S-CDR and Partial CDR
Each PDP activation will generate a complete CDR. Due to various reasons.
however. the complete CDR might comprise many partial CDRs. The combination ofpartial CDRs is made via the CG or the BS.
Reason for S-CDR closing
termination of PDP context
SGSN change (inter-SGSN routing area update including system handover)
any abnormal release Note: CDR closing caused by abnormal interruption is now regarded normal
activation termination.
Reason for partial S-CDR generation
data volume limit
time (duration) limit
maximum number of charging condition changes
management intervention
The other limits can be configured in the data.

Charging Characteristic Selection Sequence
B02 charging characteristic selection sequence:
Charging data in the PDP subscription data:
This characteristic is configured in the HLR. Each PDP
context can independently configure a charging characteristic.
Charging characteristic in the subscriber subscription data
This characteristic is configured in the HLR. Each subscriber
should adopts this charging characteristic before PDP
activation.
Default charging characteristic in compliance with MNC and MCC
This characteristic is configured in the SGSN. A chargingcharacteristic can be configured for each PLMN network.
Default charging characteristic
This characteristic can be configured in case none of the
above characteristics is configured.

Charging Activities
The following charging activities are supported:
QoS modifications originated at the network side are prohibited.
Subscribers not belonging to the network are prohibited to use VPLMNs
GGSN activation.
Deactivating idle PDP The SGSN configures the address of a specific short message center
(SMC). Intra-network subscribers using this SMC to transmit short
messages will not generate S-SMO-CDRs.
The CG address is added in the network. CDRs will be sent to this CG in
priority.

System configuration
partial S-CDR generated periodically; the period threshold is 30
(minutes).
Partial S-CDR generated by traffic; the traffic threshold is 200 (K).
Partial S-CDR generated by charging condition changes; the
charging condition change threshold is 3 (times).
The present day is a working day. A rate time segment. 16: 00~17:
00. is added in each working day.

CDR generation process:
16: 40: The first partial S-CDR is generated. The CDR is closed due to the
time limit. The period is over 30 minutes.
16:50: The second partial S-CDR is generated. The CDR is closed due to
the data volume limit. The traffic is over 200K.
17:05: The third partial S-CDR is generated. The CDR is closed due to
maximum number of charging condition changes. The charging conditions
have changed for 3 times.
17:10: The fourth partial S-CDR is generated. The CDR is closed due to
normal release. Conditions for normal CDR closing are satisfied.

Other Charging Modes
In addition to providing G-CDR, the GGSN supports Radius charging,
content charging and prepaid charging
Radius charging
In the activation process, the GGSN will send a charging request
packet to the Radius. charging is activated upon the response from
the Radius. During the service process, the GGSN will always inform
the Radius about data packet usage.
Content charging
Content charging is to know subscribersusage of different services
by analyzing subscribers service IP data packets. The charging
center can provide different rates to different services.
Prepaid charging
Prepaid charging is to send the service usage information from the
GGSN to the SCP for charging during the activation process.
