MABALACAT CITY – The Commission on Elections (Comelec) explained on Wednesday the missing registered voters’ names during the national elec-tions held on Monday as complains of unlist-ed names in the Post-ed Computerized Voters’ List (PCVL) piled up.

It was on February 2013 when Republic Act No. 10367 was signed by President Aquino mandating all voters in the registration records to have biometrics infor-mation.

“Most of them failed to validate their names which resulted in their deactivation. Voters have to validate their reg-

istration in order to reac-tivate the status of their records before they are finally allowed to vote,” Sagcal explained.

“All previous reg-istered voters need to comply with the valida-tion procedure since the absence of biometrics in the voter’s registra-tion record would cause Comelec to deactivate the concerned registra-tion records,” she added. - Janine Gaza/OJT

CLARK FREEPORT -- Bulacan has three new congressmen, includ-ing comebacking former Rep. Lorna Silverio.

Data from the Com-mission on Elections

(Comelec) in Bulacan named the new con-gressmen as Jose Anto-nio Sy-Alvarado, son of reelected Gov. Wilhelmi-no Sy-Alvarado, who got 157,828 votes against his closest rival Michael Fermin who garnered

The younger Alvara-do is taking over the post to be vacated by his mother Rep. Mariv-ic Sy-Alvarado. The first district covers the towns of Calumpit, Hagonoy,

In the lone district of San Jose del Monte City, Rida Robes, wife of out-going incumbent Rep. Arthur Robles, won the congressional seat. Her husband won as mayor of the city.

Bulacan’s third district will have come backing Lorna Silverio who won against incumbent Rep. Joselito Mendoza who had run for a third term. Silverio garnered 119, 988 votes, as against Mendoza’s 110,573.

BALANGA CITY - The Provincial Board of Can-vassers on Wednesday officially proclaimed the winning candidates in the provincial and con-gressional levels in Bata-an, two of them known members of the Lesbi-an, Gay, Bisexual and Transgender community.

Dexter Dominguez, popularly known as Teri Onor, a known gay, was re-elected in his third term as provincial board member representing the first district.

Transgender wom-an Geraldine Roman, on the other hand, won as congresswoman also in the first district. She re-places her mother, out-

“Ang aming pagkaka-halal ay isang pagpapa-tunay na sa taga-Bata-an ay hindi hadlang ang kasarian, hindi kuwestiy-on ang pagiging bading at tomboy dahil ang kail-angan ay plataporma at nasa puso ang pagliling-kod,” Onor said.

He promised that in the same way that they were not discriminated for being LGBT mem-bers, they will also be fair to all. “Makakaasa ang lahat ng aming pan-tay na pagtingin,” Onor said.

Roman for her part said she will be carving her own niche through legislative agenda to up-lift the socio-economic

status of six towns under her district.

Onor and Roman were proclaimed with 10 members of the provin-cial board (five in each two districts) and two children of Vice-Gover-nor-elect Enrique Gar-cia, outgoing second dis-trict congressman.

Also proclaimed were brothers re-elected Gov. Albert Garcia and outgo-ing Balanga City Mayor Jose Enrique Garcia III as second district con-gressman.

The elder Garcia failed to attend the proc-lamation.

Earlier proclaimed were re-elected Dinalu-pihan Mayor Gila Garcia and Francis Garcia as Balanga City mayor.

The father and four siblings all ran unop-posed.

Vigilant collaboration

THE PEOPLE have spoken. Rodrigo Roa Duterte is their president.

Now the Church speaks.“God’s hand is to be recognized in the

events of history. Credit then, your victory, neither to fame nor popularity but to God who calls you to service and to care for the weakest and the most distressed in our midst.” So Catholic Bishop’s Conference of the Philippines president Lingayen-Dagupan Archbishop Socrates Villegas addressed the victors in the last elections, most prominently Duterte. So we presume.

Lest the Church be criticized for crossing the Constitutionally mandated line of separation from the State, Villegas qualified it was never the intention of the bishops to impose upon the faithful.

However, “it would be a denial of Christ’s universal lordship were we to desist from reminding his disciples of what fidelity to him -- in all things, including political life -- demands,” he clarified.

And that, he said, makes no interference in the affairs of State.

So, even as the CBCP promotes cooperation with government, the bishops need to remain watchful so that “we may speak out to teach and to prophesy, to admonish and to correct - for this is our vocation.”

In sum: “The greatest promise the Church can offer any government is vigilant collaboration, and that offer, we make now.”

“Vigilant collaboration.” Come to think of it, haven’t we heard that before?

Ah, yes, it was “critical collaboration.” The stand of the Church, as articulated by Jaime Cardinal Sin, in the face of the Marcos dictatorship. No need to guess where this led.

Now, it is the late prelate’s secretary proffering an essentially the same thing.

Did we just sense some foreboding here?

Political landscapingWHAT HAVE Cong. Yeng Guiao, Cong. Oca Rodriguez, Mayor Junjun Tetangco, BM Cris Garbo, and ex-Mayor Buddy Dungca have in common?

One, they all lost in the recent elections: in the 1st, 3rd, and 4th congressional districts, in the Mabalacat City and the Bacolor mayorships (in the order as the names appeared above).

Two, and more telling, they all famously enjoyed the full support of Gov. Lilia G. Pineda, and all the political potency that unfailingly comes with it.

Still they lost. Comes now the eureka moment of

some armchair political sayang-tists crying: “Pampanga’s political landscape has changed!” Not the least implying the Pineda political monolith has irreparably cracked.

Changed? Duh! Cracked? Duh! Duh!Lilia G. Pineda is governor, unopposed.

Dennis “Delta” Pineda is vice-governor, unopposed. Mylyn Pineda-Cayabyab is Lubao mayor, unopposed. Dare anyone challenge any of them now?

Gloria Macapagal-Arroyo is 2nd district congresswoman, unopposed. No matter expending her mandate in the hospital rather than in the House.

All three board members of the 2nd district – Tonton Torres, Art Salalila, Jun Dimson – won unopposed under the Gov’s Kambilan banner.

All three board members of the 3rd district – Dinan Labung, Rosve Henson and Junior Canlas – ran and won on the platform “Nanay’s Choice, Delta Boys.”

Of the two winning 1st district BMs, one belongs to Kambilan – Cherry Manalo, the other – Benny Jocson (Ind), had the Pineda mom and son in his campaign posters.

So one of the two 4th district BMs – Pol Balingit (NP) is dyed-in-the-whole Bondoc man. But the other – comebacking Nelson Calara (UNA), had had some konek with the Pinedas in his SP past.

What better proof of the permanence of the Pampanga political landscape than Mabalacat City Mayor Boking Morales? He, who has been mayor since 1995 and just re-elected to his second term – as city mayor – in 2016! A span of 21 long years there!

So it was the star-crossed Cris Garbo that the Pinedas supported! So it was Boking that had more – and bigger – tarpaulins with the Pinedas’ mugs beaming beatifically beside his.

Pigeonhole now Pampanga’s elected mayors. Bona fides in Kambilan: Mylyn in Lubao, Carling de la Cruz in Porac, Dagi Salalila in Sta. Rita, Nardo Velasco in Sasmuan, Anette Flores-Balgan in Macabebe, Edgar Flores in Minalin, Leonora Wong in San Simon, and the unopposed Asiong Macapagal in San Luis – eight in all.

With the Liberal Party – which as everyone knows aligned with the Gov for these polls: Bon Alejandrino in Arayat, Dan Guintu in Masantol, Teddy Tumang in Mexico, Norberto Gamboa in Sta. Ana, Dante Torres in Guagua and Edwin Santiago in the City of San Fernando – six.

With the NPC, with VG Delta as chair of the provincial chapter: Peter Nucom in Apalit, Malu Paras-Lacson in Magalang – two.

All by his lonesome in Lakas: Darwin Manalansan in Floridablanca.

All alone too in Aksyon Demokratiko, but self-professed loyalty to the Pinedas: Boking in Mabalacat City.

Being first-time mayor and an independent candidate, Candaba’s Danilo Baylon we tag as stray chick, ready for the Pineda picking, and nurturing.

Only two mayors can really be considered out of the Pineda coop: Bacolor’s Jomar Hizon (LP) after a bitter war of attrition with Pineda protégé Buddy Dungca and Bondoc thoroughbred neophyte Mayor Johnny Sambo (NP) of Sto. Tomas.

Kambilan, NPC, LP, Lakas – multi-parties with multi-directions but spelled one way in Pampanga: P-I-N-E-D-A.

A change in the political landscape? Duh! Duh! Duh!

More of the same too even in politics played as familial sport.

Mayor-father and councilor-son in Mabalacat City – Boking and Dwight, as well as in Angeles City – EdPam and Edu.

Brothers, the elder as congressman – Carmelo “Jonjon” Lazatin II; the younger as city councilor – Carmelo “Pogi” Lazatin Jr.

Magalang Mayor Malu Pecson-Lacson is sister-in-law of her VM Norman Lacson.

More intramural than internecine is the elections in Macabebe with re-electionist Mayor Anette Flores-Balgan beating her brother former Mayor Bobong whose son Vince was re-elected vice mayor. Re-elected too as councilor is Balgan’s daughter Bembong.

Vice mayor brother – Dexter David, and councilor sister Fritzie victorious both in Porac.

Doble pusuy in Floridablanca with three-term Mayor Eddie Guerrero doing a Duterte – fielding his daughter Dr. Leck for his post and sliding to vice mayor, and miserably losing both.

Apalit’s Junjun Tetangco running for congressman and his wife Jen for vice mayor met similar disastrous results.

In Mabalacat City, Cris Garbo losing his mayoralty bid while daughter Win-Win proved his name right for the city council.

Only one Sangil in the Angeles City council – comebacking Jay, his aspiring younger brother Teta and the re-electing Uncle Max falling by the wayside.

It’s strike three for the Lapids: the father Lito avalanched by EdPam in Angeles City; the son Mark, far off the Magic 12 in the Senate; and the brother Rey, missing the cut at Number 9 in the eight-man Porac sangguniang bayan, where the other son, Meynard though managed to land.

Only the faces change. With the infrastructure in place, the landscape remains the same.

ON MAY 12, 1962, President Diosdado Macapagal moved the Philippine Independence Day celebration from July 4 to June 12.

President Macapagal not-ed that Independence Day should be changed to June 12, the date General Emilio Agui-naldo proclaimed the indepen-dence of the Filipinos in Kawit,

Cavite, in 1898.Hence, on June 12, 1962,

Philippine Independence was celebrated at the Lune-ta grandstand with General Emilio Aguinaldo as the guest of honor.

President Macapagal pointed out that July 4 was not the right day for Filipinos to celebrate their independence

since it somehow connoted subjection and dependence to the United States. July 4 is now observed as “Filipi-no-American Friendship Day.”

Finally, On August 4, 1964, President Macapagal signed at Malacañang Republic Act No. 4166 statutorily prescrib-ing June 12 as Philippine In-dependence Day.

President Macapagal moved the Independence Day celebration

from July 4 to June 12

‘Unfair & unjust competition?’

KAHIT di pa tapos ang kwenta opisyalna resulta at/o kabuoang bilangng nakuhang boto ng mga naglabanpara sa nagdaang pambansang halalan

Partikular kina Marcos at Robredo,kung saan si Bongbong lumamang ng hustolaban kay Leni ng halos milyong boto,‘but as of this writing’ iba na ang takbo;

Kasi Robredo na itong nangungunasa bilangan, at ang kwenta ‘over’ niyakay Bongbong ay mahigit 200,000 na,at ito’y patuloy na lumalaki pa;

Yan ang nagtulak sa kampo ng Senadorupang hingin sa Commission on Electionna ipatigil n’yan ang pag-canvass nitong‘partial, unofficial’ na pagbilang ngayon;

At wala ng oras para i-controvertng ‘affected party at any public place’ang isyu, ‘so what else this great man can do bestto air the real truth on the matter cited’?!

SHY. Timid. Uncandid. These are the behaviors that are commonly manifested by stu-dents when they first enter schooling. They will often an-swer “Ayaw,” “Di ko alam.” when encourage to do cer-tain tasks. They are somewhat closing their doors and win-dows to the wind and light that are trying to pass. Are they afraid? Are they thinking that they cannot do it and will fail? To properly address such sce-nario, I came up with five ways on how to boost the self-es-teem of my students.

First. Let them set their own realistic and achievable goals. Talking about the things that they want to achieve in a particular lesson or subject, the reasons why they want it, and the ways on how they can sustain it. With that, they will work on their own ways to ac-complish their task and reach their goal given the opportuni-ties to succeed.

Second. Let them take healthy risks. Sometimes, as teachers, we have to step back a little and let them ex-plore their potentials. Chal-lenges are there and we can-not avoid failures. It’s part of the learning process. The out-come is more fulfilling if at-tained on their own.

Third. Make room for op-tions. At times, kids are full of ideas that boggle them to de-cide on what needs to do. Giv-ing them choices to pick and decide to work on, they feel more powerful and can start considering the consequences of their decisions.

Fourth.Praise.Who doesn’t want to be raised and reward-ed for doing a great job? It may cause tragic results when misused but it is a valuable self-esteem builder when used appropriately. Just be specific and creative in praising their achievements.

Lastly and the most import-

Building self-esteem of children with visual impairment

ant one (for me).As a teacher and the partner of the parents of these children, the best that I can offer is to BELIEVE in them—to have faith that they can reach their maximum po-tential. With that simple but valuable ingredient, there is no question that they can be the best that they wanted to be.

My list may multiply as I deal with my students every day and I can guarantee that these five ways were effective for I’ve witnessed the positive changes in my students to-wards their learning.

Who doesn’t want to suc-ceed? Who doesn’t want to be on top? Who doesn’t want to be the best? No one. Every-one wants to be accepted and be given all the possible op-portunities in order to achieve their ultimate best. Everyone wants to be respected and flourish their capabilities. Can we make it? Yes we can! Can they make it? Yes they can!

CLARK FREEPORT - The Social Security Sys-tem (SSS) in collaboration with the Philippine Information Agency (PIA) has launched “Usa-pangSSS.ph”, its official microsite designed to reach out to members through online discus-sions on SSS programs and services.

“UspangSSS.ph can now be accessed by SSS members as well as non-members start-ing May 2. Interested users must first register before they can participate in the microsite’s discussion board,” the SSS said in a statement yesterday.

It advised members to “simply click the ‘reg-ister’ button located in the upper right corner of the web page, certify agreement with the site’s terms and conditions, and provide the neces-sary information such as the user name, email

UsapangSSS.ph launchedaddress, password and confirmation code which is shown at the bottom of the web page.”

“Once the account has been created, the online system will automatically send an email that contains the activation key and web link which confirms the user’s successful registra-tion,” members were told.

The SSS said that “with the latest online media platform, SSS can provide information on common SSS inquiries and concerns, and can feature online threads on popular and of-ten inquired-about SSS topics such as benefits, loans and other services.”

“Upon activation of their own online ac-count, users can also follow specific conversa-tions, post comments at the forums and send a private message to the forum administrator for more clarifications and in-depth inquiries about the SSS,” it added.

THE International School for Culi-nary Arts and Hotel Management (ISCAHM), a world-class training cen-ter, is ahead in providing comprehen-sive theoretical knowledge and prac-tical hands-on experience in the field of culinary arts and hospitality through state-of-the-art school facilities and ex-pertise from reputable local and foreign award winning Chefs and hotel profes-sionals.

The recently conducted media round table discussion in ISCAHM Pampanga, Chef Norbert Gandler, executive director for culinary and pastry arts education, welcomed the guests with delight and led a campus tour. This is the third ISCAHM branch opened last 2014 and the only branch that has catering service. The first branch opened 2003 in Katipunan Av-enue, quezon City and second branch in Cebu. With the enormous develop-ment and increasing number of cours-es, it only shows that ISCAHM has al-ready established its name not only in Manila but also in the local scene get-ting many enrollees from Pampanga and nearby provinces.

ISCAHM offers a wide selection of courses. Students interested in ob-taining knowledge and skills in modern and classical food preparation or pas-try and bread preparation can take a Diploma course to earn ISCAHM diplo-ma, TESDA National Certificate II and Australian Certificate III upon complet-ing the necessary assessment. Inter-mediate courses are designed for pro-fessionals and hobbyists by learning basic proficiency through lecture and hands-on concentrated kitchen expe-rience. To learn the basic in different food preparation or enhance know how in hotel management skills variety of short courses are available.

One of the interesting short courses is the Wellness Confidential. It goes be-yond simply preparing food but focuses on the basic nutrition and health ben-efit. This course offers volumetric, dif-ferent diets, juicing & healthy recipes,

menu planning and smart snacking. The newest in the ISCAHM learn-

ing arsenal is the Senior High School Program. It offers the students a com-petitive curriculum of core subjects, ap-plied tracks and specialized subjects required for the last two years of K to 12 Program.

Chef Kenneth Lee Cacho, ISCAHM Pampanga director for culinary arts, shared that after many years of exten-sive hotel training here and abroad, and working in a famous cruise ship, he felt that its time to come home and share his knowledge.

“The students need to learn from the basic like ingredients, cuisine, tech-niques, etc. In cooking there’s always reason why you need to do things like why do you need to cut this size. For me technique they learn is important, not only by the book. I teach them how it is in the real life like how to cook for hundreds or thousands of people. The skills and knowledge you know make you a better chef, “ said Chef Kenneth.

While having the insightful dis-cussion with the Chefs, guests were served with Chef’s Table grandiose lunch painstakingly prepared by the students headed by Chef Kenneth. Chef’s Table is a specialized catering service inside the school serving only to small group of 12-15 pax for private function and needs prior appointment.

“There’s nothing more gratifying than sharing my experiences. I want my students to excel. In competition I want to see them win. After they grad-uated here, when they work they start from the very bottom but because they got the enough knowledge and tech-nique they step up the ladder faster, “ Chef Kenneth further shared.

In a statement, DepEd Secretary Broth-er Armin A. Luistro FSC said public school teach-ers “went out of their way to make this election generally peaceful and very orderly.”

He said “their trans-mission of the results is the fastest in my memory. They have proven that they can be trusted as they remained apolitical.”

Luistro also ex-pressed gratitude for their support saying: “Saludo ako at nagpa-pasalamat sa kaguru-an. Sa palagay ko, ito na

luistro commends public school teachersFrom page 1 ang pinaka-successful,

clean and very efficient election natin (I salute and thank our teachers. In my opinion, this is the most successful, clean and very efficient elec-tions we’ve had).”

Luistro reported that no untoward incidents had happened to any of the public school teach-ers nationwide who per-formed their election du-ties.

“Ang napakagan-dang balita ay ang ating command center ay walang naitalang ulat ng any untoward inci-dent especially with re-spect to our teachers.

As of now, wala pa tay-ong natatalang death or injuries to our teachers (The good news is that our command center has not posted any untow-ard incident…As of now we have no reports of deaths or injuries to our teachers),” Luistro said.

There are 409,392 DepEd personnel com-posed of Board of Elec-tion Inspectors (BEIs), Special Board of Elec-tion Inspectors (SBEIs), Boards of Canvassers (BOCs), support staff and DepEd supervisors who served during the national elections on Monday.

“Sixty percent of more than 685,000 DepEd em-ployees were part of the elections, either as BEI member, support staff or supervisor,” Luistro also noted.

The Comelec grants DepEd personnel with poll duties an allowance of P4,500 for the chair-man and members of the BEI; P1,500 for BEI support staff; P3,000 for DepEd supervisors and P1,500 for other support staff.

Luistro assured that public school teachers with poll duties can get their honoraria after the elections.

Vergara, wife of Caba-natuan Mayor Julius Ce-sar Vergara. Gov. Umali and Mayor Vergara, who both belong to the ruling party, had a falling out because of the desire of the latter to convert his city into a highly-urbaniz-ing city status which the former vehemently op-posed.

School in Boston, USA. She was a summa cum laude graduate when she finished her asso-ciate degree in apparel production at the Fash-ion Institute of Technolo-gy in New York.

For the first time also, four women will repre-sent the four districts of Nueva Ecija in Con-gress. Aside from Antoni-no-Nadres and Vergara, re-electionist Estrellita Suansing (1st district) and Mikki Salvador (2nd district) will complete the all-women contingent

of representatives from Nueva Ecija in the com-ing 17th Congress.

Of the five cities and 27 towns of Nueva Eci-ja, nine women were elected mayors. They are re-electionists Ri-anne Cuevas of Palayan City, Mary Abad of Car-ranglan, Lally Belmonte of zaragoza, and Nerivi Santos-Martinez of Ta-

lavera towns, and new-comers Flor Paguio-Es-teban of Cuyapo, Sylvia Austria of Jaen, Femy Domingo of Licab, Mari-ta Angeles of Sta. Rosa, and Imee de Guzman of Sto. Domingo.

In Jaen town, it will be a husband and wife team who will rule as mayor and vice mayor. Outgo-ing mayor Santy Austria

will become the vice mayor of his wife may-or-elect Sylvia.

From the Joson clan, former Vice Gov. Ed-ward Tomas Joson was elected board member of the third district while his cousin EJ Joson as member of the Sanggu-niang Panglunsod of Ca-banatuan.

In the fourth district,

the elected board mem-bers were sons of their respective outgoing par-ents.

Except for some glitches in the electron-ics transmission of re-sults and complaints of missing names from the list of voters, the elec-tions in Nueva Ecija and proclamation of winners went on smoothly.
