Congress hand in glove with BSPDear Sir,

Congress General Secretary Rahul Gandhi is playing hand in glovewith BSP on the issue of land acquisition in Uttar Pradesh. Both areresponsible for violence which is taking place at Bhatta-Parsaul village inGreater Noida. The 2007 amendment to the Land Acquisition Act of 1894,which was passed during the first tenure of the UPA government is theroot cause of the peasant unrest throughout the country. By virtue of theprovision, the government agrees to acquire land on behalf of privateparties and thus act against the interests of the farmers. The Congresswas the driving force behind this regressive piece of legislation. SushriMayawati and Congres both are involved land-scam in Noida. It is hightime that BJP come out openly to expose both Congress and BSP andwage relentless struggle against these anti-farmer and anti-people rulingparties.

India’s secular Congress policySince the Partition of Bharat the congress have been following a

secular(actually communal) policy in India which is both discriminatoryand lacks in equality to all communities and is therefore anti-democratic.

Muslims are given special priorities in religious education, religiouspractice, jobs and allocation of resources. Non-Muslim majority isdiscriminated against. This must be totally unacceptable in an equitabledemocratic society. The BJP is yet to start a popular movement to rectifythis inequality. Without depriving Muslims they should demand equalprivilege for all Indians. This will strike at the root of a congress vote bankpolicy as all communities will be alerted without offending anybody. Ablock vote, at times, may be given in a communal self-interest and evenagainst national interest. A nationalist party must stop it, immediately.

Congress led UPA-II government has completed two years of office. Dr. ManmohanSingh and Smt. Sonia Gandhi have patted their own backs. But for what? Is there anyachievement? A new trend is now being seen in the country for last one decade – if

no one is praising you better get yourself praised through advertisements and get yourpictures in the hoardings. Get yourself and your government praised by spending generouslyfrom government coffers. Good work never needs to be advertised. The people themselvesstart talking about it. Today people are silent. They are eagerly waiting for 2014 Lok Sabhaelections so that they can give their mandate against the UPA government – a clear and sternmessage to oust the corrupt government to make way for a real rule of the people.

Allowing the corruption to take place, to protect the corrupt and to play with the selfrespect of the country for the sake of power - the people would be definitely pondering overthese issues. Whatever Dr. Manmohan Singh might try to plead before the people but it isnow being talked about that he too is as much guilty as Raja and Kalmadi because everythinghas taken place before his eyes. Was the Prime Minister unaware of the crime being committedby them? Should any Prime Minister extend protection to such individuals?

Each and every day of the UPA-II tenure is now witnessing new lows in history.Whatever the Congress may plead but it is true that it has lost as much in last two years asit had not lost even in last sixty years. Congress has become leaderless. The one who isassumed to be leader of the Congress has lost the moral standing required to be in power.The Congress which had promised to control prices within 100 days has now by dint of itswrong policies pushed the entire country into the grip of unprecedented price rise. Entirecountry is reeling under heavy price rise. The stories of scams and corruption have becomecommon.

In the second year of UPA-II it has also become evident that the mother-son duo too haslost its sheen. The Congress has not been able to recover from the political jolt it had receivedfrom Bihar elections. Congress has been reduced to five seats in Bihar. Congress has beenmarginalized in many States including Madhya Pradesh, Gujarat, Bihar, Karnataka, UttarPradesh, Tamil Nadu, West Bengal, Orissa, Chhattisgarh and Jharkhand. Not only the Congressis rapidly becoming a non-entity, the parties in power are gaining day by day also in theseStates. If someone asks the Prime Minister whether there is any improvement in the terrorsituation in the country, he has no answer. The Prime Minister himself underlining theprecarious situation of UPA has accepted before the media saying “I am majboor”. Thesentence itself makes evident as under which kind of leadership we have placed the country.Today no one in the country feels even an iota of pride in saying that Dr. Manmohan Singhis our Prime Minister. What can be more shameful than this? Whether it is the issue of pricerise, matters related to Northeastern States, anything related to internal security or thequestion of foreign policy, Congress has failed on all fronts. Yes, it can be said that despitehaving failed on all front, it has been successful in clinging to power.

There is no doubt in saying that if elections take place today the Congress will bite dustbut Congress will never dare to take such a risk. Congress has now no faith in democracythat’s why there were deadlocks in the parliament in its tenure. The Congress which neverwanted to have a debate on corruption has risked the future of the country for the sake ofpower.

The second tenure of UPA has seen an era of distrust for the politics and politicians. Thecountry today badly needs a mid-term election because people have lost their faith on thepresent government. A government like this has now no right to remain in power. But alas!Congress will never try to learn its lessons. But for how long - a time will come when it willhave to face the electorate…!

On 07 May 2011, BhattaParsaul, a village inBulandshahr district in

Uttar Pradesh, witnessed brutalpolice assault on the farmers atthe behest of Mayawati

government in Uttar Pradesh.Bhatta Parsaul which has beenthe epicentre of a bloody battleover forcible land acquisition ofthe farmer had to face the anti-farmer dictates of the UPgovernment attempting toruthlessly suppress the voice ofthe people. The village which ishome of several retired police andarmy personnel having apopulation of around 10,000people was assaulted by the UPpolice which set houses on fire

and allegedly entered the housesof the agitating farmers andassaulted women and children.The Mayawati government inUttar Pradesh and Congressgovernments in Maharashtra

and Haryana have been in theforefront of bulldozing the rightsof the farmers over their lands asthese governments have beenpursuing the policy of forciblysnatching their lands withoutgiving proper compensation.

leaders were taken intopreventive custody by UttarPradesh police on May 12 afterthey sat on dharna at Ghaziabadin support of agitating farmersin Bhatta Parsaul village in

Greater Noida.Shri Singh started his

24-hrs Upavaas at 1100 hrsin Ghaziabad and wasjoined by Leader ofOpposion in Lok SabhaSmt. Sushma Swaraj,Leader of Opposition inRajya Sabha Shri ArunJaitley, NDA Convenerand Janata Dal(United)National President ShriSharad Yadav and BJPNational Vice PresidentShri Mukhtar AbbasNaqvi. Undeterred by hisarrest Shri Singhcontinued his upavaaseven in police custody.

The action by aninsensitive Mayavatigovernment in Uttar Pradeshwhich had resorted to use ofbrutal force against the farmerswho were protesting against theforceful acquisition of lands bythe government had forced BJPleaders to launch protest withShri Rajanth Singh sitting on 24-hrs upavas. immediately stop acquiring landin Bhatta Parsaul until the LandAcquisition Amendment Bill ispassed by Parliament.Talking toreporters Shri Singh said thesituation here was getting out ofcontrol and claimed that his fastis a show of the party’s solidarityto the farmers’ cause.

He said that he will raise theissue of land acquisition inParliament, and added that theUttar Pradesh governmentshould avoid further acquisitionof land so that unnecessarybloodshed is avoided. He alsosaid that law and order does notexist and corruption wasrampant. On the second day ofhis upavaas on May 13 ShriSingh ended his 24-hours-longfast after drinking a glass of juiceoffered by Leader of OppositionSmt. Sushma Swaraj.

While ending his fast ShriSingh said Prime Minister Dr.Manmohan Singh should comeforward to save the lives of thefarmers and a new act should beenacted regarding landacquisition without any furtherdelay. He added that SushriMayawati and UPA governmentwere hand in glove on the issueof land acquisition. Mayawatigovernment is anti-farmergovernment and a commissionshould be constituted to inquireinto atrocities committed bypolice on farmers in GreaterNoida, he demanded.

The farmers are demandingincreased financialcompensation for the land theyclaim has been forcibly takenaway from them to build the 165-km Yamuna Expressway,between New Delhi and Agra.Ironically, the war of wordsbetween Congress and SP on theone side and Mayawati on the

other comes barely within days of the bonhomie between the threerivals in the state politics, witnessed in Parliament’s Public AccountsCommittee, which probed the 2G scam. Last August too, proceedingsin both houses of Parliament were stalled after BJP along with someopposition parties vehemently protested the deaths of three farmersin police firing in Mathura district of Uttar Pradesh. A platooncommander of the Provincial Armed Constabulary was also killedin the violence. BJP has since then resolved to fight for the rights offarmers and resist forcible acquisition of farmer's lands.

BJP sweeps all three seats inKarnataka bypoll

The Karnataka BJP has once again proved and continued itswinning ways. The party on May 13 bagged all three seats in thecrucial by polls held on April 9. The results also prove that theOpposition’s war-like campaign to destabilise the BJP governmenthad few takers. Both the Congress and JDS led high-voltage smearcampaigns against Shri Yeddyurappa but these efforts did not findresonance with voters.

The BJP bagged all three seats, wresting two from the Congressand one from the JD(S). BJP candidates Shri CP Yogeshwar won by12,000 votes in Channapatna in Ramanagaram district, Shri SVRamachandra bagged Jagalur in Davangere district by 4,433 votesand Shri M Narayanswamy took the Bangarpet seat in Kolar districtby 4,044 votes.

For the first time, the BJP wrested Channapatna seat from theJD(S).

Interacting with media persons after the massive victory ChiefMinister Shri BS Yeddyurappa said it was an answer to the falseonslaught of the Opposition’s charges. He termed the BJP’s victoryin all three seats in the April 9 bypolls as a befitting reply to thereckless charges hurled at his Government by Opposition Congressand JD(S).

He said people have now given their reply to the allegationsmade against my Government. Let the Opposition learn from thisand desist from making baseless allegations hereafter. With thisvictory, BJP’s strength in the 225-member Assembly has increasedto 109. (FOC)

BJP wins Bastar bypoll with big marginBJP candidate for the Bastar Lok Sabha byelection, Shri Dinesh

Kashyap won the seat by defeating his nearest Congress rival by amargin of more than 86,000 votes.

What is more important to note is that the Congress, which isthe main opposition in the State Assembly, once again suffered ahumiliating defeat in this tribal reserved seat. (FOC)

Recall Karnataka Governor : BJPFrom Our Correspondent

In the wake of Supreme Courtjudgment on thedisqualification of 16

Karnataka MLAs, the Governorof Karnataka Shri HR Bhardwajacting in contravention of allestablished norms andconstitutional provisionsdeclined to convene a session ofthe State assembly for a floor testas per the request of KarnatakaCM Shri BS Yeddyurappa. Whatwas very unfortunate to note thathe went ahead with hisrecommendation for theimposition of President’s rule inthe State. Led by BJP NationalPresident Shri Nitin GadkariKarnataka Chief Minister Shri BSYeddyurappa paraded 121Bharatiya Janata Party (BJP)MLAs before President of Indiaand submitted a memorandumat the Rashtrapati Bhawan onMay 17 to show that hisgovernment still enjoyed amajority in the State Assembly.

BJP National President ShriNitin Gadkari along with ShriBS Yeddyurappa reached the

Rashtrapati Bhawanaccompanied by Leader ofOpposition in Lok Sabha Smt.Sushma Swaraj, Leader ofOpposition in Rajya Sabha ShriArun Jaitley, Former BJPPresident Shri Venkaiah Naidu,BJP National General SecretariesShri Ananth Kumar and ShriDharmendra Pradhan(Karnataka State BJP Prabhari)and other senior BJP leaders toapprise the President Smt.Pratibha Patil of theunconstitutional conduct of ShriH.R.Bhardwaj, the Governor ofKarnataka. They urged toPresident to revoke thePresidential pleasure and torecall his services as Governorof Karnataka. The BJP MLAswere paraded before thePresident at around 6 PM andYeddyurappa requested thePresident not to take any actionon Shri Bhardwaj’s report.

Submitting a list of 120 MLAsof Karnataka with their namesand signatures enclosed withthe memorandum Shri

Yeddyurappa said, “I informedthe President that the Governorhad been trying to topple mygovernment. I told the Presidentthat we have the support of 121MLAs. We demanded that thegovernment should be protected.We asked the President not toimpose President’s Rule inKarnataka.”

Shri Yeddyurappa in hismemorandum wrote to thePresident, “The Governor beinga Constitutional Head of State,is governed by the advice of theCouncil of Ministers. However,the Governor of Karnatakaappears to think otherwise. Hehas refused to act in accordancewith the decision of Council ofMinisters on several occasions.Recently, a decision was takento call for Legislative Sessionw.e.f. 16.05.2011.” Despite this,the Governor has failed to giveconsent for calling the Session,Shri Yeddyurappa said referringto the Judgement of SupremeCourt in the case of B.P.SingalVs. sworn in as Governor ofKarnataka on 05.06.2009,Governor Shri H.R.Bhardwaj hasconverted the Raj Bhavan into apolitical weapon for harassingthe State Government. He hasbeen acting in a partisan manner.He has made several publicstatements criticizing thefunctioning of the Government,Chief Minister and his Cabinetcolleagues. The Governor hasstated publicly that he is first andforemost a Congressman. Thisitself shows that he has enteredthe office as an active politicianand not as a neutralConstitutional Authority”, saidShri Yeddyurappa in amemorandum submitted toPresident Smt. Pratibha Patil.

It is to be noted that thepopularity of the KarnatakaGovernment has not been indoubt and BJP, under theleadership of Sh. B. S.Yeddyurappa has sweptthrough most bye elections,municipal elections andpanchayat polls. More recently,the BJP won all the three seats inbye-elections to the KarnatakaVidhan Sabha, the results ofwhich were declared on 13thMay, 2011. After disqualificationof 16 MLAs, the effective strengthof the House was 207. The BJP,on 13th of May, 2011, had thesupport of 110 MLAs in a Houseof 207.

The eleven disqualifiedMLAs of BJP after the removal oftheir disqualification by Hon’bleSupreme Court have alreadyannounced their support to BJP.Pursuant to this development,the Chief Minister urged theKarnataka Governor to permithim to call the Session of the

Karnataka Vishan Sabha toprove his majority once again.Surprisingly, instead ofsummoning the Assembly, theKarnataka Governorrecommended the imposition ofPresident’s Rule in the state, inspite of the fact that the ChiefMinister enjoys the confidenceof 121 MLAs in the house of 224.

Earlier on 16 May 2011 aMemorandum was submitted byNDA leaders to the PrimeMinister on Karnataka issuewhich stated that, “TheGovernor has committed a seriesof improprieties andunconstitutionalities. Eventhough the Government enjoysmajority support, the Governorfailed to follow the advice of theCouncil of Ministers inconvening the State Assembly on16.05.2011. A Governor has nojurisdiction or authority todecline to accept the advice ofthe Council of Ministers whichhas a popular majority toconvene a session of theAssembly. He gives interviewsto the media that a floor test inKarnataka is not the best test. Heis now believed to have writtento the Government of Indiapurportedly proposing actionunder Article 356 of theConstitution. There is no basisfor his doing so.”

The memorandumdemanding the recall of theKarnataka Governor Shri HRBhardwaj stated, “This is not thefirst time that the Governor ofKarnataka, Shri H. R. Bhardwajtried to create a politicalcontroversy when nothing exists.We on behalf of the NationalDemocratic Alliance areconstrained to approach yourequesting the CentralGovernment to out-rightly reject

the Governor’s recommendation.We are further appealing to youthat Shri H. R. Bhardwaj shouldnot be continued as a Governorand steps should be initiated torecall him. His actions, attitudeand temperament does not suitthe detached office of aGovernor.”

Making a scathing attack onKarnataka Governor HR

Bhardwaj for recommendingPresident’sRule inKarnataka,B J PNat ionalPresidentShri Nitin Gadkari said, “He istotally misfit for the post andshould better be made AICCspecial invitee to work as a goodassistant of Sonia Gandhi”.

Interacting withmediapersons on May 16, ShriGadkari said the KarnatakaGovernor’s action and behaviouris a “black spot” on democracyand Constitution and he expectsthat the Centre will take a rightdecision after the criticismCongress is facing on the issuein the country and in media.

He said, “We have won allthe three seats in bye-election.The MLAs who have beenreinstated following the SupremeCourt order are supporting BJP.We have majority, the Governordoes not reply when the ChiefMinister writes to him seekingpermission for a floor test butrecommends dismissal of thegovernment to the HomeMinistry,” he informed thereporters.

deputy Chief Ministers and otherfunctionaries belonging to theBharatiya Janata Party (BJP),reaffirm our commitment to thecause of National Reconstructionthrough Good Governance. WithNationalism as our inspirationand Development as ourinstrument, we are confident thatwe will continue to marchsuccessfully on the path ofAntyodaya.

Good Governance is the keycomponent of national polity,but under the UPA, it has becomea casualty. It is our firm beliefthat Good governance includesthe rule of law, transparencyand accountability, as well astrue democracy andparticipation. BJP has alwaysconsidered Corruption as anassault on the inherent dignityof a person and a betrayal ofone’s responsibility to others. Werecognize that all citizens have a

duty to resist corruption in all itsforms and this conclaveundertakes to lead and supportall such efforts.

Under the UPA, corruptionhas increased manifold and alsohas betrayed our countrymen inmultiple ways. The corruptregime of UPA has lowered ournational prestige, deprived themarginal sections the benefits ofwelfare schemes and greatlyslowed down the pace of ournational development. The

Chief Ministers’ Conclave in New Delhi

Resolution adopted in BJP CM’s ConclaveCancer of corruption eating into the vitals of

our national polity and public life

A two-day conclave of BJP Chief Ministers was held in New Delhi on May 9 and 10, 2011 mainly to reviewthe current political situation and to discuss the issues related to Good Governance. BJP National PresidentShri Nitin Gadkari presided over the conclave in which all the seven chief ministers of BJP ruled States, DeputyCM of Bihar, senior most BJP minister of Punjab, presidents of respective State units, Members of theParliamentary Board and General Secretaries of the party participated.

The Conclave discussed Step Motherly Treatment meted out to the BJP ruled States by the Congress ledUPA government at the Centre. The agenda also included Effective Use of Information-Communication-Technology (ICT) for greater Transparency and Accountability in Governance and Better Coordinationbetween State Governments and Party Organisation at various levels. In a separate session, two recentlegislations passed by the Madhya Pradesh and Bihar governments were also discussed. BJP ParliamentaryParty Chairman Shri L K Advani delivered the valedictory address while Leader of Opposition in Lok SabhaSmt. Sushma Swaraj, Leader of Opposition in Rajya Sabha Shri Arun Jaitley, Former BJP Presidents Dr. MurliManohar Joshi and Shri Rajnath Singh also guided the proceedings.

At the end of the deliberations, the Conclave adopted a Resolution in view of UPA’s wanton disregardfor the federal structure and its recent attempts at politicizing the proceedings of the Public Accounts Committee(PAC) which we are publishing for our esteemed readers.

Never before in the past, hadgovernment at the centre facedsuch a grave crisis of credibilityarising out of innumerablescandals involving people in theruling establishment in such alarge number. We firmly resolve to resistall such attempts. At the sametime, we also undertake to lookwithin. We also undertake toreform the system and rededicateourselves to the cause of acorruption free India. It is a matterof great satisfaction that severalof the BJP State governmentshave won laurels for theirexcellent achievements. Weresolve to build on this further.

The UPA has been taking acrass partisan approach onseveral issues of concern not onlyin the context of NationalDevelopment but also NationalSecurity. Scores of vitallegislations passed by the BJPgovernments are pendingapproval by governors for a longtime, for political reasons. Thisconclave condemns this partisanapproach and resolves to fight itin every possible way.

We undertake to reach outto the people more effectively andreassure them about ourcommitment to GoodGovernance, Transparency andAccountability. To that end, thisConclave resolves to make everyattempt in a determined waytowards achieving the followinggoals.a) Establishing an in house

mechanism for reviewing the

performance of ourGovernments periodicallyand exploring the possibilityof taking measures for—•Improving delivery

mechanisms at variouslevels.

•Making the processes ofgovernance; particularly thedecision making, more openand inclusive

b) Evolving a framework forOpen Government whileintroducing greatertransparency andaccountability in budgetpreparation, execution, andsupervision of expenditureas also establishingcompetitive publicprocurement procedures.

c) Establishing a practice ofdeclaring the figures of theState GDP and improvementon social indicatorsperiodically

d) Developing an effectivepartnership with varioussections of the society in notonly the effectiveimplementation of welfareschemes and developmentprojects but also eradicatingcorruption.

j) Setting up two MinisterialStudy Groups to suggestcommon measures forimproving the quality ofUrban Governance andRural Governance with itsfocus on providing hassle-free administration as wellas strengthening local selfgovernance through greaterdecentralization, devolutionof funds, functions andfunctionaries.

k) Strengthening the basicfederal structure of ourconstitution whilewithstanding all efforts of theUPA government to weakenthe same.

l) Fighting against the policyof discrimination against theBJP ruled states as well asmisuse of central agencies toharass and intimidateseveral opposition ruledstates; adopted by the UPAgovernment.

MSP in Andhra Pradesh : M. Venkaiah NaiduOn May 18 in Hyderabad, scores of BJP

workers led by former National President ofBharatiya Janata Party, Shri M. VenkaiahNaidu, along with a huge number of farmersmarched towards the Secretariat of the AndhraPradesh from Indira Park demandingremunerative prices for the farmers andenhancement of Minimum Support Price (MSP)of paddy. The police prevented Shri Naiduand other leaders from proceeding furthertowards the Secretariat. With the protestersinsisting on proceeding further to theSecretariat, the police arrested Shri Naidu along with Shri G. Kishan Reddy, AP State BJP President,Dr. K. Lakshman, National Secretary, Shri Murlidhar Rao, National Secretary, Shri Bandaru Dattatreya,former Union Minister, Shri N. Indrasena Reddy, senior BJP leader and Shri J. Shyam Kishore, Presidentof Kisan Morcha – AP State unit and many others.

Shri Naidu said “ Farmers are resorting to distress sale of paddy at Rs.825 per quintal loosingaround Rs.175 – 200 per quintal.” He demanded that the Government should involve FCI to purchasepaddy at MSP and also allow export of rice so as to create buoyancy in market. Shri Naidu said thatthe Congress General Secretary who had gone to Uttar Pradesh had no time to visit Andhra Pradeshwhen thousands of farmers are taking to streets, setting on fire their paddy and demonstrating againstthe State Government’s anti-farmer policy. He said that both the Central and the State Governmentswere anti-farmer and the Congress did not provide the assured MSP. He further said that the Congresswould not get minimum support in the next election. As prohibitory orders are in force in the State,the police said they were arresting the BJP leaders and were taken to Gandhinagar police station.

BJP Parliamentary Board met in New Delhi on May 13, 2011to discuss the results of the election to the five state assemblies.

The BJP was of the opinion that the result of each assemblywas state-specific. An anti-incumbency wave factor due to lackof actual development has impacted the result in West Bengal.Corruption and family nepotism has influenced the electionresults in Tamil Nadu. The BJP regretted that the lack of oppositionunity resulted in the absence of a credible alterative in Assam.

The Congress-led UPA, nowpopularly reclaimed bythe people as Unethical

Practices Alliance andUnfulfilled Promises Alliance, atthe Centre in its secondstint has completed twoyears in office. To saythe least, itsperformance ist h o r o u g h l ydisappointing. Not tospeak of any positiveand significantachievements, it hasfailed miserably to liveup to even the basicexpectations of thepeople. People havegiven it mandate for asecond term in the hope ofreaping benefits of the promisesdoled out by it during elections.Promises piled up but remainunfulfilled — Ornamental time-bound agendas announced butremain unimplemented. TheUPA-II started its term with aflurry of announcements of 100-day agenda by several Ministers.More than 700 days later, hardlyMinister remembers thoseagendas. There has been a hugedisconnect between the rulersand the ruled.

The UPA-II regime is markedby absence of good governance.The list of unfulfilled promisesis unending; right to food, rightto education (only bill nopolitical will), Bharat Nirman,physical infrastructure in ruralareas, six lane highways, nineper cent growth rate, law andland acquisition and

rehabilitation, judicial and policereforms, natgrid to coordinatedsecurity, national commission toexamine unorganised sectorentrepreneurs and progress

report to the people from time totime — nothing has beenfulfilled. Apart from this over twodozen bills have been lapsed and20 bills are pending for the pastfive years.

The head of the UPA, theCongress, is a divided house.Ministers have given upcollective responsibility andblame each other for mis-governance. Cohesion andcooperation have becomeconspicuous more by theirabsence. The Ministers choose toadversely comment on theirGovernments departments on aforeign soil. Minister readsspeech of another country at thehighest international forum.Ministers, including the PrimeMinister, are least bothered of thecredibility of the institutionswhile taking critical decisionsbased on inaccurate facts and

appoint a corruption caseaccused as the Chief VigilanceCommissioner and made apartisan appointment inElection Commission. The

appointment of PrasarBharati CEO who had tobe removed, andappointment of NHRCChairman, is nodifference. TheGovernment suffers fromserious competencedeficit.

The Government letdown the nation byconsciously selectingMinisters in keyinfrastructural ministriessuch as Telecom and

Highways who were low on theintegrity quotient. It has failednot only to take any steps infurthering the reform proposalsbut also in creatinginfrastructure of globalstandards, neither the flagshipschemes have resulted in anyasset creation. Further, theinterest rates have become sohigh rendering our industry non-competitive.

The two fundamental issueson which the UPA-II hascompletely failed are corruptionand price rise.Corruption

‘1,76,000 crore, perhaps thebiggest scam ever that took placein the country, is the biggestshame on the UPA-II. Scams arestupendous and stunning. Thescams that have seen the lightare the scam of export and importof food grains involvingthousands of crores of money,the CWG Scam involving 70,000crores, the IPL scam, the S-Bandspectrum scam involving thePMO, the Adarsh Soceity scaminvolving senior army/IASofficers and Ministers andstartling and shocking telephonetapping to mobilise support andharass political opponents.Inflation

The biggest failure of thisGovernment has been its sheerinability to contain the spiralingprice rise of essentialcommodities. The rise has beenso continuous and so steep thatthe common man is unable tohave even one-meal-a-day. Thetremendous rise in food priceshas hurt the poor the most. Pricerise and food inflation is thecomprehensive failure ofeconomic policies including lackof foresight and properplanning, lack of leadership,sheer incompetence, massivecorruption in export and importof food grains at all levels inGovernment.

For almost three years wehad a double digit inflation inthe Wholesale Price Index. Fiscalconsolidation is no longer thepriority of the government. Theprices of essential food items aresky high. The petrol prices havebeen increased 20 times in thename of rationalisation.Neglect of agriculturesector

The UPA’s policies havebeen anti-farmer. It has totally

neglected the agriculture sectorFood items became costlier andalso scarcer. Farmers suffer onall counts. Thousands of farmersare committing suicide. The MSPof the paddy has not been raisedby the Centre for the last twoyears. Not even one tonne ofstorage capacity is added in lastseven years. There is no effort toimplement Prof MSSwaminathan Commission’srecommendations.Security & Goof-ups

Security of the countryseems to be the least priority onGovernment’s agenda. Ourdefense preparedness issuffering because the ministrycannot take decisive action. Theinexcusable goof-ups in the listof ‘most wanted’ given toPakistan by the Home Ministryhave made our nation a laughingstock in the internationalcommunity. It shows the casualapproach of the Government onsuch a sensitive security matter.There is no political leadershipto guide the government andhence there is a divergentapproach between the Partyleadership and the Government.

Even on important andsensitive issues like internalsecurity and Maoists, the rulingparty is a divided house. Internalcontradictions and lack ofsupport between the ministersand coalition partners is forcingthe Government to compromiseon the security of the nation. Themaster minds of 26/11 are stillroaming around freely inPakistani streets and ourministers are busy havingacademic discussions with theirPakistani counterparts.

The threat of Maoist violencein several states and districts stillremains. Nobody knows as to

what is the Government policytowards Maoism!Black money

The Centre is taking noaction against those who havestashed thousands of crores ofunaccounted money illegally inforeign shores despite repeatedrebukes from the Supreme Court.Certainly their identities are tobe made public. Why thegovernment is so active inmaintaining the secrecy forwhich after all the defaultershave to be prosecuted? Why theUPA Government is so keen andhell bent on protecting the tax-evaders?Constitutionalimpropriety and step-motherly treatmentmeted out to non-UPAStates

The only achievement of theUPA-II is misusing theconstitutional institutions forpolitical ends. The Congressparty is adopting all unethical,extra constitutional and immoralmethod by misusing variousinstitutions to further its politicalinterests, harass politicalopponents and also mustersupport as and when needed.The UPA Government has usedits intelligence and investigativeagencies like CBI, Governorsinstitution, income taxdepartment to subvert democracyand serve its own interests. TheCongress wants to rule thecountry by misusing the CBI, theRaj Bhavans etc. It has grosslymisused the CBI in the State ofGujarat. It is misused to strike adeal with political parties whenthe need arises. The divergentaffidavits which are filed in thecases of the SP and the BSPleaders by the CBI are the clearevidence of it being misused for

Petrol price increasedraws flak in AP

Activists of the BJP staged agitations inHyderabad, Vijayawada, Vishkhapatnam,Tirupati, Warangal and other cities and towns ofAndhra Pradesh. In Ongol the BJP workers protestagainst the steep increase in the price of petrol andburnt the effigy of the PM and other leaders ofCongress-led UPA government.

Scores of BJP activists led by Shri B. NarasimhaRao, BJP Prakasam district president Shri GolliNageswara Rao and town president Shri Y.C.Yogaiah Yadav staged a road blockade and burntthe effigy of the UPA government protesting againstthe high rate of petrol in the State due impositionof 33 per cent sales tax on fuel by the Stategovernment.

In Khammam the town witnessed widespreadprotests for the second consecutive day as BJP andopposition party activists to the streets opposingthe steep increase. They staged separatedemonstrations to register their protest.

In Tirupati the stiff hike of petrol price by Rs.5 in one go by the Congress-led UPA governmenthas touched off wild protests from all theopposition parties and from the irate public aswell. The BJP workers protested in several parts ofthe city.

Bharatiya Janata Party Karyakartas stagedprotests in Hubli and Dharwad against the hike infuel prices. They alsoburnt the effigy of Prime Minister Dr. ManmohanSingh and UPA Chairperson Smt. Sonia Gandhi.The Karyakartas also threatened to intensify theiragitation, while BJP Yuva Morcha threatened toclose the petrol pumps if government didn’t listento the demands of the common people. Reports ofprotest were also received from Cuttack, Raurkela,Sambalpur and other places of the state.

He said a day afterthe Assembly election results of five States thehighest ever petrol price hike is a cruel joke on thedemocracy. People will be forced to usebullock carts : BJP

The BJP used a bullock-driven cart during itsprotest against the hike in the prices of petrol andhow its inflationary effect on the common manwould push him to “medieval-type” existence. Thelocal unit of the BJP also burnt an effigy of the UPAministers and PM over the issue.

BJP workers held a demonstration at AjrandaChowk on the Faridabad-Mathura road and raised

Terming the hike in petrol prices as a “crueljoke” with the aam admi, women activists of theBJP Mahila Morcha staged a protest in Jaipurdemanding reversal of the raise. The women,under the banner of the Morcha and led by its statepresident Smt. BJP condemns UPA’s decisionto hike petrol prices

Gujarat State BJP leaders on May 15 criticisedthe central government for raising the price ofpetrol. In its steepest hike so far, the price of petrolwas raised by Rs5 per litre - an over 8 percentincrease – from May 14. The price of petrol wasincreased for nine times from Rs47.93 per litre toRs63.37 - in as many months through ninerevisions.State BJP president RC Faldu tooslammed the central government. “The UPAgovernment has set new benchmarks and recordswhen it comes to inflation. The latest price hikewill lead to an unprecedented rise in commonman’s budget. The government must revoke thedecision at earliest,” he said. “The people ofGujarat will have to shell out Rs5.25 for a litre ofpetrol. Gujarat monthly consumes 11.50 crore litresof petrol which is approximately 138 crore litreannually. This means the burden on the state willbe around 725 crore rupees annually,” saidminister of state for finance, Shri Saurabh Patel.

“The government is rubbing salt on thewounds of the common people, who are alreadycrushed by the weight of inflation and spirallingcost of living,” he added.

KARNATAKA GovernorH.R. Bhardwaj’spersistence in preventing

Chief Minister B.S. Yeddyurappafrom substantiating his claim ofmajority support by convening asession of the assembly is a graveconstitutional impropriety. It iswell settled by the Supreme Courtthat majority support cannot bedetermined by the subjectiveassessment of the governor in theRaj Bhavan, because theconstitutionally ordainedmethod for determining whethera party commands majority is bya floor test in the House. It is alsosettled law that the governormust act according to ministerialadvice. Therefore, he is obligedto convene a session of the Houseas requested by the ministry. Hisfailure to do so is a dereliction ofhis gubernatorial duty.

What are the purportedreasons for the governor’s refusalto convene the House?Surmisesand conjectures aboutmanipulation of votes by horsetrading and unethical practices.It is interesting tolearnwhathappenedin2005whenNitish Kumar was prevented bygovernor Buta Singh fromstaking his claim to form thegovernment in Bihar on theallegation that a majority couldbe cobbled by distortion of the

system due to allurement andbribery. In his report, Singhstated that a situation hademerged in which no politicalparty or group appeared to beable to forma government thatcould command a majority in theHouse. According to Singh, thiswas acase offailure ofconstitutional machinery.Therefore, president’s rule wasrecommended in the state.

The Supreme Court in itslandmark judgment of January2006 in Rameshwar Prasad vUnion of India struck down theimposition of president’s rule.The court endorsed the

recommendation of the SarkariaCommission and reiterated theprinciples laid down in S.R.Bommai’s case that power underArticle 356 cannot be exercisedfor the purpose of securing goodgovernment, nor can it beinvoked merely on the groundthat there are serious allegationsof corruption. That has to bedealt with in different fora andnot by dissolving an electedlegislative assembly whichcommands the confidence of theHouse as previously laid downin Bommai’s case.

Thereafterthe court made extremelysignificant observations: “If apolitical party stakes claim toform a government and satisfiesthe governor about its majorityto form a stable government, thegovernor cannot refuseformation of the governmentbecause of his subjectiveassessment that the majority wascobbled by illegal and unethicalmeans. No such power has beenvested with the governor.

Such a power would beagainst the democraticprinciples of majority rule. Thegovernor is not an autocraticpolitical ombudsman. If such apower is vested in the governorand/ or the president, theconsequences can behorrendous. The ground ofmaladministration by a stategovernment enjoying majority isnot available for invoking powerunder Article 356" for imposingpresident’s rule.

This clear judicial precedentBhardwaj has chosen to ignore.It is a grievous error not to learnfrom lessons of the past indeciding one’s future course ofconduct. Bhardwaj has, in arecent press release, sought tojustify his action by relying onthe recent judgment of theSupreme Court which held thatthe disqualification of 11 BJPMLAs by the speaker wasinvalid. The court in validatedthe speaker’s order on theground that there was breach ofnatural justice because adequateopportunity was not given to thelegislators, that the speaker had

acted in hot haste and that hisaction displayed a partisantrend.

There is not a single para orsentence in the said judgmentthat passes any strictures on thechief minister or indicts the stategovernment. There is no findingwhatsoever of collusion orconspiracy of the chief ministerwith the speaker. It isincomprehensible how thisjudgment can justify impositionof president’s rule on the groundof failure of constitutionalmachinery when there is nodeadlock or impasse whichprevents the assembly fromfunctioning normally.

The most distressing part is

that Governor Bhardwaj hasthrown impartiality to the windsas is evident from the tone andlanguage of his utterances andhis recent press releasepurporting to justify hisrecommendation for theimposition of president’s rule. Hehas revealed himself as acombative litigant who has asingle-point agenda -namely toremove the chief minister. Thisis totally unbecoming of the highoffice of the governor, an officewhich needs to be preserved bydignity and decorum and by notindulging in partisan politics.

Week came out with aspecial storyheadlined “HUSHPUPPIES” on theperformance of youngMPs in Parliamentduring the last twoyears. “They camewith a bang, and fellquiet” states the sub-heading. “Young MPswho were expected tobring change, changednothing”. The reportfurther added: “Buttwo years (after their election in May 2009) down the line,they have failed to live up to the expectations. Rather thanbringing about any change, they have quietly become partof the system”.

The assessment of the Weekly gave five MPs a “GOODSHOW” and five as “BAD SHOW”. It has mentioned thename of BJP MP and BJYM National President Shri AnuragThakur as the first. Among the MPs whose score the Weekhas given, Shri Anurag Thakur, second time MP fromHamirpur parliamentary constituency in HimachalPradesh, is the youngest who recorded an 86 percentattendance in the house, participated in 39 debates andput 283. Though two more MPs have been included in the“GOOD SHOW” category, yet they have either participatedin less debates or put less questions.

Prominent among the “BAD SHOW” category isthe Congress General Secretary Shri Rahul Gandhi who,the Week says, has put zero questions and participatedin no debate. His attendance record too stands at 47percent.

The results of the assemblyelections concluded in fiveStates recently have not

been up to the BJP’s expectations.But for the Congress-led UPA-IItoo, beleaguered by a “scam aday” syndrome there is hardlymuch to smile. The results are amixture of thodi khushi and zyadaghum (less mirth, moredisappointment). For this partythe only consolation is thatthough it has lost much, yeteverything has not yet been lostas it managed to retain powerfor the third time in a tow isAssam.KERALA: A razor-thin win

In Kerala Congress-led UDFdid succeed in being voted topower dethroning CPM-led LDFbut with a whisker thin majorityof two, thanks only to the CPMwhich persevered hard to ensurethe defeat of the V. S.Achutanandan government. Tillthe last moment CPM hadmaintained the suspensewhether Chief Minister V. S.Achutanandan would beallowed to contest again or not.When finally he was allowed tocontest, it turned out to be acontest not between the CPM-ledLDF and Congress-led UDF butAchutanandan versus the CPMplus the UDF. A Hindi dailyhas aptly headlined the reportsaying “Achutanandan woneven in his defeat”. The ralliesaddressed by Prime Minister, Dr.Manmohan Singh, CongressPresident Smt. Sonia Gandhiand heir-apparent Shri RahulGandhi, as per media reports,

were “noted for their poorattendance”.

A stunning victory in 2009Lok Sabha elections winning 13out of the 20 seats in the Statewas, then, construed as a death-knell signal to the ruling UDFwhenever the assembly electionsare held. In two years, theCongress-led UPA seems to havelost – and CPM-led LDF regained– ground. This time Congresscould just win in 38 seats against45 by CPM. The Congress-ledUDF gained just 72 seats in ahouse of 140 while UDF wassuccessful in 68.

Shri Achutanandan whorefused to form a rag-taggovernment with somedisgruntled MLAs from otherparties and declared that hewould prefer to sit in theOpposition.WEST BENGAL: Congresspiggy ride

Sushri Mamta Banerjee ledTMC overran the West BengalRed fort which had remainedinvincible for the past 34 years.On its own Didi won a landslidevictory scoring 184 seats (in ahouse of 294) out of 227 itcontested. Congress won 41seats. The TMC-Congressalliance scored more than three-fourth majority scaling a total of228 seats. 26 ministers, includingthe Chief Minister ShriBudhadev Bhattacharya, lost theelection. It was a remarkable win– a win for Didi alone. Congresswon riding the piggy back ofTMC and was more attributableto the Didi wave than to

Congress’s own popularity.Notable is also the fact that TMCwas formed by Sushri MamtaBanerjee as a revolt against theCongress policy of not forcefullyopposing the Left frontgovernment in West Bengal. Bydint of its persistent struggleagainst the Left governmentTMC overtook its parentorganization by giving CPM ahard time even when Left partieswere supporting the Congress-led UPA-I at the Centre.Congress then looked askancewhenever CPM government inWest Bengal committed atrocitiesagainst the people, particularlyfarmers.TAMIL NADU: Total Cong-DMK rout

In West Bengal it was a totalrout of the Congress-led UPA-IIin the State with DMKcontributing a major chunk of thedefeat. 17 DMK ministers had tolick the dust of defeat. ButCongress’s own loss was no less.It could hardly win 5 out of the63 seats it contested. The voterpunished both the DMK and theCongress for their act ofpromoting corruption andprotecting the corrupt in scams.The DMK indulged incorruption and Congressextended its hand of patronageon the perpetrators of corruption.DMK’s tally was reduced to just23 in a 234-member house.

The Rahul’s experiment toinduct youth leadership byimposing candidateshandpicked by him failed bothin Kerala and Tamil Nadu.Almost all the candidates, about10 (out of 63 seats Congresscontested) nominated byCongress General Secretary ShriRahul Gandhi were humbled,with huge margins. The results stand in contrastto the boast made by Shri RahulGandhi during one of his toursto Tamil Nadu in 2010 to buildthe party strong enough toreturn to the past glory of a rulingparty on its own. In other States too, Rahul’syoung buddies did fare no better.Only eight out of 18 “Amulbabies” could win in Kerala and

three out of eight in West Bengal.Congress humiliation inAP

The worst electoraldrubbing the Congress partyruling in the State and at theCentre received was in AndhraPradesh when all their efforts todefeat the late AP Chief MinisterYSR’s rebellious son Shri Y. S.Jaganmohan Reddy fromKadapa parliamentary seat andhis mother Smt. Y. S. Vijaylaxmifrom Pullivendula assembly fellflat. Shri Jaganmohan won by thehighest ever record margin of5,21635 votes. Both his Congressand TDP rivals lost their securitydeposit. Jaganmohan Reddy’swin is all the more remarkableas compared to the then PrimeMinister P. V. Narasimha Rao’svictory from Nandyalconstituency in Andhra Pradeshby a margin of more than 5 lakhvotes. It is worth recalling thatShri Rao had contested when hewas already a Prime Ministerand the TDP had not put up itscandidate against him. But hereShri Jaganmohan Reddy was

pitted against the whole mightof the Congress government inAP and UPA government headedby Prime Minister Dr.Manmohan Singh and CongressPresident Smt. Sonia Gandhi atthe Centre.

Another interesting aspect ofthis bye-election was an attemptmade by the opponents of Jaganand his mother to confuse thevoter, particularly the illiterateand semi-literate ones, byputting up 10 Jagans and sixVijaylaxmis in the election. Thisdirty trick too failed to click.A zero for Congress inbye-elections

In other bye-elections to eightassembly constituencies and oneLok Sabha seat, the Congressfailed to open an account. BJPmade a clean sweep of all thethree bye-elections inChannapatna, Jagalur andBangarpet constituencies inKarnataka snatching two seatsfrom Congress and one fromJD(S). BJP also retained the BastarParliamentary seat inChhattisgarh winning it by arespectable margin of over 86thousands votes over Congresscandidate.Usual Sonia-Rahuleuphoria missing

Whenever and wherever theCongress won, even a bye-election, a hype was alwaysgenerated that it was solely andsolely due to the mother-son duoof Smt. Sonia Gandhi and ShriRahul Gandhi. But this timedeafening is the rare silence andabsence of this euphoria by theCongress. The usual drum-beaters seem to have vanishedinto the blue.

He added thatPakistan's leadingHuman RightsAssociation has voicedconcern over forced conversionsof members of minority andvulnerable communities. Theincident was mentioned inPakistan's Human RightsCommission's report for 2010.The report described forcedconversions as "one of the biggestconcerns for minority andvulnerable communities inPakistan for many years".

Several members of theHindu community becamevictims of abduction and violencein Baluchistan, where they had

lived in relative safety forgenerations", the report said. TheReport also warned that "WorseTimes are in store".

The above atrocities andviolations also become serious,while knowing the fact thatPakistan is home to about 3.5million Hindus, who make upabout two per cent of thepopulation of the Muslim-

majority country of some 180million. And there are very fewpositive developments withregard to "Freedom of Thought,Conscience and Religion". TheCountry witnessed series of faithbased attacks.

Conference at CMS DegreeCollege, Lucknow on 15 May2011, BJP National PresidentShri Nitin Gadkari held PrimeMinister Dr. Manmohan Singhand UPA Chairperson Smt.Sonia Gandhi responsible for thecorruption in the country. Theconference was organised by BJPLegal and Legislative Cell inwhich around 2500 delegatesfrom across the countryparticipated.

He accused the Congress-ledUPA government of using theCentral Bureau of Investigation(CBI) as an instrument to frightenand browbeat alliance partnersand political opponents.Statingthat the Prime Minister owedmoral responsibility for the 2Gspectrum and CommonwealthGames scams as the files relatedto the two matters “wereapproved by Dr. Singh,” ShriGadkari said, “why did thePrime Minister remain silent andnot know that something waswrong.” The “DMK alone wasnot responsible for the Rs.1.76lakh-crore 2G spectrum scam,”he added.

Earlier in the day theConference was inaugurated byLeader of Opposition in RajyaSabha Shri Arun Jaitley whoemphasized on the need offormulating principles on theappointment of the judges. ShriJaitley also suggested that theLegal Cell should work to advise

Expressing concern overerosion of credibility of thejudiciary, senior BJP leader ArunJaitley emphasised the need ofsetting up a National JudicialCommission.

“To maintain credibility ofjudiciary, constitution ofNational Judicial Commission isneed of the hour. Also, retiredjustices should not be givengovernment posts as it affectsdecision delivered by them intheir tenure,” Jaitley said at anational lawyers’ conferencehere. Referring to the SupremeCourt setting aside thedisqualification of 16 MLAs inKarnataka, he said that thoseassociated the BJP’s lawyer cellwill study such decisions.

A three-day BJP NationalExecutive meeting willbe held in Lucknow

(Uttar Pradesh) on 03-05 June2011. In these three days,National Executive will meet on3rd and 4th of June and StatePresidents, State GeneralSecretaries, and State In-chargewill meet on 5th of June. Theparty is holding its NationalExecutive committee meeting inUttar Pradesh after six years.Last time the meeting was heldin 2005.

BJP National Vice presidentShri Mukhtar Abbas Naqvi saidthat the three days nationalexecutive meeting will discussalong with several political,economic, national-international issues the overallfailure of UPA government at theCentre in checking inflation tocorruption. The meeting will alsochalk out and formulate effectivestrategies to counter anti- poorand anti- farmer policies andactions of BSP govt. in UP. Pradesh ChiefMinister ShriShivraj SinghChouhan has saidthat the State BJPGovernment doesnot apply differentyardsticks for

different people. The objective of welfare schemesof the State Government is to install an egalitariansociety without discrimination. The people fromall walks of life are availing the benefits of theGovernment’s welfare schemes. Shri Chouhan wasspeaking during “Islah-e-Muashara” organisedby Jamiat Ulema at Iqbal ground, in Bhopal onMay 16, 2011.

He underlined the need for imbibing nobletruths of holy books into lives. There is only andalmighty, but there may be many ways to approachhim. He said that to serve poor and humanity isthe only true religion. He said that the StateGovernment is committed to the welfare of minoritycommunities and the state government haslaunched several welfare schemes for thedevelopment of the minority communities. Headded that the BJP government would soon providehostel facilities to the Muslim girl students, onelakh students of minority communities wereprovided scholarships and the children from firststandard to XII standard are being given free text-books and uniforms. Shri Chouhan said the StateGovernment would not let poverty emerge as majorimpediment on the way of obtaining education.

Shri Chouhan further said that discriminationwith minority community would not be toleratedat any cost. The amount is being handed over tothe guardians to purchase uniforms and bicyclesfor their wards.

Discussing about ‘Sparsh Abhiyan’, the ChiefMinister said that the people struggling physicallywould be made capable by operating surgery,providing equipments and monthly pension ofRs 500 to the needy disabled person. All these

schemes are for all sections of the society, no matterwhat caste and religion they belong to.

The Chief Minister said that sharing daistogether by Shankaracharya Swami JayendraSarswati, Imam of Moazzin Organisation,Mohammed Umer Ilyasi and Bhopal Shahar MuftiAbdurazzaq is a goodwill gesture. The ChiefMinister said that the State Government iscommitted to maintain religious harmony andfraternity among the people of all persuasions.

He said eyeing the prospective support of theBiju Janta Dal MPs, the Congress-led UPAGovernment at the Centre is deliberatelymaintaining a mysterious mum and turning a blindeye to the scams and bad governance of the BJDGovernment in Odisha.

Lambasting the evil intentions of the Stategovernment behind every project, Shri Oram saidthat the people of the State have already realisedthe ‘evil designs’ of both the Congress and BJD inthe POSCO and Vedanta issues aimed at ‘fleecingthe treasure trove of the State’.

He said the BJD government is involved inmining scam, Dal scam, MNREGA scam and manyother scams and looting the treasury of the state inbroad daylight. He further said the common peopleof state whose money is being looted will givefitting reply to BJD and its chief, Naveen Patnaik.

BJP to hold Kisan Panchayat invillages : Surya Pratap Shahi

Supporting the cause offarmers, BJP announced tohold ‘Kisan Panchayat’ inevery village in Uttar Pradesh,where land has been acquiredfor the Yamuna Expresswayproject. Criticizing theCongress led UPAgovernment for the cripplingprice hike; the BJP also

lambasted the Samajwadi Party and the Bahujan SamajParty for their support to the anti-people Uniongovernment. Addressing media persons at the partyheadquarters in Lucknow on May 16, BJP state PresidentShri Surya Pratap Shahi said BJP had authorized KisanMorcha’s National General Secretary Shri Naresh Sirohito visit villages where land had been acquired for theYamuna Expressway. He said five units will be formedand senior BJP leaders will participate in the proposedKisan Panchayats. Shri Shahi announced that the BJPwould hold its sixth ‘Mahasangram’ rally at Gorakhpuron May 24. He said the rally would be attended by BJPPresident Nitin Gadkari along with other leaders. Hesaid the party planned to constitute 1.27 lakh pollingbooth level groups, to be called ‘Vijay Vahini’, betweenMay 16 and June 15. “The booth-level convenors will beimparted training between June 16 and 25. BJP will hold‘Vijay Sankalp Diwas’ in every Assembly segmentbetween June 25 and 30,” Shri Shahi added.

Gadkari on May 15 expressed his profoundgrief and sorrow on the sad demise of therenowned Kisan leader Shri MahendraSingh Tikait. The 76 year old President ofthe Bharatiya Kisan Union, who died inMuzaffarnagar, Uttar Pradesh, on 15 May2011 due to protracted illness from cancer,was instrumental in launching severalpopular mass Kisan movements against theanti-Kisan policies of the centralgovernment and in support of the rightfuldemands of the farmers in different states.He also worked in close cooperation withinternational organizations like La ViaCampesina, Farmers CoordinationCommittee India etc. and fought against theanti-farmers’ lobbies in the WTO. ShriGadkari said “In his untimely death theKisan movement in India has lost a versatileleader, a genuine and honest grass root-level champion of their just demands.”Former BJP National President Shri RajnathSingh also expressed profound grief overdemise of Shri Mahendra Singh Tikait. ShriSingh said that whole life Mahendra SinghTikait had been concerned about thefarmers’ cause. He was main pillar of Kissanmovement, he added.

Bharatiya Janata Majdoor Mahasangh holds it executive meetBhartiya Janta Majdoor Mahasangh(BJMM) held its

first National Executive meeting on May 16, 2011 in Delhi.It was inaugurated by BJP National President Shri NitinGadkari who stressed on the need of an organisationwhich could raise the issues of the labourers and unitethem for their rights and duties. He expressed his hopethat the BJMM will meet the expectations of the workingpeople and herald a new era in the country.BJMMdiscussed extensively problems of labourers particularlythose from unorganized sectors. The Executive Committeacknowledged lack of legal framework for providingsecurity to the labourer belonging to unorganized and other vulnerable sectors of the economy. The executivecommittee also discussed organisational issues like membership, State wise activity of BJMM. The meetingwas presided by BJMM President Shri Prahlad Patel.
