Afterthesigningofthememorandumof agreement (MOA) andputting in place all necessaryrequirements, the facility willthen be accredited to grant

trainingcertificates. The Provincial VeterinaryOffice (PVO) said most neededequipment and facilities in thefarmare inplace, just recently,the Department of Trade andindustry (DTI) also turned-overcooling tank equipment, chiller,andsterilizer. Eradicating Malnutrition

Fiscal reforms bolster PH competitiveness upgrade
MANILA -- Budget Secretary Florencio ‘Butch’ Abad hailed the Aquino Administration’s governance and fiscal reform efforts as the Philippines leaps five notches in the global competitiveness ranking. The Philippines placed47th out of 140 competitiveeconomies in this year’s GlobalCompetitiveness Index releasedby the World Economic Forum(WEF).
“Thisisproofofthesuccessof our fiscal and governancereforms,”Abadsaid.
The Budget Secretaryalso said that along with theimprovements in the country’s

fiscal and budget transparencyrankings, the said report showsthat the world supports thePhilippines’ drive for goodgovernance.
However, Abad admitsthat there is stillmorework tobe done from streamlining thebureaucracy, to improving thecountry’sinfrastructure.
“But we are heartened bythe global recognition of ourefforts that is solidifying ourreputationasoneoftheworld’smost promising economies,” headded.
WEF’s GlobalCompetitiveness Report for2015-2016notedthePhilippinesasmoving up by five places toNo.47outof140economiesthisyear, fromNo.52outof144 in2014.Thisreportaffirmsthegoalof theNationalCompetitivenessCouncil (NCC) to place thecountry at the top third of theworldrankings.
The Philippines is also themostimprovedeconomyintermsof competitiveness rankings inthe Association of SoutheastAsianNations(ASEAN),andtheworldasitmovedby38spotsinfiveyearsfromNo.85 in2010.The Report assesses globaleconomies against the Index’s“12 Pillars of Competitiveness”based on 114 indicators thatdriveproductivity.
“We’ve seen how thereformswe’veimplementedhavehelped create a more enablingenvironmentforbusinessthatiscurrently fueling our economicprogress. But we can onlyensure this becomes inclusivegrowth if we can sustain thecountry’s upward developmentwhilehelpingmoreFilipinosoutofpoverty,”Abadsaid.

QUEZON CITY -- The Department of Agriculture (DA) together with Agricultural Credit Policy Council (ACPC), has turned over a total of P300 million to partner cooperative banks for the implementation of the Agriculture and Fisheries Financing Program–Cooperative Banks Agri-Lending Program II (CBAP II).

Agriculture SecretaryProceso Alcala signed theimplementing guidelines ofthe Agriculture and FisheriesFinancing Program (AFFP), ofwhichtheCBAPIIisoneofthecredit facilities. The AFFP isoneoftheprogramsundertheAgro-Industry ModernizationCredit and Financing Program(AMCFP), the umbrella creditprogramoftheDAforagricultureandfisheries.
TheAFFPwasapprovedbythe ACPC Governing Councilthrough Resolution No. 1,Series of 2015. The ACPCGoverning Council’s approvalof the AFFP underscores theimportance of putting in placeaviableagriculturalvalue-chainfinancing model that can beadoptedbymainstreamfinancinginstitutions. The goal of the
AMCFP-AFFP is to contribute totheattainmentofinclusivegrowththrough financial inclusion oftheunbankedandunderbankedsectorsinagriculture.
The AFFP-CBAP II is thesuccessor of the CooperativeBanks Agri-Lending Program,which was launched in 2011.CBAP is an innovation incredit delivery which employsa depository mode of creditdelivery wherein special timedeposits (STDs) are placeddirectly in partner cooperativebanks, eliminating the needfor a wholesaler and resultingin lower interestratestosmallfarmersandfisherfolk.
TheCooperativeBanksAgri-Lending Program (CBAP) – IIentails the extension of loansto eligible cooperative banksthatshall, inturn,lendtosmallfarmersandfisherfolkregisteredintheRegistrySystemforBasicSectors in Agriculture (RSBSA)at full credit risk using their

existing workable agriculturalloanproducts.
The loan fund shall bematched by eligible cooperativebankswiththeirowncounterpartfundsequivalent to at least theamount of loan fund availedfor lending to individual SFF.The scheme would enable thecooperative banks not only toexpandfurthertheiragri-fisheryloan portfolio but also lowerpass-on rates to small farmersandfisherfolkborrowers.
Withimprovedcreditaccess,the program hopes to enhancefarmers’ production capacities,productivity, and incomes.The program is also intendedto contribute to the nationalgovernment’sgoalofpromotinginclusivegrowth.
UndertheCBAPIIProgram,13 cooperative banks wereprovided with loan funds.These include: First IsabelaCooperativeBank;Cooperative
Bank of Cotabato; CooperativeBank of Misamis Oriental;Bukidnon Cooperative Bank;Ilocos Sur Cooperative Bank;Cooperative Bank of IlocosNorte; Cooperative Bank ofBohol; Cooperative Bank ofNueva Vizcaya; CooperativeBank of Quezon Province;Cooperative Bank of NegrosOriental; Cooperative Bank ofLa Union; Negros CooperativeBank; and Occidental MindoroCooperative Bank with P10millioneach.

Mindanao CSOs, academe call on legislators to pass BBLDAVAO CITY -- Members of civil society organizations and the academe in Mindanao have called on legislators to abide by their “solemn duty to legislate and enact laws and to transform themselves as peace builders and not as ordinary lawmakers” in legislating the Bangsamoro Basic Law. They said Mindanao-basedCSOs will continue to lobbylegislators from Mindanao inparticular to attend sessions inthe House of Representativesto ensure quorum so that thedeliberations on the BBL couldproceedandensureitseventualpassage.
“Wecallonthemtoconsiderthe common good and not forself-interests,”saidAtty.RomeoCabarde, chair of Ateneo deDavao University’s Community
Engagement and Advocacyat a media forum conductedconcurrentlywiththe launchingof the Peace Photo Exhibitentitled“PeaceNow!Mindanao”atSMCityDavaoonSeptember28.
He said “they mustconsider that the BangsamoroBasic Law is no ordinarylegislation as this is a resultof 17 years of negotiationand is representative of theBangsamoro people’s struggle

forself-determination.”
Cabardesaidtheyconsidera BBL to be meaningful andacceptable for all if “it …recognize(s) the right of theBangsamoro people’s rightto self-determination andmust be consistent with whathas been agreed upon in theComprehensive Agreement ontheBangsamoro.”
He also said CSOs believethe BBL should reflect vestedpowersandbenefitsnotlessthanwhat the existing laws alreadygavetotheAutonomousRegioninMuslimMindanao.
“They (should) be givengenuine political autonomy and(should) not to be treated asan ordinary local governmentunit,whichisconsistentwiththeConstitution.”Cabartesaid.
LyndeePrieto,representativeoftheInitiativesforInternationalDialogue National Secretariatfor International Dialogue, saidCSOs would continue lobbyingwith legislators to religiouslyattenddeliberations on theBBLandensurequorum.
Prieto said despite the
apparent “deliberate delayscaused by successive lacks ofquorum during sessions dueto absences from the otherlegislators, our battle cryremains: Never say never tohopelessnessandun-peace.”
Meanwhile, a peace photoexhibit entitled called “PeaceNow! Mindanao” was put upat the SM City Davao lastSeptember 28 to mark thecelebrationoftheNationalPeaceConsciousness Month. TheexhibitranuptoOctober2andwasorganizedbytheOfficeofthePresidentialAdviseronthePeaceProcessMindanaoMediaBureau (MMB) in partnershipwith with PIA 11, MindanewsandtheSMCityDavao.
