D ear Outstanding Students of the Cordillera Administrative Region, thank you. I start my address to you with this expression of gratitude because in the face of today’s social upheavals coupled with a seemingly growing and overwhelming

culture of self-preservation and worldly conquests, especially here in the metro—when most have become too jaded, or have fallen prey to a lifestyle of greed, or too pre-occupied to care—you have chosen to be different, to serve others, to share your talents and skills, and to dedicate yourselves to the pursuit of excellence, servant leadership and community service.

I thank you because the path you have chosen is one manifest with great love for the country and fo others, for it is only with such amount of love, that despite the odds, can one remain faithful to the task of the nation building and rebuilding the nation into the great promise that is destined to be.

I thank you because you did ordinary things that affected extraordinary positive change. I t is with great honor and privilege that we recognize the 20 Outstanding Students of the Cordillera Administrative Region (OSCAR). After more than 50 years, the critical role of the Ten Outstanding Students of the Philippines

(TOSP) in our country’s dramatically changing development landscape could not be understated. The TOSP continues to restore high hopes and confidence in all of us.

Our salutations to the 20 student leaders from CAR for representing the best of what the Filipino youth can offer. Your burning desire to come up with useful and innovative endeavors that benefit the populace will go a long way in improving the lives of the Filipino people. May you all continue to excel in your chosen fields of professions, make significant impact in your immediate communities, and dedicate your God given talents to a cause much larger than yourselves. L et me first congratulate this year’s Twenty Outstanding Graduates from the different provinces in the Cordillera region. Congratulations, you made your respective parents, your school and your province proud.

Thank you for choosing Mankayan as venue for your Formation Activities. It is heart-fattening for us to have been chosen as host to your formation program. Despite the current negative perceptions about Lepanto in particular and to Mining in general, this year’s outstanding graduates and program facilitators have unequivocally chosen to immerse themselves and enhance their values in this mining camp.

Your coming here is not only uplifting the image of Lepanto but more importantly, serves as an inspiration for our students to excel in all phases of education, be it academically, socially responsive and or good moral values. It inspires us, parents, not just to content ourselves with just letting our kids graduate but to put more support in the development of our children’s potential to become outstanding.

Lepanto offers not much to your immersion for you to be more rounded individuals except our facilities, the warm Filipino hospitality of our employees and our prayers that you will succeed in all your quests for more knowledge especially in your quest to become quality leaders. When I finished college, my foremost objective was to land a job and earn a living for my family. Not in your caliber. I know for a fact that graduates who have excelled in school would not settle to just land a job and earn alone for the rest of his life. W e are most pleased to welcome this year’s OSCARs and congratulate everyone who nurtured them to be the well-rounded young men and women they are today.

As program standards head, let me interpret the figures that we have encountered during this search. In 2011, we incorporated measures in our attempt to make the screening most objective and to standardize how nominee profiles are translated into numbers and figures. I review the data from 2011-2013 and note that some realizations are palpable.

First, the mean scores of the nominees from 2011-2013 have been increasing over the years which may imply that the batch of nominees is getting “better” relative to the TOSP program’s thrusts of social responsibility, leadership, academic excellence, and good moral values- which are actually the screening criteria. “Better” means students have maintained scholastic excellence, are more eagerly taking on leadership roles, and are responsive and becoming more service-oriented.

Second, provincial colleges and universities have been actively sending nominees thus making the search truly regional in scope. In 2011, all cities and provinces in CAR forwarded nominees marking the first time that all corners of CAR were represented. Last year was a repeat. This year, we do miss Apayao’s nominee. We have received the most number of nominees since 2005 from the most number of schools. This year we had 29 nominees from 15 educational institutions.

Some assumptions we had before are now proven false. The leadership profiles of the provincial and the city nominees are both peppered with international and national involvements dispelling the assumption that city students have more access to international and national events. Academic excellence, honors and awards are a non-factor as the city and the provincial higher educational institutions generate brilliant students copping Latin awards or scholastic honors. We notice that the rare summa cum laude nominees are from the city. What worries me a bit though is that social responsibility especially in the communities/outside the school is more glaring and scores are higher with the provincial nominees. This is to challenge city colleges to prop up the culture of service outside its premises.

We glean that equal access to opportunities for both the probinsyano student and the urban learner is happening. You don’t have to be in the city to gain national or international exposure. University and college standards in the city and in the provinces are being monitored by the CHED and accrediting bodies to sustain the academic rigor that should mold brilliant learners. Opportunities to serve are always profuse regardless of urban or rural settings which are equally beset with social issues. The school can do much to form the values of its students as they take part in community

endeavours. While I dwell on the TOSP-CAR as a search, the greater and more important half of the program is nation-building: how the OSCARs with their brilliance, leadership, social consciousness and good values will ameliorate societal conditions to make life better especially for the less fortunate.

The search is about scouting those inclined to holistic development and actualization and consecrating their lives to relevance in learning, leading and serving for life.

You, the OSCARs of 2013 deserve the best. You worked hard to develop yourselves. Your loved ones and family, school and community, social networks and our God worked hard to nurture you. We are most thankful to them.

The program organizers, CHED-CAR, OSCAR Alumni Community and TOSPAC, PIA-CAR, universities, media, local government units, partners and donors worked hard to come up with a most meaningful formation and program. We are ever grateful to them.

As a search, we commence and cease with this in mind: we dilute all thoughts of a competition for in nation-building, we do not compete; rather, we complete and complement.

TOSP at a Glance9

Dr. Jose P. Rizal once wrote, “The youth is the fair hope of the fatherland.“ These forceful words possessed then of the only youth magazine in the nation, “Student Life,“ Mr. Jose Concepcion Jr., to launch the TOSP awards. In 1958, Students Life’s first issue was published and after three years, the selection of the nation’s outstanding students was launched.

It was during this period that a crisis of leadership and decadence in moral values was beginning to creep into the Filipino society. At that time, it was timely and necessary to give due recognition to students who can be held as role models for others, students who exemplify academic excellence, exemplary leadership, good moral values, and determination to serve God and country. Thus was born a legacy that will eventually lead to inspire the yout of the Philippines in the teask of nation building.

REGIONALIZED SEARCHES

To further expand the program and to bring the serach at the grassroots’ level, in 1994, TOSP launched pilot regional searches in conjunction with the national-level awards in the Cordillera Administrative Region for Northern Luzon, Region VII for the Visayas and Region XI for Mindanao. In the succeeding years, the regionalization was further expanded to include Regions I, II, III, V, VI, X, IV-A, and just recently the OSOM or Outstanding Stundents of One Mindanao was also added.

The TOSP hopes to inspire Filipino youth students in every part of the country with the expectation that the awardees go back to their respective communities and make a positive contribution wherevery they are. It aims to isnpire those recognized young leaders to form groups and networks in their communities, promoting and nurturing the same culture of excellence and service that the TOSp ideals advocate. In this way, they serve as catalysts of nation building in their own milieu.

More than five decades ago, on June 19, 1961 in celebration of the 100th birth year anniversary of a brilliant young man who died in a young age for the sake of his beloved country, the Ten Outstanding Students of the Philippines (TOSP) awards was launched.

OUTSTANDING STUDENTS OF CORDILLERA

A century ago, the great Jose Rizal called upon the youth asking, “Where are the youth who will dedicate their innocence, their idealism, their enthusiasm to the good of the country?“

Almost half a century ago, Jose Concepcion Fr. founded the search program that celebrates, affirm, and inspires the burgeoning idealism of the youth in excellence, leadership, and social responsibility--Ten Outstanding Students of the Philippines (TOSP). Over the years, TOSP has produced a laboratory of leaders who ahve landscaped the Philippine academe, business, church, and civil society. Among them are Raul Roco, Sonia Malazarte-Roco, Rene Saguisag, Fr. Manoling Francisco, Ricardo “Dong“ Puno and Victoria Pineda-Garchitorena.

In response to the challenges posed to youth leaders, finalists of both national and regional searches of TOSP have converged as a community.

Acknowledging the vast distribution of Filipino youth, the community has grown Regional Chapters that are committed to bring closer the science of nation building that TOSP advocates to their respective regions. The concept of regional chapters was benchmarked by TOSP-CAR, popularly known as the OSCARS (The Outstanding Students of Cordillera Administrative Region). OSCAR Alumni Community, Incorporated was formally created in 2005; however, the regional started in 1994. The search was in conjunction with the national-level awards to bring true empowerment at the lowest level of every community.

The regional search aims to inspire these recognized young leaders to establish their own community within the environment, promoting and nurturing the same culture of excellence that TOSP advocates.

The search program is being held annually in partnership with the Commission on Higher Education.

For Tom Braian, a role model to many and is necessarily characterized by excellence; excellence which is necessary for a healthy nation building. He was one of only a handful in the Philippines to be selected in the American Chamber of Commerce Business Orientation Program in 2011. He also ranked 5th nationwide in the Search for the Outstanding Accountancy Students in the Philippines in 2012 and was a champion in the National Accounting Quiz Showdown by the Philippine Institute of Certified Public Accountants.

Mae derives strength from her recently deceased father, who taught her to be a fighter. She uses this as a challenge to keep persisting for her dreams and become a good leader. A consistent Dean’s Lister, Mae already has a National Certificate in bookkeeping, and is a Junior Philippine Institute of Accountants Auditing Group Team Leader in her University. She is also the President of both the League of Progressive Students and the Presidents’ League.

For Rolando, being a student does not mean that you have to study very hard for the exams just to earn a passing grade, or go to school for the sake of having an allowance. “The meaning of life is to give life a meaning,” says Julienne. She believes that the comforts we are experiencing today are the fruits of yesterday’s generation. Aiming for excellence for her, then, is giving justice to those heroes who sacrificed their careers, family and lives in order for us to live in this kind of society. A consistent Dean’s Lister, Julienne was also the University Student Council President, one of the Top 90 Student Leaders of the Philippines in the Aboitiz Business Leadership Summit and was a Youth Ambassadress to Japan for JICE-NYC.

Raymond’s childhood motivated him to become the person he is now. Teaching them to be strong and firm, to dream and reach success without doing harm to anybody are two of the values he now teaches to his students. For an Ayer that is Prolen, being a member of the Armed Forces of the Philippines would mean being one of the healings of this nation; the solution to the problem it bears. Prolen is Top 3 of the 2013 Pudang Kalis Class of PMA, a consistent Dean’s Lister, an Ayala Young Leaders Congress Delegate and the National Chairman of Cadet Conduct Policy Board of PMA. He was also the over-all coordinator of the Civil Military Operation Phase of Bagwis Joint Field Training exercises held in Laur, Nueva Ecija in 2011.

Ronalie strongly believes that one could not only be outstanding by her wealth, educational attainment, and status in the community where she lives. Luisa Gay already has a Certificate of Eligibility as a Professional from the Civil Service Commission and was awarded by her University as the Student Journalist of the Year while being the Editor-in-Chief of various publications and got to showcase her culture in Indonesia as the Team Leader of the CCS Cultural Troupe.

For Jordan, service to the community means service above one’s self. It means sharing one’s talents, skills, ideas, time and efforts to other people without expecting something in return. He also spearheaded a medical and dental mission in Cambodia and is an Ayala Young Leaders Congress Delegate. He was also chosen as a University Fernando G. Bautista Academic Excellence awardee.

Awarded as the Outstanding Student of the Year by his college, Leonardo believes in the essence of equilibrium, one that is important in balancing life to live it to the fullest. Ginalyn redefines excellence as being best in the field and putting a good mark in it. Excellence, for her, is significant because it enables us to become competitive and adaptive to our surroundings. A Cum Laude graduate, she received the Loren Legarda Academic Excellence Award and is the Editor-in-Chief of her school’s newspaper. She engages in free tutorial services as well as pre-service teaching, and she is also the president of their Liturgy Club and a proud SK Kagawad in Basbasa, Tayum, Abra.

“Service above self,” that is what Ronald believes community service is all about. A Magna Cum Laude graduate, Ronald placed first in the Research Forum, 2nd PreSeT and placed 2nd in the Microteaching Festival for Araling Panlipunan in the Secondary division of the National Pre-Service Teacher’s Conference. He also established the Social Studies Society of the School of Teacher Education of Saint Louis University. He is also responsible on initiating and organizing extension programs on reading and comprehension at a local elementary school.

In order for young Crisember to lead a balanced life as a student, he designed his own calendar of activities and planned his objectives and goals, and enabling him to become a dean’s lister as well as being the Supreme Student Government President for three years. He was also chosen to be the ambassador of their University in different schools in Thailand and spearheaded a number of outreach programs and activities centered within the locality and the province.

David believes that serving the community is the heart of sharing 3 T’s: Talent, Time and Treasure. Community service for him is the act of giving voluntarily without expecting something in return, a definition he instilled in himself when he became a consistent Dean’s Lister, a College Scholar, the Governor of the College of Teacher Education Student Council of his University and the Vice President of the Real Sons and Daughters of Ifugao, Inc. – Youth Chapter.

Criticisms did not stop Brandon from being an outstanding student, rather, he challenged himself to be the third Gullunan graduate among the fourteen siblings of the family. A Cum Laude graduate, Brandon also held the vice presidency of the Vocational Leaders of the Philippines - College Chapter and was one of the two best performing Pre-Service Teacher of the Year and was also the President of both the Kiangan Student Organization and the Future Teachers Organization.

For Nick, we cannot give the things that we do not have. Being excellent and outstanding for him implies that we have lots of experiences that have taught us lessons, breakthroughs that have kept us standing, and recommendations that are worth sharing. A Magna Cum Laude graduate, Nick is an Ayala Young Leader, and implemented the maTHSaya program to various schools, highlighting the joys and importance of Math. He also helped organize the Layad En Ad-ading: Campus Edition, helping scholarship grantees in academic assistance.
