a. 16 killed in flash flood in Orissa, more rains forcast

BHUBANESWAR: The clouds have struck with a vengeance Orissa with at least 16 people killed in the flashfloods. In the past 48 hours. The State, which was reeling under heat wave till June 23, now faces a serious

flood situation triggered by a depression.

Many rivers have started swelling and more rains are in the offing due to the low pressure over Bay ofBengal.

According to reports reaching the state revenue control room here on Tuesday two people including afisherman drowned in the flooded Ramalia rivulet in Tigiria area of Koenjhar district on Monday night.Similarly three people were killed when they were caught in the swirling waters of Terumudi River atBiondhuagaon in Koraput district on Tuesday, while two others were swept away in flood waters inKandhamal district the same day. Two people were killed in rain related incidents in Ganjam district insouth Orissa on Monday. While a man was swept away by flood waters in Bhanjanagar area, a 16-year-oldgirl died due to wall collapse at Berhampur.

In another incident, seven people, including a mother-daughter duo, were killed when the bus they weretravelling in plunged into a flooded rivulet at Madhyakhanda near Dassapalla in Nayagarh district onMonday night. Local people rescued 28 other passengers including the driver and conductor of the bus.The Orissa government on Tuesday announced an ex-gratia of Rs 1 lakh each to the next of the kin of thedeceased. Meanwhile all the major rivers in the state are flowing above their respective danger levels atmany places. The rains also caused breaches on roads in the districts of Koraput, Ganjam and Kandhamal,snapping communication in south Orissa.

Flash floods in Baitarini river and its tributary Kharosotra have snapped communication links at severalplaces. The situation is equally grim in 70 riverside villages of Aul and Rajkanika blocks.

The low pressure is likely to concentrate into a depression in the next 24 hours, thus inducing widespreadrains over the State during the next 48 hours, the Met department said.

Report by Orissadiary correspondent; Bhubaneswar : The state government has announced exgratia ofone lakh of each deceased family and all treatment expenses of the injured persons will be borned by thestate government. Further the government has instructed to arrest the absconded driver and owner of the

bus.

Now the state government has advised not to drive any vehicle on the submerged road. If any vehicle willdeviate this instruction will be punished.

It should be noted that in a tragic incident seven persons, including two women died after a passenger buswas swept away by floodwaters in Nayagarh district on Monday. The incident took place while Sri MandirBus was going from Bhubaneswar to Daspalla area carrying about 35 passengers at about 8pm on Monday.The bus jumped off a small bridge of Besalia canal which was submerged in floodwaters. The bridge builtover a small canal did not have walls on both sides. While wading through the clogged bridge, the bus fellinto the canal and was swept away by the gushing storm water.

The deceased have been identified as Gumani Naik of Dihagan, Retired teacher Gatikrushna Rana, Sarojini

Das and her daughter Kandhei of Daspalla, Rabi Bhanja and his son Ranjan Bhanja of Poibadi, Kalia Das ofDaspalla Satapatna and Sudarsan Hota of Sakhigopal.

Press Trust of IndiaBhubaneswar, 14 JULY: The Orissa government has mooted proposals worth Rs 5658 crore, including

construction of at least 35 reservoirs on major river systems as a permanent measure to tackle recurringfloods, official sources said.

Though floods in Orissa were now being managed through eight major and 38 medium reservoirs but theywere not enough, they said. While construction of 18 reservoirs is presently on, the government hasplanned 17 such projects, the sources said.

Projects on the Mahanadi river system, the state's biggest, were under construction at various sites overthe Indra, Manjore, Ret, Titlagarh and Suktel rivers.Plans were also afoot to construct reservoirs in the lower catchment of the massive Hirakud dam over the

Ong, Tel, Uttei, Brutang, Lanth, Barmul, Roul, Dhauragoth, Salki and Khadago areas.

The floods could easily be tamed in the Mahanadi system when these projects are completed, thesources said. The state government's two proposals ---Mahanadi basin development plan and SubarnarekhaSanskar Project --- worth Rs 3555.4 crore and Rs 970 crore respectively, were pending for approval of theCentral Water Commission (CWC), they said. A drainage master plan proposal, including excavation of rivermouths and bed worth Rs 865.40 crore, was also pending with the CWC.

Report by Amarnath Parida; Jagatsinghpur: Uncertainty has loomed for the construction of multiple floodcyclone shelter at Tirtol block due to intra party conflict between ruling party legislator Mr DebasishSamntray and agriculture minister Mr Damodar Rout. Flood affected villagers of Tirtol area have not onlyexpressed their discontentment but are living in panic condition due to non- construction of shelter torescue from flood.In last super flood, more than five lakh people in Tirtol, Biridi, Kujang, Jagatsinghpur and other blocks ofthis district were affected. Similarly, ten persons were also killed and paddy crops completely destroyeddue to super flood. Though hundreds of cyclone shelters have been mushrooming in this district but theseare not useable during flood.Last super flood gave a lesson to the government and Orissa State Disaster & Mitigation authority in whichthey stressed to set up multiple flood cyclone shelter in flood hit areas. During this time, the then revenueminister Mr Manmohan Samal who reviewed the flood situation also announced to set up these shelters assoon as possible to rescue from flood. He also gave idea about the design and place of construction ofthese shelters to rescue from flood.Meanwhile, OSDMA has decided to set up five flood shelters at Bagalpur, Bansadhara under Biridi, Ichapurunder Balikuda block, Saharagadia under Kujang and Samantray under Tirtol block. These shelters will beset up on the mount to prevent the entry of flood water. Both animal and human beings will be shelteredduring flood in which all facilitates like relief materials, free kitchen and information regarding floodsituation will be provided to affected people. Rs 10 lakh would be spent for the construction of shelters.Tardy progress and negligence of officials has delayed to strat the construction of building in four placeswhile intra party conflict between ruling party legislators have created the uncertainty for construction offlood shelters at Tirtol block .Locals have alleged that negligence of officials to identify the location has

marred the construction in four places. District emergency officer Mr Saroja Kant Mohanty has expressedthat site selection has been completed in four places but site selection at Samantrapur under Tirtol blockhas not yet completed due to indifference between two groups of villagers.

Samntrapur under Tirtol block is considered as the forte of legislator Mr Debasish Samntray who is nowrepresenting from Barbarti seat of Cuttack town. Mr Samntray had decided to contest from Paradip seatbut he failed to get this seat due to intervention Misniter Mr Rout. After being driven Mr Samantray, Mr Routcontested from Paradip seat and won this seat. The supporters of Samantray have not easily accepted MrRout and has aggrieved on him for his activities. This has erupted fraction between two groups ruling partyworkers of 37 villages under Tirtol block.

The supporters of Samantray has decided to set up this shelter at Samantray school while supporters of MrRout in another place of this village. Both groups have been given memorandum to the district collectorand tahsildar to set up this shelter in their choice spot other wise they have threatened to protest theconstruction of shelter. On the other hand, village chief Mr A.Shaoo and others have agreed to set up thisshelter in school not in other spot while officials have selected their site at school premises. Locals havealleged that intra party conflict has marred the construction of flood shelters in which villagers wouldsuffer during flood.

Contacted, tahasildar , Tirtol Kailash Chandra Nayak has confessed that intra party conflict has affectedthe site selection of this flood shelter . He expressed that officials visited this villages for three to fourtimes and interacted with them to find out solution but in vain.

e. Flash floods, heavy rain kill 20 in Orissa

Bhubaneswar, 14 JULY: At least 20 people were killed in flash floods and separate rain-related incidents inOrissa as heavy downpour pounded several places in the state today, raising water levels in major riversand cutting road links.

At least seven persons, including a woman and her daughter, were killed while ten were injured when apassenger bus fell into a rivulet while crossing a flooded bridge in Daspalla area of Nayagarh district lastnight, official sources said.

The bus,was pulled out with the help of a heavy crane this afternoon, Daspalla Tehsildar Mr K C Rout said,adding a hunt was on for the driver and the owner of the bus.Financial assistance of Rs one lakh each has been sanctioned for the families of the dead, while thegovernment would bear the expenses on treatment of the 10 injured admitted to hospital, they said.

Three persons were swept away when they were crossing a swollen river by a boat in Bandhugaon area ofKoraput district, officials said.

Two persons, including a fisherman, drowned in Ramiala rivulet in Keonjhar district, while two others,including a school teacher were swept away in flood waters in Kandhamal district, sources said.

In another incident, a 16-year-old girl was killed when a wall collapsed due to heavy rains near Berhampur

city in Ganjam district yesterday, while a man was swept away by flood waters in Bhanjanagar area of thesouthern Orissa district, sources said.

Two brothers ~ Prasanna Meher and Prema Meher ~ were killed after being struck by lightning when theywere fishing in a rivulet during rain in Biramaharajpur area of Sonepur district last evening, they said.In a similar incident in nearby Bargarh district, a farmer was killed by lightning in Atabira area whileworking in the farm land despite heavy rains yesterday, they said.

A woman, was killed due to electric shock while working in the paddy field in Keonjhar district today,sources said.

Road connectivity was disrupted in many places as heavy rains lashed and breached roads several areasincluding Nayagarh, Ganjam, Kandhamal, Rayagada and Koraput.

Road links between Bhubaneswar and Nayagarh and Rayagada and Koraput were cut off as flood watersubmerged the roads at a number of places, sources said.Following incessant rains over the last one week, water level in most of the major rivers in the state

The axis of monsoon trough at sea level passesthrough Bikanir, Jaipur, Sibpuri, Pendra, Jharsuguda centre of well marked low pressure area and thenceSouth East wards to East central Bay of Bengal.
