OPP Contract Policing

� The Ontario Provincial Police (OPP) has over 100 years experience in providing effective community-based policing and protection throughout Ontario.

� OPP have policed Municipalities under contract for over 60 years.

� We currently have 120 policing contracts serving 151 municipalities.

� We police 172 Municipalities under a non contract (5.1) relationship.

� In total the OPP police 323 Municipalities.

OPP Contract Policing

� The OPP ensures it provides adequate and effective policing services through the Detachment Commander, who has immediate access to all specialized services to fulfill our policing obligations.

The OPP is accountable to the Police Services Boards, Municipal Councils and the citizens of the Municipalities we serve.

Town of Mono Costing Process

� Current contract expired on March 31st 2013.

� Costing Proposal has been developed by the Municipal Policing Bureau.

� Consultation with the Dufferin Detachment Commander as well as Regional Command Staff.

� Consultation with Municipal Representatives of the Town of Mono in relation to the upcoming Contract Renewal.

� Review of Statistical information gathered through Workload Analysis and Deployment Model.

OPP Deployment Model

� The model uses five parameters to calculate the number of constables required to respond to calls for service and effectively staff OPP detachments.

The five parameters include:

� Detachment Characteristics

� Officer Availability (FTE)

� Calls for Service

� Policing Standards

� Patrol Standards.

Full-Time Equivalent (FTE)

� If a position were to be available for calls at all times, an officer would have to be available 2920 hours a year. (8 hrs per shift/365 days a year).

� Based on average # of hours available for calls an officer is available 1467 hours per year.

Factors include:

rest days 832 hours

vacation 157 hoursstatutory holidays 88 hoursmaternity/paternity leave 20 hourssick leave 53 hourscourt 123 hoursadministration 75 hourstraining 92 hoursWSIB 13 hoursTotal 1453 hours

The Town of Mono Contract

� The Renewal Proposal provides the minimum level of service required to address adequate and effective policing.

� The term of the contract is for 5 years.

� The prior contract was based on the 2003 Costing Formula for the duration of the contract.

� The current Contract Proposal is based on the 2012 Municipal Cost Recovery Formula.

� The Municipal Cost Recovery Formula is reviewed and updated annually. A revised cost recovery formula shall be applied in the calendar year following the review and costs shall be adjusted accordingly.

Provincial Services Usage (PSU)

� The OPP is mandated to provided provincial level emergency response.

� The OPP meets such emergent needs on an on-call, as-needed basis.

� The OPP ensures that appropriate levels of service from detachment to the community is maintained.

� The PSU is applied as a reduction in gross policing costs.

� PSU is based on a calculation of 50% of the municipality’s 3 year average of actual PSU to a maximum of 5%. PSU credit of 2.07% has been applied to this estimate.

Municipal Policing

� When the OPP enters into a municipal contract the emphasis is placed on ACCOUNTABILITY to Council through the Police Services Board and to the Community.

� Community Policing is the way we do business.

� It is the fundamental principle under which all of our services are delivered.

By-Law Enforcement

� OPP will enforce municipal by-laws (except those dealing with building standards and animal control).

� Enforcement of by-laws will be in consultation with the Municipality, Police Services Board and the Detachment Commander.

� It is not the intention of the OPP to become the lead agency but rather to perform a support role for by-law enforcement.

Auxiliary Policing

� Unarmed Uniform Volunteers specially trained in a variety of functions to assist the detachment.
