on Shipment Header is more than $150,000.

Organic Exemption Certificate

• In accordance with Admin 04-2257, goods imported by some organic producers and growers will be exempt from some commodity fees. The Agriculture Marketing Service will now issue Organic Exemption Certificate numbers that will allow qualifying goods to be exempt from the following fees:

o 53 Beef fee o 54 Pork fee o 55 Honey fee o 56 Cotton fee o 90 Potato fee o 102 Lime fee o 103 Mushroom fee o 104 Watermelon fee o 106 Blueberry fee o 107 Haas avocado fee

On the Quick Entry screen of Shipment Processing, if the tariff number requires a fee, you will enter an exempt certificate number to prevent the system from calculating the normal fee.

Ultimate Consignee Reporting

Requirements

• In response to security concerns, Customs has tightened up the requirements for reporting the identification of the ultimate consignee. For formal entries (value exceeding $2000) the ultimate consignee must be identified with the social security number or IRS employer ID number (EIN) if the consignee is US based. For foreign based consignees, a CBP-issued Ultimate Consignee number must be provided. For informal entries (e.g., value up to $2000), the ultimate consignee can be identified either with the appropriate ID number or the name and address of the Ultimate Consignee. The Alliance software has been modified to check for the appropriate ID format, depending on whether the consignee is US or foreign, and whether the entered value is over or under $2000.

Note on consolidated entries with multiple Consignees: On shipments that have multiple consignees, for lines with a value exceeding $2000, appropriate identification number must be provided at the time of entry or release. For lines with a value less than $2000, the ultimate consignee may be identified with either the name and address or the appropriate ID number.

Border PAPS & BRASS requirements

• The Border Pre-Arrival Processing System (PAPS) requires the BCS data plus two additional pieces of information: the SCAC and Master Bill. To make certain this data is logged in the Border system, two fields in Mode of Transportation Maintenance must be set to Y for the rail and truck MOT’s 20, 21, 30 & 31:

o 09 SCAC Required o 10 Master Required

With the advanced reporting requirements, the BCS data plus the additional information must be sent to Customs in order to get acceptance one hour prior to the shipment’s arrival at the border.

Customer Maintenance Duty

Direct Controls

• A new pop-up screen, Duty Direct Controls, has been added to Customer Maintenance to provide you with the flexibility in setting duty direct defaults. The switches on this screen allow you to set the default for charge code 99 (reversing the duty amount calculated on an entry) on the billing invoice for statement payment type 1 entries. You may also set a minimum and/or a maximum duty amount to trigger the charge code 99.

PMS Additional Changes

Overview The following additional changes have been made to accommodate the Preliminary Monthly Statements:

• A new validation (#243) has been added for CTPAT customers.

• An existing validation (#242) has been modified so that it does its own calculation of the PPMS date.

• A new screen has been added to Customer Maintenance for PMS information.

• A new report, Preliminary Monthly Late Pay Dates Report (Report Type PML) has been added to report all entries whose payment due dates are too late for them to be included on the statement month that they are set up to be included on.

• The date logic for determining the Statement Month has been modified so that when the shipment is a quota entry type, the statement month should be based on the presentation date (date 43) instead of the release date or payment due date.

Validation # 243:

New Validation #243 Invalid Payment Type For Non-CTPAT Customer. If the customer has been set up as a non-CTPAT (Customs Trade Partnership Against Terrorism) customer, ABI Payment Types 6, 7, or 8 cannot be used.

New Invoice Selection Screen

Overview A new Invoice Selection pop-up screen has been added to select invoices for auto-credit.

ACH Lock/Unlock Feature

Overview Data integrity has been improved by locking entries on the File Number Assignment screen if either of the following conditions are met:

1. If the entry is an ABI Payment Type 2, 3, 5, 6, 7, 8 and the Preliminary ABI Statement has been received, or

2. If the entry is an ABI Payment Type 1 and ten (10) working days have passed since the Release Date, or

3. The file is a Reconciliation file (e.g., entry type 9).

If an entry is locked, its Customs sensitive data cannot be changed anywhere in Shipment Processing. The lock is enforced by, first, warning you on the File Number Assignment screen that the file is locked, and second, your access mode will automatically be changed to read-only access for all of the entry’s Customs sensitive data in all subsequent screens.

In addition the locking feature has been enhanced so that you can choose to lock upon receive of the final statement, rather than the preliminary statement, and you can also choose the number of days to delay locking from the receipt of the final statement. The flags for these settings are on Page 2 of the Company Control File Maintenance (see screen below).

Allow Entry of Vendor in Billing feature

Overview The Allow Entry field of Vendor Maintenance lets you specify whether or not a vendor can be entered in Billing. If you enter Y, the vendor is allowed; if you enter N, the vendor is not allowed.

Vendor Maintenance Screen:

New Field � 24 Allow Entry -- This field allows you to control whether or not a vendor can be entered in Billing. The default value is that the vendor can be used in Billing (Y). If the vendor code should not be entered in Billing, enter N in this field.

Note: To activate this feature “ON” must be entered in the Work/Mess field of Program Control File Maintenance for the CHINVPAS (Vendor Password) program. [See the instructions below.]

Accounting History Inquiries

Overview The accounting history information is now accessible from the regular inquiry programs. To access the history data, simply enter “Y” in the Include History field that has been added to the inquiry selection screens (The default is “N”).

Note: Because of this change, the A/R and A/P History Inquiry programs will be removed from the menus.

The program sequentially processes all records in the Step Table. If the Gross Weight of the shipment is less than the Step Table Amount then the amount to be charged = Step Table Charge. The variables available for weight Step Tables are standard amounts, overrides, and alternate weights.

The system does a two-step calculation process in computing the charge amount for a weight Step Table. The program takes the total weight (in pounds – converting kilos to pounds, if necessary) from the Shipment Header and compares it to the Step Table Lines. The Charge Amount associated with the line is multiplied by the total weight. The resulting amount is then divided by the standard amount. This provides a charge amount that is

Summary Billing Freeze Feature

Overview A new freeze Preliminary Summary Billing feature has been added to allow you to freeze the Preliminary Summary Bill once it has been printed. This lets you auto-credit a file that has already appeared on a Preliminary Summary Bill without changing the Summary Bill. Alliance Report Schedule Maintenance

Overview Reports are set up in the Tracing Report Schedule Maintenance. You can choose to have reports scheduled to print daily, monthly (or half-monthly), quarterly, half-yearly, or yearly. You can also schedule reports to print at a specific time (or multiple times a day).

• To change the queue after the report schedule record has been set up, enter QUE-n in the ACTION field (where n is the line number).

Set Vendor Invoice/Due Dates

Overview The Set Vendor Invoice/Due Date program allows you set the vendor invoice date, due date and approved flag for a vendor’s invoice or all of a vendor’s invoices. You will use this program to update the vendor invoice data once it has been received from your vendor. The control total is used to check against the total of the invoice amounts that will be changed. If the control total does not match, a warning message is generated.

Note: You can elect to change or not change all of the indicated fields.

Set Vendor Invoice/Due Dates screen:

Procedure 1. Enter the vendor reference (or press ENTER for all). 2. To change the Invoice Date, Due Date or Approved flag on the vendor

invoice(s) indicated by the vendor reference(s), enter the modification desired in the appropriate field.

3. Enter the control total for the invoices. The control total is used to check against the total of the invoice amounts that will be changed. If the control total does not match, a warning message is generated.

4. Enter Y in the Correct (Y/N) field. The change(s) will be made. Note: You can elect to change or not change any or all of the indicated fields.

FDA Registration Exemption Reasons

Overview Exemption reasons have been added to the FDA Registration Exemption fields in Alliance. This includes the FDA Registration Exemption fields on

1. Manufacturer’s ID Maintenance screen 2. Cargo Release Prior Notice screen 3. Entry Summary Prior Notice screen 4. Classification Assistance Tool Prior Notice screen.

In addition, a new maintenance, Firms Type Exemption Maintenance, has been added to the system in order to store valid firm type/exemption code combinations. This file is maintainable, so that if new firms types or exemption codes are added, or if the requirements for firm types and exemption codes changes, you can make the necessary changes on your system and not have to wait for programming changes from TradePoint. The C/R FDA PN and E/S FDA PN screens in Shipment Processing will check to make sure that only valid combinations are input.

License Indicators

Overview As per Admin. Message 04-1504,CBP has modified the ABI Tariff Reference file record (V2 record) and the ABI Tariff Query Transaction record (W2) to add a miscellaneous permit/license requirement indicator field. In order to accommodate this change, the following Alliance applications have been modified:

• A two-character field, License Indicator, has been added to Alliance (as per Admin. Message #04-1504). This new field will serve as an indicator as to whether the tariff number may require a miscellaneous license. FDA Product Code PN Indicator

Overview A new field, PN, has been added to the Product Code Maintenance screen to allow you to indicate which FDA Product Codes require Prior Notice information, regardless of the OGA indicator on the tariff number that the product code is used with. In addition the ABI Update program has been modified to automatically flag product codes that are used on entry lines that receive a reject because PN was required (based on the product code).

Two PN validations have been modified to check the new PN field in the Product Code file: Validations 1901 & 1903.

CI Sequence Number on 7501

Overview A new switch, Seq 7501, has been added to the Aux Parameters 3 screen of the Company Control File. If it is set to Y, each commercial invoice will be sequenced after the initial sequence number is entered. The sequence number will be in the order the CI was updated, e.g., the first one that is updated will be CI Sequence number 001; the next, number 002, and so on. The sequence number will allow the 7501 to print the CI invoices in the order they were input by the user.

• Note: If a CI record is deleted, the others will be automatically re-sequenced.

Company Control File Maintenance – Aux Parameters Screen 3 screen:

ACH Combined Statement Report (CSR)

Overview The ACH Combined Statement Report allows you to create a single report of all statements dated the same day for any given Importer. The report contains entry level detail similar to that reported on the ACH Statement along with additional optional data elements that you select.

Before you can begin running this report, you must first set up the Importer of Record customer record to begin storing the statement data and to indicate whether or not you want the optional statement data (customer reference or the supplier and destination code for an entry) to print on the report. Next, set up the report parameters in S/T Report Parameters Maintenance for report type CSR.

• Store Statement Data – Enter Y to begin storing the statement detail for the CSR report.

Customer Master Defaults

Overview This enhancement allows you to speed up the entry of new customer records in Customer Maintenance by entering default information. The default information is by company/division and must be maintained on the Customer Master Defaults screen of Company Control File Maintenance.

Automate AII Process

Overview This enhancement allows you to selectively automate the AII process of sending electronic invoices to Customs. AII invoice can be set up to be sent to Customs automatically for the following conditions:

• If an entry is selected for document review or examination at the time of Cargo Release (e.g., ABI message “Electronic Invoice Required” is received).

• If a paperless release is overridden to an intensive (e.g., ABI message “Electronic Invoice Required” is received).

• If an Entry Summary receives a “Census Warning”.

• If an Entry Summary receives “Team not equal to ACS Team”.

• When an “Electronic Invoice Required” is received.

• When an “Accepted – Records Required” is received. The ABI Message Maintenance now has a field, Automate AII. When you enter Y, when the message is received from Customs, it will cause the system to send an electronic invoice.

The Optional CI Header Data pop-up screen has been modified to add the following fields so that you can enter the information and do not have to go to the AII screens in order to upload Entry Summary data into the EDI data base in order to send the electronic invoice to ABI.

Overview The SuperQuick entry process has been modified, as follows.

• The SuperQuick Shipment Information pop-up screen

o The screen has been modified for line release and non-line release to default Y in the Estimated/Actual Value field.

o The Customer screen will automatically pop up so that the consignee customer code or IRS number can be added.

o The Location and Exam Location fields have been removed.

o The 7501 messages have been added to the screen.

o The Merchandise Purchased flag is skipped in the chaining of fields but can be accessed in order to be changed.

• The Border File Number Assignment screen allows you to add the consignee customer code or the IRS number.

• The Quick Entry screen

o The CNEE IRS number defaults from the previous line.

o The defaulting of the release date has been made switchable (with the arrival date).

• The Entry Summary Queue Update and ABI program now trigger the sending of E/S data when the Actual Release date (Date #19) is received from Customs. If Auto billing is set to Y for the customer, the system will not create the billing until the release date is received from Customs.

• The ABI process has been modified to default (A)ctual on the Shipment Header screen in the Actual Entry Date field when date 19 (Release Date) is received from Customs. This default is set divisionally.

Organic Exemption Certificate

Overview In accordance with Admin 04-2257, goods imported by some organic producers and growers will be exempt from some commodity fees. The Agriculture Marketing Service will now issue Organic Exemption Certificate numbers that will allow qualifying goods to be exempt from the following fees:

Quick Entry Summary screen:

Overview On the Quick Entry screen of Shipment Processing, if the tariff number requires a fee, you will enter an exempt certificate number to prevent the system from calculating the normal fee. When you get to the Exempt Certificate number field, the estimated user fee will display at the bottom. If you enter the exempt certificate number, no fee will be charged.

Border PAPS and BRASS Requirements

Overview The Border Pre-Arrival Processing System (PAPS) requires the BCS data plus two additional pieces of information: the SCAC and Master Bill. To make certain this data is logged in the Border system, two fields in Mode of Transportation Maintenance must be set to Y for MOT’s 20, 21, 30 & 31:

o 09 SCAC Required o 10 Master Required

With the advanced reporting requirements, the BCS data plus the additional information must be sent to Customs in order to get acceptance one hour prior to the shipment’s arrival at the border.

Customer Maintenance Duty Direct Controls

Overview A new pop-up screen, Duty Direct Controls, has been added to Customer Maintenance and can be accessed from the Import Defaults screen by entering the Duty Direct field number (27) in the ACTION field. The switches on this pop-up screen allow you to set the default for charge code 99 (reversing the duty amount calculated on an entry) on the billing invoice for statement payment type 1 entries. You may also set a minimum and/or a maximum duty amount to trigger the charge code 99.

Duty Direct Controls pop-up screen:

Summary Enter Y in the Calc 99 on Pmnt Type 1 if you would like to automatically generate charge code 99 for payment type 1 entries. The other two fields allow you to set a minimum and/or a maximum duty amount that will trigger the creation of the charge code 99 on statement payment type 1 entries.
