1 Introduction
1.1 Overview
Ason Group has been engaged by Hunter Energy to prepare a site-specific Operational Traffic Management
Plan (OTMP) in relation to the proposed change in fuel source of the Redbank Power Station from coal to
biomass (the Proposal) at 112 Long Point Road West, Warkworth (the Site).
1.2 Background
Ason Group has previously worked on preparing a Transport Impact Assessment (TIA) and subsequent
Technical Note (TN) in relation to the operation of the Site.
It is now understood that the main fuel source to be utilised within the Site has changed from coal to primarily
biomass, and as such requires an updated review and consolidation to ensure that there are no resulting
adverse impacts.
Redbank Power has a desire that the sites it operates are safe for all users. In this regard, Redbank Power
are looking to review the current traffic management arrangements to ensure that safety matters relating to
the interaction of pedestrians and vehicles are satisfactorily addressed and maintained where possible.
1.3 Purpose
The overriding purpose of this site-specific OTMP is to primarily manage the interaction between light and
heavy vehicles, pedestrians, and cyclists during the day-to-day operation. The overall objective is to ensure
safe and efficient movement of vehicles and personnel. Having regard for this, the OTMP details the
following:
• Appropriate internal traffic controls and signage
• Access and parking arrangements
• A truck route management plan
• Proposed crossings and signage for safe movement of pedestrians between designated car park to the
office areas.
• Driver Code of Conduct to be implemented.
• Governance and administration of the plan
Please note, Ason Group is responsible for the preparation of this plan only and not for its implementation,
which is the responsibility of Redbank.

1.4 Exclusions
This OTMP does not cover the following:
• Traffic and pedestrian management associated with construction activities. Reference should be made
to relevant Construction Traffic Management Plans (CTMP) or Traffic guidance Schemes (TCGs) specific
to those works, as required.
• Transport of Dangerous Goods is not covered by this OTMP. In the event that transportation of
dangerous goods is required within the site, a Transport Emergency Response Plan (TERP) will be
required prior to the arrival of any dangerous goods. It is expected that such plans will be prepared by
contractors / building tenants involved in the transport of Dangerous Goods to/from the individual
businesses within the Site.

2 Site Details
2.1 Site Overview
The Site is legally referenced as Lot 450 in DP 1119428, and has a street address of 112 Long Point Road
West, Warkworth. As stated, the Site is located within the Singleton Local Government Area (LGA) and lies
approximately 17 km west of the Singleton town centre, and 90 km north-west of the Newcastle Central
Business District (CBD). Figure 1 shows the location of the Site relative to the surrounding context.

2.2 Surrounding road network
The key roads providing access for the Site and for the haulage routes heading north and south are detailed
below.
• Golden Highway (Jerry Plains Road): A State Highway (SH 27), the Golden Highway generally runs in
a north-west to south-east to direction between the Castlereagh Highway at Craboon and Putty Road at
Singleton, respectively. It generally provides two traffic lanes for two-way traffic, and at-grade and grade-
separated intersections appropriate to through and turning traffic demands along different parts of the
route. In the vicinity of the Site, the Golden Highway has a posted speed limit of 100km/h.
• Long Point Road West: A collector road, Long Point Road West generally run in an east-west direction
between Gouldsville Road and the Golden Highway, respectively. It provides two sealed traffic lanes for
two-way traffic, and has a posted speed limit of 100km/h.

2.3 Parking
Based on information supplied to Ason Group, there are two car parking locations on the Site. These car
parking locations are shown in Figure 2 and described as follows:
• Staff car parking located to the south-west of the Site (Approximately 32 spaces capacity)
• Contractor Car Parking located to the south-east corner of the Site (Approximately 150 spaces capacity)
Notably, the Contractor Car Parking is only used while the site is shutdown for maintenance works (1-2 times
/ yr.).

Noting the circulation routes outlined within Section 3.4.3, there could be consideration to moving the parking
lot to a location closer to the internal buildings. This would reduce the quantum of people crossing the
internal road network, reducing the number of interactions between heavy vehicles and pedestrians, and
would ultimately result in a safer outcome.

2.4 Hours of Operation
The facility is permitted to operate 24 hours per day, 7 days per week. Staff operate on a shift work basis
with each shift being 12 hours long.
2.5 Pedestrian Access
Given that the surrounding area is highly undeveloped and has limited public transport accessibility, the level
of pedestrian infrastructure is non-existent. This is also such that the Site is not expected to generate any
significant volume of pedestrians to / from the Site.
Internally, pedestrian infrastructure includes painted zebra crossing opportunities connecting to various
offices / facilities including the staff car parking area. The crossing (shown in Figure 4) is provided on an
angle and is generally an unsafe practice. As outlined within AS1742, pedestrian crossing should be parallel
with the centre of the carriageway, therefore consideration should be given to the introduction of a new
crossing and footpath to ensure safety for all pedestrians.

2.6 Site Access Arrangements
All Site access is provided via Long Point Road West via two formal driveways at the eastern and western
boundaries of the Site, as shown in Figure 5. These serve as the primary access points into the Site.

2.6.1 Light Vehicle Internal Car Park and Access
Vehicular access to and from the staff car parking areas will generally be from the Western Driveway, as
outlined within Figure 5 above. Notwithstanding, both driveways can be utilised by light vehicles to access
the Site.
Internally, access to the car park will be primarily from the Western Access Driveway, as shown in Figure 6.
Additionally, vehicles could access the car park via the Eastern Access Driveway, although this would be
less likely and therefore discouraged.

As a general note, regular maintenance schedules/checks of line-marking within the estate should be
undertaken to ensure the condition of line marking, in terms of conspicuity and reflectorisation is maintained
at an adequate level.
A night-time inspection was not undertaken and therefore an assessment of lighting has not been assessed
in detail. Whilst itself not a traffic-related issue, consideration should be given for energy-efficient LED lights
wherever feasible to ensure a uniform light distribution throughout the trafficable roads throughout the Site,
particularly in areas that could be accessed by pedestrians.

2.6.2 Heavy Vehicle Access
Heavy vehicle access locations to and from the service / loading areas are illustrated in Figure 7. There is
an interaction between the heavy vehicle egress and light vehicle access as shown in Figure 8, although the
number of interactions between light and heavy vehicles in expected to be minimal, there is a safety risk.
Additional signage should be considered to increase awareness of the likely interaction between light and
heavy vehicles. This would assist both the heavy vehicle driver to see light vehicles, and for the light
vehicles to be more aware of heavy vehicle movements.

3.1 Pedestrian Management
Pedestrian access within the Site should be minimised and/or restricted, as far as practicable. Pedestrian
exclusion areas should be clearly signposted with appropriate signage (example below)
In the event that pedestrian access is required within predominantly heavy vehicle/machinery areas, high
visibility vests and other personal protective clothing shall be worn at all times.
3.2 Vehicle Management
3.2.1 Design Vehicle and Speed
The Site’s access driveways and external hardstand / work areas have been designed for use by vehicles up
to and including B-Double vehicles. Site access and internal circulation routes are outlined within the
Signage Plan within Appendix A.
Speed limit sign utilised shall be a minimum of Size A signage as per AS1743. Speed limit signage
placement and installation height shall be in accordance with AS1742.2 and AS1742.4. Signage shall be
made of reflectorised material on the assumption that the signage are to be legible under all conditions.
3.2.2 Service Vehicle Access Routes
Vehicles accessing the Site shall enter via the existing access driveways on Long Point Road West as
indicated in Figure 9. Since the largest vehicle expected to arrive to site is a 25 metre B-Double, the key
roads to the Site are part of the approved Heavy Vehicle network as highlighted in Figure 10.
ALL ACCESS TO THE SITE SHALL BE IN A FORWARD DIRECTION AT ALL TIMES.

3.3 Loading and Unloading of Materials
All trucks entering or leaving the site with loads have their loads covered to ensure that no vehicle will track
dirt, dust, biomass or ash onto the public road network.
The vehicle queuing guidelines — outlined within Section 3.4 —stipulate that at no stage will loading or
unloading of materials occur off-site. It is understood that the estimated unloading time ranges between 10
to 15 minutes.
3.4 Vehicle Queuing
The Site does not generate traffic at the current time so there is no queuing to Long Point Road.
Notwithstanding, given the distance between the Eastern Driveway access and the entry gate prior to
weighbridge (being some 215 metres long and shown within Figure 12) and the expected volume of b-
doubles arriving to Site per hour (approx. 6 vehicles), it is expected that there is minimal risk for vehicles to
queue onto Long Point Road. Furthermore, it is considered that the weighbridge location can be moved to
optimise queuing storage space.
In the event that deliveries to the Site increase, then a booking system should be considered to reduce the
number of heavy vehicles on-site at any one time and reducing the number of on-site interactions between
vehicles and pedestrians at any given time. The booking system would ensure that heavy vehicles would
arrive to site at pre-approved times, in order to ensure that no heavy vehicles would queue on to the public
road network.
AT NO STAGE ARE VEHICLES TO QUEUE ONTO THE EXTERNAL ROAD NETWORK.
3.4.1 Weighbridge
There are currently 2 new weighbridges are proposed to be installed from the Site access points for entry
and egress. The existing weighbridge on site is expected to remain where it currently it is.
As noted above, the exact locations of the proposed weighbridges are yet to be confirmed, however an
appropriate indicative entry and exit weighbridge locations have been shown indicatively in Figure 11.
Having regard for location, it is considered that the proposed weighbridge locations can be shifted to
optimise queuing storage space accordingly.

3.4.2 Service Vehicle Access Routes
It is understood that the site generally has a large skip bin that is positioned closest to where it is required for
the relevant maintenance project. Therefore there is no dedicated area for skip bins within the Site.
Waste collection vehicles and associated bins are not to be parked on internal or external roads or footpaths
and must remain within the Site at all times. Bins shall not be stored in parking spaces or critical
manoeuvring areas. Bins are to be located in nominated areas that are appropriately sign posted.
B-doubles shall follow the internal circulation routes outlined in Figure 12 to access the ash storage area
(loading /unloading areas). In addition, swept paths provided in Appendix C outlines that these movements
can be undertaken by a b-double.
3.4.3 Internal Circulation
Internal roadways are proposed to be one-way in a clockwise direction for heavy vehicles, while the western
access shall remain two way for light vehicles. All turning areas within the site shall remain free from
obstacles at all times (including parked vehicles).
Please refer to Appendix C for the B-double swept paths, which demonstrate satisfactory access and
circulation.

3.5 Temporary or Unplanned Works
Construction works and associated traffic management measures are not covered by this plan.
Notwithstanding, any traffic and pedestrian control in relation to temporary or unplanned works shall be
designed in accordance with AS1742 and/or the TfNSW Traffic Control at Work Sites – Technical Manual v
6.0 2020 (Traffic Control at Work Sites) Manual, as appropriate.
Where practicable, work areas and temporary pedestrian paths (if applicable) should be physically separated
from vehicle movements by way of traffic cones, bollards, and/or temporary pedestrian fencing.
Notably, the Site has planned shutdowns 1-2 times per year where there is no biomass delivery. Contractors
arriving at the Site during this time for facility maintenance exercises have a separate dedicated car parking
area at noted in Section 2.3.

4 Plan Administration
4.1 Plan Maintenance
This OTMP shall be subject to ongoing review and will be updated as necessary in response to changing
requirements or in response to any documented WHS issues. A review of this OTMP should be undertaken
yearly, or if required (if a new business occupies a tenancy and has different operational requirements to that
envisaged under this OTMP). Where a change of businesses does not alter the underlying characteristics of
the operation, no change to this plan itself would be required.
4.2 Key Responsibilities
4.2.1 Management
The key responsibilities of the on-site management include:
• Ensure all staff and sub-contractors are provided with sufficient training to undertake the required tasks.
This includes responsibility for measures to ensure that all staff and visitors are familiar with site-specific
rules through appropriate site induction procedures, including being inducted into this OTMP.
• Conduct all business in a safe, professional, and legal manner.
• Be familiar with and address their respective duty of care requirements in accordance with the applicable
state’s Work Health and Safety (WHS) legislation.
• Ensure WHS Incident logbooks are maintained and undertake necessary action(s) in relation to any
reported issues.
4.2.2 Driver Code of Conduct
All drivers are to operate in a manner consistent with the requirements of applicable WHS legislation and
other business specific policies. All commercial vehicle drivers are to be familiar with the Driver Code of
Conduct before attending the Site. A copy of the Code is provided in Appendix B.

5 Observations and Recommendations
5.1 Recommendations
As part of the review, recommendations and implementation of this report, a list of required signage and line
marking has been provided within Appendix A
Upon review of the Redbank site the following table is a general list of actions that should be considered.
TABLE 1: PARKING AND ACCESS CONSIDERATIONS

1 Due to the limited road width, vehicles stopping for even up to 2 minutes could potentially create safety and/or queueing issues, especially within corners, bends, and/or other constrained locations that these signs are located.
“No Stopping” signs should be installed along the internal access road to allow heavy vehicles to access the Store and to maximise the sight distance around the building and within the affected intersections
2 The line marking within the site is poor and showing signs of fade / non-existent in locations.
A site-wide review of line-marking should be undertaken to ensure that the condition of all line marking is sufficient.
3 Access and internal manoeuvring conditions for the Site encourages light, heavy and service vehicles to interact in a dangerous manor.
It is recommended that appropriate traffic control be implemented to separate service vehicles from the light vehicles travelling through the parking areas.
4 The lack of advance warning signage highlighting pedestrian crossings to and from the car parks and other locations could create a safety issue in areas where there is limited visibility.
Installation of pedestrian crossings signage is required, as outlined within Appendix A.
5 Location of car park within the site requires pedestrians to cross a section of road with the Site’s highest heavy vehicle volumes, creating an unsafe movement
Consideration should be given to relocating the car park to other possible locations (as outlined in Figure 8) to assist in safe pedestrian movements within the Site
6 Existing pedestrian crossing next to the existing car park is on an angle across 2 roads. This type of crossing is against the Australian Standards and could create safety issues
It is recommended to remove the existing crossing and replace it with a new crossing and a small section of footpath to be installed to mitigate these risks.

The drivers code of conduct for the Redbank Power Station, Warkworth requires that driving any vehicle for
work purposes, drivers must comply with all of the following:
• Take reasonable care for his or her own personal health and safety.
• Not adversely, by way of actions or otherwise, impact on the health and safety of other persons.
• Notify their employer if they are not fit for duty prior to commencing their shift.
• Always obey all applicable road rules and laws. The following activities will be considered a breach of
conduct and will result in removal from the site;
• Reckless or dangerous driving causing injury or death
• Driving whilst disqualified or not correctly licensed
• Drinking or being under the influence of drugs while driving
• Failing to stop after an incident
• Loss of demerit points leading to suspension of licence
• Any actions that warrant the suspension of a licence
• Exceeding the speed limit in place on any permanent or temporary (including internal) roads
• Obey the applicable driving hours in accordance with legislation and take all reasonable steps to manage
their fatigue and not drive with high levels of drowsiness.
• If Drivers are travelling interstate (in excess of 500km), a Driver Fatigue management Plan must be
submitted prior to loading of goods onto the heavy vehicle.
• Obey all on-site signposted speed limits and comply with directions of traffic control supervisors in
relation to movements in and around work areas.
• Ensure all loads are safely restrained using appropriate restraining equipment, as necessary.
• Operate their vehicles in a safe and professional manner, with consideration for all other road users.
• Regularly check the oil, tyre pressures, radiator, and battery levels of company vehicles they regularly
used. The Site management team shall be responsible to take all necessary steps to ensure
construction vehicles are as safe as possible and will not create an unsafe environment for drivers. This
will be achieved by;
• Pre-commencement checks for all new plant arriving onsite.
• Daily prestart inspections for all plant and equipment currently on site. Report vehicle defects to a
manager prior to the next vehicle use.
• All construction plant must be fitted with a flashing light, fire extinguisher and reverse alarms.
• Ensure all operators onsite have a current verification of competency (VOC) for their current driver’s
licence of the appropriate class.
• Ensure maintenance requirements are met.
• Maintain a current and up to date log book / work diary, and ensure it is on hand when required.
• Identify driver training needs and arranging appropriate training or re-training. This may include
providing the below:
• Operator assessment as part of all inductions
• Regular Toolbox discussions on specified driving routes, safety features, fatigue, driver responsibility and
drink-driving
• Ensure they have a current driver licence for the class of vehicle they are driving, and this licence is to be
carried.
• Notify their employer or operator immediately should the status or conditions of their driver’s license
change in any way.
• Comply with other applicable workplace policies, including a zero tolerance of driving while under the
influence of alcohol and/or illicit drugs.

• Not use mobile phones when driving a vehicle or operating equipment. If the use of a mobile device is
required, the driver shall pull over in a safe and legal location prior to the use of any mobile device.
• Advise management of any situations in which you know, or think may, present a threat to workplace
health and safety.
• Report any near-hits, crashes, and scrapes to their manager, including those that do not result in injury.
• Drive according to prevailing conditions (such as during inclement weather), if necessary.
• Have necessary identification documentation at hand and ready to present to Site Coordinator / Security
Staff on entry and departure from the site, as necessary, to avoid unnecessary delays to other vehicles.
• In the event of a crash or incident, the driver shall stop the vehicle as close to the crash / incident as
possible, making sure traffic is traffic is not hindered (if it is not already). The driver must ensure their
own safety first, then help any injured people and seek.
