They should have taken the lead in doing this. “Very fact that the Election Commission has to remind the Con- gress party shows that all is not well and democra- cy is not effective in in- ternal functioning of the Congress party,” Naidu told reporters here. Since September, 2015, Congress has on two oc- casions urged the poll panel to allow it to defer its internal elections. EC had recently said it would grant no further extension and the inter- nal polls should be over “latest by June 30, 2017”. Congress has also been asked to submit the list of its new office bear- ers by July 15 to the poll panel. With the Commission refusing to grant more time to Congress to hold the organisational polls, the demand for anoint- ing Rahul Gandhi as par- ty president could gain momentum after the as- sembly elections in five states are over in March. Under the EC’s rules, all registered political parties have to hold or- ganisational elections annually. Congress has, however, cited its con- stitution to say that its internal polls are held every 5 years. Internal democracy not effective in Congress: Naidu PTI NEW DELHI In a relief to former Arunachal Pradesh Chief Minister Nabam Tuki, the Supreme Court on Monday set aside the Gauhati High Court order for a CBI probe into corruption allegations related to his tenure as PWD Minister in 2006. A bench comprising Chief Justice J S Khehar and Justice N V Ramana asked the High Court to hear afresh the PIL, on which CBI probe was launched against the Congress leader. Referring to the contents of August 21, 2015 order of the High Court, the apex court said the since the for- mer Chief Minister had not been accorded the hearing a fresh adjudication was needed. The bench, however, ac- cepted the submission of Solicitor General Ranjit Kumar, representing CBI, that several FIRs had been lodged in pursuance of the HC order and the con- sequential proceedings and investigation be not stayed. “If something has been initiated, they will remain, if he (Tuki) has not chal- lenged them,” it said, while disposing of the plea and remanding it back to the High Court. Earlier, the apex court had on August 26, 2015 stayed the Gauhati High Court order for a CBI probe into corruption allegations against Tuki. Presently, there is no pro- posal with the Archaeolog- ical Survey of India (ASI) for retrieval of artefacts from British Museum, London,” Union Culture Minister Mahesh Sharma said in a written reply. The Archaeological Sur- vey of India, under the Culture Ministry, retrieves antiquities from foreign countries which are ex- ported in violation of An- tiquities and Art Treasure Act, 1972. Sharma said National Museum in the city has planned to organise an international exhibition ‘India and the world’ for which 150 original arte- facts will be temporarily brought from the British Museum. The exhibition will be jointly organised by the National Museum, New Delhi, Chhatrapati Shivaji Maharaj Vastu Sangraha- laya (CSMVS), Mumbai and British Museum, London. At present the National Museum has over two lakh objects out of which 9,347 are on display. Objects are displayed as per theme, significance and available space in the museum. From time to time, the artefacts are re- placed from reserved store, the minister said. The expenditure in- curred on the National Mu- suem was over Rs 31 crore in 2015-16, he said. On another query, Shar- ma said, “There has been no new acquisition in his- torical artefacts during the last five years. One of the boys fled the spot while locals rescued the other two and later handed them over to the police. Poddar, a stu- dent at Andrew’s High School in Kolkata, did not know swimming, police said. “We launched a search operation and also contacted the disaster management team but the body is yet to be located,” the officer said. “The two boys handed over to police are students of Class 7 and 9 in south Kolkata’s Jadavpur High school. We have informed their guardians,” the officer added. The court has now fixed the matter for next hearing on February 29. The court had pulled up the CBI for not filing the fi- nal report in the case in a proper manner and format. The final investigation re- port has to be filed on the basis of the statement giv- en by prosecution witness, Chartered Accountant and New Delhi Exim Pvt Ltd Di- rector Suresh Singhal, who has turned approver in the case. The court was hearing the case related to the allo- cation of Jharkhand’s Am- arkonda Murgadangal coal block to Jindal Steel and Gagan Sponge. Special Judge Bharat Parashar found prima facie charges of criminal conspiracy, cheating and for- gery against the firm and its directors Nirmal Kumar Agarwal and Mahesh Kumar Agarwal. The charges will be formally framed on February 16, the next date of hearing. The court was hearing a case pertain- ing to the allocation of Patrapara coal block to the firm. The award and certifi- cate for rendering merito- rious service in grievance redressal through the cen- tralised Public Grievance Redress and Monitoring System (CPGRAMS) was given by the Minister of State for the PMO Jitendra Singh to the Central Board of Direct Taxes (CBDT), the policy-making body of the I-T department, last week. A senior official said the department handled a whopping over 20,000 complaints in two quarters last year, i.E. Between July- September and October- December, with the dispos- al rate being 96 per cent, making the department the most efficient govern- ment organisation in deal- ing with the heavy volume of grievance redressal. “The disposal rate be- tween July-September was 9,444 while the cor- responding figures for Oc- tober-December, 2016 was 11,345. The department put in a lot of efforts to ensure that grievance redressal is done as quickly as possi- ble,” the official said. The award recognises outstanding work done by government departments in redressing public griev- ances and it is reviewed every quarter. The tax department re- ceives the maximum com- plaints from the public and taxpayers due to the sheer volume of its interaction with the people. The department had last year created a special di- rectorate in its establish- ment called Tax Payer Ser- vices (TPS) to effectively deal with such cases. The incident occurred on Sunday but came to light on Monday after the visuals of the attack went viral over social media. The journalist, who works for a Telugu news- paper, was knocked down from his two-wheeler when he was on his way to a shop with his son. Swam- ulu and others chased him on the streets and attacked him with sticks. People watched help- lessly and nobody came to the victim’s help. The jour- nalist, who suffered bleed- ing injuries, was later tak- en to a hospital. The police registered a case against Swamulu and others but no arrests have been made. But on a complaint by the MLA’s brother, the po- lice booked the journalist under SC ST (Prevention of Atrocities) Act. The com- plainant alleged that Na- garjuna Reddy abused him citing his caste.
