The Oklahoma Board of Nursing held its second regular meeting of FY 2020 on September 24, 25 &
26, 2019. Notice of the meeting was filed with the Secretary of State’s Office on December 11, 2018.
Notice/agenda was posted outside the meeting room at the Sheraton Oklahoma City Downtown, 1
North Broadway Avenue, 2nd Floor Ballroom, Oklahoma City, Oklahoma, and on the Oklahoma
Board of Nursing website. A notice/agenda was also posted on the Cameron Building front entrance
at 2915 N. Classen Blvd., Oklahoma City, as well as the Board office, 2915 N. Classen Blvd., Suite
524, September 23, 2019, at 10:00 AM, and not less than 24 hours prior to the meeting.

3.0 Hearings On any of the individual proceedings listed below with a specific hearing date listed:

Nickel and Director Glazier to the Oklahoma Nurses Association on September 14th. The subject
matter related to the work of the Board’s Criminal History Task Force to identify those crimes that
would be bars to nurse licensure and AUA certification, including the history of development of the
list, pursuant to HB1373, and the mechanism for individuals to request a predetermination of their
licensure eligibility relating to their criminal history.

The Licensing Analyst position has been filled in Regulatory Services with the hiring of Jeannia

new licensing system. Interviewing is in process to fill the vacant Nurse Investigator position.

K. Glazier extensively reviewed the Dashboard Report (attachment #13) demonstrating statistical and
quality indicators for the 4th quarter of FY 2019. The coding of indicator outcomes was discussed
with coming changes to better capture measurability.
K. Glazier reviewed with the Board Interim Studies the agency is tracking, although it was reported
that none of the Interim Studies have been assigned a hearing date.
K. Glazier provided a verbal report with no discussion on the following:
Insert sheets have been placed in Board Members’ hard copy Oklahoma Nursing Practice Act books
due to changes from SB848.
Information was sent out previously to Board Members regarding the Office of the Attorney General’s
Open Meeting/Open Records Seminar to be held in six locations across the state.
The Optimal Regulatory Board System (ORBS) participation agreement is still going through the
review process. The Attorney General’s office and the Office of Management and Enterprise Services
(OMES) have completed their respective reviews. OMES has requested additional verbiage to be
incorporated in to the agreement and it is now back to the National Council of State Boards of Nursing
(NCSBN). It is anticipated the contract could be in place for CY 2020.
(c) Update and discussion on Enhanced Nurse Licensure Compact
K. Glazier presented information to the Board regarding implementation of the enhanced Nurse
Licensure Compact (eNLC) to include: entry into Nursys progress as required by the eNLC and status
for the APRN data integrity project including activities related to the project, which is nearing
completion; the Interstate Commission of Nurse Licensure Compact Administrators (ICNLCA)
including its Annual Meeting held on August 20, 2019, and which was attended by K. Glazier, C.
Nickel and L. Massey, and K. Glazier’s nomination as a candidate for Chair of the ICNLCA; number
of states who have enacted the eNLC (34), number of states who have implemented the eNLC (31);
and NLC Grant for Implementation information. K. Glazier also reported that she has been invited to
present at the Council of State Governments 2019 Annual Conference on Oklahoma’s implementation
and overview of entry into the eNLC and to also participate on a moderated panel.

of Nursing results (attachment #17). The agency achieved a state-wide ranking in the top ten, as
compared to 67 other agencies, for overall favorability rating. Comparisons were made with the state
as a whole and also within the cabinet structures.
5.10 Board review, discussion and possible action relating to the response received from
the Office of Attorney General dated September 9, 2019, regarding the Board’s request
for an official Attorney General Opinion asking the question: Whether Advanced
Practice Registered Nurses (APRN), with prescriptive authority, have authority to

medication(s) that provide time released Schedule III CDS medication for 90 to 180
