Alexander Valo-ria, president of Tagum Agricultural Development Com-pany incorporated (TADECO) relates that Tadeco was once an abaca planta-tion developed by its founder Don Anto-nio Floirendo in the swamplands of Pana-bo and Carmen. In the 1960s with the world shift-ing to synthetic rope, the market of abaca was shrinking. Hence the pioneering mag-nate shifted to ba-nana cultivars. Also in the decade, neigh-boring abaca farms also shifted towards banana, a movement which contributed to the current boom of the banana industry. Today banana exports ranks as the second largest dollar earner next to coco-nuts. For 2010 Cav-

endish banana ex-ports amounted to $720-million. The banana ex-port industry (plant-ed to Cavendish ba-nanas) has about 79,315 hectares and amounts to 32% of the total banana-planted areas in Min-danao (245,395). It is said that the banana export industry boom grad-ually started when banana became the staple fruit diet of the Japanese. What was once an exotic fruit has now become a cheap, widely-eat-en fruit in Japan. The historical de-velopment is similar to the expansion of banana plantations in Latin American coun-tries with the increas-ing popularization of the once exotic fruit in the United States. In Davao Region

(covering the provinc-es and city of Davao del Norte, Davao City, Compostela Valley, Davao Oriental and Davao del Sur) to-tal banana hectarage amounted to 87,313 hectares of which 48,153 is planted to cavendish export quality bananas. In 2010 total ba-nana exports by the

Philippines amount-ed to 2,003,851 metric tons up from 1,926,198 mt of ba-nanas exported in 2009. Primary mar-kets include Japan, the Middle East, South Korea and China. The Philippine Banana Growers and Exporters Association (PBGEA) is a 38-year old group in the ba-nana industry whose

membership con-sists of 18 banana companies including subsidiary compa-nies and growers. it serves a self-regu-latory forum for the players in the indus-try to ensure compli-ance to international quality standards, continued global competitiveness and undertaking in pro-moting research and technological inno-vations, the group also looks after the welfare of all those involved in the ba-

nana export indus-try. To date total hectarage under PB-GEA member group is estimated at 41,000 hectares scattered in 13 Mindanao prov-inces (Davao del Norte, Davao del Sur, Compostela Valley, Bukidnon, Agusan del Norte, Surigao del Sur, North Co-

tabato, South Cota-bato, Maguindanao, Sultan Kudarat, Sa-rangani, Lanao del Sur and Zamboanga del Norte.) Among the big-gest individual grow-ers include Tadeco, Stanfilco, Sumifru and Lapanday, big-gest banana brands include Dole, Sumifru and Unifrutti. In 2010 the group exported about 154-million boxes of bananas to markets across the globe. According to Al-exander Valoria, the Philippines is the sec-ond banana exporting country next to Ecua-dor. However Valoria said that Ecuador can only lay claim to its top rank since it has more land planted to bananas but in terms of production effi-ciency the country tops Ecuador, as the per hectare yield of

a Philippine banana farm is estimated at about 4,000 met-ric tons per hectare a year compared to

3,200/hectare for Ec-uador. Valoria’s Ta-deco produces about 5,000 MT of bananas in one hectare.

“It is in the ba-nana industry where we can prove that the Filipino has the capability to become productive and effi-cient.” Valoria says. He cites the banana industry as a tes-tament to the hard work, integrity and industriousness of a Filipino worker. Also the banana industry is also help-ing in the success of the country’s agrar-ian reform program. The industry has about 30,000 agrar-ian reform beneficia-ries most of which are former employees of the banana compa-nies. As of 2010 ag-gregate employment of the banana indus-try is estimated at 240,000 workers or an annual payroll of P21-billion. In that same year P830-mil-

lion of annual taxes has been paid to lo-cal government units and revenue collec-tion agencies. Also Corporate Social Responsibility proj-ects undertaken by the companies ben-efit host communi-ties among these are tree-planting proj-ects, medical mis-sions, anti-dengue drive, community works and scholar-ship grants. Valoria says that the growth of the banana industry in Davao can be attrib-uted to two factors; good weather and good soil. Being away from the typhoon belt Davao is not ravaged by destructive storms plus it has adequate sun and rain all year round. The fertile soil is also very suitable to top quality banan-as.

As for the for-eign markets, Valoria anticipates a shift to the Chinese market. He says that Chinese banana farms have been afflicted with the destructive Pan-ama disease Tropical Race 4 fungus affect-ing their production plus current yields is not even enough to meet the demand of the Chinese popula-tion. Among numer-ous issues facing the banana industry is the moratorium on expansion which was lifted in 2009 with the repeal of the Letters of Instruction nos. 58 and 790 which limits the hectarage of ba-nana export planta-tions. The continued expansion enables the growers to meet the growing demand for bananas and to remain competitive

in the world market as other countries are expanding their banana plantations. The aerial spray-ing ban which was challenged by the PB-GEA before the courts. It was in 2007 when the City Government of Davao banned aer-ial spraying activities in banana plantations located in the City. Immediately the PB-GEA challenged the ruling before the courts. “The City nev-er got to implement the ordinance.” PB-GEA Executive di-rector Stephen An-tig says. In 2009 the aerial spray ban was declared as unconsti-tutional by the Court of Appeals. The City Government howev-er has filed cases for certiorari and motion for reconsideration over the CA ruling.

Antig says they are not letting their guards down over the issue as other lo-cal government units could follow what Davao City has done. Controlling dis-eases on banana plants is a major concern for banana growers, there are two major fungus diseases threatening the Philippine banana industry; these are the black Sigatoka leaf spot disease (My-cosphaerella fjien-sis morelet) of which aerial spraying fungi-cide is the most cost-efficient way of con-trolling the fungus. And then there is the deadly Panama Disease Tropical Race 4 (Fusarium oxyspo-rum f.sp. cubense) of which it has no known cure and is threaten-ing the banana in-

dustry all over the world.“It is an industry killer and an economy killer for Mindanao.” Valoria said of the Panama Disease threat which if left unchecked can wipe out the entire banana industry in Mindanao the same way it destroyed the Malaysian banana in-dustry in three years time.The disease strikes the root of banana stalks and kills the plant quickly. There is no fungicide to kill the fungus and in-fested banana farms are abandoned and left idle for about five years before they are to be replanted again. Antig said that the disease first moni-tored in Calinan three years ago has spread to several provinces

like Davao del Norte, Davao del Sur and Compostela Valley. In Davao City only 1,800 hectares of the original 5,200 hect-ares planted to ba-nanas have remained due to the infection. As to the effect to banana production, it remains to be seen as PBGEA is still under-going an inventory, the results could be determined by year’s end. One of the insti-tutional priority mea-sures proposed by PBGEA is the estab-lishment of a Nation-al Banana Research Institute which can answer the threats and challenges posed by banana pests and diseases and help maintain a competi-tive banana industry in the global market.

It

is located at the heart of the Manila Bay Area and also close to the Rizal Park and Intra-muros, the old Walled City built during the Spanish period. The hotel, a his-toric landmark and a part of the nation’s patrimony, became the venue of historical events and seat of hos-pitality for the nation’s guests and official visi-tors. Among the hotel’s famous guests include General Douglas Mac-Arthur, US Presidents Dwight Eisenhower and Lyndon B. John-son, The Beatles, Mu-hammad Ali, Michael Jackson, Marlon Bran-do, and John Wayne and just about every distinguished person-ality and celebrity in the world. (AS)

Astronomical Services Administration (Pagasa) reported the presence of a low pressure area in eastern Visayas.

Pagasa warned of more flashfloods and landslides, as a result of more rains because of low pres-sure areas that could likely turn into a new typhoon. “That’s the rea-son why we have Secretary (Rogelio) Singson there, he will try to rationalize ev-erything in case of flashfloods, and in case of releases of water from the dams. That’s something that he will work on with the National Wa-ter Resources Board,”

Presidential spokes-man Edwin Lacierda said in a media brief-ing at the Palace on Friday. At the same time, Lacierda said the government has an accurate forecast-ing system in place enabling it to antici-pate typhoons and effectively preposi-tion important goods intended for affected communities. “We have been successful as far as prepositioning relief goods is concerned,” he said referring to

the government expe-rience in handling the devastations brought about by Typhoons Pedring and Quiel in Central Luzon. Also during the same media brief-ing, Lacierda issued a warning against the use of floodwater for drinking and cooking by affected commu-nities in Luzon. “We are con-cerned with the use of floodwater for drink-ing water. Floodwater is not potable, so we ask the public…(par-ticularly) the resi-

dents of Central Luzon not to use floodwater for consumption,” he said. Lacierda also said this is the rea-son why the Presi-dent had designated Secretary Singson to become the country’s water czar, to make sure that before the end of the President’s term the country will have potable water

supply for all affected communities. As of Friday af-ternoon, Pagasa said the low pressure area was seen 420 kilome-ters east of Visayas, embedded along the inter-tropical conver-gence zone affecting the Visayas and Min-danao. The weather bu-reau said the low pressure area will

bring cloudy skies and scattered rain showers to the Bicol region, the Visayas and Mindanao. Light to moder-ate winds blowing from the northeast will prevail over Lu-zon, coming from the northwest to south-west, over the rest of the country, Pagasa said. (AS)

“Last Septem-ber 15, The President appointed Cosette V. Canilao as the head of the Public-Private Partnership (PPP) Center,” Lacierda said, adding that she has over 20 years expe-rience in the private sector in the field of advisory, investment banking and corpo-rate banking. She re-cently joined govern-ment service, initially as consultant of Na-tional Economic De-velopment Authority (NEDA) for the PPP Center of the Philip-pines,” he added. Prior to her ap-pointment as head of the PPP Center, Ca-nilao was its Deputy Executive Director, which eliminates the need for a transition. Canilao served as Director of Standard Bank where she es-tablished and headed its distressed debt servicing business in the country. She was

also a former part-ner of Pricewater-houseCoopers where she headed the Crisis Management Practice and Financial Servic-es Industry consult-ing. “Her (Canilao) broad experience in advisory includes cor-porate finance, merg-ers and acquisitions, private equity trans-actions, divestitures, debt restructuring, compliance review and transactions ser-vices,” Lacierda not-ed. Canilao started her career in program lending and corpo-rate banking. She holds a Masters in Finance degree from the University of the Philippines. She also attended numerous trainings in the course of her career, includ-ing a corporate re-structuring program in Harvard Business School. PPP Program is a key strategy of the

Philippine Develop-ment Plan. With the end view of foster-ing an environment conducive for private sector entrepreneur-ial initiatives, the government has de-veloped a policy envi-ronment that strongly supports private sec-tor participation in its development activi-ties. This policy en-vironment has two fundamental corner-stones: First, eco-nomic structural ad-justments geared towards opening the economy to competi-tion and leveling the playing field of enter-prise, and second, a clear policy and in-stitutional framework that has been put in place to permit an unencumbered flow of private resources into the government’s development pro-gram, especially the infrastructure sector. President Benigno S. Aquino III has appointed Sandiganbayan Associate Justice Francisco H. Villaruz Jr. as the new Presiding Justice of the anti-graft court.

Aquino appoints Justice Francisco Villaruz as Presiding Justice of anti-graft court

In a statement, Presidential Spokes-person Edwin Lacierda said Justice Villaruz’s appointment papers were signed by the President last October 5. Villaruz will re-place Sandiganbayan Presiding Justice Edil-berto Sandoval who retired last June. Justice Villaruz worked in the private sector for almost four decades before being appointed Associate Justice of the Sandi-ganbayan in 2001. He is known for his pro-fessionalism and dili-gence, proof of which are the six decisions and 100 resolutions that he renders every

month, and his 99 per-cent affirmance rating. A respected expert in his field, Justice Vil-laruz was also Bar Ex-aminer in Criminal Law in 2004 and an MCLE Lecturer. He obtained his B.S. in Political Sci-ence from the Ateneo de Manila University in 1963 and his Bach-elor of Laws degree from the University of the Philippines, where he graduated third in his class, before being admitted to the Bar in 1968. He is 68 years old and will retire on June 8, 2013. “The Aquino ad-ministration is hope-ful that the reforms it is instituting across all

branches of govern-ment will gain greater momentum with the appointment of Justice Villaruz. The Filipino people can rest as-sured that government positions integral to the straight path will con-tinue to be filled based on merit, integrity, and competence,” Lacierda said. The Judicial and Bar Council (JBC) ear-lier nominated three associate justices of the Sandiganbayan for the position of presid-ing justice of the anti-graft court. Aside from Villaruz, the other nominees were Asso-ciate Justices Efren N. de la Cruz, and Alex L. Quiroz. (JS)

Certified seeds ipamamahagi sa mga magsasakang apektado ng pinakahuling pagbaha sa MaguindanaoCOTABATO CITY, Oct 7 (PIA) - Handa na ang mahigit tatlong libong sako ng certified seeds na ipamamahagi ng Department of Agriculture- (DA) Maguindanao para sa magsasakang apektado ng pagbaha sanhi ng mga pagulan dala ng bagyong Pedring at Quiel.

Sa unti-unting pagh-upa ng tubig-baha, iniulat ni Operations chief Salik Panalunsong ng Depart-ment of Agriculture and Fisheries sa Autonomous Region in Muslim Mind-anao (DAF-ARMM) na ma-mahagi ng certified seeds ang ahensiya upang matu-lungan ang mahigit isang libong magsasaka na nawalan ng kabuhayan na makapagtanim sa susunod na cropping season para di gaanong maapektuhan ang suplay ng bigas sa lugar.

Ayon kay Panalun-song umaabot sa 18,000 ektarya ng sakahan sa Maguindanao ang nasal-anta ng mga pagbaha kung 15,000 libo dito ang pa-layan at 3,000 ang maisan. Umaabot din uma-no sa P73 milyun ang ka-buuang halaga ng mga nasirang pananim kung saan 1,058 na mga mag-sasaka ang nawalan ng kabuhayan sa buong lala-wigan hindi pa kasali ang sektor ng pangingisda ha-bang nagpapatuloy pa ang

ginagawang assessment ng mga nasirang fish cag-es, ayon kay Panalunsong. Sumisip District Hospital sa Basilan muling binuksanCOTABATO CITY, Okt. 7 (PIA) - Muling binuksan sa publiko ang Sumisip District Hospital sa Basilan pagkaraan ng labingtatlong (13) taon na itinigil ang paghahatid ng pagserbisyong pangkalusugan sa mga mamamayan sa lugar, ito ang ipinahayag ni Regional Secretary Kadil Sinolinding, Jr., ng Department of Health sa Autonomous Region in Muslim Mindanao (DOH-ARMM).

Ayon kay Dr. Sino-lindlng, ang Sumisip District Hospital ay isinasara noong 1998 nang malagay sa pan-ganib ang mga health per-sonnel ng naturang paga-mutan bunsod ng tumataas na kaso ng kidnapping. Sa pagtutulungan ng pamahalaang panlalawigan, Armed Forces of the Philip-pines (AFP), Philippine Na-tional Police (PNP), Depart-ment of Health (DOH) at ibang sektor ng lipunan ay binuk-

According to her, the people in the re-mote areas merely rely on radio as their source of information particu-larly on the govern-ment programs.

Under the pro-gram, every household is entitled to receive a P300.00 monthly cash assistance for their children aging below 14 years and another 500 for the family or a maximum of P1,400.00 per month. The assistance is primarily for the basic health and education needs of the family. However family ben-eficiaries have also to comply with the condi-tions set forth by the program. The children should spend 85% of their time attending to their classes; that they are regularly given medical check-up at the barangay health cen-ter; and that the moth-er regularly attend Re-sponsible parenthood session conducted for the purpose.

DTI bares policies, penalties under motorcycle healmet lawDIPOLOG CITY, Oct. 7 (PIA) - - Motorcycle drivers and back riders are all required to wear the standard protective motorcycle helmets at all times while driving on all roads and highways.

This was disclosed by Consumer’s Welfare Division Chief Julius Salaveria of the pro-vincial office of the De-partment of Trade and Industry (DTI) here. Salaveria said that under Republic Act No. 10054, otherwise known as the “Motorcy-cle Helmet Act of 2009, the motorcycle driver and his/her back rider should wear the stan-dard protective motor-cycle helmet during long or short trips. “The standard helmet is one that complies with the

specifications issued by the DTI,” he stressed. Any person caught not wearing the stan-dard helmet will be fined P1,500 for the first offense, P3,000 for the second offense, P5,000 for the third offense, and P10,000 plus con-fiscation of driver’s li-cense for the fourth and succeeding offenses. On the other hand, those persons or estab-lishments found sell-ing substandard motor-cycle helmets or those without PS (Philippine Standard) mark or ICC

(Import Commodity Clearance) certificate shall be fined not less than P3,000 for the first offense and P5,000 for the second offense. Tampering, altera-tion, forgery and imita-tion of PS mark and/or ICC certificate in the helmets will be pun-ished with a fine of not less than P10,000 but not more than P20,00o, without prejudice to other penalties im-posed under RA 7394 or the “Consumer Act of the Philippines.”

LGUs urged to support children’s month celebrationDIPOLOG CITY, Oct. 7 (PIA) - - Secretary Jesse M. Robredo of the Department of Interior and Local Government (DILG) has urged all the local chief executives (LCEs) across the country to support and spearhead the children’s month celebration in their respective jurisdictions this month.

In his recent mem-orandum to the gov-ernors, city/munici-pal mayors, barangay chairmen, Sangguni-ang Kabataan chair-persons, DILG regional directors and field offi-cers, Secretary Robre-do has enjoined them to undertake activities in support of the na-tional children’s month which is celebrated every October of each year pursuant to Proc-lamation No. 267 dated September 30, 1993. The government recognizes the Filipino children as the most valuable asset of the nation and their vital

role in nation-building. The theme for this year’s children’s month celebration is, “Local Council for the Protec-tion of Children (LCPC) Para Sa Bright Child: Pakilusin, Palakasin, Pagtulungan Natin.” During the month-long celebration, the LCEs are also expect-ed to deliver their an-nual State of the Chil-dren’s Report (SCR) stating, among others, the programs and proj-ects pursued by their respective local gov-ernment units (LGUs) for the furtherance of the children’s wel-fare and development.

Chi ld- fr iendly activities such as art contest, children’s fair, photo exhibit, film showing, camp-ing, medical missions and others are also en-couraged to be con-ducted by the LGUs. A report on all the activities undertaken during the children’s month by each LGU shall be submitted to the council for the Welfare of Children (CWC) through the Regional Sub-Com-mittee for the Welfare of Children (RSCWC) within a month after the said events. Rehab process of Jolo port startsISABELA CITY, Basilan, Oct 7 (PIA) – The Philippine Port Authority (PPA) officers and officials of its consulting firm Science and Vision recently met with Sulu Gov. Abdusakur M. Tan and provincial government officials to start the process of rehabilitating the port of Jolo.

Engr. Jameson Lee, Principal Engineer, PPA, PDO-SOMIN, said that the initial phase of the port rehab would be to have a feasibility study of the port to maximize the po-tential of the facility based on the socio-economic profile of the province. “Science and Vi-sion consulting firm will be conducting the study, the same firm that we commissioned to do the study for Davao and Zam-boanga Port,” Lee added. “The study will have a time frame of approxi-mately 6 months and will include tourism, interna-tional standards, Local Eco-nomic Development, port management and other concerns,” Engr. Malou Ma-matad, Head Consultant of Science and Vision said. Provincial Information Officer Sonny Abing III said that in the year 2000, under

Executive Order 8283, the port of Jolo was extended by 78 meters reinforced concrete pier, including RORO and lighting facilities with a cost of P54-million. This was in the time of then President Joseph Estrada and the 2nd term of Gov-ernor Abdusakur M. Tan. The rehabilitation was made thru the initiative of Gov. Abdusakur M. Tan and 1st District Representative Tupay Loong. Abing said they are partners in the de-velopment and united in the vision of making Sulu reach its full economic potential. “Gov. Tan’s constant follow-up of the project and his commitment to improve power generation in Sulu to accommodate the port was key in making this project possible,” Lee emphasized. “We will privatize power generation in the province of Sulu in 3 years’ time,” confirms Gov. Tan.

Tan added the port will serve as a gateway for economic development in the province. “To have an updated port facility es-pecially in this part of the country is of great impor-tance, a vital component of sustainable economic growth,” the governor said. Mamatad explains that the Feasibility Study has a budget cost of 4.3 million pesos. The costs, he said, will cover four (4) existing ports in Min-danao: Ulotanga in Zam-boanga del Sur, Tukuran in Pagadian city, Katipu-nan in Zamboanga del Norte and Jolo in Sulu. Based on their ex-periences in managing ports, PPA officers and consultants were im-pressed by the socio eco-nomic profile of the prov-ince. “Ports bring change and we see this change in Sulu,” Abing said. With a total area of 144,038.01 hect-ares, the province had successfully defined its municipal waters giving the municipal local gov-ernment units (MLGUs) jurisdiction and respon-sibility in spatial terms, as well, as providing the executive and legisla-tive departments clear guidance in the gover-nance and management of the island’s coastal and marine resources. The certification of municipal wasters was a primary objective of the Camiguin Coastal Resource Management Project (CCRMP), a proj-ect the Department of Environment and Natu-ral Resources (DENR), with the support from the New Zealand Aid Programme (NZAP). “The delineation allows the municipal LGUs to generate rev-enues from the use of its fisheries and aquatic resources, enforce fish-eries and environmen-tal laws, and develop an equitable and viable system of allocating ‘access and use’ rights

to municipal fisheries and aquatic resources among its residents,” Amida Diwata M. Jasma, CCRMP Phase I Project Officer explained. The CCRMP assist-ed the LGUs in obtaining copies of the proposed municipal water maps prepared by NAMRIA and helped in validat-ing these by ground-trotting the municipal boundaries monuments (MBM), which served as the coastal terminal points for delineating the boundaries between municipal waters. Following the re-lease of the certification and the data on length of shoreline and area of municipal waters, all the towns in the prov-ince, likewise, enacted ordinances adopting the municipal water de-lineation as approved by NAMRIA. To date, the LGU of Mambajao with the as-sistance of the CCRMP and the Bureau of Fish-eries and Aquatic Re-sources (BFAR) has en-acted its own Municipal Water Fee Ordinance

and Comprehensive Fisheries and Coastal Resource Management (CRM) Code of 2010, which provides for the protection, preserva-tion, and the regula-tion of the local fishing industry, the municipal waters and the marine resources of Mambajao. Just recently, LGU Catarman has also en-acted the Catarman CRM Code of 2011, while Guinsiliban town is also formulating its own CRM code for leg-islation. Camiguin Provin-cial Environment and Natural Resources Offi-cer (PENRO), Gaudioso B. Malaton likewise not-ed that through CCRMP, the province has estab-lished Deputy Fish War-dens and formed the Municipal Coastal Law Enforcement Teams (MCLET) to strengthen its coastal law enforce-ment. units, communication equipment, raincoats and flashlights. “They conducted seaborne patrol opera-

tions and documented some 28 incidence of fishery law ordinance violations, last year, where they reprimand-

ILIGAN CITY, Lanao del Norte, Oct. 7 (PIA) — Social protection is a set of policies and programs that reduce the risk for both poor, as well, as the non-poor from falling into poverty or further deeper into poverty. What makes so-cial protection different from poverty reduc-tion is that while pov-erty reduction aims to improve the quality of life of the poor through various means, social protection aims to pre-vent the poor’s living conditions from further deteriorating and pre-vent the non-poor from joining their ranks. These points were raised by Virginia Car-dona, Chief, Social Pen-sion for Senior Citizen Indigency Program Di-vision, Department of Social Welfare and De-velopment (DSWD), re-gion 10, during the flag raising/kick-off ceremo-ny of the National Sta-

helps the government by identifying the poor households that need assistance redistribut-ing income to the poor and the most vulner-able. “Our Department is mandated to protect poor households, but given limited resourc-es, we need to have a clear system for identi-fying the poor and de-termining where they are,” Cardona said. This is why the Na-tional Household Target-ing System for Poverty Reduction (NHTS-PR) was developed, dis-closed Cardona. This internation-ally accepted target-ing system enables the government to objec-tively identify the poor by minimizing politi-cal interference in the

identification process. It ensures that social protection pro-grams benefit those who really need the as-sistance, and by con-centrating government resources on the poor, government will have better impact at lower cost. The NHTS-PR uses observable and verifi-able characteristics of households as criteria for classifying house-holds as poor, which re-duces opportunities for favoring one group of beneficiaries over an-other. This can improve governance, transpar-ency, and credibility of programs, thus, DSWD uses NHTS-PR for pro-viding social protection programs targeting to those individuals and

families who need gov-ernment resources the most. This system will not only be for the con-sumption of DSWD, but can now be availed of by other agencies which have social protection programs. Since the govern-ment will be using a unified set of criteria for identifying the poor, it becomes much easier for government to bring together all of its pro-grams to a particular group of poor house-holds. Lastly, the data-base of the NHTS-PR will guide them to where and who the poor are in the region and thus en-able them to flow their resources to the right targets, Cardona add-ed. (PIA 10)

This came out after a survey was conducted, Doing Business Survey 2011 which compared the regulatory environ-ment for business in 25 cities in the Philippines. The report focus-es on national and local regulations that affect 3 stages in the life of a small to medium-size domestic firm: starting a business, dealing with construction permits, and registering property.It is also in Davao City that new policies were creat-ed to satisfy the needs of most new SMEs. The city allows for the issuance of a temporary business permit which the busi-ness enterprise can use for one month while the permit is being processed. National Competi-

tiveness Commission Private Sector Direc-tor for Operations Ruy Y. Moreno reported that an investor applying for a business permit in Davao City would only go through 17 processes in 27 days, the most. This makes Davao City second to General Santos City as the fastest to deal with business applications. The survey sup-ports the call of President Benigno Aquino III for local government units to look for more ways to streamline processes to make business start-ups easier. “I hope the LGUs can also find ways to implement reforms that will be consistent with the ones we have already started.” this he said during his State

of the Nation Address. Streamlining busi-ness processing and li-censing turns out benefi-cial to local businessmen as this could save time and financial resources, allows for more contri-bution to local invest-ments, and facilitates access to financing. The LGU, on its part, also gets benefits out from it as its revenue generation improves, customer satisfaction is achieved, and good governance is practiced.One model city that showed a significant shift on revenues after re-forms were made in busi-ness processing is Iloilo City. Its revenue of 61.75 million in 2007 rose to a 41.3 percent high in 2008 reaching 95.75 million.

In yesterday’s National Competitive Council Roadshow held at Grand Men Seng Ho-tel, City Planning Offi-cer Roberto P. Alabado III disclosed that the BPLS which is now a priority program of the present local adminis-tration is instrumen-tal in upgrading the services of the LGU. “This also gives us a benchmark as to how we are fairing with other cities.” he said.It is also here in Davao City that new policies were created to satisfy the needs of most new SMEs. The city allows for the issuance of a tem-porary business permit which the business en-terprise can use for one month while the per-mit is being processed. NCC private sector co-chairman Guillermo Luz lauded Davao City for joining the existing 221 LGUs who have been implementing BPLS. There are currently 119 LGUs which are in the process of fixing pro-cesses to finally imple-

ment a complete BPLS. This program is aimed to streamline business permits and licensing system in the country to the tar-get 480 LGUs by 2014. BPLS follows a standard that limits the processing time of LGUs to issue busi-ness permits and li-censes to a maximum of 10 days from the date of submission of the application form. This also required the LGU to have a uni-fied form each for new applications and renew-als as well as to have a limited number of steps in processing applica-tions and renewals. Luz bared that Phil-ippines dropped four notches from ranking 144th in 2010 to 148th this year through the Doing Business Survey conducted by the IFC. Singapore leads the survey since 2009 and tailed by other ASEAN countries like Thailand, Malaysia and Vietnam. The survey shows that Philippines needs

to prioritize efforts in starting a business, dealing with construc-tion permits, and clos-ing a business. The NCC called the attention of concerned government agencies like the De-partment of Trade and Industry, Bureau of In-ternal Revenue, local government units, and the Department of In-terior and Local Gov-ernment to work on these priority areas. Aside from BPLS, the NCC also pushes for other priority proj-ects such as the Per-formance Governance System Balanced Scorecard, the Philip-pine Business Regis-try (PBR), the National Single Window (NSW), and the Transparen-cy in Budget Delivery. NCC is mandated to promote and de-velop competitiveness strategies and push for the implementation of an action agenda for competitiveness and link it to the Philip-pine Development Plan
