History The Taiwan Union of Nurses Association (TUNA) is the professional organization for nurses and midwives working in public, private sectors and community health care centers in Taiwan. The TUNA was formed by nurses associations in Taiwan in 1989. The main purposes of The TUNA are protecting the rights of nurses and promoting nurses' professional status, shaping a shared vision, leading innovation and development in the nursing profession, and promoting health for all. By 2019, the total membership in TUNA had expanded to 24 municipal nurses associations and over 170,000 nurses and midwives from all over the country. Nursing unionism has developed as a strong and vibrant organization with a long history and vision for the future professional nursing. Organizational Structure About the TUNA Goals 1. To establish the standards for nursing practice and ethics. 2. To participate in health and nursing related policy making and legislation. 3. To build up the criteria for nursing competency. 4. To voice for nurses and maintain the rights of the nursing profession. 5. To promote innovation and development in the nursing profession. 6. To mediate nursing and legal disputes. 7. To enhance the collaboration with relevant professions to strengthen the influence of nursing. 8. HistoryThe Taiwan Union of Nurses Association (TUNA) is the professional organization for nurses and midwives working in public, private sectors and community health care centers in Taiwan. The TUNA was formed by nurses associations in Taiwan in 1989.

The main purposes of The TUNA are protecting the r ights o f nurses and promoting nurses' p ro fess iona l s ta tus , shaping a shared vision, lead ing innovat ion and development in the nursing profession, and promoting health for all.

By 2019, the total membership in TUNA had expanded to 24 municipal nurses associations and over 170,000 nurses and midwives from all over the country. Nursing unionism has developed as a strong and vibrant organization with a long history and vision for the future professional nursing.

Policy Task Forces and Committees National Health Insurance Nursing Policy Task ForceTo investigate policies related to Health Insurance, and formulate opinions and provide recommendations to the authorities concerned. Actively participate i n H e a l t h I n s u r a n c e r e l a t e d conferences and advocate for rights of nursing practice. To analyze the payment systems of Health Insurance and open up the reimbursement of nursing services. In addition, we provided the Health Insurance in-service education to cultivate Health Insurance policy experts, as well as to provide members Health Insurance information and consulting services.

Nursing Workforce Policy Task ForceAttending nursing workforce policy-making meetings. Establishing national databank of nursing workforce. Developing nursing workforce indicators for longitudinal research, workforce estimate, and policy making. Monitoring and analyzing the trajectory of supply and demand on workforce to provide advices on strategies of manpower input and retention. Deliberating reasonable workforce allocation and facilitating legislation of nurse-patient ratio, specifically on the reasonable ratio for each of the three shifts.

Long-Term Care Policy Task ForceTo investigate the long-term care policy and accreditation system. To provide advice to the authorities, actively participate in long-term care meetings, advocate for nursing practice rights, and develop long-term care reimbursement (including health insurance payments). Provide proposal to the health authorities.

Membership CommitteeTo promote the growth of the organization and establish a Nursing Workforce Cloud System. Provide the convenient and timely information of member guilds to master

dynamically. Strengthen member caring services and provide member d isab i l i t y condo lence. Ser ious /disabled members who have a major Illness/Injury Certificate or Disability Card, give NT$10,000 of condolence and caring cards. Proactive care for hospital nurses due to accidents such

as natural disasters, receiving the most injured patients, giving gratitude letter or condolences to the hospitalized member to express the caring and gratitude.

Nursing Laws and Regulations CommitteeActively participate in nursing policy and regulation meetings, and advocate for the rights of nursing staff. Provide consultation and advice on the nursing practice related regulations. Disseminate medical regulation knowledge and cultivate medical regulation experts. Exploring the relevant policies and regulations as well as the current system, and propose recommendations to the relevant authorities for reference. Provide consultation or solution regarding to the concerns of authorities or for nursing practice dispute cases.

Nursing Research and DevelopmentCommitteePublishing newsletters and establishing online continuing education courses with proved credential hours; Publishing TUNA journal and book entitled "Evidence-based nursing in clinical practice" by selecting EBN articles. Conducting campaign in nursing research and nursing innovative project, accepting the entrust of other organizations for nursing research and professional trainings.

International Affairs CommitteeTo participate in international nursing activit ies to enhance the visibil i ty of Taiwan nursing globally. To arrange international hospital visits, and invite scholars and experts worldwide to come to Taiwan for nursing professional exchanges. To promote teaching and learning, improve the level of the domestic nursing profession, and provide updated information on nursing activities internationally.

Public Relations CommitteeEnhance the visibility of nursing, raise the image of the nursing profession, conduct “Nursing Experience Camps”, produce propaganda videos, strengthen the sense of honor for all nurses, and deepen the public’s positive perception of nursing. When a crisis incident occurs, be responsible for issuing a statement, expressing the position of the Association and call on the government and the public to

face up to the nursing profession.

Nursing Profession Development CommitteeTo provide members with updated information about the developments and trends of Medicare and Healthcare i n d u s t r i e s , t h e r e l a t e d a d v i s o r y consultations of nursing entrepreneurs, integrating the nursing development information nationally and internationally. Offering vacancy choices to members, collaborate with other associat ions in cul t ivat ing professional

personnel in nursing and healthcare, promote and protect rights of nurses in nursing institutions.

Financial CommitteeTo compile an annual budget and financial reports of the Association. To review and audit the annual budget and budgetary execution.

Future ProspectionNursing practice environment has

been improved through the efforts of al l committee members of the Counci l

and Supervisory of TUNA, county chairperson of municipal nurses associations, and committee members. However, still rooms to improve. While nurses make efforts for the health of the entire population in Taiwan, we also need caring from the society, such as establishing better systems of nursing education, nursing manpower allocation, and nursing reimbursement from the government; approbating nursing contribution and value from the public; providing safe working environment, and reasonable manpower allocation; supporting each other from medical team members, in order to provide best

nursing service for patients.

Finally, we hope that all nurses work in decent environment, to achieve the vision “Excellent Nursing, Health for All.”
