Evidence of demand

Initiatives in the region?

Depends on the technical solution

In Europe, EC funds the service, free of charge for airspace users

High operational interest: APV

approaches available without any additional

equipment on the airport

3rd Africa-EU Summit

Tripoli, Lybia, 29-30 November 2010

Adoption of the Second Action Plan (2011-2013)

3rd Thematic Partnership on Regional Economic Integration, Trade and Infrastructure

Priority n°2 : Support to Air Transport Sector and Satellite Navigation– Political impulse:

• To expedite cooperation on satellite navigation• To undertake the first steps towards the provision of

SBAS services in Africa– ASECNA formally identified as a key actor

ASECNA objectives and strategy

Operational:To reach APV-I and then LPV 200 level of performance based on the implementation of EGNOS by 2015/2016

ASECNA Strategy

ASECNA Objectives

Institutional / Governance•Management of AFI SBAS programme•Independent provision of SBAS services over its area of responsibility•Oversight of SBAS services provision in the AFI region

Approach•Step by step•Short and measurable steps•Pragmatism•Seeking for “quick wins”

ASECNA objectives and strategy

ASECNA Strategy (Approach and Landing)

Short term – 2015/16•Objective:

o To offer minimal APV certified service

Limited ASECNA area (northern area) Limited APV-I availability

•Principles:o Extension of EGNOS v2o Minimum infrastructureo European system to provide services

Medium term – 2020 onwards•Objective:

o To offer full APV I/LPV 200 certified service

Entire ASECNA area Maximised APV I/LPV 200 availability

•Principles:o Independent SBAS possibly mixed with partial EGNOS v3 extensiono Maximum AFI infrastructureo ASECNA and other African stakeholders to provide services

Phased technical solutions for EGNOS extension over ASECNA Region

Short/ Medium term To extend current European EGNOS service to the region with minimum added infrastructure

Long termIndependent SBAS possibly mixed with partial EGNOS v3 extension, with maximum AFI infrastructure

Medium termTo implement Regional Extension Module

REM Concept Overview

The Regional Extension Module (REM) is the solution for the integration, monitoring and control of the additional RIMS deployed for the extension.

REM :Is linked to EGNOS core system (Europe)

Is based on additional RIMS covering a service area outside ECAC

Provides a level of monitoring and control to the Region

Is able to be isolated from European network and processing

The Regional EGNOS Operator should be in charge of:Regional infrastructure (RIMS, network, control center)

Managing regional sites hosting the infrastructures and associated logistics aspects

Some maintenance activities

• First line maintenance and troubleshooting activities• Planned maintenance activities

Regional system performance monitoring

The Regional EGNOS Service Provider should be in charge of:

Relationship with regional users

NOTAM generation

Regional end user performance monitoring

CertificationIn case of a regional operator and service provider:

Will it be certified?

Based on which regulations?

ASECNA could be in charge of deployment of regulation applicable to each member state

AAMACs Role is to establish and maintain uniform regional safety acceptable

Could endorse the role of aviation safety agency as well as Regional Supervisory Authority
